Mock utility billing began Oct. 1 

for privatized housing residents

NELLIS AIR FORCE BASE, Nev. — Colonel Steven Garland, 99th Air Base Wing commander, 

hosts a town hall meeting for base housing residents to introduce the new Nellis Family 

Housing Utility Billing Program Sept. 29, 2011, in the base theater at Nellis Air Force Base, 

Nev. The town hall meeting was held to introduce and to answer questions about the 

utility billing program, which will begin in January 2012. Utility billing was mandated 

by the Department of Defense as part of the transition to privatized housing. Under 

the new program, housing residents will receive a monthly utility allowance 

based on their floorplan to account for their normal electric and gas usage.

– Over the next three months (1 Oct 

– 31 Dec), Nellis Family Housing residents 

will begin receiving mock utility 

bills for gas and electric usage. During 

this period, members will be able to 

compare their actual usage against the 

“utility allowance baseline” for their 

particular floorplan. There are 31 different 

floor plans in housing and the 

31 utility allowance baselines are based 

upon actual family usage collected since 

2007. Members who are curious can go 

into the housing office to see the actual 

historical usage of their home based on 

street address. During the “mock billing” 

period, residents who exceed their utility 

allowance will receive an energy study to 

determine and fix all factors contributing 

to overconsumption. Actual billing 

begins January 2012. 

These “mock bills” are solely informational 

and will show residents how much 

electricity and gas they are consuming, 

what that consumption costs, and how 

that amount compares to the Housing 

Utility Allowance they will be receiving. 

These “bills” will also contain information 

about how to conserve energy, familiarize 

residents with the billing process 

and offer training to help families learn 

to be more energy efficient. 

Nellis housing will use a third-party 

meter-reading service, Minol, for both 

the mock bills in 2011 and the actual 

bills, which begin in January 2012. This 

third-party consultant is an expert in 

energy billing and will manage the process 

like any utility company. (Note: 

residents are not responsible for water or 

sewer costs. Housing water meters are 

only used to isolate underground leaks, 

should they occur. Residents are also 

not responsible for utilities consumed in 

common areas or vacant houses.) 

A Housing Utility Allowance rate has 

been created for each of the 31 Nellis 

housing floor plans, taking into account

Creech aid station undergoes expansion

— The 99th Medical Group from Nellis 

Air Force Base is in the process of 

expanding its medical and dental aid 

stations on Creech AFB, Nev. 

The purpose of this expansion is to enlarge 

the work space so medical personnel 

can provide more care to patients. 

To accomplish this expansion, contractors 

are connecting two existing buildings 

and are enlarging the area by 2,774 square 

feet to bring the total space of the new 

aid stations to 5,874 square feet. 

The new medical aid station will 

provide flight medicine clinic services, 

urgent care for all Creech personnel, 

immunizations, occupational 

health exams, gas mask fit testing 

and drug demand reduction testing 

for the base. 

Presently, the Creech Dental Flight, 

the newest flight of the 99th Dental 

Squadron, provides almost all periodic

Taxes, state of legal residence and the 

Military Spouse Residence Relief Act

NELLIS AIR FORCE BASE, Nev. — The military lifestyle 

demands that military members and their families be 

highly mobile. Every three years, if not less, they are asked 

to pick up and move to a different state or country. 

This creates a number of challenges that most civilian 

families do not have to face. Identifying a service 

member’s state of legal residency is important when 

moving as often as military members do because that 

is where the military members and military spouses 

must pay state taxes. In bad economic times, many 

state tax authorities become more aggressive in an attempt 

to make up lost revenue. Misunderstanding the 

rules of legal residency can be an expensive mistake.

As military members, only the state of legal 

residence, often referred to as “domicile,” can tax 

a member’s military income, while other income is 

taxed by the state in which it is earned. Federal and 

state law determines a service member’s state of legal 

residence, which has nothing to do with a person’s 

home of record. Federal law allows military members 

and spouses to keep their state of legal residence 

in situations where civilian families could not. 

State law determines when service members may 

become a legal resident of that state. As a rule of thumb, 

service members and their dependents need to be present 

in a state for around six months to become legal 

residents. These service members also must take certain 

actions that prove they and their families wish to make 

the chosen state their permanent home. To prove this, 

states look to many things, but some of 

the most important are registering to 

vote, getting a driver’s license, registering 

a car or buying property in that state. 

Doing these things ensures that once the 

military member moves out of the state, 

there is still proof of intent to make that 

state the state of legal residence. 

A spouse does not gain the military 

member’s legal residency simply by marrying 

the military member. For example, 

if a woman who lived in Georgia all her 

life married an Air Force member from 

Maine who was stationed in Georgia, 

the woman would not be a legal resident 

of Maine without moving to Maine 

and establishing residency according to 

Maine’s law. However, if the military 

member wanted to become a Georgia 

legal resident, he could. Because he is 

physically in Georgia, he may take steps 

to acquire Georgia residency. 

Military spouses have different protections 

under the Military Spouse Residency 

Relief Act than service members 

have. Military spouses covered under the 

act may choose to become a legal resident 

of the state in which the military member 

is assigned, but will not be forced to do so 

by state law. Salary and wages military 

spouses make are only taxable by the 

individual’s state of legal residence. However, 

this does not include money made

In order to retain the original state of legal residence, 

the spouse must meet three criteria. First, the 

spouse must reside in a state other than that of his or 

her legal residence. Second, the spouse must reside 

in that state solely to live with his or her spouse, the 

military member. Third, the military member must 

be under military orders in the new resident state. 

Both military members and spouses must maintain their 

legal residency to avoid becoming legal residents of the new 

state. (Note: some states may also require that a spouse have 

the same state of legal residence as the military member.) 

For example, if the Air Force member and spouse 

mentioned in the earlier example move to Nellis Air 

Force Base, the Air Force member may retain his new 

Georgia legal residency or become a Nevada legal resident. 

The service member, however, may not switch back 

to Maine because he has given up legal residence there. 

The spouse may keep her Georgia residence under the 

MSRRA. If she worked in Nevada, she would have to 

pay Georgia income tax. If she became a Nevada legal 

resident, she will not be able to switch back to Georgia 

legal residency unless she moves back to Georgia and goes 

through the steps to be a legal Georgia resident again. 

Spouses who fall under the MSRRA are not allowed to 

keep the status forever. There are a number of situations 

where a spouse would lose the protection of the relief act. 

For example, if the military member left military 

service, both the military member and spouse would be 

treated as regular civilians in regards to legal residency. 

Upon separation, both would ultimately become legal 

residents of the state they choose to live in once they met 

that state’s residency requirement. Another example is 

if spouses choose to live in a state other than the one 

to which their spouse, the military member, moved to. 

These spouses also lose the protection of MSRRA. Finally, 

if a spouse takes an action that clearly establishes the 

new state as the state of legal residency, the spouse would 

become a legal resident of that state. These include things 

like filing a court action, accepting in-state tuition, voting 

or applying for benefits only available to legal residents. 

Any personnel who are concerned about their state of 

legal residence or any actions that may have caused them 

to give up their state of legal residency should contact 

the Nellis Justice Advocate Office at 652-5407. Nellis 

attorneys are available to answer these and any other 

legal questions installation service members have at the 

law center, located in Building 18 between the 99th Force 

Support Squadron and the 99th Air Base Wing headquarters.

rate for each floor plan was calculated 

by taking the average amount of 

actual electric and gas consumption 

for each specific floor plan, which 

was developed based on data that has 

been gathered from the homes since 

2007, and adding on an additional 

10 percent to account for seasonal 

changes. Residents will receive the 

same Housing Utility Allowance for 

their specific floor plan each month, 

regardless of weather conditions or 

season changes. 

Once actual billing begins in January 

2012, residents will see their Housing 

Utility Allowance appear on their 

monthly utility statement, which will 

be mailed directly to each resident’s 

home. (Note: Residents will continue

A $50 variance is built into the 

monthly utility statement. This means 

that if a resident’s bill is less than the 

amount of the resident’s Housing Utility 

Allowance, then the resident will 

amass credit in his or her account. 

Once that credit reaches $50 or more, 

the credit will be paid via check to the 

resident. If a resident’s bill is greater 

than the amount of the resident’s Housing 

Utility Allowance, then the resident 

will amass debt in his or her account. 

Once that debt reaches $50 or more, 

the resident will be billed and will be 

responsible for paying that amount.

for their general appointments. 

The estimated completion date 

for this expansion project is Nov. 19, 

2011. 

Duty hours for the medical and 

dental stations remain unchanged 

during construction. They are 7:30 

a.m. to 4 p.m. Monday through Friday.

If a resident chooses, he or she can 

sign up for the rebate accrual option. 

This means that in lieu of receiving 

a check every time the resident earns 

$50 or more in credit, the resident 

may elect to accrue his or her credit. 

Then, if the resident’s bill in future 

months should exceed his or her utility 

allowance, the accrued credit will 

be applied to the exceeded amount. 

Residents may choose to opt in or out 

of this rebate accrual option once per 

calendar year. Those who elect to take 

part in this rebate accrual option will 

receive their remaining credit, or will 

owe their remaining debt, upon move 

out or transfer.

Turn Energy Awareness into Action

TYNDALL AIR FORCE BASE, Fla. — Airmen 

across the Air Force are joining the nation to observe 

Energy Awareness Month, which is annually 

celebrated in October. 

This year’s theme, “Power the Force, Fuel the Fight,” encourages 

everyone to do more than just be “aware.” Instead, 

military personnel and civilians alike should take action. 

“The Air Force is making excellent progress toward 

satisfying federal energy mandates,” said Rick 

Stacey, Air Force Facility Energy Center chief, who 

works in a division of the Air Force Civil Engineer 

Support Agency at Tyndall Air Force Base, Fla. “Some 

of the more prominent goals require us to reduce 

energy intensity 30 percent by 2015, reduce water 

intensity 26 percent by 2020 and increase renewable 

energy to 25 percent of all electricity use by 2025. 

But as time goes by, the goals are getting tougher. 

We need everyone doing all they can to help the Air 

Force continue our energy program successes.” 

The Air Force has reduced energy use nearly 15 percent, 

reduced its water consumption 11 percent and has 

used renewable sources for more than six percent of all its 

electricity needs since 2003. To meet these newer, more 

demanding goals, the Air Force energy strategy is to reduce 

demand, increase supply and change the culture. 

Reduce demand 

The Air Force uses facility energy audits, utility 

meters, energy recommissioning and a variety of 

other tools to pursue aggressive reduction targets. At 

Kirtland AFB, N.M., audits led to an upgraded energy 

management control system that is expected to save 

$3.7 million over the lifetime of the system. Newly 

installed meters at Vandenberg AFB, Calif. allowed 

for better resource management and generated $2 

million of new revenue through more accurate billing 

of non-Department of Defense tenants. And Air 

Combat Command’s facility recommissioning, or 

building “tune-up,” program incurred enough energy 

savings to cut $433,000 from utility bills in 2010. 

Increase supply 

The Air Force leads the Department of Defense as 

the number one producer and user of renewable energy. 

More than six percent of the Air Force’s electric supply 

comes from on-base renewable energy projects including 

wind, solar, geothermal and landfill gas. 

“We are evaluating ways to expand our portfolio 

to include waste-to-energy and biomass projects as 

we work toward producing 25 percent renewable 

energy by 2025,” said Ken Gray, AFFEC Rates and 

Renewable Branch chief. 

Two new wind turbines will come online this fall 

at the Massachusetts Military Reservation. Additionally, 

construction will soon begin on a 14-megawatt 

solar array at Davis-Monthan AFB, Ariz. 

Change the culture 

Our success, our ability to truly change the Air 

Force culture and develop a new mindset when it 

comes to energy, depends on each Airman. 

“Each individual can and must contribute,” said 

Stacey. “No matter how small or how large the action, 

people will ultimately make the difference. 

Take a moment to turn off lights and appliances 

when not in use; make saving energy and water a 

habit every day; and encourage your family, friends 

and co-workers to do their part, too.” 

Take “ACTION” this Energy Awareness Month. 

A-C-T-I-O-N stands for: Appliance reduction, 

Computer log off, Temperature set points, Inform 

facility managers, Outdoor conservation and No 

waste. These are easy steps that can yield positive 

results for the community and the Air Force. 

OctOber is energy 

AwAreness MOnth 

• Appliance reduction – Look around the workspace. 

Is there a refrigerator or coffee maker nearby? 

How many personal appliances can be removed or 

consolidated in common areas, like a break room? 

Reducing energy usage by reducing the number of 

appliances and machines available can yield significant 

energy savings. For example, in an evaluation 

of just two buildings at Wright-Patterson AFB, 

Ohio, the base energy manager found a staggering 

810 appliances that could be unplugged or eliminated. 

The list included radios, fans, refrigerators, 

coffee makers, microwaves and toasters. 

• Computer log off – Everyone should log-off at the 

end of the day. This ensures that computers will enter 

energy-saving sleep mode. The Air Force Information 

Technology Power Management Team estimates this 

action alone can save more than $10 million a year. 

• Temperature Control – Climate control set points 

can have a major impact on energy use. Most bases 

use settings of 68 degrees in the winter and 78 degrees 

in the summer. Heating and cooling systems are not 

perfect, so workspaces may not be at optimum comfort 

temperatures. Rather than increasing energy demand 

with space heaters or fans, dress appropriately for the 

temperature. If the building is too cool in the summer or 

too hot in the winter, the thermostat could be set incorrectly, 

which means the Air Force is wasting energy. 

• Inform the facility manager – Report incorrect 

temperature set points, leaky faucets, blocked air vents, 

cracked windows and other problems to the facility 

manager or civil engineering customer service. 

• Outdoor conservation – If a broken sprinkler 

head is wasting water or area lights are left on in 

a parking lot during the day, report it to the local 

Civil Engineer Customer Service. 

• No waste – Do not turn a blind eye to problems. 

If something is on that does not need to be, turn it 

off. If there is a problem, report it. 

All military personnel and civilians should review 

their daily routines to conserve energy and water, and 

they should empower themselves and others to take 

action. Every dollar saved on energy is a dollar that can 

be spent to “Power the Force, Fuel the Fight.”

Program provides support for deploying reservists

NELLIS AIR FORCE BASE, Nev.— When military 

personnel deploy they attend numerous briefings and 

mandatory appointments prior to departure and upon 

return. However, not all members have the luxury of 

time to accomplish checklist items. Sometimes there 

is not enough funding to put reservists in a military 

status to take care of these appointments, or maybe 

their civilian job cannot afford to lose them anymore 

than they already are going to once they deploy. That is 

where the Yellow Ribbon Program comes into place. 

The Department of Defense recognizes the importance 

of the mental and emotional well-being of its 

members. Therefore, the purpose of the program is 

to provide a smooth reintegration for reservists back 

into their civilian lifestyle. 

The Yellow Ribbon Program informs and supports 

personnel before, during and after a deployment by 

hosting monthly regional events. These weekend conventions 

ensure that not only military members, but 

their families as well, are able to receive information 

they would generally get during these appointments. 

By including the family members, the program promotes 

the overall well-being of the military member, 

and also shows the family just how important they are 

during these stages. Yellow Ribbon also understands 

that the definition of “family” varies from person to 

person, so members are able to bring their support 

system with them to these events. Each military 

member is put on active-duty orders for the three-day 

event, along with their designated family members. 

Topics covered during these events generally include 

the importance of resiliency, communication, 

and stress management, just to name a few. Since 

Reserve benefits differ from those of the typical activeduty 

member, local Veterans Affairs, TriCare, and 

United Concordia chapters come out to host an informational 

fair where members can learn more about 

their entitlements. Along with those three agencies, 

there can be up to 25 different resources available to 

answer questions on reservists’ benefits. Members 

and their families can choose from a wide variety of 

topics covered over the weekend and learn from the 

experts how to implement those valuable tools into 

their family routine, building that bond needed during 

the deployment and reintegration phases. 

Childcare is also provided over the event weekend. 

Representatives from youth programs such as Project 

Youth Extension Service, Teen Leadership Council, 

and Operation Military Kids volunteer their time to 

interact with the children, teaching them the many 

skills each of their camps specialize in.

Oct. 21-23 in Snowbird, Utah. Please contact Master

Halloween draws near, children’s brains 

are likely to be clogged with thoughts 

of ghostly ghouls, creepy costumes and 

titanic treat bags. The last thing on the 

minds of the little pirates and princesses 

is the potential risk for candy-coated 

cavities. And, while it is easy to blame 

sweets for children’s toothache troubles, 

sugar is only one of the four factors required 

for cavities to form. 

Cavities occur due to repeated attacks 

of acid on the tooth enamel. All teeth are 

susceptible to cavities, including teeth that 

have already had dental work. For cavities 

to form, four specific factors must be 

present concurrently: a susceptible tooth 

surface, cavity-forming bacteria, sugar 

and time. In other words, cavities are most 

likely to form within 20 minutes of eating 

or drinking a sugary substance. During

raisins, crackers and low fat chips do not 

necessarily contain a lot of sugar, they do 

tend to stick to teeth for longer periods of 

time, which prolongs the opportunity for 

acid production and cavity formation. 

Therefore, it is important to ensure 

that good brushing and flossing habits 

are in place. 

To keep that healthy smile and reduce 

the risk for cavities, teeth should be 

brushed at least twice daily for no less 

than two minutes. Flossing should be 

done at least once a day. Keep in mind 

that children who are less than eight 

years old may not have the dexterity to 

brush or floss effectively and may require 

some assistance. An annual dental exam, 

cleaning and oral hygiene education is 

also recommended for the prevention, 

diagnosis and follow-up of cavities.

Here are some reasons to keep the 

dumpster lids closed. 

The Code of Federal Regulations requires 

that all solid wastes be stored in a manner 

that does not constitute a fire, health or 

safety hazard, provide food or harborage for 

wild life, and that solid wastes be contained 

or bundled so as not to spill. 

“Leaving dumpsters open attracts 

pests who are seeking food scraps,” said 

Bob Ostrea, Nellis Solid Waste program 

manager. “It also violates the requirement 

that solid wastes be contained.” 

Nellis is considered a municipality 

and must conform to the State of Nevada 

Division of Environmental Protection 

requirements. According to the Nellis 

Small Municipal Separate Storm Sewer 

System License, Nellis is required to 

develop and adhere to a Storm Water 

Management Plan. The plan requires 

Nellis to develop a process for controlling 

running water and excess waste that 

enters the base.

ensure garbage lids are closed,” Ostrea 

said. “If that happens, wind-borne trash 

could reach the flightline and cause damage 

to aircraft engines.” 

All it takes is a couple moments to flip 

the lid to the closed position. It is up to 

all members of the installation to ensure

Additional $10.3 million for homeless Vets 

WASHINGTON – Eleven states will share more 

than $10.3 million in grants to community groups 

to provide enhanced services for homeless Veterans 

this year. This is in addition to the $59.5 million in 

preventive grants awarded earlier this year. 

“Homelessness is a national issue that will be 

solved at the local level,” said Secretary of Veterans 

Affairs Eric K. Shinseki. “VA is proud to partner 

with the community organizations that share our 

dedication to serving those who served this Nation.

homelessness among Veterans, VA’s Homeless 

Providers Grant and Per Diem Program provides 

grants and per diem payments to help public and 

nonprofit organizations establish and operate supportive 

housing and service centers for homeless 

Veterans. As a result of this funding, provided 

through a program known as VA Special Need 

Grants for Homeless Veterans Service Providers, 26 

projects will receive approximately $10.3 million to

three radar systems. Two of these radars are at

I joined the Air Force to serve my country. I wanted to 

travel and learn a trade. My father was in the Army, so 

he was able to point me in the right direction. I walked 

in to the recruiter’s office, two weeks later I was in — I 

haven’t looked back since. The dining facility is great. 

What are your Air Force goals? 

My Air Force goal is to make an impact on every 

work center I will be a part of. Whether my mission 

is customer service or equipment maintenance, I 

try to be better than another Airman who could 

be in my position. 

Who is your role model? 

My father is my biggest role model. During any hardship 

in his life, he always kept a positive attitude and 

never gave up. He has always been there for me, 

giving advice, and helping me become the man I 

am today. He has been an awesome dad and a great 

friend too. I will strive to be as good of a father as he 

has been to me when I have children of my own. 

What is one thing you wish you were told 

when you joined the service? 

I got great financial advice from my technical instructor 

in basic, that’s the kind of stuff I wanted —‘outside 

the box’ knowledge that puts me a step ahead. 

What does your job consist of? 

My job consists of providing direct mission 

support to the 57th Wing, 99th Air Base 

Wing, Nevada Test and Training Range, and 

Green Flag/Red Flag exercises. I use the Asset 

Management System and Enterprise Solution- 

Supply to verify and perform put aways, movements, 

and deliveries of Air Force property. I 

also perform warehouse validations/inventories 

to ensure 100 percent accountability of 

assets, build Mission Support Kits and monitor 

listing daily. In addition, I also process reparable, 

serviceable, and condemned due-in from 

maintenance property turn-ins. 

Why did you join Air Force? 

I joined the Air Force to continue my education. 

What are your Air Force goals? 

To acquire my Community College of the Air 

Force Degree and have a long career. 

Who is your role model? 

My mother is my role model. She is the strongest 

woman I know. 

What is your dream job and why? 

My dream job is to be an athletic trainer for the 

Los Angeles Lakers — treating injuries on the 

spot and rehabilitating athletes in the gym, and 

being involved with the players on a daily basis.

championship ring would be a sure thing. 

If you won a million dollars, what is the first 

thing you would buy? 

If I won a million dollars, the first thing I’d buy is the 

pig farm I smell in this valley — then tear it down. 

What motivates you at work? 

Airmen in my work center step up and take on new 

challenges every day. Hard work is contagious, and 

radar troops keep each other focused on the job.
