Maharashtra Polluti<strong>on</strong> C<strong>on</strong>trol Board<br />

The Central Polluti<strong>on</strong> C<strong>on</strong>trol Board c<strong>on</strong>stituted a Nati<strong>on</strong>al Committee <strong>of</strong> Experts <strong>on</strong> Noise<br />

Polluti<strong>on</strong> C<strong>on</strong>trol. The Committee recommended <strong>noise</strong> standards for ambient air and for<br />

automobiles, domestic appliances and c<strong>on</strong>structi<strong>on</strong> equipment, which were later notified<br />

under The Envir<strong>on</strong>ment (Protecti<strong>on</strong>) Act, 1986 as given below:<br />

Note:<br />

(i) Day time is reck<strong>on</strong>ed from 6 A.M. To 10 P.M.<br />

(ii) Night time is reck<strong>on</strong>ed in from 10 P.M. and 6 A.M.<br />

(iii) Silence z<strong>on</strong>e is referred as areas within 100 meters around premises such as<br />

hospitals, educati<strong>on</strong>al instituti<strong>on</strong>s and courts. The Silence z<strong>on</strong>es are to be declared<br />

by the Competent Authority.<br />

(iv) Use <strong>of</strong> vehicular horns, loudspeakers and bursting <strong>of</strong> crackers shall be banned in<br />

these z<strong>on</strong>es.<br />

(v) Mixed categories <strong>of</strong> areas should be declared as <strong>on</strong>e <strong>of</strong> the four above menti<strong>on</strong>ed<br />

categories by the Competent Authority and the corresp<strong>on</strong>ding standards shall<br />

apply.<br />

5. Methodology <strong>of</strong> the survey:<br />

The <strong>noise</strong> polluti<strong>on</strong> m<strong>on</strong>itoring was carried out <strong>on</strong> 17 th & 19 th October <strong>2009</strong>. Noise level<br />

measurement was d<strong>on</strong>e for 00.00 hrs to 24.00 hrs, c<strong>on</strong>tinuosly for 24 hours; day time and<br />

night time. In the day time it was carried out from 06.00 hrs upto 22.00 hrs <strong>on</strong> the 17 th and<br />

19 th October while in the night sessi<strong>on</strong> it was carried out from 2200 hrs upto 0600 hrs <strong>on</strong> the<br />

17 th and 19 th October c<strong>on</strong>tinuosly for 24 hours. The m<strong>on</strong>itoring was carried out at locati<strong>on</strong>s<br />

closer to the residential buildings. The main purpose <strong>of</strong> this exercise was to determine how<br />

the envir<strong>on</strong>ment is disturbed and what effect it has <strong>on</strong> a normal human being residing in<br />

that area or closer to the area.<br />

6. Detailed list <strong>of</strong> locati<strong>on</strong>:<br />

There were a total <strong>of</strong> 115 locati<strong>on</strong>s covered <strong>during</strong> Diwali <strong>festival</strong> in Maharashtra. The<br />

detailed list <strong>of</strong> locati<strong>on</strong> is as follows:-<br />
