THE HOPEWELL TOWNSHIP BUILDING CODE APPEALS BOARD<br />

The building code appeals board hears and decides appeals of orders, decisions or determinations made by the building official<br />

relative to the application and interpretation of the building code. Applications for appeals shall be based on a claim the true intent<br />

of the code or the rules legally adopted thereunder have been interpreted, the provisions of the code do not fully apply, or an equally<br />

good or better form of construction is proposed. The board shall have no authority to waive requirements of the code.<br />

HOPEWELL TOWNSHIP EMERGENCY MANAGEMENT AGENCY<br />

The <strong>Hopewell</strong> <strong>Township</strong> Emergency Operations Plan (EOP) is an all hazards plan consisting of a basic plan and position specific Standard Operating<br />

Procedures (SOPs). Contained within many of the SOPs are “Nuclear Power Plant Incident Response Actions”.<br />

The <strong>Hopewell</strong> <strong>Township</strong> EOP employs a multi-agency operational structure that uses the Incident Management System based upon the National<br />

Incident Management System (NIMS).<br />

The purpose of the EOP is to provide for the protection of persons and property in <strong>Hopewell</strong> <strong>Township</strong> in the event of a natural or man-caused<br />

emergency or disaster, in accordance with the Pennsylvania Emergency Management Services Code, 35 Pa. C.S., Sections 7101-7707, also referenced<br />

as P.L. 1332.<br />

The EOP establishes procedures to alert the public and provide information and appropriate protective action instructions, if necessary. Also, the<br />

Plan provides for coordination and use of available <strong>Township</strong> resources during an emergency.<br />

The EOP defines the role and responsibilities of <strong>Township</strong> Officials and the Emergency Management Coordinator(s). The response plan defines<br />

emergency functions and makes assignments to <strong>Township</strong> and volunteer staff.<br />

The response plan is designed to assure coordination and cooperation with County efforts in accordance with the Beaver County Emergency<br />

Operations Plan.<br />

The hazards that pose the potential threats to <strong>Hopewell</strong> <strong>Township</strong> are: flooding, hazardous materials accidents, storms, tornadoes, dam failure,<br />

droughts, nuclear power plant accidents and nuclear attacks.<br />

The Emergency Operations Plan covers a wide range of possibilities from slowly developing emergencies to disasters without warning. It is intended<br />

to cover disasters resulting from any hazards whether of great magnitude or localized in their impact.<br />

The Board of Commissioners is responsible for the protection and safety of the public in <strong>Hopewell</strong> <strong>Township</strong> and will exercise direction and control<br />

of its Emergency Management Agency and response activities within the <strong>Township</strong>.<br />
