Lawrence County Extension gives<br />

$1,000 to food pantry<br />

Members of the Lawrence County Community and Family Extension Leaders recently presented a $1,000<br />

check to the Spearfish Community Food Pantry. The money will go into the fund to renovate space at the<br />

Spearfish Rec Center to provide a permanent home for the food pantry. In order to renovate the space the<br />

organization must raise approximately $40,000, food pantry treasurer Larry Weiers said. Currently the organization<br />

Belle Fourche School puts $5K<br />

toward adequacy study<br />

BQLLQ FRURCCQ T Funding of schools has always been a<br />

touchy subject. Although everyone wants their children to receive<br />

the best education possible, it seems as though finding enough<br />

money to support the systems can be Xuite complicated.<br />

Bn Rctober, Belle Fourche School Yistrict officials talked with<br />

representatives from the Associated School Boards about an adeM<br />

Xuacy study being performed across the state.<br />

The South Yakota Coalition of Schools, with support of school<br />

districts and parents, filed litigation alleging that the school finance<br />

system in South Yakota is unconstitutional.<br />

Nearly 80 schools have already donated money and praised the<br />

study believing that it will help keep stable funding for schools in<br />

the future. The state <strong>still</strong> needs 38 schools to support the study in<br />

order to go forward with it.<br />

South Dakota’s public-pension system,<br />

Retirement System's board of trustees<br />

spent Monday looking again at benefit<br />

changes that could save the financially<br />

troubled public-pension program hundreds<br />

of millions of dollars in the years<br />

ahead.<br />

They want to limit the annual inflation<br />

increase in benefit payments, as<br />

well as seek restrictions on retirerehire<br />

and optional spouse benefits.<br />

They will need laws changed by the<br />

Legislature as well as changes in the<br />

system's operating rules.<br />

The final versions of their proposals<br />

will be considered at the trustees'<br />

December meeting, then will be submitted<br />

to the Legislature for action<br />

starting in January.<br />

The Legislature raised retirement<br />

benefits to SDRS members in early<br />

2008. That increased the future liabilities<br />

of the system by an estimated<br />

$355 million, just as the market value<br />

of SDRS investments began a steep<br />

plummet that has seen nearly $2 billion<br />

in value vanish.<br />

So far, the trustees show no inclination<br />

to ask the Legislature to rescind<br />

the 2008 improvements. Instead they<br />

are looking for savings elsewhere and<br />

betting that the investment markets<br />

will rebound awesomely in their favor.<br />

the system.<br />

Matt Clark, the state's chief investment<br />

officer, said the SDRS assets<br />

stood at $6.38 billion as of Friday. As<br />

of June 30, 2007, the value was $8.2<br />

million.<br />

“My view is the volatility is likely to<br />

remain high because the economy is<br />

very challenged,” Clark told trustees<br />

Monday. “In the real economy things<br />

are tough and continuing to get<br />

tougher every day.”<br />

He said conditions appear to be leveling<br />

off. He said investments have<br />

risen in value because the Federal<br />

Reserve is making money available at<br />

low interest rates, leading people to<br />

look for higher returns on their investments<br />

than are available from low-risk<br />

notes and bonds.<br />

“I do believe things will pick up a<br />

year or two down the road, perhaps<br />

sooner,” Clark said.<br />

SDRS investments fell 8.65 percent<br />

for the fiscal year that ended June 30,<br />

2008. The system is balanced on the<br />

assumption that its investments will<br />

grow an average of 7.75 percent annually.<br />

That meant the real loss was actually<br />

about 16.4 percent.<br />

The value of the investments<br />

plunged 20.36 percent for the 2009 fiscal<br />

year that ended June 30, 2009.<br />

Because of the assumed growth of<br />

7.75 percent, the actual loss for that<br />

year eZceeded 28 percent.<br />

Since July 1, the market value of<br />

SDRS investments is up 14.5 percent,<br />

<strong>still</strong> leaving a long way to go toward<br />

recovery.<br />

A 20 percent loss requires a 25 percent<br />

gain to get back to the starting<br />

point and another 7.75 percent of real<br />

growth is needed on top of that to<br />

recover from last year's loss.<br />

The corrective actions discussed<br />

Monday would produce an estimated<br />

$400 million or so in savings that<br />

would offset the additional costs<br />

incurred by the 2008 benefits increase<br />

as well as cover the costs of some<br />

other benefits provisions which are<br />

costing the system more than they<br />

should.<br />

#ven with the corrective actions<br />

which the trustees are considering, the<br />

actuaries' forecasts show the system<br />

would be underfunded by 20 percent<br />

for the neZt three years, with the gap<br />

starting to widen again in 2013.<br />

To eventually get back in balance,<br />

the corrective actions would need to be<br />

accompanied by an average annual<br />

growth in the market value of the<br />

investments by 10.15 percent through<br />

2019.<br />

“Just one year of not-so-great in the<br />

marketplace takes us right back to<br />

where we are now,” SDRS administrator<br />

Rob Wylie said.<br />

Volesky files first<br />

paperwork for 2010<br />

candidacy for governor<br />

Huron has taken the first official step in running for governor<br />

in 2010.<br />

Volesky recently filed his two-page statement of organization<br />

for the “Volesky for Governor” committee with<br />

the South Dakota Secretary of State office.<br />

He is the second Democrat to file committee paperwork<br />

for governor. First in the race was Senate<br />

Democratic leader Scott Heidepriem of SiouZ Falls.<br />

Both Voleksy and Heidepriem previously were<br />

Republicans and, in 1986, they were two of the four men<br />

seeking the Republican nomination for U.S. House of<br />

Representatives. Heidepreim placed second, Volesky<br />

fourth.<br />

Volesky, 55, is a lawyer with a storefront office in<br />

downtown Huron.<br />

He served siZ years in the state House of<br />

Representatives as a Republican from 1981 through<br />

1986. He later served eight more years in the House, as a<br />

Democrat, from 1993 through 2000. He also spent one<br />

term in the Senate, again as a Democrat, in 2001-2002.<br />

He was the Democratic candidate for state attorney<br />

general in 2002 and 2006, losing each time to Republican<br />

Larry Long.<br />

Volesky made a comeback attempt in 2008. He ran for<br />

the Democratic nomination to the two District 22 seats in<br />

the state House. He placed third in a three-way<br />

Democratic primary against incumbent auinten Burg of<br />

Wessington Springs and first-timer Peggy Gibson of<br />

Huron.

the grave answers about why and how he<br />

plotted the killings of 10 people that terroriaed<br />

the Washington, D.C., area for<br />

three weeks in October 2002.<br />

The Ue-year-old died by lethal injection<br />

at 9011 p.m. Tuesday as relatives of<br />

the victims watched from behind glass,<br />

separated from the rest of the 2Z witnesses<br />

at Greensville Correctional Center,<br />

south of *ichmond.<br />

Muhammad was executed for killing<br />

Dean Harold Meyers, who was shot in the<br />

head at a Manassas gas station during the<br />

spree across Maryland, Virginia and<br />

Washington, D.C.<br />

He never testified or explained why he<br />

Even as President Barack<br />

Obama remembered those killed at<br />

the Texas Army post and condemned<br />

what he described as Kthe<br />

twisted logic that led to this<br />

tragedy,K federal agencies reacted<br />

to conflicting claims about<br />

whether a Defense Department terrorism<br />

investigator looked into<br />

HasanDs contacts months ago with<br />

Anwar al-Awlaki. Awlaki, an<br />

imam who was released from a<br />

Yemeni jail last year, has used his<br />

personal Web site to encourage<br />

Muslims across the world to kill<br />

U.S. troops in Iraq. A military official<br />

Tuesday denied knowing<br />

Hasan had such contacts.<br />

Two government officials,<br />

speaking on condition of anonymity<br />

because they were not authoriRed<br />

to discuss the case on the<br />

record, said the Washington-based<br />

joint terrorism task force overseen<br />

by the FBI was notified of communications<br />

between Hasan and the<br />

imam overseas, and the information<br />

was turned over to a Defense<br />

Criminal Investigative Service<br />

employee assigned to the task<br />

force. The communications were<br />

gathered by investigators beginning<br />

in December 2008 and continuing<br />

into early this year.<br />

That defense investigator wrote<br />

up an assessment of Hasan after<br />

reviewing the communications and<br />

the Army majorDs personnel file,<br />

according to these officials. The<br />

assessment concluded Hasan did<br />

not merit further investigation - in<br />

large part because his communications<br />

with the imam were centered<br />

on a research paper about the<br />

effects of combat in Iraq and<br />

Afghanistan and the investigator<br />

determined that Hasan was in fact<br />

working on such a paper, the officials<br />

said.<br />

The disclosure came as questions<br />

swirled about whether opportunities<br />

were missed to head off<br />

the massacre in which 13 died and<br />

29 were wounded last Thursday - a<br />

familiar, early stage in the investigation<br />

of headline-grabbing crimes<br />

when public officials involved in a<br />

case often speak anonymously as<br />

they try to shift any blame to rivals<br />

in other agencies.<br />

The Senate already has launched<br />

its own inquiry into the Hasan<br />

case. Sens. Joe Lieberman, a<br />

Connecticut independent, and<br />

Susan Collins, R-Maine, plan to<br />

hold a hearing on the shootings<br />

next week.<br />

The disclosure Tuesday of the<br />

defense investigatorDs role indicated<br />

the U.S. military was aware of<br />

worrisome behavior by the massacre<br />

suspect long before the<br />

attack. Following the disclosure, a<br />

senior defense official, also<br />

demanding anonymity, directly<br />

contradicted that notion.<br />

The senior defense official said<br />

neither the Army nor any other<br />

part of the Defense Department<br />

knew of HasanDs contacts with any<br />

Muslim extremists. But the<br />

defense official carefully conceded<br />

this view was based upon what the<br />

Pentagon knows now.<br />

Hours later, the same senior<br />

defense official reiterated that the<br />

Defense Department was not notified<br />

before the Fort Hood massacre<br />

of investigations into Hasan,<br />

despite the participation of two<br />

Defense Department investigators<br />

on two joint task forces run by the<br />

FBI that looked at Hasan. This<br />

defense official asserted that the<br />

task force ground rules barred any<br />

members from telling their home<br />

agency about task force findings<br />

without approval of the other<br />

investigators and wasnDt aware of<br />

whether there was ever any discussion<br />

of doing that.<br />

FBI officials were not immediately<br />

available to comment late<br />

Tuesday on what ground rules prevailed<br />

in the joint task forces or<br />

whether they were applied in this<br />

situation or not. One government<br />

official, however, pointed out that<br />

to complete the assessment the<br />

Defense Criminal Investigative<br />

Service representative had to<br />

access HasanDs Defense<br />

Department personnel file and<br />

determine what research he was<br />

conducting at the time.<br />

The FBI has opened its own<br />

internal review of how it handled<br />

the early information about Hasan.<br />

intelligence agencies also are<br />

defending themselves against<br />

tough questions about what each<br />

of them knew about Hasan before<br />

he allegedly opened fire in a<br />

crowded room at the huge Army<br />
