Welcome to another new year <strong>of</strong> F.A.C.E. I hope everyone who was<br />
able to attend this year’s conference enjoyed it. We tried many new<br />
changes and overall preliminary responses have been overwhelmingly<br />
positive! This annual event would not be possible without the dedication<br />
and hard work <strong>of</strong> the membership, especially the Program Committee.<br />
This year’s conference was the result <strong>of</strong> the efforts <strong>of</strong> Mark O’Connor,<br />
Mark Caskie, Brenda Rothwell, Pam Taylor, Shenoy Raghuraj, Cynthia<br />
McPherson, Danielle Helmick, and our honorary team member Debbi<br />
Leigh - thank you all! A special thanks to Bob Hamilton who played a<br />
significant role in this year’s seminar with several sessions, and for his<br />
continued support and advice; and to Marilyn Crotty and her IOG Team<br />
for all their hard work on the seminar and throughout the year.<br />

I am both honored and excited to be working with you all this coming<br />
year. We have a lot <strong>of</strong> work to do, and I am confident together we will<br />
make significant progress. I thank those that I had the pleasure <strong>of</strong><br />
working with the past year- Shawn O’Rourke and Dorothy Hird.<br />

As your new President, I would like to share with you my thoughts as to my role:<br />
You, the membership are top priority- the F.A.C.E. Board serves you and we will be<br />
working hard to provide you the best service, representation and education possible;<br />
We will continue with the strategic plan that was started three years ago - this has<br />
proven very effective at accomplishing annual goals;<br />
The Board needs to do a better job at outreach throughout the State;<br />
I will strive to be a pr<strong>of</strong>essional representative for you, our members.<br />
Our first Board meeting, held in Orlando immediately following the conference, was productive and<br />
has set the tone for the upcoming year. Here is some information you need to be aware <strong>of</strong>:<br />
1. Our Board meetings have been scheduled as follows:<br />
a. Aug 27/28 in Orlando- strategic plan review and update followed by the Board meeting;<br />
b. Dec 3 & 4- location TBA- in South <strong>Florida</strong>;<br />
c. Feb 25 & 26 in Orlando;<br />
d. May 6 & 7- location TBA- in North <strong>Florida</strong><br />
e. June 22 thru 25 - 22 nd Annual Education and Training Seminar in Orlando.<br />
2. Our newsletter, the “INTERFACE”, will be changing this year as we continue to make it a<br />
training and educational tool. It will include informative articles, issues that affect code<br />
enforcement, and training information.<br />
3. We will continue to build relationships with other pr<strong>of</strong>essional associations and organizations<br />
to strengthen our input on legislative issues and laws that affect our pr<strong>of</strong>ession while<br />
increasing awareness and understanding <strong>of</strong> what we do.<br />
4. We will continue to work towards State recognition/certification.<br />
5. I have appointed Shawn O’Rourke to continue and bring to completion the single fee schedule<br />
to simplify membership dues and certification renewals while reducing costs.<br />
In order to make this work, we need you, our members to get more involved. If you notice #1 above,<br />
we have yet to announce our meeting locations for our December <strong>2010</strong> and May 2011 meetings. We<br />
would like to hear from chapters and/or agencies in the designated areas <strong>of</strong> the State to sponsor or<br />
assist with organizing and conducting our Board meeting in your area. We have already heard from<br />
Charlotte County and Palm Beach County, but we would like to hear from more! We would also like<br />
you to send us articles, news clippings, programs that are working in your jurisdiction, and anything<br />
else newsworthy or that has training value so we can publish it in the newsletter. We know you are all<br />
doing great things- let’s hear about them and start sharing them!<br />
If you have questions, let me know and I will do my best to provide the answers.<br />
As always, I encourage and solicit any feedback on training and the F.A.C.E. courses- training is the<br />
backbone <strong>of</strong> F.A.C.E., so we all need to be involved. Please contact me with suggestions, questions,<br />

1ST VICE PRESIDENT<br />
Mark Caskie<br />
I must start by saying that I heard many great<br />
things about changes made at this year’s<br />
annual training seminar. Once we get the<br />
<strong>of</strong>ficial report compiled from all your critiques<br />
the program committee will consider all inputs<br />
to produce next year’s event.<br />
Speaking <strong>of</strong> next year’s event, have you<br />
marked your calendar for June 22-25, 2011?<br />
That's when we will get back together in<br />
Orlando for next year’s annual meeting and<br />
training seminar. We will be back at the same<br />
location, The Buena Vista Palace Hotel & Spa.<br />
This change was an attempt to save money by<br />
signing a multi-year contract. I spoke with<br />
several members this year that self-funded part<br />
or all <strong>of</strong> their attendance; I want to thank you<br />
for your commitment to our organization. This<br />
is a trend that I will keep in mind as we map<br />
out next year’s program. For those <strong>of</strong> you that<br />
are still partially or fully funded by your<br />
jurisdiction please don't forget to thank them<br />
for their commitment to the F.A.C.E.<br />
organization and your continued training.<br />
If anyone has suggestions for next year’s<br />
programs please send me an e-mail,<br />

what you liked, disliked, or would like to see in<br />
the future. All suggestions will be reviewed.<br />

Hello,<br />
The Certification Committee worked hard to<br />
implement the new Trainer Mentoring Program<br />
and I hope many <strong>of</strong> you take advantage <strong>of</strong><br />
becoming trainers. I encourage you to take a<br />
look at the web site and get started today. You<br />
can make a difference.<br />
Our next endeavor is to tackle the update <strong>of</strong><br />
Administrative Aspects (Level II). We will work<br />
with the trainers currently teaching the classes<br />
and come up with something that is relevant to<br />
today’s <strong>Code</strong> <strong>Enforcement</strong> Pr<strong>of</strong>ession. I will<br />
keep you informed as we progress.<br />
Finally, thank you for your confidence to serve<br />
our association for another year. I look forward<br />
to working with the rest <strong>of</strong> the board members<br />
to ensure F.A.C.E. remains the respected<br />
organization it has become and search for new<br />
and innovative ways to maintain our<br />
certifications.<br />

3RD VICE PRESIDENT<br />

Hello everyone! I hope everyone is having a<br />
great and safe summer. Well it’s back to<br />
business now, and one <strong>of</strong> the things that my<br />
committee and I will be working on is getting a<br />
Miami-based chapter started this year.<br />
We will also be visiting different chapters<br />
throughout the year as a continuation <strong>of</strong> the<br />
strategic plan set forth by the Board <strong>of</strong><br />
Directors. I would like to encourage all <strong>of</strong> the<br />
membership to submit to me any ideas you<br />
may have on improving the INTERFACE, as<br />
well as submitting photos and articles <strong>of</strong> the<br />
events or news involving you, the members.<br />
We will also be working on some other projects<br />
throughout the year; I will keep you all<br />
informed.<br />
In closing, please keep in mind that<br />
membership renewal is coming up soon. Make<br />
sure you get your membership fees paid on<br />
time as well as your recertification fees. I know<br />
with today’s economic situation we are all<br />
experiencing, it is tough to maintain ones’<br />
membership if we are not working but in the<br />
end it is worth it. The networking from other<br />
code enforcement pr<strong>of</strong>essionals like you<br />
makes it worthwhile.<br />

TREASURER<br />

It was a pleasure to see those <strong>of</strong> you who<br />
attended the seminar in Orlando last month.<br />
Those <strong>of</strong> you who were not able to make it for<br />
one reason <strong>of</strong> another, missed yet another<br />
great conference. Thank you for your vote <strong>of</strong><br />
confidence in me to remain as your Treasurer<br />
for another year. I promise to serve you well.<br />
At the seminar, I presented the current budget<br />
status and the upcoming budget for <strong>2010</strong>-<br />
2011. If you have any questions, please feel<br />
free to contact me. You can visit the F.A.C.E.<br />
website and view the organizations’ Annual<br />
Budget. Send any questions or helpful<br />
suggestions me via my e-mail. Someone<br />
suggested that I present the budget at next<br />
year’s conference in the form <strong>of</strong> a PowerPoint.<br />
Great idea! I now have that ready to present;<br />
all I have to do is update the data in May and<br />
plug it in.<br />
The financial status <strong>of</strong> F.A.C.E. to date is very<br />
good. Our accounts totals as <strong>of</strong> 05-31-10 are:<br />
Operating Account (Checking): $141,102.21;<br />
Scholarship account (Savings): $12,284.41;<br />
Reserve Account (Savings): $5,229.85<br />
Tips on Personal Finance<br />
The first step in developing a spending plan is<br />
to identify the money that comes into your<br />
household – your income. People talk about<br />
their income in two ways. Gross income is<br />
the money you receive before any deductions.<br />
Net income is the money you take home after<br />
all <strong>of</strong> the deductions have been made, such as<br />
taxes, Social Security, insurance, 401 (k), and<br />
your stock purchase plan.<br />
When identifying your income, remember to<br />
include the following:<br />
Salary/wages<br />
Food stamps<br />
Seasonal earnings<br />
Other money<br />
Sometimes we spend money without even<br />
thinking about it. Tracking is becoming aware<br />
<strong>of</strong> the flow <strong>of</strong> money through your household.<br />
Do you “need” everything you buy? Needs are<br />
items that are essential based on your lifestyle<br />
and values. Housing, groceries, and education<br />
qualify as needs. “Wants” are items that you<br />
desire, but are not necessary, such as a snack<br />
or expensive clothes. Sometimes we purchase<br />
things we want because advertising has led us<br />
to think we need them. Often times we<br />
purchase things in response to an emotion,<br />
such as shopping when you are sad or<br />
disappointed. Try to become more aware <strong>of</strong><br />
how much you are spending and why you are<br />
spending money.<br />
To calculate your total monthly spending, you<br />
will want to look at three types <strong>of</strong> expenses –<br />
general monthly expenses, annual expenses,<br />
and debt.<br />
General monthly expenses. Monthly<br />
spending to meet your family’s needs (e.g.,<br />
food. housing, clothing).<br />
Annual expenses. Larger expenses such as<br />
taxes or auto insurance that you pay once or<br />
twice a year. It is helpful to plan ahead for<br />
these expenses by putting aside a small<br />
amount <strong>of</strong> money each month.<br />
Debt expenses. Monthly spending to repay<br />
money that you have borrowed (e.g., car loan,<br />
credit card, student loan).<br />

SERGEANT-AT-ARMS<br />

Let me begin by thanking you all for having the<br />
confidence in me to serve as you new<br />
Sergeant at Arms. I must say, I learned very<br />
fast it will be a challenging year. There are<br />
several projects that I am tasked with that my<br />
committee and I will begin to work on that I<br />
want to let you, the membership, know about.<br />
First, State Recognition <strong>of</strong> our Certification<br />
Program. This is something that has been in<br />
the works for a number <strong>of</strong> years and my<br />
committee and I are going to work very hard on<br />
getting this to Tallahassee.<br />
Second, we will be producing a Board <strong>of</strong><br />
Directors Manual that will include information,<br />
such as, Board Responsibilities, the Strategic<br />
Plan, and our <strong>Code</strong> <strong>of</strong> Ethics along with copies<br />
<strong>of</strong> motions that have set policy for this<br />
INTERFACE <strong>July</strong> <strong>2010</strong> page 4
organization. Third, but not last, we will be<br />
reviewing the current By-Laws with Bob<br />
Hamilton to insure that they are up to date and<br />
accurate.<br />
Now for some news from the conference, the<br />
election results. This year there was only one<br />
contested race, which was for the position <strong>of</strong><br />
First Vice President. The candidates for this<br />
position were Mark Caskie from Brooksville<br />
and Dorothy Hird from the Seminole County<br />
Sheriff’s Office. There were 96 registered<br />
delegates at the conference, however, only 83<br />
<strong>of</strong> them voted. The results were:<br />

Along with being Sergeant at Arms, some <strong>of</strong><br />
you may not be aware that I am also<br />
webmaster for the F.A.C.E. Website,<br />
www.face-online.org. At the seminar, a<br />
brochure about the website was included in<br />
your package. I hope you all had a chance to<br />
look it over and see everything that your<br />
website has to <strong>of</strong>fer. For those <strong>of</strong> you who<br />
were not at the conference, it is available on<br />
the home page. If anyone has any questions,<br />

CONFERENCE WRAP-UP<br />
The 21 th Annual Training and Education Seminar for the <strong>Florida</strong> <strong>Association</strong> <strong>of</strong> <strong>Code</strong> <strong>Enforcement</strong><br />
was held June 16 th – 19 Th , <strong>2010</strong> in Lake Buena Vista, <strong>Florida</strong>. The venue was perfect for an enriching<br />
educational experience coupled with the amenities and attractions <strong>of</strong> the Disney area. There were<br />
nearly 300 conference attendees at this year’s annual educational seminar, <strong>of</strong> which (23) were “First<br />
Time Attendees.”<br />
The opening session began with the Presentation <strong>of</strong> Colors by the Orange County Honor Guard and<br />
what a great job they did followed by Orange County Sheriff’s Department Corp. 1 st Class Medina,<br />
who graced us with an emotional rendition <strong>of</strong> our National Anthem.<br />
This conference incorporated a slew <strong>of</strong> changes and a courageous effort to incorporate more<br />
member, code enforcement trainers throughout the training sessions. We were also very honored<br />
and privileged to have Mr. Bob Hamilton provide additional training sessions that helped enhance the<br />
overall conference experience. Some changes were very well accepted, and others were<br />
experiments that need some work. Thank you to everyone involved for having the courage,<br />
dedication, confidence in membership and our pr<strong>of</strong>essionals, and the patience to try something (a lot<br />
<strong>of</strong> “something’s”) new.<br />
The conference training sessions were informative, directly related to the code enforcement<br />
pr<strong>of</strong>ession, and provided useable tools and applications in the arena <strong>of</strong> code enforcement. Classes<br />
such as “Green <strong>Code</strong> <strong>Enforcement</strong>”, “Chinese Drywall”, “Keeping <strong>Code</strong> <strong>Enforcement</strong> in Perspective”,<br />
“Inspection Warrants” “Interview Techniques”, “Situational Awareness”, “Natural Disaster Recovery”,<br />
“Evidence Gathering”, “Gaining Voluntary Compliance”, “Testimony and Demeanor”, “Contractor<br />
Licensing”, “Grant Writing”, “Mediation and Dispute Resolution”, “Benchmarking”, “Snakes and<br />
Insects”, “The Trainer’s Workshop”, and the “Foreclosure Forum” provided both variety and a mix <strong>of</strong><br />
learning environments for all attendees.<br />
The League <strong>of</strong> Women Voters conducted the elections for the <strong>2010</strong>-2011 F.A.C.E. Board <strong>of</strong> Directors<br />
on Friday afternoon and the results were under lock and key until the announcement at the banquet<br />
later that same evening. Congratulations to President, Frank Cassidy - City <strong>of</strong> Cape Coral, 1 st Vice<br />
President, Mark Caskie- City <strong>of</strong> Brooksville, 2 nd Vice President, Jim Dehne - City <strong>of</strong> Lakeland, 3 rd Vice<br />
President, Hector Garcia – City <strong>of</strong> Deltona, Sergeant at Arms, Debbi Leigh- Seminole County Sheriff’s<br />
Office , Treasurer, James Acosta – St. Johns County, Secretary, Lori Mobley – Town <strong>of</strong> Howey-in-the-<br />
Hills and Immediate Past President, Terry Suggs - Alachua County.<br />
The Program Committee did a wonderful job decorating the room for Friday night’s Banquet and<br />
Entertainment. For our 21 st Conference, the committee thought it would be nice to dance and sing<br />
along with live entertainment. After the live entertainment, many <strong>of</strong> us went across the street and<br />
enjoyed the Downtown Disney Market Place and West Side. There was no shortage <strong>of</strong><br />
entertainment, good times and great camaraderie. Congratulations to Ken Jackson, Palm Beach<br />
County, winner <strong>of</strong> the Bob Hamilton Scholarship for the 2011 Seminar. Hearing from attendees and in<br />
viewing some <strong>of</strong> the evaluations, this was another wonderful seminar, despite the challenges we are<br />
all facing. I would say all enjoyed the seminar.<br />

LEGISLATIVE CORNER<br />
Having a problem in your jurisdiction with vehicles parked along the right <strong>of</strong> ways being<br />
<strong>of</strong>fered for sale, commonly known as curbstoning? You may now have some relief, if you<br />
convince your jurisdiction to adopt a new ordinance that would allow you to enforce these<br />
new state statutes.<br />
On June 3 rd , the Governor signed House Bill No. 631 that revised Chapter 316.1951, Parking<br />
for certain purposes prohibited; sale <strong>of</strong> motor vehicles; prohibited acts.<br />
In summary, the bill removes the requirement that the Department <strong>of</strong> Highway Safety and<br />
Motor Vehicles adopt a uniform written notice to be used to enforce provisions that prohibit<br />
parking a motor vehicle on certain property for the purpose <strong>of</strong> displaying the motor vehicle as<br />
being for sale, hire, or rental and removes the requirement that each law enforcement agency<br />
provide its own notice for such enforcement.<br />
A new provision added authorizes a local government to adopt an ordinance to enforce such<br />
provisions and authorizes a code enforcement <strong>of</strong>ficer from any local government agency to<br />
enforce such provisions. The revision also provides for immediate removal <strong>of</strong> a motor vehicle<br />
in violation <strong>of</strong> specified provisions and provides for assessment <strong>of</strong> a fine in addition to towing<br />
and storage fees, requiring a release form prescribed by the department to be completed<br />
before release <strong>of</strong> the motor vehicle. If you would like to review this bill’s full content, click<br />

The Orlando Sentinel interviewed Officer Alex Rueda and Manager Bob Spivey, both with<br />
Orange County <strong>Code</strong> <strong>Enforcement</strong>, along with Terry Suggs, Past President <strong>of</strong> F. A. C. E., on<br />

Northeast <strong>Association</strong> <strong>of</strong> <strong>Code</strong> <strong>Enforcement</strong> (NEACE) The month's meeting will be Wednesday, <strong>July</strong><br />
14, at Fionn MacCool's Irish Pub and Restaurant. It is located at 333 1st St N., Jacksonville Beach. There is<br />
parking across the street and in the public pier parking lot north <strong>of</strong> restaurant. A menu is attached.<br />

Tampa Bay <strong>Association</strong> <strong>of</strong> <strong>Code</strong> <strong>Enforcement</strong> (TBACE) Hello to all from Tampa Bay! We are very<br />
excited about the rise in TBACE membership. The training sessions have been very interesting and helpful,<br />
leading to a growth in attendance. Please remember to become a TBACE member is still only $10 a year. This<br />
includes 6 training sessions a year, from which F.A.C.E. continuing education hours are earned. Take care and<br />

Helmick has had to resign her post, so per our by-laws, Rhonda Leonard has been placed into that position. We<br />
will be having a meeting on <strong>July</strong> 22 to appoint a new Vice-President and to discuss future continuing education<br />
hours that we will be <strong>of</strong>fering at little to no cost. If you would like information concerning any training or chapter<br />

Central <strong>Florida</strong> <strong>Code</strong> <strong>Enforcement</strong> <strong>Association</strong> (CFCEA) Summer time is here, and on behalf <strong>of</strong> the<br />
CFCEA Board <strong>of</strong> Directors, I would like to wish everyone a wonderful and safe summer.<br />
The CFCEA will be having a fundraiser on <strong>July</strong> 31, <strong>2010</strong>. We are selling tickets to see the Daytona Cubs vs.<br />
Bradenton Marauders. The tickets are $15.00 each and include your entry to the game as well as a food<br />
voucher. The food voucher is good for a hot dog or hamburger, chips and a drink; you can also choose to get<br />
pizza instead.<br />
CFCEA members and guests will have an opportunity to meet the Cubs mascot Cubby and have their picture<br />
taken with him on the field prior to the game. Come join us for an evening <strong>of</strong> fun. Tickets can be purchased by<br />
