RELEVANT QUESTIONS/REQUIREMENTS FOR MUNICIPALITIES – WFD<br />

RECYCLING<br />

• Has a municipal waste management plan been prepared? If so, does it take into<br />

account the waste management hierarchy and principles stipulated in the Directive<br />

(i.e. moving away from land filling to re-use and <strong>recycling</strong> <strong>of</strong> waste, and<br />

establishing appropriate collection systems)?<br />

• Has an assessment been made to establish whether the existing waste<br />

disposal/treatment installations take into account risk minimization and<br />

environmental protection, do not create risk to the air, water or soil, or a nuisance<br />

in the form <strong>of</strong> odors or noise?<br />

• Are the existing waste disposal/treatment facilities sufficient in addressing the<br />

principle <strong>of</strong> best available technology not involving excessive costs?<br />

• Are the waste management companies operating in the municipal area granted<br />

operating permits? Are their operations cost efficient?<br />

• Is and how is the Municipality promoting waste prevention and minimization?<br />

RELEVANT QUESTIONS/REQUIREMENTS FOR MUNICIPALITIES – LD RECYCLING<br />

• Do the landfill sites (and consequently the operational permit) comply with the<br />

technical requirements <strong>of</strong> the Directive on Landfill?<br />

• Is waste treated prior to disposal at landfill?<br />

• Is waste land filling the only method <strong>of</strong> waste disposal in your municipality?<br />

• Is co-disposal <strong>of</strong> municipal waste and hazardous waste permitted in the landfill<br />

WASTE RECYCLING IN SOUTHEASTERN EUROPE (SEE)<br />

• One <strong>of</strong> the highest priorities in South-eastern Europe is the building <strong>of</strong> separate<br />

waste collection, <strong>recycling</strong> and disposal systems according to EU standards<br />

• The need <strong>of</strong> <strong>recycling</strong> technology in SEE is illustrated by the fact that nearly 79% <strong>of</strong><br />

the municipal waste (e.g. in Albania or in Serbia, Montenegro) proves to be recyclable<br />

materials<br />

• Key priority – approximation <strong>of</strong> the national legislation on <strong>recycling</strong> with relevant<br />

articles <strong>of</strong> the EU Directives<br />

• Further urgent tasks refer to the sanitation <strong>of</strong> landfills that do not meet the EU<br />

requirements and to the closure <strong>of</strong> dumpsites<br />

• Since land filling will remain the main method for waste disposal in SEE, another<br />

priority in the region is the construction <strong>of</strong> landfills conform EU standards<br />

• Another priority in the waste management sector is the need <strong>of</strong> incineration plants for<br />

medical and hazardous waste<br />

RECOMMENDATIONS<br />

1. NALAS TF SWM experts from all Associations should fill the <strong>Table</strong>s <strong>of</strong><br />

Concordance and present it to their respective Associations for further<br />

discussions with Central Government and Municipalities.<br />

2. Based on the existing material provided by the Waste Management Task<br />

Force, Associations may consider to approach their respective Governments<br />

in writing, highlighting the importance <strong>of</strong> strengthening Municipal capacities<br />

in Waste Management and Recycling.<br />

3. In order to bring Municipal Waste Management Plans into action,<br />

Associations should establish advisory services for their municipalities in the<br />

field <strong>of</strong> strategic waste management and <strong>recycling</strong> planning based on<br />

materials to be provided by the Waste management Task Force during the<br />

first half <strong>of</strong> 2007.<br />

4. Based on materials provided by the Waste management Task Force during<br />

the first half <strong>of</strong> 2007, Associations should promote concepts <strong>of</strong> <strong>recycling</strong> and<br />

waste minimization and also establish advisory services for the development<br />

<strong>of</strong> appropriate bylaws and for public campaigning and awareness raising on<br />

<strong>recycling</strong>.<br />
