INlRODUCTION<br />

Thi.s is a <strong>the</strong>sis on <strong>the</strong> <strong>the</strong>ory and practice <strong>of</strong> empowernen!<br />

with a view <strong>of</strong> wh<strong>at</strong> an enpowerment based planning practice might<br />

look lj.ke should <strong>the</strong> planning pr<strong>of</strong>ession choose to embrace<br />

empowernent.¡ The desire to explore <strong>the</strong> afore mentioned<br />

subject m<strong>at</strong>ter arose out <strong>of</strong> my personal ber.ief in t,he need for<br />

nodern pr<strong>of</strong>essions to pursue more egalit,arian modes <strong>of</strong><br />

oper<strong>at</strong>ion, This personal belief is based on my underst,anding <strong>of</strong><br />

<strong>the</strong> sociaL ¿nd econonic framework i.n which planning, and <strong>the</strong><br />

o<strong>the</strong>r institutionalized seÊlments <strong>of</strong> this society, oper<strong>at</strong>e, It j.s<br />

arso baged on ny knowredge <strong>of</strong> <strong>the</strong> groering diss<strong>at</strong>isfaction within<br />

<strong>the</strong> pLanning pr<strong>of</strong>ession in regards to <strong>the</strong> constraints imposed on<br />

<strong>the</strong> pr<strong>of</strong>ession ¿nd how <strong>the</strong>y inpede <strong>the</strong> ebility <strong>of</strong> pl.ênnÍng to<br />

adequ<strong>at</strong>ely serve <strong>the</strong> real needs <strong>of</strong> <strong>the</strong> connunity.<br />

THE PROBLEITI<br />

The problen on which this <strong>the</strong>sis centers is <strong>the</strong> inêbility <strong>of</strong><br />

people, acting froo <strong>the</strong> doninant perspective, to adequ<strong>at</strong>,eJ.y<br />

address <strong>the</strong> full range <strong>of</strong> problens, ideas, and values which exist<br />

within <strong>the</strong>ir lives. Under <strong>the</strong> current structure, <strong>the</strong> ¡¡oa,ls ênd<br />

values <strong>at</strong>tributed to <strong>the</strong> popul<strong>at</strong>ion are <strong>the</strong> goals and values<br />
