16. HAR Title 3 Chapter 180 – State Building Code
Justification – The purpose of this new rule is to adopt the State Building Code as
required by Section 107-25, HRS. This rule sets forth minimum requirements for
the construction, alteration, movement, enlargement, replacement, repair,
equipment, use and occupancy, location, maintenance, removal, and demolition
of every building or structure or any appurtenances connected or attached to
buildings or structures, effective April 16, 2010.
17. HAR Title 3 Chapter 181 – State Energy Conservation Code
Justification – The purpose of the new rule is to adopt the State Energy
Conservation Code as required by Section 107-25, HRS. This rule sets forth
minimum requirements for the design and construction of buildings for the
effective use of energy and is intended to provide flexibility to allow the use of
innovative approaches and techniques to achieve the effective use of energy,
effective May 24, 2012.
