Luxembourg’s State and Savings Bank (<strong>BCEE</strong>)<br />

is modernizing its performance management<br />

Interview with François Majchrzack, Head of the Financial<br />

<strong>Information</strong> Management Division at Luxembourg’s State and<br />

Savings Bank (<strong>BCEE</strong>), on implementing <strong>Information</strong> <strong>Builders</strong>’<br />

Performance Management Framework (PMF) solution.<br />

Could you tell us about <strong>BCEE</strong>?<br />

<strong>BCEE</strong>’s balance-sheet total in 2010 was €38,018 million, including €22,984 million in<br />

customer deposits. Its Tier 1 capital ratio in 2010 was 13.1%. The bank has 75 branches<br />

in Luxembourg, grouped into 15 Financial Centers.<br />

What prompted <strong>BCEE</strong> to change its dashboard system?<br />

We wanted to upgrade and modernize the performance management of this new<br />

distribution structure. It had previously been managed using Excel, but this no longer<br />

met users’ needs.<br />

In mid 2010 we kicked off a project to overhaul performance management and<br />

install a new dynamic, multidimensional system based on technology by <strong>Information</strong><br />

<strong>Builders</strong>, that <strong>BCEE</strong> has been using for many years.

What needs do branch dashboard solutions meet? Are they used only by central<br />

management, or also by branch managers?<br />

<strong>BCEE</strong>’s central goal was to acquire an advanced and flexible performance measurement and<br />

management tool providing users with a multidimensional and fully customizable customer<br />

view. For example, because a number of financial products are subject to seasonality, branch<br />

managers and directors of banking skills centers must be able to monitor specific indicators if<br />

they are to measure the performance of these products. The geographic location of a branch<br />

may also require the study of precise indicators.<br />

Today, 200 employees are using <strong>Information</strong> <strong>Builders</strong>’ Performance Management Framework<br />

(PMF) solution, including Branch Managers, Financial Center Directors, branch coordination<br />

and bank senior management, with the latter receiving regular KPI (Key Performance Indicator)<br />

reports.<br />

How did you develop the solution to meet your needs?<br />

We chose <strong>Information</strong> <strong>Builders</strong>’ PMF solution for its functional scope and flexibility, but also<br />

because we wanted to stay with a single technology provider and conserve the capacity to<br />

control the solution’s source code.<br />

This PMF solution also had the advantage of automating the calculation and loading of all KPIs,<br />

something that not all the solutions evaluated could provide. The main development we made<br />

to the <strong>Information</strong> <strong>Builders</strong> PMF solution was to add a functionality that breaks down aggregate<br />

KPIs so that users understand their detailed composition. This is crucial insofar that as a KPI<br />

“judges” the performance of a branch, its managers must be aware of the KPI’s composition in<br />

order to adopt it. Another less important development was to provide the directors of banking<br />

skills centers with the capacity to change roles in the application. For example, they can switch<br />

to “Branch Manager” status and thereby analyze performance indicators in a more granular<br />

fashion.<br />

Could you describe in situ installment and tell us how long it took?<br />

The <strong>Information</strong> <strong>Builders</strong> Performance Management Framework project kicked off at <strong>BCEE</strong> late<br />

in 2010. After configuration and specific developments, an initial pilot group of 8 branches<br />

entered production in June 2011 and was used to make final adjustments. All branches have<br />

been in production since September 2011.<br />
