Section 13 Accreditation, Mobilization and Protection of Disaster
Volunteers. The City Government may mobilize individuals or organized volunteers to
augment their respective personnel complement and logistical requirements in the delivery
of disaster risk reduction programs and activities and shall take full responsibility for the
enhancement, welfare and protection of volunteers, and shall submit the list of volunteers
to the OCD. through, the Bacoiod City Disaster Risk Reduction and Management Office
(RCDRRMO), for accreditation and inclusion in the database of community disaster
volunteers.
Mobilization of volunteers shall be In accordance with the guidelines to be
formulated by the National Disaster Risk Reduction and Management Council (NDRRMC)
consistent with the provisions as provided for by the "Philippine Disaster Risk Reduction
and Management Act of 2010". Any volunteer who incurs death or injury while engaged in
any of the activities defined under Republic Act 10121 shall be entitled to compensatory
benefits and individual personnel accideni insurance as may be defined under the
guidelines
Section 14. Coordination During Emergency The local Disaster Risk
Reduction and Management Council who shall take the lead in preparing for, responding
to., and recovering from the effects of any disaster within the City will be based on the
following criteria.
(a) The Barangay Development Council (RDC), if a Barangay is affected;
(b) The Bacnlod City Disaster Risk Reduction and Management Council, if two (2)
or more Rarangays are affected;
Section 16. Repealing Clause, Ail ordinances, resolutions or laws of local
application and effect inconsistent hereto are hereby modified, superseded and repealed
accordingly
Section 1fi. Separability Clause, If, for any reason or reasons, any part or
provision hereof shall be held unconstitutional or invalid, other parts or provisions hereof
which are not affected hereby shall continue to be in full force and effect
Section 17, Supplementary Clause, In case of conflict, doubt, or
ambiguity in the interpretation of this ordinance, the provisions as provided under
Republic Act No 10121, otherwise known as the "Philippine Disaster Risk Reduction and
Management Act of 2010" and its implementing Ruses and Regulations shall be
supplementary
