Not surprisingly, what had been styled the "Development
Decade" produced meager results. Increasingly hard-pressed
themselves and suffering from chronic balance of payments
problems, the developed nations, including the United States,
did not commit aid and investment capital in the amounts
originally projected. In the less developed countries, popula-
tion growth ran much faster and higher than growth in
agricultural output, and the problem of feeding burgeoning
populations became increasingly critical. As in so many other
areas, in terms of economic development a decade that had
begun with great hope and anticipation ended as a Decade of
Disappointment.
The National Security Files, Country File, United Nations,
1963-1969 is made up of seven reels of microfilm and fully
reflects the major changes in world politics so clearly
manifested in the United Nations during these years. There
is much material on persisting Cold War issues such as Viet-
nam and China. There is especially extensive material on the
Article 19 dispute that locked up the organization during the
critical years 1964-1965. There is also material reflecting the
new trends in world pohtics. The decolonization issue is par-
ticularly manifested in documents relating to efforts to
impose sanctions on South Africa because of its apartheid
policies. There is also material relating to issues as diverse as
elections in the Cook Islands and the Jordan Waters Issue,
and materials relating to United Nations sponsorship of the
International Cooperation Year and the International Year
for Human Rights.
