L&? lights :ould not give off enough illumination and 

:ould not be as efficient.

Lawrence County Extension gives 

$1,000 to food pantry 

Members of the Lawrence County Community and Family Extension Leaders recently presented a $1,000 

check to the Spearfish Community Food Pantry. The money will go into the fund to renovate space at the 

Spearfish Rec Center to provide a permanent home for the food pantry. In order to renovate the space the 

organization must raise approximately $40,000, food pantry treasurer Larry Weiers said. Currently the organization

Belle Fourche School puts $5K 

toward adequacy study

BQLLQ FRURCCQ T Funding of schools has always been a 

touchy subject. Although everyone wants their children to receive 

the best education possible, it seems as though finding enough 

money to support the systems can be Xuite complicated. 

Bn Rctober, Belle Fourche School Yistrict officials talked with 

representatives from the Associated School Boards about an adeM 

Xuacy study being performed across the state. 

The South Yakota Coalition of Schools, with support of school 

districts and parents, filed litigation alleging that the school finance 

system in South Yakota is unconstitutional. 

Nearly 80 schools have already donated money and praised the 

study believing that it will help keep stable funding for schools in 

the future. The state still needs 38 schools to support the study in 

order to go forward with it.

South Dakota’s public-pension system, 

still deep in the hole, faces big changes

Retirement System's board of trustees 

spent Monday looking again at benefit 

changes that could save the financially 

troubled public-pension program hundreds 

of millions of dollars in the years 

ahead. 

They want to limit the annual inflation 

increase in benefit payments, as 

well as seek restrictions on retirerehire 

and optional spouse benefits. 

They will need laws changed by the 

Legislature as well as changes in the 

system's operating rules. 

The final versions of their proposals 

will be considered at the trustees' 

December meeting, then will be submitted 

to the Legislature for action 

starting in January. 

The Legislature raised retirement 

benefits to SDRS members in early 

2008. That increased the future liabilities 

of the system by an estimated 

$355 million, just as the market value 

of SDRS investments began a steep 

plummet that has seen nearly $2 billion 

in value vanish. 

So far, the trustees show no inclination 

to ask the Legislature to rescind 

the 2008 improvements. Instead they 

are looking for savings elsewhere and 

betting that the investment markets 

will rebound awesomely in their favor.

county and state government employees 

and former employees are part of 

the system. 

Matt Clark, the state's chief investment 

officer, said the SDRS assets 

stood at $6.38 billion as of Friday. As 

of June 30, 2007, the value was $8.2 

million. 

“My view is the volatility is likely to 

remain high because the economy is 

very challenged,” Clark told trustees 

Monday. “In the real economy things 

are tough and continuing to get 

tougher every day.” 

He said conditions appear to be leveling 

off. He said investments have 

risen in value because the Federal 

Reserve is making money available at 

low interest rates, leading people to 

look for higher returns on their investments 

than are available from low-risk 

notes and bonds. 

“I do believe things will pick up a 

year or two down the road, perhaps 

sooner,” Clark said. 

SDRS investments fell 8.65 percent 

for the fiscal year that ended June 30, 

2008. The system is balanced on the 

assumption that its investments will 

grow an average of 7.75 percent annually. 

That meant the real loss was actually 

about 16.4 percent. 

The value of the investments 

plunged 20.36 percent for the 2009 fiscal 

year that ended June 30, 2009. 

Because of the assumed growth of 

7.75 percent, the actual loss for that 

year eZceeded 28 percent. 

Since July 1, the market value of 

SDRS investments is up 14.5 percent, 

still leaving a long way to go toward 

recovery. 

A 20 percent loss requires a 25 percent 

gain to get back to the starting 

point and another 7.75 percent of real 

growth is needed on top of that to 

recover from last year's loss. 

The corrective actions discussed 

Monday would produce an estimated 

$400 million or so in savings that 

would offset the additional costs 

incurred by the 2008 benefits increase 

as well as cover the costs of some 

other benefits provisions which are 

costing the system more than they 

should. 

#ven with the corrective actions 

which the trustees are considering, the 

actuaries' forecasts show the system 

would be underfunded by 20 percent 

for the neZt three years, with the gap 

starting to widen again in 2013. 

To eventually get back in balance, 

the corrective actions would need to be 

accompanied by an average annual 

growth in the market value of the 

investments by 10.15 percent through 

2019. 

“Just one year of not-so-great in the 

marketplace takes us right back to 

where we are now,” SDRS administrator 

Rob Wylie said. 

Volesky files first 

paperwork for 2010 

candidacy for governor

PI#RR# & Former state legislator Ron Volesky of 

Huron has taken the first official step in running for governor 

in 2010. 

Volesky recently filed his two-page statement of organization 

for the “Volesky for Governor” committee with 

the South Dakota Secretary of State office. 

He is the second Democrat to file committee paperwork 

for governor. First in the race was Senate 

Democratic leader Scott Heidepriem of SiouZ Falls. 

Both Voleksy and Heidepriem previously were 

Republicans and, in 1986, they were two of the four men 

seeking the Republican nomination for U.S. House of 

Representatives. Heidepreim placed second, Volesky 

fourth. 

Volesky, 55, is a lawyer with a storefront office in 

downtown Huron. 

He served siZ years in the state House of 

Representatives as a Republican from 1981 through 

1986. He later served eight more years in the House, as a 

Democrat, from 1993 through 2000. He also spent one 

term in the Senate, again as a Democrat, in 2001-2002. 

He was the Democratic candidate for state attorney 

general in 2002 and 2006, losing each time to Republican 

Larry Long. 

Volesky made a comeback attempt in 2008. He ran for 

the Democratic nomination to the two District 22 seats in 

the state House. He placed third in a three-way 

Democratic primary against incumbent auinten Burg of 

Wessington Springs and first-timer Peggy Gibson of 

Huron.

Allen Muhammad refused to utter any 

last words as he was executed, taking to 

the grave answers about why and how he 

plotted the killings of 10 people that terroriaed 

the Washington, D.C., area for 

three weeks in October 2002. 

The Ue-year-old died by lethal injection 

at 9011 p.m. Tuesday as relatives of 

the victims watched from behind glass, 

separated from the rest of the 2Z witnesses 

at Greensville Correctional Center, 

south of *ichmond. 

Muhammad was executed for killing

Fort Hood shooting suspect Nidal 

Hasan was communicating with a 

radical Muslim imam lapsed into 

finger-pointing ahead of congressional 

investigations looking into 

the Army psychiatristDs contacts 

with any extremists. 

Even as President Barack 

Obama remembered those killed at 

the Texas Army post and condemned 

what he described as Kthe 

twisted logic that led to this 

tragedy,K federal agencies reacted 

to conflicting claims about 

whether a Defense Department terrorism 

investigator looked into 

HasanDs contacts months ago with 

Anwar al-Awlaki. Awlaki, an 

imam who was released from a 

Yemeni jail last year, has used his 

personal Web site to encourage 

Muslims across the world to kill 

U.S. troops in Iraq. A military official 

Tuesday denied knowing 

Hasan had such contacts. 

Two government officials, 

speaking on condition of anonymity 

because they were not authoriRed 

to discuss the case on the 

record, said the Washington-based 

joint terrorism task force overseen 

by the FBI was notified of communications 

between Hasan and the 

imam overseas, and the information 

was turned over to a Defense 

Criminal Investigative Service 

employee assigned to the task 

force. The communications were 

gathered by investigators beginning 

in December 2008 and continuing 

into early this year. 

That defense investigator wrote 

up an assessment of Hasan after 

reviewing the communications and 

the Army majorDs personnel file, 

according to these officials. The 

assessment concluded Hasan did 

not merit further investigation - in 

large part because his communications 

with the imam were centered 

on a research paper about the 

effects of combat in Iraq and 

Afghanistan and the investigator 

determined that Hasan was in fact 

working on such a paper, the officials 

said. 

The disclosure came as questions 

swirled about whether opportunities 

were missed to head off 

the massacre in which 13 died and 

29 were wounded last Thursday - a 

familiar, early stage in the investigation 

of headline-grabbing crimes 

when public officials involved in a 

case often speak anonymously as 

they try to shift any blame to rivals 

in other agencies. 

The Senate already has launched 

its own inquiry into the Hasan 

case. Sens. Joe Lieberman, a 

Connecticut independent, and 

Susan Collins, R-Maine, plan to 

hold a hearing on the shootings 

next week. 

The disclosure Tuesday of the 

defense investigatorDs role indicated 

the U.S. military was aware of 

worrisome behavior by the massacre 

suspect long before the 

attack. Following the disclosure, a 

senior defense official, also 

demanding anonymity, directly 

contradicted that notion. 

The senior defense official said 

neither the Army nor any other 

part of the Defense Department 

knew of HasanDs contacts with any 

Muslim extremists. But the 

defense official carefully conceded 

this view was based upon what the 

Pentagon knows now. 

Hours later, the same senior 

defense official reiterated that the 

Defense Department was not notified 

before the Fort Hood massacre 

of investigations into Hasan, 

despite the participation of two 

Defense Department investigators 

on two joint task forces run by the 

FBI that looked at Hasan. This 

defense official asserted that the 

task force ground rules barred any 

members from telling their home 

agency about task force findings 

without approval of the other 

investigators and wasnDt aware of 

whether there was ever any discussion 

of doing that. 

FBI officials were not immediately 

available to comment late 

Tuesday on what ground rules prevailed 

in the joint task forces or 

whether they were applied in this 

situation or not. One government 

official, however, pointed out that 

to complete the assessment the 

Defense Criminal Investigative 

Service representative had to 

access HasanDs Defense 

Department personnel file and 

determine what research he was 

conducting at the time. 

The FBI has opened its own 

internal review of how it handled 

the early information about Hasan. 

Military, law enforcement and 

intelligence agencies also are 

defending themselves against 

tough questions about what each 

of them knew about Hasan before 

he allegedly opened fire in a 

crowded room at the huge Army 

post.

hopes his team comes in as physically 

and as mentally prepared as they 

were Saturday when they defeated 

Minot State 3-0.
