This resource guide has been developed to help local traffic safety coordinators 

and organizations find assistance to meet their communities’ traffic safety needs. 

The information was compiled by the Transportation Safety Division of the 

Oregon Department of Transportation.

The CSSRC serves as the statewide clearinghouse for information and technical 

assistance regarding the correct use of child safety seats and boosters. Contact 

the CSSRC for information on buying seats, resources for seats, recalls, list of 

local trained seat checkers, latest research, correct installation and any other 

issues related to child safety seats. The CSSRC presents to groups training in 

correct use and installation of child safety restraint systems and assists with 

community check-up clinics.

Drive It Safe is a traffic safety educational program aimed at increasing public 

awareness about the importance of using safety belts and the consequences of 

drinking and driving and speed. Local traffic safety committees and other groups

The Federal Motor Carrier Safety Administration, Office of Motor Carriers 

promotes safe operations of vehicles to reduce crashes provides education on 

complying with the federal motor carrier safety regulations and assists with 

educating the motoring public on the No-Zone (the blind spots around vehicles). 

A display, costume and brochures are available for safety events. 

Medical Certification Program

The purpose of the Medical Certification Program is to ensure that a person is 

safe to drive a motor vehicle on public roads through periodic certification by their 

physician after a physical examination. This information is sent to DMV who 

sends it to the State Health Office for a determination that is returned to the 

customer. 

The re-examination evaluation program evaluates drivers whose driving behavior 

has been reported to this agency for action by law enforcement, courts, and other 

reliable sources. The driver meets privately with a DMV representative for an 

overall evaluation of their mental status, comprehension, knowledge of the rules 

of the road, and their behind-the-wheel driving skills. 

Mothers Against Drunk Driving (MADD)

MADD offers services to victims of impaired driving by holding support groups 

and by advising and attending court appearances with the victims at their 

request. Victims rights and DUII information is available. Local MADD chapters 

provide informational materials, brochures, videotapes, etc. surrounding issues of 

impaired driving. Speakers are available for schools and community events and 

activities. Statewide campaigns include: Project Red Ribbon, Poster/Essay

Parent Line, Inc. offers the “NOT MY KID” campaign outreach educational 

program as a parent preparation class for the adolescent years. The communitybased 

program uses a local team of experts to describe the consequences of 

good kids mixing bad decisions with alcohol, other drugs, driving and recreation 

and provides a Parent Handbook filled with strategies for parents and teens.

OADAP is the lead representative and the coordinating agency for state 

government for alcohol and drug abuse issues. Through its main office, listed

Opertation Lifesaver provides free speaker presentations with film or videotape 

on highway-railroad grade crossing safety. A “LIFESAVER” program will tell your 

group or organization how, why, when and where crossing collisions occur and

entering illegally upon railroad right-of-way.

Provides assistance to elementary schools in developing safety patrol programs. 

Jointly sponsored by the Department of Education and the Department of

discussions regarding overall pedestrian safety and training opportunities for

Provides technical assistance, information, and data on impaired driving 

issues. The Impaired Driving Program provides overtime grants to law 

enforcement agencies through OSP, OSSA, OACP, statewide, to enhance 

DUII patrols. Funding is also provided for administration and training 

relating to Drug Recognition Expert Program and DPSST for DUII arrest 

procedures. The program works extensively with partner agencies to 

develop DUII policy and legislation relating to prevention, treatment, 

adjudication, monitoring offenders, and licensing. A limited number of 

communities receive grants for impaired driving activities. Please refer to

Promotes safe motorcycle riding through beginning, intermediate and

proper use of vehicle safety restraints. Campaign involves a continually 

changing variety of grant-funded activities including design & 

dissemination of public educational materials, overtime traffic law 

enforcement (Three Flags), law enforcement training, child safety seat 

training, subsidy programs for child seat/booster purchases, observed belt 

use/public attitude surveys, research studies, and media campaigns. 

Police Traffic Services

Police Traffic Services (PTS) provides a variety of services to Law 

Enforcement agencies throughout Oregon. Through the ODOT 

Transportation Safety Division, the PTS program oversees Traffic Law 

Enforcement Training through DPSST specific to Traffic Safety Law 

Enforcement. PTS also monitors statewide injury and fatal crash data and 

works with a variety of agencies to grant speed measuring equipment and 

overtime to law enforcement agencies for the purposes of increased police 


presence and increasing the number of patrol vehicles equipped with 

speed measurement equipment. PTS works with other agency partners to 

assist in providing public information and education on the correlation of 

high-risk behaviors occurring in traffic crashes.

Team Safety is an innovative transportation safety awareness program 

made up of volunteers from throughout Oregon. Team Safety uses the 

thrill of racing to spell out the need for traffic safety behaviors like wearing 

safety belts, staying sober and keeping speed where it belongs – on the 

racetrack. While Team Safety targets high-risk groups, the program offers 

driver and race car appearances at schools, community events, car 

shows, and other venues. Drivers and others are available to speak to 

audiences of all ages.

The Traffic Records Program provides technical assistance, information 

and traffic safety related data to communities throughout Oregon. 

Through the ODOT Transportation Safety Division and the Traffic Records 

Coordinating Committee, the Traffic Records Program oversees the 

coordination of the state’s traffic records. Grants are funded as 

determined in the State of Oregon’s Strategic Plan for Traffic Records. 

The Traffic Records Program works with other state and local agencies to 

maximize the efficiency and effectiveness of traffic safety data collection, 

analysis, and the resources needed to support it, as well as to facilitate the 

availability of data access and use.

The Children’s Injury Prevention Program (CIPP) provides information, 

educational materials, and technical assistance on a statewide basis to public 

and private agencies, as well as individuals. In collaboration with other injury 

prevention programs, CIPP has developed a statewide effort to implement 

legal, educational and structural strategies to reduce the number and severity 

of children’s injuries. Motor vehicle crashes involving children 0-8 years old 

and adolescents 15-19 years old are targeted as priority injury problems. 

CIPP continues coordinated efforts to increase the correct use of safety belts, 

child safety seats, and bicycle helmets.

The SAFE Traffic Awareness Class addresses attitude change and anger 

management behind the wheel. The class covers the math and physics of 

speed, how little time is actually saved by speeding, high risk behaviors of “good” 

drivers, who are really in control and why, what makes cell phones so risky, and 

how to take control of the road so as to reduce the likelihood of a wreck. The 6hour 

class is given one or two Saturdays a month for traffic offenders of all ages, 

usually referred by judges, and can be adapted for employee or school groups.

Trauma Nurses Talk Tough Network (about saving your life) is an injury 

prevention program presented by trauma nurses and other emergency medical 

personnel throughout the state. The slide/lecture presentations use real-life 


stories and events to illustrate consequences of risk-taking behavior. Generally, 

the presentation covers the major causes for injury deaths for the audiences’ age 

groups, but it can be adapted to focus on bicycle safety, safety belts, alcohol and 

drug involvement, or any other cause of injuries that may be a problem in a
