Not surprisingly, what had been styled the "Development<br />
Decade" produced meager results. Increasingly hard-pressed<br />
themselves and suffering from chronic balance of payments<br />
problems, the developed nations, including the United States,<br />
did not commit aid and investment capital in the amounts<br />
originally projected. In the less developed countries, popula-<br />
tion growth ran much faster and higher than growth in<br />
agricultural output, and the problem of feeding burgeoning<br />
populations became increasingly critical. As in so many other<br />
areas, in terms of economic development a decade that had<br />
begun with great hope and anticipation ended as a Decade of<br />
Disappointment.<br />
The National Security Files, Country File, United Nations,<br />
1963-1969 is made up of seven reels of microfilm and fully<br />
reflects the major changes in world politics so clearly<br />
manifested in the United Nations during these years. There<br />
is much material on persisting Cold War issues such as Viet-<br />
nam and China. There is especially extensive material on the<br />
Article 19 dispute that locked up the organization during the<br />
critical years 1964-1965. There is also material reflecting the<br />
new trends in world pohtics. The decolonization issue is par-<br />
ticularly manifested in documents relating to efforts to<br />
impose sanctions on South Africa because of its apartheid<br />
policies. There is also material relating to issues as diverse as<br />
elections in the Cook Islands and the Jordan Waters Issue,<br />
and materials relating to United Nations sponsorship of the<br />
International Cooperation Year and the International Year<br />
for Human Rights.<br />
