DETAILED INFORMATION / TERMS & CONDITIONS
Sealed bids are invited by this department under Ministry of Home Affairs, from CPWD
registered firms, dealing with repairing and maintenance of electrical items & fittings in government
buildings, for Annual contract for repairing and maintenance of Electrical items & fittings, as
mentioned in Annexure – I of this document, in different buildings at IB Hqrs., New Delhi. The
annual expenditure on the above is expected to be Rs.5.00 Lakh (Approx.). The time schedule is as
under :-
Cost of the Tender Enquiry Document : * Rs. 500/- (Non-Refundable) by DD in
favour of DDO (M), IB (MHA), payable
at New Delhi.

However, in this case, the technical bid should be accompanied with Demand Draft of Rs. 500/-
(Non-Refundable) as mentioned above, otherwise, Technical bid of that firm will not be
considered.
2. SUBMISSION OF BIDS :- the bid in the prescribed format in a sealed cover, duly
superscribed “Quotation for Annual maintenance of Electrical Items & Fittings” and addressed to
Assistant Director / Stores, I.B. (MHA), 35 – Sardar Patel Marg, New Delhi – 110021 should be
sent by Registered post or deposited in the Tender Box kept at Reception, 35 – Sardar Patel
Marg, New Delhi – 110021, Not later than 1300 Hrs. on 09/04/2013. Containing two
separate sealed covers – one containing “TECHNICAL BID” and another containing “FINANCIAL
BID”.

3 TECHNICAL BID :- First sealed cover superscribed as “TECHNICAL BID for Repairing
and Maintenance of Electrical Items & Fittings” should contain following documents :-
a) VAT / Sales Tax Registration Certificate along with TIN Number.
b) Latest VAT / Sales Tax Clearance Certificate.
c) Service Tax Registration Certificate.
d) Earnest Money Deposit as per requirement of Tender Enquiry Document.
e) Tender Fee, in the prescribed form, in case Tender Document is downloaded from website.
f) Documents regarding Annual Turnover / Balance Sheets of the firm for the last 3 years.
g) A list of Owner / Partners of the firm and their contact number, Copy of the PAN Card, along
with a certificate to the effect that the firm is neither blacklisted by any Government Deptt.,
nor any criminal case is registered / pending against the firm or its owner / partner
anywhere in India.
h) A copy of these terms and conditions duly signed with seal of the firm, in token of
acceptance of terms and conditions.
i) List of Ministries / Government Departments, where the firm has done repairing and
maintenance of electrical items & fittings, along with certificate of performance.
j) Authorisation letter for the person signing the tender document by the firm (If signed by
other than Partner / Proprietor / Director of the firm) and his signature should have been
duly attested by the owner / Partner / Director of the tendering firm also.
k) Registration certificate of CPWD.
4. FINANCIAL BID : -
Second sealed cover superscribed as “Financial bid for Repairing & Maintenance of electrical
items & fittings” should contain Price schedule, duly signed and stamped, in the prescribed format.
Unstamped and / or unsigned bids will not be entertained. The Price bid should be in the same
format as per Annexure–I. The rates should be inclusive of all i.e., Cost of item, Delivery Charges,
installation etc.
4.1 The bidder should quote their unconditional rates, strictly as per the tender format. Cutting
/ Overwriting, if any, should be countersigned.
4.2 The Tenderer has to quote all the items mentioned in Annexure – I, otherwise, their financial
bid would not be considered by the department.
5. OPENING OF THE BIDS
5.1 The Technical bids will be opened on the date indicated at Para – 1 above, at Main
Reception, 35 – Sardar Patel Marg, New Delhi, in the presence of the bidders or their
representatives who may like to be present.
5.2 Financial bids of the eligible bidders (As stated at clause 7.1) will be opened on a later date.
The date, time and venue for opening of Financial bids will be informed later

5.3 Late Bids : Bids received after the specified date and time, as indicated in para – 1 above,
will not be considered, in any case.
6. EARNEST MONEY DEPOSIT (EMD) / BID SECURITY
6.1 EMD of Rs. 25,000/- (Rupee Twenty Five Thousand Only) in the form of Bank Guarantee
(BG)/DD/FDR/Banker’s Cheque from any of the commercial bank, payable in favour of the
DDO/M, I.B. (MHA), New Delhi, must accompany the Technical Bid. Tenders without EMD
will not be considered. The bid security should be valid for 120 days. The tenders
received without bid security will be summarily rejected.
6.2 EMD of all the unsuccessful bidders will be returned to them without any interest
whatsoever, after finalization of the contract. EMD of the successful bidders will be returned
only after receipt of the Performance Security.
6.3 In case of successful tenderers, the bid security may be adjusted towards the performance
security deposit to be payable, on request. In the case of unsuccessful tenderers, the bid
security will be refunded / returned after finalization of the tender.
6.4 The amount of BG or amount remitted towards bid security is liable to be forfeited if the
tenderer, resiles from the offer after submission of the tender or after the acceptance of the
offer by the Department or fails to sign the contract or to remit the Performance Security
Deposit.
6.5 No interest will be payable by the Department on the bid / performance security deposited /
remitted.
7. PERFORMANCE SECURITY
7.1 The successful bidder will have to furnish Performance Security of Rs. 50,000/- (Rs.
Fifty thousand only) in the form of F.D.R. from any of the commercial bank, in the name of
the firm / Agency, but hypothecated in the name of the DDO (M), I.B. (MHA), New Delhi, or
in the form of Bank Guaranttee / DD, from any of the commercial bank, in favour of the DDO
(M), I.B. (MHA), New Delhi., within 15 working days of the award of the contract.
7.2 Performance Security will be refunded to the firm without any interest, after it duly performs
and completes the contract in all respect.
7.3 Performance Security will be forfeited if the firm fails to perform any of the terms or
conditions of the contract.
7.4 The jobs of repairing and maintenance of electrical items should be attended immediately.
In case the complaint is not attended within the given time, the department shall get the
work done from open market and the cost incurred on such job would be deducted from
AMC bill and / or Performance Security deposit.

8. OTHER TERMS AND CONDITIONS :-

i) The contract shall remain in force for a period of one year from the date of award of the
contract. During the currency of contract, no demand for revision of rates on any account
whatsoever shall be entertained.
ii) The firm quoting their rates must have past experience of repairing and maintenance of
electrical items and fittings in government buildings / departments. Certificate in this respect
should be attached along with the bid. The Firm’s authorized Electrician / Worker shall visit
the undersigned time to time, for attending the complaints.
iii) The Repairing and Maintenance of Electrical items / fittings are to be done on ‘as is where is
basis’ in different buildings of the organization situated within Delhi / New Delhi.
iv) The competent authority of the department reserves the right to terminate the contract at
any time without assigning any reason by giving one month’s notice to the contractor.
Canvassing in any form is strictly prohibited and tenders of firms reportedly indulging in
canvassing, are liable to be rejected.
v) The owner / firm should be available on his / her own direct telephone (Office as well as
residence) and also on mobile phone so as to call in emergent case. The Mobile Number
should also be given.
vi) The competent authority reserves the right to extend the period of AMC on the existing
terms and conditions for further three months.
vii) The disputes concerning the interpretation or validity of this contract shall be decided by an
arbitrator, as appointed by the Joint Director, IB.
viii) This tender document may be available after depositing Rs. 500/- (Rs. Five hundred only)
through Banker’s Cheque in favour of DDO (M), IB (MHA), New Delhi.
ix) Income Tax will be deducted at source from supplier’s bill, as applicable.
x) The contractor shall be responsible for behaviour and conduct of it’s worers. No worker with
doubtful integrity or having a bad record shall be engaged by the contractor.
