This issue of Setting Course is also serving as the 

tournament program for the HMY – Boat Harbour 

Billfish Blast. This annual tournament is now in 

its ninth year and always proves to be a spirited, 

competitive and fun event. If you have never participated, 

or are just learning of the Blast, please 

contact your broker or any of our offices for more 

information. Dates for 2009 are May 25 – May 

29th. Check the website for live scoring of this 

year’s event and daily photos.

Riviera Yachts territory from South Carolina, 

through the Florida Keys. Please contact your

“Miss Costa” a 2008 54 Viking, sponsored by 

HMY and Costa del Mar sunglasses, has just 

completed fishing the South Florida sailfish 

circuit. Each tournament has been filmed to create 

a 13-week television series that will air later this 

summer. “Miss Costa” will be fishing the Billfish 

Blast and the event will be taped and then aired as 

the last segment of the series. Keep you eyes out 

for the “Miss Costa” with Capt. Ray Rosher and 

Angler Rick Murphy. 

As we wind up for the summer holiday, we hope

Dear HMY family... 

What do you have to lose?... 

Because I have worked here for over 13 years now, I have 

formed bonds with so many people aside from the staff at 

HMY, I know that many of our customers have hobbies, 

or have children and or grandchildren that have hobbies. 

For this reason I felt compelled to share this story... 

Please know that I am not trying to convince anyone of 

anything. I only want to share this story because of the 

impact that it had on me. For those of you that know me, 

I am sure that you realize how passionate I am. 

I used to ride a Harley Davidson Heritage Softtail. I 

never really thought twice about wearing a helmet. There’s 

just something about being out there on the open road with 

the wind in your face (except for the occasional times you 

eat a bug). Much like the freedom you get when you are 

out on the water, it’s overwhelming! 

Recently, as we were preparing a very dear friend of 

mine, Frank Passavanti, for the loss of his grandmother 

who was in ICU at the time, his father, Billy 

Passavanti, suffered a stroke while on his motorcycle just 

moments from his home. The accident occurred on 

February 19th, 2008 and he was taken to St. Mary’s 

Medical Center in West Palm Beach where he remained 

in a coma. 

I visited Frank’s mother, Rita on Saturday February 

23rd and she vowed to me at that time that she would not 

rest until Florida's helmet laws were brought back. On 

February 25th, tragically Billy passed away in St. 

Mary's. This was very unexpected and absolutely devastating 

to us all because he had shown signs of positive 

brain activity. 

Unfortunately, there was swelling on his brain so they had 

to place him into a deeper induced coma in the early hours 

on Saturday the 23rd. What made this whole situation 

even more tragic... Rita Passavanti has been on staff as

a nurse at St. Mary's for years now and she works in 

the Step-Down Program where she helps people recover 

from injuries such as what happened to her beloved 

husband. She was ready for everything and instead we all 

lost.We lost a unbelievably wonderful, hard working, 

loyal,fun-loving, family man and there will never in a 

million years be another like him. 

The Passavanti family is an amazing family and although 

this tragedy has been an absolutely crippling blow to them, 

they will pick up the pieces and somehow move forward. 

Because of this tragedy, I agree that something should be 

done about Florida’s current helmet laws. 

However, my reason for sharing this with all of you is 

because of the impact that it had on me. I now have an 

entirely different perspective on the helmet and its 

importance. If I ever do ride again, which is highly 

unlikely, I will definitely not do it without a helmet. 

I hope that everyone who reads this will take a moment to 

think about the helmet and if you don’t currently wear 

one, perhaps you’ll reconsider. Because. the way I see it 

now is in the end, it is really the only form of protection 

that we have and if it makes the difference of whether we 

survive or not...what do we have to lose?

Welcome to the Billfish Blast 

Welcome Billfish Blast Participants, 

Over the past eight years, the HMY - Boat Harbour Billfish Blast has become a 

tournament on most people’s calendar that is a “must attend”. Friends, customers, 

family and spirited competition (all mixed together as one) is what make the Blast 

what it is. 

This year we have made some important changes to the tournament to create a 

more family-style event. If you have any suggestions about what we can do to build 

the Billfish Blast for the future, please let any one of us know. We value your input! 

Many of you know, the Blast makes a monetary contribution to a local charity or 

organization each year in support of the community. This year, the Blast will support 

the Every Child Counts program and the local Fire Rescue. The mission of Every 

Child Counts is to ease the burden of learning disabled students who struggle academically, 

by providing direct assistance, education and training. Several years ago, 

the Fire Rescue Department was able to purchase a new vehicle due to the donation 

of the tournament. 

The staff at HMY and Boat Harbour would like to thank you for your support and wish 

you much success this week. The week is about fun and competition. Have fun!

TOURNAMENT RULES 

The Billfish Blast is a team event. The total of all billfish points accumulated on one boat will determine the overall winning boat, and 

how other boats place in the tournament. The registration fee of $4,500 covers the participation of up to four anglers per boat. 

Only release points count toward release trophies and prize money. 

Only registered anglers qualify for trophies, prizes and release recognition. Additional anglers may be added by registering and paying 

the additional angler fees. All other, non-fishing, guests are required to purchase social tickets. 

It is required that the names of all anglers, captains and mates are listed on the tournament registration form. On-site changes are 

permitted, but please notify the Committee Boat or a tournament staff member as soon as possible when a change occurs. Any 

changes must be authorized by the Committee Boat prior to the boat checking out for the days fishing. 

Important note: As a courtesy to HMY Yacht Sales, yacht brokers from brokerages other than HMY will not be permitted to participate 

in the Billfish Blast or attend its events, whether as your guest or as a team member of your boat. 

FISHING RULES AND REGULATIONS: Teams will fish Tuesday, Wednesday and Friday. Thursday is a mandatory lay-day. If 

Tuesday or Wednesday fishing is called due to weather, Thursday will be used as a fishing day. Teams must report to the Committee 

Boat immediately upon departure from the dock. Any boat not contacting the Committee Boat prior to the announcement of lines in 

the water will be officially recorded to be taking a second, voluntary, non-fishing day. Once the day’s fishing begins, only boats registered 

with the Committee Boat will be eligible for that day’s weigh in. In the Junior and Ladies Divisions, rods may be passed to the 

Junior or Lady angler after the hook-up. If the rod is passed, the Junior or Lady must complete the catch or release. A second passing 

of the rod will disqualify the fish. 

IGFA RULES: All anglers and crewmembers are expected to abide by the IGFA International Angling Rules. The angler must hook, 

fight and bring the fish to gaff or the point of release unaided by any other person. No one other than the angler may touch the rod, 

reel or line at any time during the hook up or fighting of the fish. Lady and Junior Divisions are the only exception. 

LOCAL RULES: There will be no transfer of fish from one boat to another. The borders for the tournament are to be held within a 70mile 

radius of Boat Harbour Marina. 

FISHING HOURS: All boats may leave the marina at 7:00 AM everyday except on the last day of fishing. Boats may leave the marina 

at 6:00 AM on the last day of fishing. Lines in will be announced at 8:00 AM and lines out will be announced at 4:00 PM everyday 

except on the last day of fishing. Fishing on the last day begins at 7:00 AM and ends at 3:00 PM. On Tuesday and Wednesday 

an angler can fight the fish until landed provided that the fish has been properly reported to the Committee Boat as “Hooked up”. On 

Friday, as long as the fish is reported as hooked up prior to the 3:00 PM announcement of lines out, an angler may continue to fight 

the fish, as long as the boat is at the weigh station by 6:30pm. If the boat arrives after 6:30pm, none of the catch or release points 

for that days fishing will count towards the final point standings. 

ELIGIBLE SPECIES AND SCORING: Blue Marlin - Release, 600 points; If boated, one point per pound for fish measuring 115” LJFT 

or greater. White Marlin - Release, 200 points. Sailfish - Release, 50 points. Fish boated for measuring purposes will be disqualified 

as a released fish, but no points deduction will be assessed if the minimum length requirement is not met. 

LINE TEST: Manufacturers stated line strength should not exceed 100 lb. test line. The Tournament Committee reserves the right to 

take line samples for testing. 

RODS, REELS AND BAIT: A maximum of six rods and reels may be fished per boat. Either live or dead bait is permissible. 

REPORTING: All hook-ups of eligible species must be reported to the Committee Boat as soon as possible. When the fish is boated, 

released or tagged, the captain or designate must notify the Committee of the species and the name of the angler. Failure to call 

in a hook-up, boated, released or tagged fish will disqualify the catch. A malfunctioning radio is not an acceptable excuse. It is acceptable 

for another tournament vessel to relay information to the Committee Boat. 

RELEASE AND TAGGING: 

1. Digital Video: Each boat shall use a digital video camera, with correct date and time stamp. Your camera and camera cable must 

be capable of downloading to a USB port in the official tournament computer. All official catch and release of each fish must be captured 

on video with the number card designated by the Committee Boat at the time of the hook up appearing in the video clip. The 

species must be clearly visible in the video clip. The next video clip will include the committee boat verification number and time of 

release visible on the release card provided for that day. Failure to photograph a fish, within these terms will result in disqualification 

of that particular fish. The Rules Committee may request special polygraph test or other corroborating evidence that would help validate 

the catch. Basically, NO VIDEO=NO FISH. The decision of the Rules Committee is final. 

2. Polygraph: All winning teams will be subject to and must pass polygraph testing. Refusal to take the test will result in disqualification. 

Any person aboard the boat also may be subject to and must pass the polygraph test. Refusal to take the test will result in disqualification. 

Polygraph tests will include but will not be limited to questions on angling and release procedures and species of fish. 

Polygraph tests are final and winners are not official until test results are obtained. 

3. Release: Proper release techniques must be used. Release is official only if the following conditions are met must be fought on 

the specified class line (i.e., double line and the leader must leave the reel) for the majority of the time the fish is hooked up. The fish 

must be brought close enough to the boat for the mate, angler, or captain to touch the leader and a recognizable video clip be taken 

for a qualified release. 

WEIGH-IN HOURS AND PROCEDURES: The weigh-in station is officially open at 4:00 PM everyday, except on the last day when 

the scale will open at 3:00 PM. On Tuesday and Wednesday, if a fish is boated, the scale will remain open until the boated fish is 

brought to the scale. On the last day of fishing, the fish must be at the weigh scale no later than 6:30 PM. Boats which have caught 

and released fish must turn in their video cassettes and release card at the weigh station at Boat Harbour Marina immediately upon 

return each day. Please mark your video cassettes with your boat name so that it may be returned after video is downloaded. Failure 

to follow these procedures will result in loss of points for that days fishing 

PROTEST FORMAT AND COMMITTEE: Any protest must be filed in writing and presented to the protest Committee prior to the 

close of the weigh-in station on the same day as the alleged violation. The decision of the Protest Committee is final.

EQUIPMENT REGULATIONS 

A. LINE 

1. Monofilament, multifilament, and lead core multifilament 

lines may be used. For line classes, see World Record 

Requirements. 

2. Wire lines are prohibited. 

B. LINE BACKING 

1. Backing not attached to the fishing line is permissible with 

no restrictions as to size or material. 

2. If the fishing line is attached to the backing, the catch 

shall be classified under the heavier of the two lines. The 

backing may not exceed the 130lb (60kg) line class and 

must be of a type of line approved for use in these 

angling rules. 

C. DOUBLE LINE 

The use of a double line is not required. If one is used, it 

must meet the following specifications. 

1. A double line must consist of the actual line used to catch 

the fish. 

2. Double lines are measured from the start of the knot, 

braid, roll or splice making the double to the farthermost 

end of the knot, splice, snap, swivel, or other device used 

for securing the trace, leader, lure, or hook to the double 

line. 

Saltwater species: In all line classes up to and including 

20lb (10kg), the double line shall be limited to 15 feet 

(4.57 meters). The combined length of the double line 

and the leader shall not exceed 20 feet (6.1 meters). 

The double line on all classes of tackle over 20lb (10kg) 

shall be limited to 30 feet (9.14 meters). The combined 

length of the double line and leader shall not exceed 

40 feet (12.19 meters). 

D. LEADER 

The use of a leader is not required. If one is used, it must 

meet the following specifications. 

1. The length of the leader is the overall length including 

any lure, hook arrangement, or other device. The leader 

must be connected to the line with a snap, knot, splice, 

swivel, or other device. Holding devices are prohibited. 

There are no regulations regarding the material or 

strength of the leader. 

Saltwater species: In all line classes up to and including 

20lb (10kg), the leader shall be limited to 15 feet (4.57 

meters). The combined length of the double line and the 

leader shall not exceed 20 feet (6.1 meters). 

The leader on all classes of tackle over 20lb (10kg) shall 

be limited to 30 feet (9.14 meters). The combined length 

of the double line and leader shall not exceed 40 feet 

(12.19 meters). 

E. ROD 

1. Rods must comply with sportfishing ethics and customs. 

Considerable latitude is allowed in the choice of a rod, 

but rods giving the angler an unfair advantage will be 

disqualified. The rule is intended to eliminate the use of 

unconventional rods. 

2. The rod tip must be a minimum of 40 inches (101.6cm) in 

length. The rod butt cannot exceed 27 inches (68.58cm) 

in length. These measurements must be made from a 

point directly beneath the center of the reel. A curved butt 

is measured in a straight line. (The above measurements 

do not apply to surf casting rods.) 

F. REEL 

1. Reels must comply with sportfishing ethics and customs. 

2. Power driven reels of any kind are prohibited. This 

includes: motor, hydraulic, or electrically driven reels, and 

any device which gives the angler an unfair advantage. 

3. Ratchet handle reels are prohibited. 

4. Reels designed to be cranked with both hands at the 

same time are prohibited. 

G. HOOKS FOR BAIT FISHING 

1. For live or dead bait fishing, no more than two single 

hooks may be used. Both must be firmly imbedded in or 

securely attached to the bait. The eyes of the hooks must 

be no less than a hook’s length (the length of the largest 

hook used) apart and no more than 18 inches (45.72cm) 

apart. The only exception is that the point of one hook 

may be passed through the eye of the other hook. 

2. The use of a dangling or swinging hook is prohibited. 

Double or treble hooks are prohibited. 

3. A two-hook rig for bottom fishing is acceptable if it 

consists of two single hooks on separate leaders or 

drops. Both hooks must be imbedded in the respective 

baits and separated sufficiently so that a fish caught on 

one hook cannot be foul-hooked by the other. 

4. All record applications made for fish caught on two-hook 

tackle must be accompanied by a photograph or sketch 

of the hook arrangement. 

H. HOOKS AND LURES 

1. When using an artificial lure with a skirt or trailing 

material, no more than two single hooks may be attached 

to the line, leader or trace. The hooks need not be 

attached separately. The eyes of the hooks must be no 

less than an overall length of the largest hook used) apart 

and no more than 12 inches (30.48cm) apart. The only 

exception is that the point of one hook may be passed 

through the eye of the other hook. The trailing hook may 

not extend more than a hook’s length beyond the skirt of 

the lure. A photograph or sketch showing the hook 

arrangement must accompany a record application.

I. OTHER EQUIPMENT 

1. Fighting chairs may not have any mechanically propelled 

devices which aid the angler in fighting a fish. 

2. Gimbals must be free swinging, which includes gimbals 

that swing in a vertical plane only. Any gimbal that allows 

the angler to reduce strain or rest while fighting the fish 

is prohibited. 

3. Gaffs and nets used to boat or land a fish must not 

exceed 8 feet (2.49 meters) in overall length. In using a 

flying or detachable gaff, the rope may not exceed 30 feet 

(9.14 meters). The gaff rope must be measured from the 

point where it is secured to the detachable head to the 

other end. Only the effective length will be considered. If 

a fixed head gaff is used, the same limitations shall apply 

and the gaff rope shall be measured from the same 

location on the gaff hook. Only a single hook is permitted 

on any gaff. Harpoon or lance attachments are prohibited. 

Tail ropes are limited to 30 feet (9.14 meters). (When 

fishing from a bridge, pier, or other high platform or 

structure, this length limitation does not apply.) 

4. Floats are prohibited with the exception of any small 

flotation device attached to the line or leader for the sole 

purposed of regulating the depth of the bait. The flotation 

device must not in any way hamper the fighting ability of 

the fish. 

5. Entangling devices, either with or without hook, are 

prohibited and may not be used for any purpose 

including: baiting, hooking, fighting, or landing the fish. 

6. Outriggers, downriggers, and kites are permitted to be 

used provided that the actual fishing line is attached to 

the snap or other release device, either directly or with 

some other material. The leader or double line may not 

be connected to the release mechanism either directly or 

with use of a connecting device. 

7. Umbrella or spreader rigs, daisy chains and similar 

devices may only be used if they do not unfairly hamper 

or inhibit the normal swimming or fighting ability of the 

fish, thereby giving the angler or crew an unfair 

advantage in fighting, landing, or boating the fish. 

8. A safety line may be attached to the rod provided that it 

does not in any way assist the angler in fighting the fish. 

ANGLING REGULATIONS 

1. From the time that a fish strikes or takes bait or lure, the 

angler must hook, fight, and land or boat the fish without 

the aid of any other person, except as provided in these 

regulations. 

2. If a rod holder is used and fish strikes or takes the bait 

or lure, the angler must remove the rod from the holder as 

quickly as possible. The intent of this rule is that the 

angler shall strike and hook the fish with the rod in hand. 

3. In the event of a multiple strike on separate lines being 

fished by a single angle, only the first fish fought by the 

angler will be considered for a world record. 

4. If a double line is used, the intent of the regulations is 

that the fish will be fought on a single line most of the 

time that it takes to land the fish. 

5. A harness may be attached to the reel or the rod, but not 

to the fighting chair. The harness may be replaced or 

adjusted by a person other than the angler. 

6. Use of a rod belt or waist gimbal is permitted. 

7. When angling from a boat, once the leader is brought 

within the grasp of the mate, or the end of the leader is 

wound to the rod tip, more than one person is permitted 

to hold the leader. 

8. One or more gaffers may be used in addition to persons 

holding the leader. The gaff handle must be in hand when 

the fish is gaffed. 

9. The angling and equipment regulations shall apply until 

the fish is weighed. 

THE FOLLOWING ACTS WILL DISQUALIFY A CATCH: 

1. Failure to comply with the equipment or angling 

regulations. 

2. The act of persons other than the angler in touching any 

part of the rod, reel, or line (including the double line) 

either bodily or with any device, from the time a fish 

strikes or takes the bait or lure, until the fish is either 

landed or released, or in giving any aid other than that 

allowed in the rules and regulations. If an obstacle to the 

passage of the line through the rod guides has to be 

removed from the line, then the obstacle (whether chum, 

floatline, rubber band, or other material) shall be held and 

cut free. Under no circumstances should the line be held 

or touched by anyone other than the angler during this 

process. 

3. Resting the rod in a rod holder, on the gunwale of the 

boat, or any other object while playing the fish. 

4. Handlining or using a handline or rope attached in any 

manner to the angler’s line or leader for the purpose of 

holding or lifting the fish. 

5. Shooting, harpooning, or lancing any fish (including 

sharks and halibuts) at any stage of the catch. 

6. Chumming with or using as bait the flesh, blood, skin, or 

any part of mammals other than hair or pork rind used in 

lures designed for trolling or casting. 

7. Using a boat or device to beach or drive a fish into 

shallow water in order to deprive the fish of its normal 

ability to swim. 

8. Changing the rod or reel while the fish is being played. 

9. Splicing, removing, or adding to the line while the fish is 

being played. 

10.Intentionally foul-hooking a fish. 

11. Catching a fish in a manner that the double line never 

leaves the rod tip. 

12.Using a size or kind of bait that is illegal to possess. 

13.Attaching the angler’s line or leader to part of the boat or 

other object for the purpose of holding or lifting the fish. 

14.If a fish escapes before gaffing or netting and is 

recaptured by any method other than as outlined in the 

angling rules. 

THE FOLLOWING SITUATIONS WILL DISQUALIFY A CATCH: 

1. When a rod breaks (while the fish is being played) in a 

manner that reduces the length of the tip below minimum 

dimensions or severly impairs its angling characteristics. 

2. Mutilation to the fish, prior to landing or boating the catch, 

caused by sharks, other fish, mammals, or propellers that 

remove or penetrate the flesh. (Injuries caused by the leader 

or line, scratches, old healed scars or regeneration 

deformities are not considered to be disqualifying injuries). 

3. When a fish is hooked or entangled on more than one line.
