RELEVANT QUESTIONS/REQUIREMENTS FOR MUNICIPALITIES – WFD
RECYCLING
• Has a municipal waste management plan been prepared? If so, does it take into
account the waste management hierarchy and principles stipulated in the Directive
(i.e. moving away from land filling to re-use and recycling of waste, and
establishing appropriate collection systems)?
• Has an assessment been made to establish whether the existing waste
disposal/treatment installations take into account risk minimization and
environmental protection, do not create risk to the air, water or soil, or a nuisance
in the form of odors or noise?
• Are the existing waste disposal/treatment facilities sufficient in addressing the
principle of best available technology not involving excessive costs?
• Are the waste management companies operating in the municipal area granted
operating permits? Are their operations cost efficient?
• Is and how is the Municipality promoting waste prevention and minimization?
3
RELEVANT QUESTIONS/REQUIREMENTS FOR MUNICIPALITIES – LD RECYCLING
• Do the landfill sites (and consequently the operational permit) comply with the
technical requirements of the Directive on Landfill?
• Is waste treated prior to disposal at landfill?
• Is waste land filling the only method of waste disposal in your municipality?
• Is co-disposal of municipal waste and hazardous waste permitted in the landfill
sites?
• Are tires, healthcare waste, flammable and liquid waste disposed at the landfill
sites?
• Is composting of waste undertaken in your municipality?
• Is the cost of closure, management and after-care included in the landfill fee?
• Is regular monitoring of the types and quantities of waste undertaken at the landfill
sites? Are regular reporting duties established?
WASTE RECYCLING IN EU
6
WASTE RECYCLING IN SOUTHEASTERN EUROPE (SEE)
• One of the highest priorities in South-eastern Europe is the building of separate
waste collection, recycling and disposal systems according to EU standards
• The need of recycling technology in SEE is illustrated by the fact that nearly 79% of
the municipal waste (e.g. in Albania or in Serbia, Montenegro) proves to be recyclable
materials
• Key priority – approximation of the national legislation on recycling with relevant
articles of the EU Directives
• Further urgent tasks refer to the sanitation of landfills that do not meet the EU
requirements and to the closure of dumpsites
• Since land filling will remain the main method for waste disposal in SEE, another
priority in the region is the construction of landfills conform EU standards
• Another priority in the waste management sector is the need of incineration plants for
medical and hazardous waste
