for rape charges<br />

BANDON — A Bandon man faces sex abuse<br />
charges following a report from the Coos County<br />
Sheriff’s Office that he allegedly sexually abused a<br />
young girl.<br />
At about 5:24 p.m. on Sunday, Oct. 14, Coos<br />
County Sheriff’s deputies responded to Bay Area<br />
Hospital in Coos Bay to a report <strong>of</strong> a possible sex<br />
abuse victim in their emergency room, according to<br />
Sgt. Pat Downing with the Coos County Sheriff’s<br />
Office. The victim, a girl younger than 10 years old.<br />
As <strong>of</strong> Monday, Steven Ray Perkins, 28, was charged<br />
with first-degree sex abuse, first-degree sodomy and<br />
first-degree rape.<br />
Perkins was transported to the Coos County jail,<br />
where he was booked and lodged and is being held on<br />
$500,000 bail, Downing said.<br />
Downing confirmed that Perkins is the older<br />
brother <strong>of</strong> Raymond A. Perkins, now 24, who is serving<br />
a 30-year prison sentence for the murder <strong>of</strong> Dr.<br />
Judith Elman <strong>of</strong> Bandon in April 2002.<br />
Bandon Marsh and the 2011 restoration<br />
<strong>of</strong> the Ni-les’tn Unit was the largest tidal<br />
salt marsh restoration project in Oregon<br />
and doubled the acreage <strong>of</strong> tidal marsh<br />
habitat in the Coquille estuary.<br />
“The USFWS already has more land in<br />
its control than it can adequately care<br />
for,” Taylor said. “Our county is already<br />
economically depressed. This conversion<br />
and loss <strong>of</strong> productive farm land only<br />
serves to create more economic damage.”<br />
Don Chance, another highly vocal<br />
opponent, has said the USFWS has been<br />
keeping its plans from the public to avoid<br />
outcry.<br />
“There have been more meetings<br />
about the Bandon Marsh expansion outside<br />
<strong>of</strong> the area than within the area,”<br />
Chance said. “The ultimate goal is for<br />
Fish and Wildlife to take <strong>com</strong>plete control<br />
<strong>of</strong> it.”<br />
Taylor said although the vote is nonbinding,<br />
a no vote will send a message <strong>of</strong><br />
nonsupport.<br />

BANDON — The Bandon School District will<br />
receive approximately $200,000 less from the state<br />
this year because <strong>of</strong> the continued downward trend in<br />
enrollment.<br />
Superintendent Diane Buche updated the board at<br />
its recent meeting that the district’s October enrollment<br />
is 717, down from 750 in June <strong>of</strong> last year, and<br />
<strong>com</strong>pared to 762 in September 2011. But the number<br />
the state uses to calculate its portion <strong>of</strong> funding for<br />
Bandon is less than 700 because the district’s 50<br />
kindergartners are counted as 25 students due to their<br />
half-time status.<br />
“That’s not good news,” Buche said, “our funding is<br />
seriously impacted.”<br />
Board member Robin Koch asked what other school<br />
districts are doing in the face <strong>of</strong> declining enrollment.<br />
The North Bend School District is working on a fourday<br />
week, although enrollment is up there, Buche said,<br />
and enrollment is up slightly in the Coquille district.<br />
But enrollment is down in the Coos Bay, Port Orford<br />
and Gold Beach school districts.<br />
“It’s all over,” Buche said. “There still aren’t any<br />
enough family wage jobs to keep families <strong>com</strong>ing to the<br />
area.”<br />
The BHS junior class has the most students, with<br />
74, while the second grade has the least amount <strong>of</strong> students,<br />
at 46.<br />
Buche also updated the board on the replacement<br />
<strong>of</strong> the Harbor Lights Middle School ro<strong>of</strong>. The first<br />
round <strong>of</strong> bids were rejected because the submitted<br />
bids did not meet the project’s specifications. A new<br />
request for proposals has been reopened and the district<br />
hopes to award the project within the next few<br />
weeks.<br />
The HLMS gym leaks during rainy weather, and the<br />
RFP calls for a Duro-last ro<strong>of</strong> that will overlay the current<br />
ro<strong>of</strong>, with the work to be <strong>com</strong>pleted by Dec. 31.<br />
The ro<strong>of</strong> repair will be paid for with bond money from<br />
the $1.5 million bond voters approved in May 2011.<br />
The bond also paid for the district track to be resurfaced<br />
and striped and that work is now <strong>com</strong>plete and<br />
the track is open to the public.<br />
Some <strong>of</strong> the district’s bond money also will be used<br />
to help construct the decking and handrails for the<br />
new playground equipment at Ocean Crest<br />
Midwife defends her practice<br />

BANDON — A broad smile sweeps across twomonth-old<br />
Pergonis Fisher’s face once she recognizes<br />
Marcene Rebeck’s voice.<br />
Her plump cheeks force her eyes shut as she kicks<br />
her feet in excitement inside a small apartment.<br />
“Oh my God,” Rebeck, 59, says. “Isn’t she the<br />
cutest thing?”<br />
Pergonis is one <strong>of</strong> over 300 babies Rebeck helped<br />
“catch” — a term she uses to describe her practice <strong>of</strong><br />
midwifery because she feels the woman doesn’t get<br />
enough credit.<br />
While Pergonis’ home birth went as routinely as<br />
Rebeck and the Fisher family had hoped, it was the<br />
circumstances after the delivery that were out <strong>of</strong> the<br />
ordinary for the midwife with more than 30 years<br />
experience.<br />
Just a couple hours after Pergonis was born in a<br />
tub filled with water on her living room floor, a<br />
sleepless Rebeck walked into the Coos County<br />
Courthouse in Coquille, to be arraigned on criminal<br />
negligent homicide and second-degree manslaughter<br />
charges.<br />

Bandon one chord struck<br />
with me. They all want to<br />
see a healthier Bandon —<br />
not only the health <strong>of</strong> the<br />
people but also <strong>of</strong> the<br />
business <strong>com</strong>munity.<br />
This is great and if they<br />
would all (whomever is<br />
elected) work together for<br />
this goal, I am sure we can<br />
see fruits <strong>of</strong> their labor in<br />
the <strong>future</strong>.<br />
It should be noted that<br />
the Bandon Swimming<br />

starting point for this<br />
very same goal. Not only<br />
would it mean important<br />
temporary construction<br />
jobs — bringing in money<br />
to local business via labor<br />

other daily needs, but<br />
there could be a provision<br />
put in the final construction<br />
contract that stated<br />
that all construction<br />
materials (where possible)<br />
had to be purchased<br />
from local vendors. I<br />
recently finished a tour <strong>of</strong><br />
duty in a place where it<br />
was deemed best for the<br />
<strong>com</strong>munity that as much<br />
as possible local content<br />
in any work would take<br />
precedence. Why can’t<br />
Bandon do the same?<br />
The long-term health<br />
benefits from a swimming<br />
pool can not be measured<br />
in monetary terms alone<br />
but in the quality <strong>of</strong> life<br />

major part <strong>of</strong> sports.<br />
When I was a kid the reason<br />
that Mark Spitz won<br />
so many medals is not<br />
only that he was a great<br />
athlete but also because<br />
most people went into<br />
track and field. That has<br />
changed. Now swimming<br />
is recognized as not only a<br />
great sport, but people<br />
who swim tend to be in<br />
good, healthy condition<br />
for life. You can swim as<br />
long as you live. Mark<br />
Spitz even thought about<br />
making a run at a spot on<br />
the team well into his 50s!<br />
Don't disregard a ben-<br />
efit until you have seen<br />
that the benefit doesn't<br />
work. If our young people<br />
have a way <strong>of</strong> channeling<br />
their energy into swimming<br />
instead <strong>of</strong> smoking,<br />
drinking and negative<br />
behavior, then be it<br />
school, sports, or just<br />
going and hanging out at<br />
the pool, isn’t this better<br />
than riding around in a<br />
car having time for this<br />
negative behavior?<br />
I would just like people<br />
to think about how they<br />
react to the swimming<br />
pool the same way they<br />
react to the vote for city<br />
<strong>of</strong>ficials: Vote for the person<br />
that you see helping<br />

healthy, happy and at<br />

who mentioned exposure<br />
to toxic chlorine in an<br />
indoor swimming pool:<br />
According to the Merk<br />
Manual and the OSHA 40<br />
SARA 120 Hazardous<br />
Waste Handbook, chlorine<br />
is a carcinogen, and<br />
emergency procedures<br />
should be taken when<br />
exposed via swallowing,<br />
inhaling or through the<br />
skin.<br />
Surely there are<br />
enough toxic chemicals in<br />
the air we breathe, the<br />
foods we eat and the<br />
drugs we take, without<br />
immersing ourselves in<br />
them via a swimming<br />
pool. I wouldn't expose<br />
myself as a senior citizen<br />
to this chemical, let alone<br />
expose any children to it.<br />
I have a chlorine filter in<br />
my shower head, because<br />
the chemical is absorbed<br />
through the skin and the<br />
steam increases the<br />
amount inhaled, just like<br />
a closed, heated pool<br />

The U.S. Fish &<br />
Wildlife Service recently<br />
released the<br />
C omprehensive<br />
Conservation Plan for the<br />
Bandon Marsh Refuge.<br />
Simultaneously with the<br />
release <strong>of</strong> the CCP, the<br />
service mailed out the<br />
National Refuge Planning<br />
Update No. 3 in<br />
September, which was<br />
what most residents<br />
received.<br />
In this current issue <strong>of</strong><br />
the update, the original<br />
Bandon marsh expansion<br />
<strong>of</strong> 4,500 acres is noticeably<br />
missing in<br />
Alternative C. That was<br />
one <strong>of</strong> three alternative<br />
plans for the marsh and<br />
the expansion was in that<br />
third choice. On the last<br />
page <strong>of</strong> the update The<br />
service has an email and a<br />
mailing address for public<br />
<strong>com</strong>ment on this new<br />
alternative, which is due<br />
by Oct. 22. However, the<br />
service is asking the public<br />
to <strong>com</strong>ment on what is<br />
in the new planning<br />
update without mentioning<br />
their plans in the CCP.<br />
This is deceptive on the<br />
part <strong>of</strong> The USFWS.<br />
The entire expansion<br />
<strong>of</strong> the Bandon marsh is in<br />
chapter 1 on page 22 <strong>of</strong> the<br />
CCP. The services has<br />
relabeled the planned<br />
expansion, but make no<br />
mistake, it is the same<br />

encourages her clients to<br />
work with their bodies and<br />

“A majority <strong>of</strong> people<br />
have a fear <strong>of</strong> giving birth,”<br />
she said. “Your body is<br />
made to give birth.<br />
Hospitals cause so much to<br />
go wrong because they<br />
interfere with the birth<br />
process.”<br />
It’s that fear, Rebeck<br />
said, that drives expectant<br />
parents to hospitals and<br />
away from the privacy <strong>of</strong><br />
their own home. She<br />
laughs at the notion that<br />
midwifery is for “hippies”<br />
only, or that there is<br />
underlying religious beliefs<br />
attached to the process.<br />
Her philosophy is a<br />
simple science that has<br />
proven successful since<br />
she began training in 1982<br />
after a “huge revelation”<br />
during her own home<br />
birth.<br />
She constantly visits<br />
the mother and the baby<br />
before each birth, monitoring<br />
their heartbeats,<br />
providing vitamins to tone<br />
the mother’s uterus and<br />
educating the family on<br />
what to expect. After the<br />
birth she lets the mother<br />
and baby bond for around<br />
20 minutes while she<br />
that a line on a map is a<br />
threat when there is no<br />
threat,” he said.<br />

the proposed expansion<br />
and the USFWS will conduct<br />
socioeconomic and<br />
other analyses to evaluate<br />
expansion options within<br />
the study area. The<br />
USFWS will only purchase<br />
land from willing<br />
sellers at fair market value<br />
and the entire process<br />
could take years, if it happens<br />
at all.<br />
“Ninety-five percent<br />
<strong>of</strong> historic tidal marshland<br />
in the Coquille estuary<br />
has been lost to diking<br />
and draining,” Lowe said.<br />
“The most recent reclamation<br />
doubled the<br />
amount <strong>of</strong> tidal marsh<br />
habitat, even though it<br />
was a low percentage <strong>of</strong><br />
reclamation.”<br />
Ledig said there are<br />
long-term benefits to<br />
helping fish and wildlife.<br />
“It does take lands out<br />
<strong>of</strong> agricultural production,<br />
but it puts it into fish<br />
and wildlife production<br />
and that also has economic<br />

said if we had to, we would<br />
go right to the hospital. She<br />
stayed for four hours after<br />
she was born and was very<br />
respectful <strong>of</strong> us.”<br />
Dealing with<br />

Rebeck, dressed in a colorful<br />
blouse and brown skirt,<br />
be<strong>com</strong>es a little somber as<br />
she talks about continuing<br />
to practice after losing the<br />
first newborn in her career.<br />
Her voice trails <strong>of</strong>f as she<br />
talks about the fractured<br />
relationship with the<br />
baby’s parents. She quickly<br />
changes the subject to the<br />
seven new clients she says<br />
she will help give birth<br />
between the end <strong>of</strong> this<br />
month and January <strong>of</strong><br />
2013.<br />
“I told all my ladies, ‘It<br />
might be a good idea to get<br />
a back up,’” she said.<br />

chose Rebeck as her midwife<br />

“If I wouldn’t have<br />
found Marcene, I would<br />
have done it alone,” Ellis<br />
said <strong>of</strong> giving birth. “It<br />
would have been scary<br />
without her. I couldn’t<br />
imagine doing it without<br />
fishing and recreation and<br />
the related services,”<br />
Ledig said.<br />
But he encourages<br />
people to read factual<br />
documents for themselves<br />
about the proposed<br />
expansion or to call.<br />
“We’re hear to answer<br />
their questions,” Ledig<br />
said. “Feel free to give us a<br />

Bandon Swimming<br />
Pool District<br />
The formation <strong>of</strong> a<br />
swimming pool recreation<br />
district would provide<br />
a tax base to build<br />
and maintain a pool in<br />
Bandon. The taxing district<br />
would cost property<br />
owners 48 cents per<br />
$1,000 <strong>of</strong> assessed valuation.<br />
For example, if a<br />
home’s real market value<br />
is assessed at $100,000,<br />
that property owner<br />
would pay $48 a year to<br />
fund the pool district.<br />

been overwhelming since<br />
she was charged in July,<br />
and the thought <strong>of</strong> not<br />
continuing to practice<br />
never crossed her mind.<br />
“I still totally believe in<br />
what I’m doing,” she said.<br />
Frasier agreed that a<br />
majority <strong>of</strong> the births<br />
Rebeck has handled have<br />
turned out well, but he said<br />
his <strong>of</strong>fice still has reservations<br />
with her practicing.<br />
“We have our concerns,”<br />
he said. “She probably<br />
does fairly well in<br />
most cases. It’s the cases<br />
where stuff goes to hell in a<br />
hand basket that we are<br />
having problems with.”<br />
Frasier declined to go<br />
into details <strong>of</strong> the case, but<br />
he did say that he has<br />
found “more than two”<br />
home births involving<br />
Rebeck where serious<br />
problems occurred. Frasier<br />
asked Coos County Circuit<br />
Court Judge Richard<br />
Barron to order Rebeck to<br />
stop practicing when she<br />
was arraigned Aug. 2, but<br />
Barron declined to do So.<br />
Frasier said there is<br />
nothing he can legally do to<br />
make Rebeck stop practicing<br />
because she is unlicensed.<br />
Oregon and Utah<br />
are the only states that<br />
don’t require midwives to<br />
carry a license to practice,<br />
Frasier said.<br />

The pool <strong>com</strong>mittee is<br />
leasing a piece <strong>of</strong> land on<br />
11th Street from the<br />
Bandon School District<br />
for $1 a year. Cost to build<br />
the pool is estimated at $3<br />
million, but the design<br />
can be changed and nothing<br />
is “set in stone,”<br />
Sterling said.<br />
Opponents, such as<br />
resident Rose Romano,<br />
said she likes the idea <strong>of</strong> a<br />
pool, but doesn’t believe<br />
it’s something Bandon<br />
can afford. Romano has<br />
researched other cities<br />
across the U.S. with public<br />
pools and found that<br />
some <strong>of</strong> them struggle<br />
financially to keep the<br />
facilities open.<br />
“A pool is not a vital<br />
service,” Romano said,<br />
adding she knows people<br />
in Bandon who can barely<br />
pay their bills.<br />
“How can they pay ‘a<br />
few cents more’ for a<br />
pool?” she asked.<br />
A proposed annual<br />
budget has been prepared<br />
by board member Dave<br />
Reed based on actual<br />
costs by cities <strong>of</strong> similar<br />
size that have public<br />
swimming pools. The<br />
projected amount that<br />
would be raised each year<br />
by the taxing district<br />
would pay not only to<br />
build the pool, but also<br />
would more than adequately<br />
maintain it as<br />
well.<br />
“If we don’t build the<br />
pool now, we might lose<br />
the opportunities we now<br />
have to use the school<br />
district’s land and the<br />
city’s <strong>of</strong>fer <strong>of</strong> urban<br />
renewal money,” Sterling<br />

lives continue to be outraged<br />
over the charges as<br />
Rebeck’s change <strong>of</strong> plea<br />
hearing nears Oct. 22.<br />
“It’s pretty shocking<br />
what is going on,” said<br />
Sandra Anderson, who had<br />
two children delivered by<br />
Rebeck. “She cares about<br />
people. You definitely want<br />
to battle when somebody is<br />
attacking her.”<br />
Rebeck said she doesn’t<br />
think about the possibility<br />
<strong>of</strong> spending the majority <strong>of</strong><br />
what’s left <strong>of</strong> her life in<br />
prison. Instead, she said<br />
she wants to focus on<br />
delivering healthy babies<br />
and being thankful that<br />
she is still able to practice.<br />
“A majority <strong>of</strong> people<br />
have a fear <strong>of</strong> birth, just like<br />
they have a fear <strong>of</strong> death,”<br />
she said. “I have not let fear<br />
change me. In life there is<br />
fear, just like in life there is<br />

Bandon’s volleyball team<br />
put everything together.<br />
The Tigers dominated<br />
visiting Myrtle Point last<br />
week, beating the Bobcats<br />
25-19, 25-18, 25-14.<br />
It was just their second<br />
league win, but was a<br />
great sign for the <strong>future</strong>.<br />
“It was more than<br />
amazing,” said Bandon<br />
coach Courtney Freitag,<br />
though she added that it<br />
wasn’t a big surprise for<br />
the coaching staff.<br />
“We knew all along<br />
that the girls had this in<br />
them,” Freitag said.<br />
With the Tigers<br />
already assured <strong>of</strong> not<br />
reaching the postseason,<br />
since Glide has already<br />
clinched the lone Class<br />
3A play<strong>of</strong>f berth for the<br />
Sunset Conference, any<br />
win to build confidence<br />
for the <strong>future</strong> is a good<br />
thing. Bandon returns<br />
nearly the entire team<br />

“At any given time, we<br />
are the worst and the best<br />

have beat anybody<br />
tonight. I really believe<br />

wins another race<br />

With just over a week<br />
to go before the district<br />
meet, Bandon’s girls had<br />
another impressive cross<br />
country win over the<br />
weekend.<br />
The Tigers dominated<br />
the Myrtle Point<br />
Invitational, scoring 19<br />
points and having four <strong>of</strong><br />
the first eight finishers.<br />
Brookings-Harbor was a<br />
distant second with 54<br />
points.<br />
Freshman Sarah Cutler<br />
won the 5,000-meter<br />
race in 20 minutes and 52<br />
seconds. Fellow freshman<br />
Aida Santoro was second<br />
in 21:33. Hailey Iverson<br />
was sixth and Weston<br />
Jennings, another freshman,<br />
was eighth. Claire<br />
Ledig rounded out the<br />
team scoring with a 12thplace<br />
finish.<br />
The district meet is<br />
Oct. 27 at Crow, and none<br />
<strong>of</strong> the district’s other<br />
teams have challenged<br />
the Tigers in any <strong>of</strong> the<br />
meets this season.<br />
While Bandon’s girls<br />
appear a safe bet to qualify<br />
for state, the boys<br />
appear to be in a tight race<br />
including several different<br />
schools.<br />
At Myrtle Point,<br />
Bandon finished second<br />
behind Brookings-<br />
Harbor, but was in a tight<br />
battle with Myrtle Point<br />
and Pacific, two <strong>of</strong> the<br />
district’s other teams.<br />
The top two teams and<br />
top five individuals from<br />
the district meet advance<br />
to the Class 3A-2A-1A<br />
state meet at Lane<br />
Community College.<br />
Tyler Wiprud led the<br />
Tigers with a 12th-place<br />
finish. Christian Lathan<br />
was 13th, Colton Jennings<br />
16th, Daniel Undell 19th<br />
and Drayton Jennings<br />
21st.<br />
In addition to Myrtle<br />

race could be close<br />

been catching some nice<br />
black crappie up to 12<br />
inches in length. Tenmile<br />

recent years. As the rainy<br />
season approaches look<br />
for coho salmon to eventually<br />
enter the Tenmile<br />
watershed which includes<br />
Siltcoos and Tahkenitch<br />

the hot spot for shore<br />
anglers looking to catch a<br />
trophy trout. The 2pound<br />
trout have been<br />
biting nightcrawlers<br />

Braves spoil Tigers’ home<strong>com</strong>ing<br />

BANDON — Bandon’s<br />
football team missed<br />
another chance for a win<br />
last Friday, falling to visiting<br />
Reedsport 46-22 on<br />
home<strong>com</strong>ing.<br />
The Tigers had their<br />
best scoring night <strong>of</strong> the<br />
season, but were undone<br />
by a couple <strong>of</strong> late<br />
turnovers.<br />
“We had a couple big<br />
plays go against us,” said<br />
Bandon coach Silia<br />
Polamalu.<br />
The Tigers scored first,<br />
then rallied from a twoscore<br />
deficit to tie the<br />
game in the third quarter<br />
before Reedsport scored<br />
the last three touchdowns.<br />
Bandon had an efficient<br />
drive on the game’s<br />
opening possession.<br />

Peters and fullback<br />
Chance Garrett provided<br />
tough running yards and<br />
Bandon took advantage <strong>of</strong><br />
a pair <strong>of</strong> penalties by the<br />
Braves before Tim Hunter<br />
burst outside 14 yards for<br />
a touchdown and Troy<br />
McClurg added the extra<br />
point kick.<br />
Reedsport quickly<br />
responded with a touchdown,<br />
but the Tigers<br />
stopped the extra point<br />
run.<br />
The Braves scored two<br />
more touchdowns before<br />
Bandon had a 74-yard<br />
touchdown drive in the<br />
closing minutes <strong>of</strong> the<br />
first half. Thomas and<br />
Garrett both had a few big<br />
runs and Garrett bulled<br />
his way across the goal<br />
line from 4 yards out with<br />
just a few seconds left in<br />
the half.<br />
Bandon then forced a<br />
turnover on Reedsport’s<br />
second play <strong>of</strong> the third<br />
quarter, with Hunter<br />
recovering a fumble.<br />
This time, Peters<br />
scored the touchdown on<br />
a quarterback keeper<br />
from 14 yards out. He<br />
added the conversion run<br />
to knot the score at 22.<br />
But Bandon’s final<br />
three possessions ended<br />
with a fumble and two<br />
interceptions.<br />
Polamalu liked a lot <strong>of</strong><br />
what he saw from his<br />
team, which is mostly<br />
filled with varsity new<strong>com</strong>ers.<br />
“We went without a<br />
huddle for the first time,<br />
and tried to loosen them<br />
up a bit,” he said <strong>of</strong> a nohuddle<br />
<strong>of</strong>fense the Tigers<br />
unveiled during the game.<br />
“We were able to get some<br />
success <strong>of</strong>fensively. That<br />
was good to see.”<br />
Garrett rushed for 113<br />
yards and Peters added 65<br />
yards carrying the ball for<br />
Bandon, despite a<br />
Reedsport defense<br />
stacked to stop Bandon’s<br />
option attack.<br />
“It was good to have<br />
some success against a<br />
five-man front,”<br />
Polamalu said.<br />
