Community Park<br />
U.S. Cellular Community Park (<strong>USCCP</strong>) is<br />
owned and operated by the City of <strong>Medford</strong>.<br />
When completed, <strong>USCCP</strong> will be the<br />
largest municipal installation of FieldTurf<br />
in the United States.<br />

naming-rights agreement for a municipal<br />
facility in Oregon history.<br />

games.<br />
Significance of the Economic Impact <strong>Report</strong><br />
In most communities, parks and recreation agencies are the engines of<br />
tourism and economic development. <strong>Recreation</strong>al facilities like <strong>USCCP</strong><br />
attract tourists, businesses and retirees, and enhance real estate values.<br />
A common mistake for parks and agencies is to merely provide decisionmakers<br />
with financial reports on the revenue and expenses of these facilities<br />
instead of illustrating economic impact and the broader value of the<br />
community’s investment. Economic impact reports are estimates and are<br />
easily inflated.<br />
Methodology and Data Collection<br />
This study closely follows the economic impact data-collection and calculation<br />
methods set forth by Texas A&M researcher Dr. John L. Crompton in his<br />
landmark 1999 book, Measuring the Economic Impact.<br />
Crompton contends only spending by visitors to <strong>Medford</strong> is meaningful in<br />
economic impact reports. Expenditures by tournament participants who<br />
reside in or near <strong>Medford</strong> are not included in Personal Income and Jobs<br />
calculations because of the likelihood their money would have been spent<br />
in the community on other forms of entertainment. The economic impact<br />
report also does not calculate the impact of participants in City-sponsored<br />
sports leagues that utilize <strong>USCCP</strong>.<br />
The questionnaire used for this study generated spending data from<br />
tournament directors regarding approximate amounts each team spent on<br />
entry fees, food and beverages, entertainment, retail shopping, transportation<br />
expenses and lodging.<br />
Conclusions<br />
Total Spending: <strong>USCCP</strong> hosted 46 tournaments or events that attracted<br />
1,166 teams, which spent an estimated $4.78 million in hard dollars.<br />
Visitor Spending: The 525 visiting teams spent over $3.8 million. Visitor<br />
lodging accounted for 28 percent of the expenditures. Softball team size is<br />
estimated at 14; baseball, fastpitch teams and soccer is estimated at 18.<br />
Sales: Total Spending by all <strong>USCCP</strong> tournament participants (local and<br />
visiting teams) multiplied by a “ripple effect” of 85 cents for every dollar<br />
spent, for a grand total of over $8.8 million. The 1.85 multiplier is based on<br />
Crompton studies of tournaments in a city of similar size.<br />
Personal Income: This measure reports the direct, indirect and induced<br />
spending of visiting teams only. For every dollar spent by tournament visitors,<br />
65 cents of personal income accrued within the community in the<br />
form of employee wages, salaries and proprietary income. Simply stated,<br />
<strong>USCCP</strong> theoretically generated $40.98 for each <strong>Medford</strong> resident.<br />
Jobs: If one job is created for every $36,481 — <strong>Medford</strong>’s median income<br />
— <strong>USCCP</strong> tournaments created 104 jobs in the community based on the direct<br />
spending of visiting teams. The figure refers to both full- and part-time<br />
jobs, and it assumes the local economy is operating at full capacity and<br />
that there is no slack to absorb demand created by <strong>USCCP</strong> events.

Forty-Six Events Produce $8.8 Million in Economic Impact<br />
The fourth year of activity at U.S.<br />
Cellular Community Park featured a<br />
record-setting number of tournaments<br />
and events.<br />
The 11 synthetic-grass fields at the<br />
132-acre park received over 175,000<br />
visits for sports-related events, and 46<br />
tournaments and events generated an<br />
estimated economic impact in excess of<br />
$8.8 million.<br />

Valley South<br />
Tournament<br />

in <strong>USCCP</strong> and<br />

ASA president Mike Wells, the thirdyear<br />
tourney swelled from 29 teams<br />
in 2010, necessitating the use of<br />
additional ballfields in Ashland and<br />
Central Point. With 53 visiting teams,<br />
the tournament generated almost<br />
$1 million in estimated sales.<br />
Memorial Day Weekend<br />
For the third consecutive year, US-<br />
CCP was utilized to its maximum capacity<br />
Memorial Day weekend as a result of<br />
two simultaneous sporting events: the<br />
City of <strong>Medford</strong>’s 52-team youth baseballtournament<br />
and<br />
the annual<br />
Rogue Valley<br />

during the holiday weekend for the tournaments<br />

lodging. Overall, the events funneled<br />
$1.4 million into the local economy.<br />
Creating Healthy Lives, Happy People and a Strong Community
“Beat of the Rogue” Concert<br />
The multi-sport complex stadium field was the site<br />
of the second-annual “Beat of the Rogue” drum and<br />
bugle corps concert on June 30 that served as a fundraiser<br />
for the <strong>Medford</strong> Kiwanis Club.<br />

camp and four<br />
of her Team USA<br />
teammates to<br />
<strong>Medford</strong> on Sept.<br />
24-25. The lone<br />
West Coast stop<br />
on the annual Finch camp slate was hailed as a smashing<br />
success by Finch, who expressed interest in bringing<br />
her camp back to <strong>USCCP</strong> in the near future.<br />
The camp attracted 240 girls, ages 8-17, from as far<br />
as Missoula, Mont., Seattle and San Diego. More than<br />
half of the campers drove or flew from hometowns outside<br />
the Rogue Valley, producing $133,200 in economic<br />
impact.<br />
ASA Men’s D Western Nationals<br />
<strong>Medford</strong> attracted 30 teams from six states for the<br />
Amateur Softball Association Men’s D Western National<br />
Tournament over Labor Day weekend, representing<br />
the biggest single-classification tournament since the<br />
park’s May 2008 grand opening. The prestigious threeday<br />
special event generated an estimated $383,298 in<br />
economic impact for the community.<br />
The ASA tournament featured <strong>USCCP</strong>’s first-ever<br />
beer garden as a result of a special event permit granted<br />
to the <strong>Medford</strong> Rogue Rotary Club.<br />

Rogue Valley Senior Softball Fall Classic<br />
Under the guidance of tournament founder<br />
Harry Purslow, the fourth-annual Rogue Valley<br />
Senior Softball Fall Classic featured 45 teams,<br />
with all but five coming from outside of the<br />
<strong>Medford</strong> area. The teams spent approximately<br />
$337,000 in food, lodging and miscellaneous<br />
purchases over four days in September.<br />

High School Usage<br />
<strong>USCCP</strong> served as the home field for varsity teams<br />
from Cascade Christian High, St. Mary’s School and<br />
Phoenix High.<br />
CCHS hosted a pair of OSAA state baseball playoff<br />
games at Charter Field, while the <strong>USCCP</strong> Stadium Field<br />
was an ideal venue for state soccer quarterfinal and<br />
semifinal contests for the St. Mary’s and Phoenix boys.<br />
CCHS and Illinois Valley High played the first varsity<br />
football game in <strong>USCCP</strong> history in front of a capacity<br />
crowd of 1,300 spectators on Fri., Oct. 21.
