Introduction
The Directory of Pacific HIV and STI Organisations covers 22 Pacific Island countries and territories (PICTs), which are all
members of the Secretariat of the Pacific Community (SPC). The directory also provides contact details and information
for organisations from Australia, New Zealand and the United States of America that work in the Pacific.
HIV and other STIs in the Pacific
The Pacific region’s experience of HIV is unique. Papua New Guinea has a generalised epidemic and the French territories
and Guam are classified as having moderate cumulative incidence rates, but the rest of region has a generally low
prevalence. However, numerous risk factors exist, indicating the potential for a rapid spread of the virus. Major challenges
that need to be addressed include high rates of other STIs, gender-based violence, gender inequality, stigma
and discrimination, homophobia and limited access to prevention, counselling and treatment services.

The Pacific Regional Strategy on HIV and other STIs 2009–2013
The first Pacific Regional Strategy on HIV (2004-2008) was created to support national efforts to respond to HIV
and AIDS and aimed to strengthen work at the regional level through improved coordination, collaboration and
partnership between regional organisations and national programmes. In 2007, leaders at the 38th Pacific Islands
Forum held in Tonga endorsed the extension of the regional strategy for a further five years to cover 2009-2013 and
agreed that it be amended to emphasise current and emerging trends of the epidemic, including other STIs.
This strategy and its implementation plan have attracted significant donor support, most notably from AusAID,
NZAID, France, the Global Fund to fight AIDS, Tuberculosis and Malaria, and the Asian Development Bank (ADB).
Parallel to the extension of the regional strategy, the Pacific Islands HIV & STI Response Fund was launched in 2008
to support the implementation of national and regional HIV strategic plans. The response fund is a pooled funding
mechanism managed by the Secretariat of the Pacific Community (SPC) and overseen by an independent fund
committee. Both Australia and New Zealand contribute to the fund.

Goal of the regional strategy
‘To reduce the spread and impacts of HIV and other STIs while embracing people living with and affected by HIV in
Pacific communities.’
Purposes
1. Increase the capacity of PICTs to achieve and sustain an effective and sustainable response to HIV and other STIs.
2. Strengthen coordination of the response at regional level and mobilise resources/expertise to assist individual
PICTs in achieving their targets.
3. Assist PICTs to achieve and report on their national and international targets in response to HIV and other STIs, in
particular the Millennium Development Goals (MDGs), the United Nations General Assembly Special Session on
HIV/AIDS (UNGASS) and Universal Access.

SPC’s role in the Pacific Regional Strategy on HIV and other STIs
SPC is an inter-governmental international organisation that provides technical assistance, policy advice, training and
research services to 22 PICTs in areas such as health, human development and human rights, education, agriculture,
forestry and fisheries. All of these areas are critical to the 9.5 million people of the Pacific, who continue to face
challenges resulting from their remote locations and scarce resources, as well as new challenges from growing
populations, decreasing food security and the effects of climate change.
Within SPC’s Public Health Division, the HIV & STI Section has been mandated to coordinate and monitor the
implementation of the Pacific Regional Strategy Implementation Plan. The section also offers technical support
to PICTs in the areas of behaviour change, counselling, monitoring and evaluation, communications, surveillance,
epidemiology and treatment and care.

INTRODUCTION
Le Répertoire régional océanien de la lutte contre le VIH et les autres infections sexuellement transmissibles (IST) couvre
vingt-deux États et Territoires océaniens, tous membres du Secrétariat général de la Communauté du Pacifique (CPS).
Ce répertoire fournit également des informations sur les organisations australiennes, néo-zélandaises et américaines qui
œuvrent dans le Pacifique, ainsi que leurs coordonnées.
Le VIH et les autres IST dans le Pacifique
En Océanie, la situation du VIH est particulière. Tandis que la Papouasie-Nouvelle-Guinée connaît une épidémie
généralisée et que Guam et les Territoires français affichent des taux d’incidence cumulés modérés, la prévalence du
VIH est généralement faible dans le reste de la région. Toutefois, il existe de nombreux facteurs de risque propices à
une propagation rapide du virus.
Parmi ces facteurs, on compte le nombre important de jeunes sexuellement actifs dans la population et la forte
proportion de rapports sexuels non protégés entre ceux-ci. On note aussi : les importants mouvements de population
vers, à l’intérieur et au départ de la région ; certaines pratiques comme le tatouage et la polygamie ; un contexte où
dominent la stigmatisation et la discrimination des personnes atteintes du VIH, ainsi que les tabous culturels et les
croyances religieuses qui empêchent toute discussion ouverte sur les questions liées à la sexualité, et un niveau élevé
d’homophobie.
À ces problèmes s’ajoutent les inégalités dont pâtissent les femmes dans leur vie quotidienne, quel que soit le
domaine, et l’accroissement de la violence à leur égard, ainsi que le taux élevé d’autres infections sexuellement
transmissibles (IST) et de grossesses des adolescentes. Enfin, l’inégalité d’accès aux services de santé, tant préventifs
que curatifs, de même que les perspectives économiques réduites et la faiblesse des économies des États et Territoires
océaniens renforcent la vulnérabilité des Océaniens face au VIH.

La Stratégie régionale océanienne de lutte contre le VIH et les IST 2009-2013
La Stratégie régionale océanienne de lutte contre le VIH et les IST constitue l’une des deux seules stratégies
plurinationales de lutte contre le VIH en vigueur dans le monde, l’autre concernant la région des Caraïbes. Impliquant
vingt-deux États et Territoires océaniens, elle résulte d’une collaboration stratégique, coordonnée et suivie entre
plus de trente-cinq partenaires, notamment des institutions spécialisées de l’ONU, des organismes régionaux, des
organisations non gouvernementales (ONG), des bailleurs de fonds et d’autres partenaires dans le développement.
Cette stratégie et son plan de mise en œuvre (PRSIP) bénéficient de financements conséquents, provenant
principalement d’AusAID, de NZAID, de la France, du Fonds mondial de lutte contre le sida, la tuberculose et le
paludisme, ainsi que de la Banque asiatique de développement.
Parallèlement au développement de cette Stratégie, le Fonds océanien de lutte contre le VIH et les IST a été établi
en 2008 dans le cadre d’un projet réunissant des bailleurs de fonds multiples, en vue de lutter contre le VIH dans
l’ensemble de la région. Ce mécanisme mobilise des ressources financières auprès de multiples bailleurs et facilite la
mise en œuvre de plans stratégiques de lutte contre le VIH à l’échelon national et régional. L’Australie et la Nouvelle-
Zélande alimentent ce Fonds.
Le but de la Stratégie régionale océanienne de lutte contre le VIH et
les IST (2009-2013)
Cette Stratégie a pour but d’enrayer la propagation du VIH et des autres IST, et d’en atténuer les effets, tout en prenant
soin des personnes infectées ou affectées par le virus parmi les populations océaniennes.

Objectifs
1. Augmenter la capacité des États et Territoires insulaires océaniens de mettre en œuvre des moyens durables et
efficaces de lutte contre le VIH et les autres IST.
2. Renforcer la coordination de la lutte à l’échelon régional et mobiliser les ressources et les compétences nécessaires
pour aider les États et Territoires insulaires océaniens à atteindre leurs cibles.
3. Aider les États et Territoires insulaires océaniens à atteindre leurs cibles à l’échelon national et international, dans
leur lutte contre le VIH et les autres IST, et à rendre compte de leur action, notamment au regard des Objectifs de
développement pour le millénaire (ODM), des engagements pris lors de la session extraordinaire de l’Assemblée
générale des Nations Unies sur le VIH/Sida, et du concept d’accès universel développé par l’OMS.
Le rôle de la CPS dans la mise en œuvre de la Stratégie régionale océanienne
de lutte contre le VIH et les IST
Le Secrétariat général de la Communauté du Pacifique (CPS) est une organisation intergouvernementale bilingue qui
mène des actions de développement prioritaires auprès de ses vingt-deux membres océaniens. En partenariat avec
d’autres organisations et bailleurs de fonds de la région et du reste du monde, la CPS entend dispenser une assistance
technique aux États et Territoires insulaires océaniens, leur apporter un soutien professionnel et scientifique,
notamment dans le domaine de la recherche, ainsi que renforcer leurs capacités de planification et de gestion. La
variété des domaines et activités de l’organisation, ainsi que la collaboration entre les différents départements et
divisions, permettent à la CPS de mieux mettre en valeur les ressources terrestres, marines et humaines de la région.
Au sein de la Division santé publique, la Section VIH et IST est chargée de coordonner et surveiller l’application du
Plan de mise en œuvre de la Stratégie régionale océanienne de lutte contre le VIH et les IST. Cette Section apporte
également son soutien technique aux États et Territoires océaniens en matière de changements comportementaux,
de conseil, de suivi et d’évaluation, de communication, de surveillance, d’épidémiologie et de soins.
