continuity between witness testimony (for which <strong>State</strong>’s Exhibits 63 and 64 had been used)<br />

and <strong>State</strong>’s Exhibits 76 and 77. (See Hearing Transcript at 1689-1695)<br />

[Note that pages 4 and 5 <strong>of</strong> <strong>State</strong>’s Exhibit 64 are now <strong>State</strong>’s Exhibit 76, pages 8 and 9.<br />

5. The <strong>State</strong>’s motion to strike, given at pages 2029-2030 <strong>of</strong> the Hearing Transcript, is denied.<br />

6. During the hearing, the Respondents pr<strong>of</strong>fered testimony concerning Patient 52. (See pages<br />

2228 and 2229 <strong>of</strong> the Hearing Transcript.) This testimony has been separated from the<br />

Hearing Transcript and will be held as pr<strong>of</strong>fered material for the Respondents. Further, the<br />

Hearing Examiner marked this item for identification purposes as Respondents’ Exhibit S.<br />

7. <strong>State</strong>’s Exhibit 69 consisted <strong>of</strong> copies <strong>of</strong> prescriptions pertaining to several <strong>of</strong> the patients<br />

identified in the patient key. Rather than admitting these items together as <strong>State</strong>’s<br />

Exhibit 69, they were instead distributed among the individual patient medical records and<br />

renumbered accordingly.<br />

SUMMARY OF THE EVIDENCE<br />

All exhibits and transcripts <strong>of</strong> testimony, even if not specifically mentioned, were thoroughly<br />

reviewed and considered by the Hearing Examiner prior to preparing this Report and<br />

Recommendation.<br />

Background Information<br />

Wallace C. Adamson, M.D.<br />

1. Dr. Adamson obtained his medical degree in 1982 from the <strong>Ohio</strong> <strong>State</strong> University College<br />

<strong>of</strong> Medicine. From 1982 until 1985, he participated in a residency in family practice<br />

at Grant <strong>Medical</strong> Center [Grant] in Columbus, <strong>Ohio</strong>. From 1985 until 1986, Dr. Adamson<br />

participated in a fellowship in sports medicine at that same institution. Dr. Adamson was<br />

certified by the American <strong>Board</strong> <strong>of</strong> Family Practice in 1985, and was recertified in 1993<br />

and 2000. Further, Dr. Adamson holds a Certificate <strong>of</strong> Additional Qualification in Sports<br />

Medicine from the American <strong>Board</strong> <strong>of</strong> Family Practice. Moreover, Dr. Adamson was<br />

certified by the American Society <strong>of</strong> Addiction Medicine in 1987. Dr. Adamson testified<br />

that he was licensed to practice medicine in <strong>Ohio</strong> in 1983. (Respondent’s Exhibit<br />

Dr. Adamson testified that, in 1985, at the same time he entered the sports medicine<br />

fellowship, he began a part-time private practice in partnership with another physician,
