The ADMINISTRATIVE TRAINING INSTITUTE is the apex training institution of the<br />
Government of West Bengal under the Personnel & <strong>Administrative</strong> Reforms Department. It<br />
was set up in 1981. The 14-acre campus is located in Bidhan Nagar Municipality (Salt Lake)<br />
Kolkata -700106 in the district of North 24 Parganas.<br />
ATI was inaugurated by the Chief Minister on 27 th<br />
April 1981 stressing:<br />
“The main point is motivation in work. The people have got to be motivated. They<br />
will themselves do the work and infuse life in others to work also.”<br />
The motto of the ATI is Learning to Serve.<br />
Swami Vivekananda wrote<br />
“….. the least show of leading destroys everything by rousing jealousy?”<br />
“And it is a very difficult task to take on the role of a leader. One must be dasasya<br />
dasah - a servant of servants, and must accommodate a thousand minds. There must not be<br />
a shade of jealousy or selfishness, then you are a leader”.<br />

Major Activities<br />
Since its inception in 1981, the <strong>Institute</strong> has been providing quality training to the All-<br />
India and State Civil Services, departmental employees, state service cadres, people’s<br />
representatives from Panchayati Raj Institutions, Municipalities, NGOs and CBOs. It also<br />
conducts training programmes for the cutting-edge level. ATI undertakes research projects and<br />
studies such as:-<br />
i) The Impact of Development Schemes on TOTOs.<br />
ii) Women’s role in Panchayati Raj Institutions in West Bengal.

relating to the RTI Act and developments in the training sphere.<br />
CENTRES<br />
Natural Natural Disaster Disaster Management Management Management Unit<br />
Unit<br />
The NDMU, set up in 1995 with funding from the Government of India, conducts<br />
regular training programmes, seminars and workshops on natural disaster management,<br />
environment and ecology for officials and elected representatives of local government bodies. It<br />
has prepared case studies on the unprecedented floods of 2000.<br />
Urban Urban Management Management Centre<br />
Centre<br />
The UMC, set up in collaboration with HUDCO in 2000, undertakes training and<br />
capacity building in urban management, urban development and related areas for elected<br />
representatives and administrative, financial and technical personnel of municipal bodies.<br />
Preparation of case studies and documentation of best practices are part of the Centre’s<br />
activities. In addition, the Centre is running various training programmes under the Kolkata<br />
Urban Services for the Poor and the National <strong>Institute</strong> of Urban Affairs’ Financial Institution<br />
and Reforms Expansion (D) projects.

Induction and In-service residential training of Assistant Managers of Kolkata<br />
Municipal Corporation is organised under the Capacity Building Programme of KMC funded<br />
by DfID. 22 batches have undergone such orientation by the Urban Management Centre.<br />
Vertical Interaction: UMC introduced vertical interaction session on the concluding day<br />
with the client authority and the participants for further reinforcement of learning and transfer<br />
of learning.<br />
Post-<strong>Training</strong> Evaluation: Post-training evaluation is arranged by questionnaire survey<br />
after one and half months among the participants and their peer groups. Transfer of learning,<br />
more involvement of trainees in the training could be achieved by practising such approach.<br />
From 2007 the UMC started a one-and-half year course on AITP (equivalent to<br />
Masters degree in Urban Planning) for the working professionals in the Urban Local Bodies of<br />
West Bengal.<br />
Regional Regional <strong>Training</strong> <strong>Training</strong> Centres<br />
Centres<br />
In a significant step towards taking training closer to the work place, the ATI conducts<br />
training programmes through 9 Regional <strong>Training</strong> Centres located at the district headquarters<br />
of Bardhaman, Paschim Medinipur, Jalpaiguri, Malda, Murshidabad, North 24 Parganas,<br />
Darjeeling, Bankura and Birbhum. These programmes are co-ordinated by the respective<br />
District Magistrates to cater to the needs at the cutting edge of administration.<br />
The courses cover administrative and financial rules and procedures, sensitization on<br />
accountable and responsive administration and other aspects like community preparedness etc.<br />

Under the UNDP sponsored Project “Capacity Building for Access to Information with special<br />
reference to RTI Act, 2005”, Paschim Medinipur and Malda have been selected as two pilot<br />
districts of West Bengal. ATI as the State Implementing Agency (SIA) for the Project is<br />
working upon all the major project components, viz., <strong>Training</strong> and Capacity Building, Research<br />
and Documentation, Mass Awareness Campaign etc. with special thrust in these two districts<br />
and due emphasis in the remaining districts.<br />
One short film of 16 minutes duration on the RTI Act has been prepared for Mass<br />
Awareness campaign mainly at the grassroots level.<br />
2. STATE NODAL AGENCY under the National e-Governance Plan (NeGP)<br />
ATI was designated the State Nodal Agency (SNO) under NeGP which would be<br />
responsible for taking initiative and implementing capacity building by providing services like<br />
selection, contracting of external agencies/persons/services and administrative support to the<br />
state level e-mission team (SeMT) and the departmental project e-Mission teams (PeMT).<br />
ATI has been selected as the nodal organization for imparting training on e-<br />
Governance to government officials in the selected departments under Mission Mode Projects.<br />
As a pilot, Burdwan district has been selected.<br />
3. 3. Centre Centre for for Good Good Governance<br />
Governance<br />
ATI has been designated to act as ‘Centre for Good Governance’ for West Bengal. It<br />
is conducting various training programmes for promoting good governance through different<br />
training modules e.g. ‘Values in Administration’, ‘Right to Information’, ‘Citizen’s Charter’ etc.<br />
All the faculty members have been trained by the pathfinder of ‘Values in Administration’,<br />
Dr.S.K. Chakraborty, the founder of the Management Centre of Human Values of the Indian<br />
<strong>Institute</strong> of Management, Kolkata.<br />
The Government of West Bengal (GoWB) has formed a high level <strong>Administrative</strong><br />
Reforms Committee (ARC), chaired by the Chief Secretary, to improve governance and<br />
systemic constraints in order to deliver effective services, strengthen accountability and reduce<br />
poverty. DFID plans to support this initiative through a 3 year governance programme -<br />
namely Institutional Reforms for Improving Service (IRIS) - that aims to benefit the poorest

people in the state who are often socially excluded, marginalised and mostly live in the<br />
backward regions of the state, and who lack access to quality services.<br />
ATI has proposed for setting up a Centre for Excellence in Public Administration to be<br />
funded by DFID for implementing institutional reforms for improving services (IRIS).<br />

iii) Monitoring and Evaluation, iv) Strengthening Department Outlay-Output-Outcome<br />
framework, v) Fund management, vi) Human resources and vii) Joined up working<br />

ATI has been entrusted by the Department of Economic Affairs, Government of India, with<br />
the responsibility for creating training programmes and curriculum on PPPs and associated<br />
materials that would be delivered by state training institutes, LBS National Academy of<br />
Administration and sector-specific training institutes and also to develop a “training of trainers”<br />
course on the subject.<br />

At the request of the UNDP and the Planning Commission, ATI West Bengal has<br />
designed a training course on Human Development under the Planning Commission and<br />
UNDP (India) sponsored project. ATI has developed the trainer’s manual for this and<br />
validated it in a <strong>Training</strong> of Trainers Workshop. This will soon be printed for nation-wide use<br />
by all states.<br />
6. 6. UNDP UNDP UNDP Focused Focused Programme<br />
Programme<br />
ATI conducted the UNDP sponsored focused training in the district of Burdwan.<br />
Under this, all employees from Group ‘A’ to ‘D’ (about thirty thousand) from all the<br />
departments under Government of West Bengal will be covered. ‘Systematic Approach to<br />
<strong>Training</strong>’ is being followed by ATI to implement the project through analysis of training needs,<br />
planning and designing of training courses, implementing these and finally by evaluation<br />
through competent trainers developed by the ATI. District Magistrate Burdwan, the Nodal<br />
Officer of this project, is executing the project under the supervision of ATI. Total number of<br />
trainees trained so far stands at 3247 3247. 3247<br />

Under this DfID-DoPT Project, Govt. of India has selected ATI West Bengal for<br />
developing a replicable and transferable training model for all officials of the departments of<br />
Animal Resource Development, Agriculture and Health and Family Welfare, working at the

district level and below, along with people’s representatives North 24 Parganas district has been<br />
selected as the Nodal District. <strong>Training</strong> Needs Analyses for ARD and Agriculture Departments<br />
have been completed. Two training films have been developed by Agriculture Department on<br />
Rice Plantation and on Creation of Vermicompost.<br />
8. 8. <strong>Administrative</strong> <strong>Administrative</strong> Reforms Reforms Reforms Commission<br />
Commission<br />
The Second <strong>Administrative</strong> Reforms Commission, Govt. of India, entrusted ATI with<br />
the study on “Steps to ensure Effective Administration at the State Level”.<br />
The ATI entrusted the National Productivity Council with a project to recommend the<br />
revised staffing pattern, infrastructure and process re-engineering required in the offices of the<br />
Divisional Commissioner, the District Magistrate, the SDO and the BDO to meet the current<br />
and future needs.<br />
PROGAMMES<br />
<strong>Training</strong> programmes are offered in the following thrust areas:-<br />
1. Induction Programmes are conducted for the new recruits to government service and<br />
officials promoted to higher cadres such as IAS, WBCS (Exe.), WBPS, WBA&AS.<br />
The programmes give the participants an overview of the administrative environment,<br />
the policies and programmes with which they are concerned, the administrative and<br />
legal structures and processes relating to their work and a broad understanding of the<br />
strategies for effective public service and good governance. Exposure to computers and<br />
sensitisation to gender issues, human rights and values in administration form part of<br />
the modules.<br />
2. In-service Programmes are aimed at improving the functional competence of the<br />
participants from various departments and directorates of the Govt. The courses mainly<br />
cover the plans and programmes of the departments as well as administrative and<br />
financial rules and procedures relevant to the tasks performed by the participants.<br />
Separate functional courses have been scheduled exclusively for WBCS (Executive)<br />
cadre officers at different levels of seniority. Now these have been developed for<br />
enhancing the effectiveness of Block Development Officers, Sub-divisional Officers and<br />
Additional District Magistrates.<br />
3. Public Administration: <strong>Training</strong> courses and workshops are held on Financial and<br />
<strong>Administrative</strong> procedures in Government, Departmental Proceedings and Court<br />
Procedure etc. To enhance the professional credentials of new recruits to the WBCS<br />
(Executive) cadre, an agreement has been reached with the Netaji Subhas Open

University whereby the trainees are enrolled at government cost for the Masters degree<br />
in Public Administration through the distance learning methodology. The contact<br />
classes are held by the NSOU at the ATI utilising its video-conferencing facilities.<br />
4. Financial Management: Programmes on financial management and principles and<br />
procedures of budgeting, accounting and auditing in government are included in the<br />
calendar. Two training modules have been developed in consultation with the Finance<br />
Department, Government of West Bengal, one for a week long training programme for<br />
LD/UD/SO and the other one for two-weeks for Assistant Secretaries and above. In<br />
addition, Induction <strong>Training</strong> for West Bengal Audit and Accounts Service officers for<br />
3-weeks is organised.<br />
5. Management Development: These courses aim at developing managerial and<br />
interpersonal skills and project management capability. There are programmes on<br />
managing organizational change for improving organizational efficiency and the quality<br />
of services.<br />
6. Trainer Development: The package of Direct Trainer Skills (DTS) and Design of<br />
<strong>Training</strong> (DOT) courses is intended to develop quality trainers in government<br />
departments and training institutions. Courses on “<strong>Training</strong> Needs Analysis” enable<br />
participants to develop expertise in systematically assessing individual and<br />
organizational training needs and performance issues. Courses on “Evaluation of<br />
<strong>Training</strong>” and “Management of <strong>Training</strong>” are also part of the Trainer Development<br />
Programmes. Courses on Experiential Learning Tools have been developed by DoPT,<br />
Govt. of India, in order to create an opportunity for the learner to learn moving<br />
through the experiential learning cycle. ATI has one Master Trainer in DOT, three<br />
Recognised Users in DTS, four Recognised Users in TNA, two trainers in MOT, one<br />
trainer on EOT. 231 persons have undergone DTS and DOT courses at ATI, West<br />
Bengal.<br />
7. Disaster Management: These programmes are intended to enhance disaster<br />
management capability among government agencies, panchayats and NGOs. They<br />
cover aspects of preparedness, response, rehabilitation and long-term mitigation in<br />
respect of different types of natural disasters.<br />
8. Urban Management: The courses are meant for elected representatives and officials of<br />
municipal bodies. They cover a wide range of topics including fiscal and financial<br />
management, infrastructure planning and development, tax administration, area<br />
appraisal, municipal services and computer applications.

a. From 2007 the UMC started a one-and-half year course on AITP (equivalent to<br />
Masters degree in Urban Planning) for the working professionals in the Urban<br />
Local Bodies of West Bengal. The course is recognized by the <strong>Institute</strong> of<br />
Town Planners India (ITPI). This will be a semi DLM course consisting regular<br />
classes, examinations, assignment, studio works and thesis in the last semester.<br />
b. Induction and In-service residential training of Assistant Managers of Kolkata<br />
Municipal Corporation is organised under the Capacity Building Programme of<br />
KMC funded by DfID.<br />
9. Information Technology:<br />
a. Computer programmes have been scheduled at three levels: basic<br />
familiarisation for beginners, intensive training in the common applications at<br />
the next level and exposure to advanced features for those having sufficient<br />
computer skills. The programme on e-Governance addresses the scope of<br />
information technology in improving efficiency in government processes and<br />
delivery of services to citizens.<br />
b. Separate computer programmes have been scheduled for municipal personnel<br />
in designing and accounting software as well as on Geographical Information<br />
Systems (GIS).<br />
10. Distance <strong>Training</strong>: ATI has initiated distance-training programme for field-level<br />
government employees. A video conferencing network has been set up connecting the<br />
<strong>Institute</strong> with the Regional <strong>Training</strong> Centres for providing support for the training<br />
programmes at these centres and for distance training courses. Simultaneously Video<br />
Conferencing facility is being arranged between all the Regional <strong>Training</strong> Centres. To<br />
enhance the professional credentials of new recruits to the WBCS (Executive) cadre, an<br />
agreement has been reached with the Netaji Subhas Open University whereby the<br />
trainees are enrolled at government cost for the Masters degree in Public<br />
Administration through the distance learning methodology.<br />
11. Case Study Workshops: ATI has conducted three Case Study Workshops during the<br />
year 2006-07 under the DoPT, Govt. of India assisted project and produced six training<br />
case studies which are being run at all the state ATIs in India. Further workshops are<br />
also being conducted for the year 2007-08 for producing 6 (six) more quality case<br />
studies.<br />
Besides the aforementioned training programmes, ATI also conducts various tailor-<br />
made training programmes according to the needs of various government departments and

organisations like Finance Dept, Agricultural Marketing Dept, Kolkata Municipal Corporation<br />
etc.<br />
INNOVATIONS<br />
(a) BDOs shoulder heavy responsibilities of governance and programme<br />
implementation at the cutting edge level. In order to equip the WBCS (Exe) Officers with<br />
regulatory and development administration before being posted as BDOs, the training<br />
programme on “The Effective BDO” has been introduced.<br />
(b) It takes about 14 years for a WBCS (Exe) Officer to become an SDO and 20 years<br />
to become an ADM. These officers hold different assignments before being posted as SDOs<br />
and ADMs. Many of them no longer have close touch with all the aspects of district<br />
administration. Therefore, to enable them to perform effectively as SDOs and ADMs, it is<br />
necessary to refresh their memories about regulatory and development administration.<br />
Keeping this requirement in view, the training courses on “The Effective SDO” and “The<br />
Effective ADM” have been introduced from 2005-06.<br />
(c) WBCS (Exe) officers get little scope for familiarisation with management concepts<br />
in their service career. The ATI has felt that the efficiency of the officers who become SDOs<br />
and ADMs will improve if they are provided some managerial inputs. Keeping this in mind, the<br />
training module on “Advanced Management Development Programme” has been run from<br />
2006-07.<br />
(d) Officers from different services join the WBCS (Executive) cadre on promotion.<br />
They need methodical knowledge and skill in regulatory and development administration. In<br />
order to equip such officers with the prime tools and techniques of regulatory and development<br />
administration, a two-week training programme has been developed for them from 2006-07.<br />
(e) At the request of the Government of Tripura, Foundation <strong>Training</strong> programme for<br />
34 newly recruited Tripura Civil Service Officers was organised by ATI from 26.11.2007 to<br />
28.12.2007.<br />
(f) To enhance the professional credentials of new recruits to the WBCS (Executive)<br />
cadre, an agreement has been reached with the Netaji Subhas Open University whereby the<br />
trainees are enrolled at government cost for the Masters degree in Public Administration<br />
through the distance learning methodology. The contact classes are held by the NSOU at the<br />
ATI utilising its video-conferencing facilities.

(g) In 2007 the UMC started a one-and-half year course on AITP (equivalent to<br />
Masters degree in Urban Planning) for the working professionals in the Urban Local Bodies of<br />
West Bengal using distance-learning methodology. The course is recognized by the <strong>Institute</strong> of<br />
Town Planners India (ITPI).<br />
(h) A course imparting practical training in survival, search and rescue in floods has<br />
been started by the NDM Unit in 2008 in collaboration with the Disaster Management <strong>Institute</strong><br />
(an NGO) to build up a cadre of trained personnel in the districts.<br />
(i) <strong>Training</strong> Monographs: ATI has pioneered the publication of monographs on<br />
important aspects of public administration. 17 monographs have been published. Some more<br />
are being prepared for publication. Sahitya Samsad, reputed publishers, are bringing out their<br />
“Samsad Series on Public Administration” edited by the ATI.<br />
(j) UMC, ATI has signed a MoU with the Centre for Good Governance (CGG),<br />
Hyderabad and taken initiative for signing another MoU with <strong>Administrative</strong> Staff College of<br />
India (ASCI), Hyderabad for collaboration in the field of Urban Governance, Management<br />

Nominations<br />
Departments and Directorates should send their nominations keeping in view the individual<br />
and organizational needs. The following points may be kept in mind.<br />
1. Nominations must be sent at least two weeks before the commencement of the<br />
programme. Officers can also utilise the website to send their nominations.<br />
2. Individual government officials may also apply for courses with the recommendation of<br />
the controlling officer.<br />
3. Special attention should be given to post-training evaluation on the job to assess<br />
