Mock utility billing began Oct. 1<br />

for privatized housing residents<br />

NELLIS AIR FORCE BASE, Nev. — Colonel Steven Garl<strong>and</strong>, 99th Air Base Wing comm<strong>and</strong>er,<br />

hosts a town hall meeting for base housing residents to introduce the new Nellis Family<br />

Housing Utility Billing Program Sept. 29, 2011, in the base theater at Nellis Air Force Base,<br />

Nev. The town hall meeting was held to introduce <strong>and</strong> to answer questions about the<br />

utility billing program, which will begin in January 2012. Utility billing was m<strong>and</strong>ated<br />

by the Department of Defense as part of the transition to privatized housing. Under<br />

the new program, housing residents will receive a monthly utility allowance<br />

based on their floorplan to account for their normal electric <strong>and</strong> gas usage.<br />

– Over the next three months (1 Oct<br />

– 31 Dec), Nellis Family Housing residents<br />

will begin receiving mock utility<br />

bills for gas <strong>and</strong> electric usage. During<br />

this period, members will be able to<br />

compare their actual usage against the<br />

“utility allowance baseline” for their<br />

particular floorplan. There are 31 different<br />

floor plans in housing <strong>and</strong> the<br />

31 utility allowance baselines are based<br />

upon actual family usage collected since<br />

2007. Members who are curious can go<br />

into the housing office to see the actual<br />

historical usage of their home based on<br />

street address. During the “mock billing”<br />

period, residents who exceed their utility<br />

allowance will receive an energy study to<br />

determine <strong>and</strong> fix all factors contributing<br />

to overconsumption. Actual billing<br />

begins January 2012.<br />

These “mock bills” are solely informational<br />

<strong>and</strong> will show residents how much<br />

electricity <strong>and</strong> gas they are consuming,<br />

what that consumption costs, <strong>and</strong> how<br />

that amount compares to the Housing<br />

Utility Allowance they will be receiving.<br />

These “bills” will also contain information<br />

about how to conserve energy, familiarize<br />

residents with the billing process<br />

<strong>and</strong> offer training to help families learn<br />

to be more energy efficient.<br />

Nellis housing will use a third-party<br />

meter-reading service, Minol, for both<br />

the mock bills in 2011 <strong>and</strong> the actual<br />

bills, which begin in January 2012. This<br />

third-party consultant is an expert in<br />

energy billing <strong>and</strong> will manage the process<br />

like any utility company. (Note:<br />

residents are not responsible for water or<br />

sewer costs. Housing water meters are<br />

only used to isolate underground leaks,<br />

should they occur. Residents are also<br />

not responsible for utilities consumed in<br />

common areas or vacant houses.)<br />

A Housing Utility Allowance rate has<br />

been created for each of the 31 Nellis<br />

housing floor plans, taking into account<br />

Creech aid station undergoes expansion<br />

— The 99th Medical Group from Nellis<br />

Air Force Base is in the process of<br />

exp<strong>and</strong>ing its medical <strong>and</strong> dental aid<br />

stations on Creech AFB, Nev.<br />

The purpose of this expansion is to enlarge<br />

the work space so medical personnel<br />

can provide more care to patients.<br />

To accomplish this expansion, contractors<br />

are connecting two existing buildings<br />

<strong>and</strong> are enlarging the area by 2,774 square<br />

feet to bring the total space of the new<br />

aid stations to 5,874 square feet.<br />

The new medical aid station will<br />

provide flight medicine clinic services,<br />

urgent care for all Creech personnel,<br />

immunizations, occupational<br />

health exams, gas mask fit testing<br />

<strong>and</strong> drug dem<strong>and</strong> reduction testing<br />

for the base.<br />

Presently, the Creech Dental Flight,<br />

the newest flight of the 99th Dental<br />

Squadron, provides almost all periodic<br />

Taxes, state of legal residence <strong>and</strong> the<br />

Military Spouse Residence Relief Act<br />

NELLIS AIR FORCE BASE, Nev. — The military lifestyle<br />

dem<strong>and</strong>s that military members <strong>and</strong> their families be<br />

highly mobile. Every three years, if not less, they are asked<br />

to pick up <strong>and</strong> move to a different state or country.<br />

This creates a number of challenges that most civilian<br />

families do not have to face. Identifying a service<br />

member’s state of legal residency is important when<br />

moving as often as military members do because that<br />

is where the military members <strong>and</strong> military spouses<br />

must pay state taxes. In bad economic times, many<br />

state tax authorities become more aggressive in an attempt<br />

to make up lost revenue. Misunderst<strong>and</strong>ing the<br />

rules of legal residency can be an expensive mistake.<br />

As military members, only the state of legal<br />

residence, often referred to as “domicile,” can tax<br />

a member’s military income, while other income is<br />

taxed by the state in which it is earned. Federal <strong>and</strong><br />

state law determines a service member’s state of legal<br />

residence, which has nothing to do with a person’s<br />

home of record. Federal law allows military members<br />

<strong>and</strong> spouses to keep their state of legal residence<br />

in situations where civilian families could not.<br />

State law determines when service members may<br />

become a legal resident of that state. As a rule of thumb,<br />

service members <strong>and</strong> their dependents need to be present<br />

in a state for around six months to become legal<br />

residents. These service members also must take certain<br />

actions that prove they <strong>and</strong> their families wish to make<br />

the chosen state their permanent home. To prove this,<br />

states look to many things, but some of<br />

the most important are registering to<br />

vote, getting a driver’s license, registering<br />

a car or buying property in that state.<br />

Doing these things ensures that once the<br />

military member moves out of the state,<br />

there is still proof of intent to make that<br />

state the state of legal residence.<br />

A spouse does not gain the military<br />

member’s legal residency simply by marrying<br />

the military member. For example,<br />

if a woman who lived in Georgia all her<br />

life married an Air Force member from<br />

Maine who was stationed in Georgia,<br />

the woman would not be a legal resident<br />

of Maine without moving to Maine<br />

<strong>and</strong> establishing residency according to<br />

Maine’s law. However, if the military<br />

member wanted to become a Georgia<br />

legal resident, he could. Because he is<br />

physically in Georgia, he may take steps<br />

to acquire Georgia residency.<br />

Military spouses have different protections<br />

under the Military Spouse Residency<br />

Relief Act than service members<br />

have. Military spouses covered under the<br />

act may choose to become a legal resident<br />

of the state in which the military member<br />

is assigned, but will not be forced to do so<br />

by state law. Salary <strong>and</strong> wages military<br />

spouses make are only taxable by the<br />

individual’s state of legal residence. However,<br />

this does not include money made<br />

In order to retain the original state of legal residence,<br />

the spouse must meet three criteria. First, the<br />

spouse must reside in a state other than that of his or<br />

her legal residence. Second, the spouse must reside<br />

in that state solely to live with his or her spouse, the<br />

military member. Third, the military member must<br />

be under military orders in the new resident state.<br />

Both military members <strong>and</strong> spouses must maintain their<br />

legal residency to avoid becoming legal residents of the new<br />

state. (Note: some states may also require that a spouse have<br />

the same state of legal residence as the military member.)<br />

For example, if the Air Force member <strong>and</strong> spouse<br />

mentioned in the earlier example move to Nellis Air<br />

Force Base, the Air Force member may retain his new<br />

Georgia legal residency or become a Nevada legal resident.<br />

The service member, however, may not switch back<br />

to Maine because he has given up legal residence there.<br />

The spouse may keep her Georgia residence under the<br />

MSRRA. If she worked in Nevada, she would have to<br />

pay Georgia income tax. If she became a Nevada legal<br />

resident, she will not be able to switch back to Georgia<br />

legal residency unless she moves back to Georgia <strong>and</strong> goes<br />

through the steps to be a legal Georgia resident again.<br />

Spouses who fall under the MSRRA are not allowed to<br />

keep the status forever. There are a number of situations<br />

where a spouse would lose the protection of the relief act.<br />

For example, if the military member left military<br />

service, both the military member <strong>and</strong> spouse would be<br />

treated as regular civilians in regards to legal residency.<br />

Upon separation, both would ultimately become legal<br />

residents of the state they choose to live in once they met<br />

that state’s residency requirement. Another example is<br />

if spouses choose to live in a state other than the one<br />

to which their spouse, the military member, moved to.<br />

These spouses also lose the protection of MSRRA. Finally,<br />

if a spouse takes an action that clearly establishes the<br />

new state as the state of legal residency, the spouse would<br />

become a legal resident of that state. These include things<br />

like filing a court action, accepting in-state tuition, voting<br />

or applying for benefits only available to legal residents.<br />

Any personnel who are concerned about their state of<br />

legal residence or any actions that may have caused them<br />

to give up their state of legal residency should contact<br />

the Nellis Justice Advocate Office at 652-5407. Nellis<br />

attorneys are available to answer these <strong>and</strong> any other<br />

legal questions installation service members have at the<br />

law center, located in Building 18 between the 99th Force<br />

Support Squadron <strong>and</strong> the 99th Air Base Wing headquarters.<br />

Walk-in hours are between 9:30 a.m. <strong>and</strong> 10:30<br />

home type, size <strong>and</strong> appliances. The<br />

rate for each floor plan was calculated<br />

by taking the average amount of<br />

actual electric <strong>and</strong> gas consumption<br />

for each specific floor plan, which<br />

was developed based on data that has<br />

been gathered from the homes since<br />

2007, <strong>and</strong> adding on an additional<br />

10 percent to account for seasonal<br />

changes. Residents will receive the<br />

same Housing Utility Allowance for<br />

their specific floor plan each month,<br />

regardless of weather conditions or<br />

season changes.<br />

Once actual billing begins in January<br />

2012, residents will see their Housing<br />

Utility Allowance appear on their<br />

monthly utility statement, which will<br />

be mailed directly to each resident’s<br />

home. (Note: Residents will continue<br />

expansion, from page 1 _______<br />

dental exams <strong>and</strong> cleaning needs for<br />

over 2,300 active duty, reserve <strong>and</strong><br />

foreign military personnel. With the<br />

dental service aid station expansion,<br />

services to general dentistry <strong>and</strong> sick<br />

call appointments will be increased,<br />

which will eliminate the need for<br />

to receive their full BAH amount,<br />

which will continue to be deducted<br />

from the senior military member’s<br />

paycheck. This Housing Utility Allowance<br />

will not appear on the military<br />

member’s Leave <strong>and</strong> Earning<br />

Statement.)<br />

A $50 variance is built into the<br />

monthly utility statement. This means<br />

that if a resident’s bill is less than the<br />

amount of the resident’s Housing Utility<br />

Allowance, then the resident will<br />

amass credit in his or her account.<br />

Once that credit reaches $50 or more,<br />

the credit will be paid via check to the<br />

resident. If a resident’s bill is greater<br />

than the amount of the resident’s Housing<br />

Utility Allowance, then the resident<br />

will amass debt in his or her account.<br />

Once that debt reaches $50 or more,<br />

the resident will be billed <strong>and</strong> will be<br />

responsible for paying that amount.<br />

Creech personnel to travel to Nellis<br />

for their general appointments.<br />

The estimated completion date<br />

for this expansion project is Nov. 19,<br />

2011.<br />

Duty hours for the medical <strong>and</strong><br />

dental stations remain unchanged<br />

during construction. They are 7:30<br />

a.m. to 4 p.m. Monday through Friday.<br />

If a resident chooses, he or she can<br />

sign up for the rebate accrual option.<br />

This means that in lieu of receiving<br />

a check every time the resident earns<br />

$50 or more in credit, the resident<br />

may elect to accrue his or her credit.<br />

Then, if the resident’s bill in future<br />

months should exceed his or her utility<br />

allowance, the accrued credit will<br />

be applied to the exceeded amount.<br />

Residents may choose to opt in or out<br />

of this rebate accrual option once per<br />

calendar year. Those who elect to take<br />

part in this rebate accrual option will<br />

receive their remaining credit, or will<br />

owe their remaining debt, upon move<br />

out or transfer.<br />

Turn Energy Awareness into Action<br />

TYNDALL AIR FORCE BASE, Fla. — Airmen<br />

across the Air Force are joining the nation to observe<br />

Energy Awareness Month, which is annually<br />

celebrated in October.<br />

This year’s theme, “Power the Force, Fuel the Fight,” encourages<br />

everyone to do more than just be “aware.” Instead,<br />

military personnel <strong>and</strong> civilians alike should take action.<br />

“The Air Force is making excellent progress toward<br />

satisfying federal energy m<strong>and</strong>ates,” said Rick<br />

Stacey, Air Force Facility Energy Center chief, who<br />

works in a division of the Air Force Civil Engineer<br />

Support Agency at Tyndall Air Force Base, Fla. “Some<br />

of the more prominent goals require us to reduce<br />

energy intensity 30 percent by 2015, reduce water<br />

intensity 26 percent by 2020 <strong>and</strong> increase renewable<br />

energy to 25 percent of all electricity use by 2025.<br />

But as time goes by, the goals are getting tougher.<br />

We need everyone doing all they can to help the Air<br />

Force continue our energy program successes.”<br />

The Air Force has reduced energy use nearly 15 percent,<br />

reduced its water consumption 11 percent <strong>and</strong> has<br />

used renewable sources for more than six percent of all its<br />

electricity needs since 2003. To meet these newer, more<br />

dem<strong>and</strong>ing goals, the Air Force energy strategy is to reduce<br />

dem<strong>and</strong>, increase supply <strong>and</strong> change the culture.<br />

Reduce dem<strong>and</strong><br />

The Air Force uses facility energy audits, utility<br />

meters, energy recommissioning <strong>and</strong> a variety of<br />

other tools to pursue aggressive reduction targets. At<br />

Kirtl<strong>and</strong> AFB, N.M., audits led to an upgraded energy<br />

management control system that is expected to save<br />

$3.7 million over the lifetime of the system. Newly<br />

installed meters at V<strong>and</strong>enberg AFB, Calif. allowed<br />

for better resource management <strong>and</strong> generated $2<br />

million of new revenue through more accurate billing<br />

of non-Department of Defense tenants. And Air<br />

Combat Comm<strong>and</strong>’s facility recommissioning, or<br />

building “tune-up,” program incurred enough energy<br />

savings to cut $433,000 from utility bills in 2010.<br />

Increase supply<br />

The Air Force leads the Department of Defense as<br />

the number one producer <strong>and</strong> user of renewable energy.<br />

More than six percent of the Air Force’s electric supply<br />

comes from on-base renewable energy projects including<br />

How many personal appliances can be removed or<br />

consolidated in common areas, like a break room?<br />

Reducing energy usage by reducing the number of<br />

appliances <strong>and</strong> machines available can yield significant<br />

energy savings. For example, in an evaluation<br />

of just two buildings at Wright-Patterson AFB,<br />

Ohio, the base energy manager found a staggering<br />

810 appliances that could be unplugged or eliminated.<br />

The list included radios, fans, refrigerators,<br />

coffee makers, microwaves <strong>and</strong> toasters.<br />

• Computer log off – Everyone should log-off at the<br />

end of the day. This ensures that computers will enter<br />

energy-saving sleep mode. The Air Force Information<br />

Technology Power Management Team estimates this<br />

action alone can save more than $10 million a year.<br />

• Temperature Control – Climate control set points<br />

can have a major impact on energy use. Most bases<br />

use settings of 68 degrees in the winter <strong>and</strong> 78 degrees<br />

in the summer. Heating <strong>and</strong> cooling systems are not<br />

perfect, so workspaces may not be at optimum comfort<br />

temperatures. Rather than increasing energy dem<strong>and</strong><br />

with space heaters or fans, dress appropriately for the<br />

temperature. If the building is too cool in the summer or<br />

too hot in the winter, the thermostat could be set incorrectly,<br />

which means the Air Force is wasting energy.<br />

• Inform the facility manager – Report incorrect<br />

temperature set points, leaky faucets, blocked air vents,<br />

cracked windows <strong>and</strong> other problems to the facility<br />

manager or civil engineering customer service.<br />

• Outdoor conservation – If a broken sprinkler<br />

head is wasting water or area lights are left on in<br />

a parking lot during the day, report it to the local<br />

Civil Engineer Customer Service.<br />

• No waste – Do not turn a blind eye to problems.<br />

If something is on that does not need to be, turn it<br />

off. If there is a problem, report it.<br />

All military personnel <strong>and</strong> civilians should review<br />

their daily routines to conserve energy <strong>and</strong> water, <strong>and</strong><br />

they should empower themselves <strong>and</strong> others to take<br />

action. Every dollar saved on energy is a dollar that can<br />

be spent to “Power the Force, Fuel the Fight.”

Program provides support for deploying reservists<br />

NELLIS AIR FORCE BASE, Nev.— When military<br />

personnel deploy they attend numerous briefings <strong>and</strong><br />

m<strong>and</strong>atory appointments prior to departure <strong>and</strong> upon<br />

return. However, not all members have the luxury of<br />

time to accomplish checklist items. Sometimes there<br />

is not enough funding to put reservists in a military<br />

status to take care of these appointments, or maybe<br />

their civilian job cannot afford to lose them anymore<br />

than they already are going to once they deploy. That is<br />

where the Yellow Ribbon Program comes into place.<br />

The Department of Defense recognizes the importance<br />

of the mental <strong>and</strong> emotional well-being of its<br />

members. Therefore, the purpose of the program is<br />

to provide a smooth reintegration for reservists back<br />

into their civilian lifestyle.<br />

The Yellow Ribbon Program informs <strong>and</strong> supports<br />

personnel before, during <strong>and</strong> after a deployment by<br />

hosting monthly regional events. These weekend conventions<br />

ensure that not only military members, but<br />

their families as well, are able to receive information<br />

they would generally get during these appointments.<br />

By including the family members, the program promotes<br />

the overall well-being of the military member,<br />

<strong>and</strong> also shows the family just how important they are<br />

during these stages. Yellow Ribbon also underst<strong>and</strong>s<br />

that the definition of “family” varies from person to<br />

person, so members are able to bring their support<br />

system with them to these events. Each military<br />

member is put on active-duty orders for the three-day<br />

event, along with their designated family members.<br />

Topics covered during these events generally include<br />

the importance of resiliency, communication,<br />

<strong>and</strong> stress management, just to name a few. Since<br />

Reserve benefits differ from those of the typical activeduty<br />

member, local Veterans Affairs, TriCare, <strong>and</strong><br />

United Concordia chapters come out to host an informational<br />

fair where members can learn more about<br />

their entitlements. Along with those three agencies,<br />

there can be up to 25 different resources available to<br />

answer questions on reservists’ benefits. Members<br />

<strong>and</strong> their families can choose from a wide variety of<br />

topics covered over the weekend <strong>and</strong> learn from the<br />

experts how to implement those valuable tools into<br />

their family routine, building that bond needed during<br />

the deployment <strong>and</strong> reintegration phases.<br />

Childcare is also provided over the event weekend.<br />

Representatives from youth programs such as Project<br />

Youth Extension Service, Teen Leadership Council,<br />

<strong>and</strong> Operation Military Kids volunteer their time to<br />

interact with the children, teaching them the many<br />

skills each of their camps specialize in.<br />

are likely to be clogged with thoughts<br />

of ghostly ghouls, creepy costumes <strong>and</strong><br />

titanic treat bags. The last thing on the<br />

minds of the little pirates <strong>and</strong> princesses<br />

is the potential risk for c<strong>and</strong>y-coated<br />

cavities. And, while it is easy to blame<br />

sweets for children’s toothache troubles,<br />

sugar is only one of the four factors required<br />

Cavities occur due to repeated attacks<br />

of acid on the tooth enamel. All teeth are<br />

susceptible to cavities, including teeth that<br />

Wind-borne trash detracts from base<br />

appearance <strong>and</strong> creates an additional<br />

work load for all who have to collect <strong>and</strong><br />

properly dispose of the trash.<br />

“Due to Nevada’s strong winds, which<br />

can lift trash out of the dumpster <strong>and</strong><br />

blow it about the base, it is important to<br />

ensure garbage lids are closed,” Ostrea<br />

said. “If that happens, wind-borne trash<br />

could reach the flightline <strong>and</strong> cause damage<br />

to aircraft engines.”<br />

All it takes is a couple moments to flip<br />

the lid to the closed position. It is up to<br />

all members of the installation to ensure<br />

Training Range remain in compliance<br />

WASHINGTON – Eleven states will share more<br />

than $10.3 million in grants to community groups<br />

to provide enhanced services for homeless Veterans<br />

this year. This is in addition to the $59.5 million in<br />

preventive grants awarded earlier this year.<br />

“Homelessness is a national issue that will be<br />

solved at the local level,” said Secretary of Veterans<br />

Affairs Eric K. Shinseki. “VA is proud to partner<br />

with the community organizations that share our<br />

dedication to serving those who served this Nation.<br />

As a key component of VA’s plan to eliminate<br />

homelessness among Veterans, VA’s Homeless<br />

Providers Grant <strong>and</strong> Per Diem Program provides<br />

grants <strong>and</strong> per diem payments to help public <strong>and</strong><br />

nonprofit organizations establish <strong>and</strong> operate supportive<br />

housing <strong>and</strong> service centers for homeless<br />

Veterans. As a result of this funding, provided<br />

through a program known as VA Special Need<br />

Grants for Homeless Veterans Service Providers, 26<br />

projects will receive approximately $10.3 million to<br />

Center in Richmond, Va. The documentary <strong>and</strong> other<br />

“The stories of true courage <strong>and</strong> determination<br />

are an inspiration to all who watch this documentary,”<br />

What does your job consist of?<br />

My job consists of completing daily checks <strong>and</strong> maintaining<br />

three radar systems. Two of these radars are at<br />

Nellis <strong>and</strong> one is on the Nevada Test <strong>and</strong> Training Range.<br />

The radars provide data for the air traffic controllers <strong>and</strong><br />

also serve as a backup to McCarran airport.<br />

Why did you join Air Force?<br />

I joined the Air Force to serve my country. I wanted to<br />

travel <strong>and</strong> learn a trade. My father was in the Army, so<br />

he was able to point me in the right direction. I walked<br />

in to the recruiter’s office, two weeks later I was in — I<br />

haven’t looked back since. The dining facility is great.<br />

What are your Air Force goals?<br />

My Air Force goal is to make an impact on every<br />

work center I will be a part of. Whether my mission<br />

is customer service or equipment maintenance, I<br />

try to be better than another Airman who could<br />

be in my position.<br />

Who is your role model?<br />

My father is my biggest role model. During any hardship<br />

in his life, he always kept a positive attitude <strong>and</strong><br />

never gave up. He has always been there for me,<br />

giving advice, <strong>and</strong> helping me become the man I<br />

am today. He has been an awesome dad <strong>and</strong> a great<br />

friend too. I will strive to be as good of a father as he<br />

has been to me when I have children of my own.<br />

What is one thing you wish you were told<br />

when you joined the service?<br />

I got great financial advice from my technical instructor<br />

in basic, that’s the kind of stuff I wanted —‘outside<br />

the box’ knowledge that puts me a step ahead.<br />

What does your job consist of?<br />

My job consists of providing direct mission<br />

support to the 57th Wing, 99th Air Base<br />

Wing, Nevada Test <strong>and</strong> Training Range, <strong>and</strong><br />

Green Flag/Red Flag exercises. I use the Asset<br />

Management System <strong>and</strong> Enterprise Solution-<br />

Supply to verify <strong>and</strong> perform put aways, movements,<br />

<strong>and</strong> deliveries of Air Force property. I<br />

also perform warehouse validations/inventories<br />

to ensure 100 percent accountability of<br />

assets, build Mission Support Kits <strong>and</strong> monitor<br />

listing daily. In addition, I also process reparable,<br />

serviceable, <strong>and</strong> condemned due-in from<br />

maintenance property turn-ins.<br />

Why did you join Air Force?<br />

I joined the Air Force to continue my education.<br />

What are your Air Force goals?<br />

To acquire my Community College of the Air<br />

Force Degree <strong>and</strong> have a long career.<br />

Who is your role model?<br />

My mother is my role model. She is the strongest<br />

woman I know.<br />

What is your dream job <strong>and</strong> why?<br />

My dream job is to be an athletic trainer for the<br />

Los Angeles Lakers — treating injuries on the<br />

spot <strong>and</strong> rehabilitating athletes in the gym, <strong>and</strong><br />

being involved with the players on a daily basis.<br />

Airmen in my work center step up <strong>and</strong> take on new<br />

challenges every day. Hard work is contagious, <strong>and</strong><br />

radar troops keep each other focused on the job.<br />
