Cut-off point -- a value that marks the boundary<br />

of acceptability (e.g. < -2SD W/A)<br />

Trigger level -- percent of observations below a<br />

cut-off point required to initiate action (e.g. %<br />

children < 5 y with W/A < -2SD greater than 10%)<br />

Need to use the most sensitive indicators (in<br />

terms of triggering action) that are feasible
