Emergency Conservation Program (ECP) Description: ECP shares with agricultural producers the cost of rehabilitating eligible farmlands damaged by natural disaster. During severe drought, ECP also provides emergency water assistance – both for livestock and for existing irrigation systems for orchards and vineyards. Noninsured Crop Disaster Assistance Program (NAP) Description: NAP provides financial assistance to eligible producers affected by natural disasters. This federally funded program covers noninsurable crop losses and planting prevented by disasters. Price Support Division (PSD) Description: The PSD priorities affect commodity programs for wheat, feed grains, oilseeds, rice and cotton (Upland and ELS). Affected PSD activities include, but are not limited to, loan making, LDP’s, loan servicing and compliance with commodity loan program provisions. Supporting activities and other affected items include, handbooks, notices, regulations, decision memorandums, accounting, automation, training, and dissemination of commodity loan program information.
Loans for Beginning Farmers and Ranchers Description: The FSA provides direct and guaranteed loans for beginning farmers and ranchers who are unable to obtain financing from commercial credit sources. Each fiscal year, the Agency targets a portion of its direct and guaranteed farm ownership (FO) and operating loan (OL) funds to beginning farmers and ranchers. A beginning farmer or rancher is an individual or entity who (1) has not operated a farm or ranch for more than 10 years; (2) meets the loan eligibility requirements of the program to which he/she is applying; (3) substantially participates in the operation; and, (4) for FO loan purposes, does not own a farm greater than 30 percent of the average size farm in the county. (Note: all applicants for direct FO loans must have participated in business operation of a farm for at least 3 years.) If the applicant is an entity, all members must be related by blood or marriage, and all stockholders in a corporation must be eligible beginning farmers. Loans for Socially Disadvantaged Persons Description: The FSA can make and guarantee loans to socially disadvantaged applicants to buy and operate family-size farms and ranches. Funds specifically for these loans are reserved each year. Non-reserved funds can also be utilized. A socially disadvantaged farmer or rancher is one of a group whose members have been subjected to racial, ethnic, or gender prejudice because of their identity as members of the group without regard to their individual qualities. For purposes of this program, socially disadvantaged groups are women, African Americans, American Indians, Alaskan Natives, Hispanics, Asian Americans and Pacific Islanders. This program targets direct and guaranteed loan assistance to socially disadvantaged persons; discovers and removes barriers that prevent full participation of those persons in FSA’s farm loan programs; and provides information and assistance to applicants to help them develop sound farm management practices, analyzes problems, and plans the best use of available resources essential for success in farming or ranching. Milk Income Loss Contract (MILC) Description: The MILC program financially compensates dairy producers when domestic milk prices fall below a specified level. The program is authorized by the 2002 Farm Bill and has not set funding level.
