Molly Ryan Inside Information | Houston TranStar At the Houston TranStar office, most employees work in front of a screen that scans all of the cameras on Houston highways. By Molly Ryan Houston TranStar has one main responsibility: keep traffic moving. However, in a city as large as Houston where thousands of cars are on roadways throughout the day, this task takes a highly organized and efficient system. In 1996, four Texas government entities—the City of Houston, Harris County, the Texas Department of Transportation ©2010 HArvEST mAnAgEmEnT Sub, LLC 10239 and the Metropolitan Transit Authority— combined their transportation resources to form Houston TranStar. This organization became the main authority on moving Houston traffic from day to day and during emergency evacuations. At the center of TranStar’s operation is the Houston TranStar Traffic Map, which lets TranStar employees and the public know how traffic is moving on all highways in the Houston area. The map can be found online at www.houstontranstar.org. In order to update this map every five minutes, TranStar relies on information from speed sensors placed at different intervals along highways. These speed sensors look like small prongs and hang above highway lanes. When any vehicle with a Texas toll tag passes by a speed sensor, the sensor scans the last four digits of the tag and reads its speed. This process is then repeated at a sensor farther down the highway. Using this information, a computer measures how long it took the vehicle to travel between the two sensors and calculates its average speed. Every three to five minutes, a computer takes the average speed of all the vehicles that pass between the two sensors. This average speed is then transferred onto the TranStar map. The sensors also calculate the vehicles’ average travel times between points. This information is posted on highway message boards and allows drivers to avoid congested areas. Since there are approximately 280,000 toll tags in Houston, the average speeds on the map and on the highway message boards are fairly accurate sources of information. “It is important to understand the Community Impact Newspaper • impactnews.com July 2010 | 27 sensors do not grab the whole toll tag number,” Dinah Massie, a public information officer for Houston TranStar, said. “We pick up partial data and use this to aggregate speeds. No human eyeballs touch or see individual information. Law enforcement could not find you if they wanted to.” TranStar does work with law enforcement officers, but they are used to help with accidents. If TranStar employees notice traffic slowing down in a certain area, they can use their cameras located along the sides of the highway to determine if there is an accident, debris on the road or any other incident where assistance is needed. If help is necessary, metro police officers located at the TranStar facilities can send a dispatch officer, tow trucks, a cleanup crew or anything else that will keep the incident under control and get traffic moving again. Other elements of Houston TranStar include providing live traffic feeds to news organizations, coordinating traffic signals in central Houston, operating emergency evacuation routes, managing HOV lanes and providing information about the best travel routes to commuters. “We were the first in the nation to have this system,” Massie said. “People come from all over the world to see how we do it.” Four-legged friends are as welcome as two-legged ones.
