ABOUT IRC 

The Indian Roads Congress (IRC) is the 

oldest and the most important representative 

technical body of highway engineers in India. 

It has completed 75 years of its existence. At 

present, the IRC has about 13000 members 

both from India and abroad. The Congress is 

controlled by a Governing body known as the 

Council which includes representatives from 

Government Departments, Public & Private 

Sector, Consultants, Business Interests and 

Local Bodies. The history of road development 

in India is closely interlinked with that of Indian 

Roads Congress. The principal objective of 

IRC is to promote and encourage the science 

and practice of building and maintenance of 

roads. The Congress lays down standards, 

specifications, codes of practice and manuals 

on different aspects of highway engineering. 

The Congress holds Annual Session each 

year for discussion of important technical 

developments presented through Papers. 

Besides, it organizes Seminars and Workshops 

on important Topics relating to highways and 

transportation engineering. 

ABOUT PIARC 

The World Road Association (PIARC) was 

founded in 1909 following the first International 

Road Congress held in Paris in 1908. It is the 

oldest international organization concerned with 

roads and road engineering. The general aim of 

PIARC is to improve international co-operation 

and to foster progress in the formulation of road 

transport policies, planning, construction, 

improvement and maintenance of roads, as 

well as the operation and management of 

road systems. The World Road Association is 

managed by a Council which is composed of 

representatives of its 118 member countries. 

Each national delegation is headed by a First 

Delegate who is the official link between his 

Government and the Association. With more 

than 750 international experts and researchers 

in eighteen Technical Committees, PIARC is 

the broadest world network for exchange of 

experience and information in road and road 

transport. PIARC organizes a World Road 

Congress every four years. The last edition 

was held in Paris in 2007. The XXIV World 

Road Congress will take place in Mexico in 

September 2011. 

Introduction 

This International Seminar is part of 

World Road Association (PIARC) programme 

of International Seminars. The overall objective 

of the programme is to ensure that the roads 

and road transport related needs of all PIARC 

member countries including India, are widely 

recognized with a view to address and tackle 

outstanding issues and problems. The Seminar 

is being organized jointly by the World Road 

Association and the Indian Roads Congress in 

association with IRF & AAShTo. 

Background 

The mitigation of greenhouse gas 

emissions and the reduction in consumption of 

fossil natural resources are now on the agenda 

of all countries throughout the world and in all 

sectors of human activity. Road Construction is 

no exception. Reducing the Carbon Footprint in 

Road Construction is, therefore, a very topical 

issue which in turn has promoted innovations 

and changes in approaches in design and 

construction of road infrastructure. 

Objective of International Seminar 

The main objective of the International 

Seminar is to provide a common platform 

for practitioners from across PIARC member 

countries including India, to acquire up-to-date 

information on the latest innovative approaches 

and products which can contribute in reducing 

the carbon footprint issues and challenges.

Themes of International Seminar 

The Seminar will broadly cover the following Themes: 

Theme-1: Plenary Session-Road Development Programme in India 

Theme-2: Determination of the Carbon Footprint of Road Works 

(Modeling, data available, methodology, comparison made between construction 

works, etc.) 

Theme-3: Road Design for Reduction of the Carbon Footprint 

(Design of earthworks and pavement, life-cycle cost analysis, etc.) 

Theme-4: Innovative Bituminous Techniques to Reduce Energy Consumption and Reduce 

Greenhouse Gas Emissions 

(Concepts of warm bituminous mixtures, new binders, innovations in emulsions and 

flux, innovations in hot-mix plants, adaption of standard laying procedures, benefits 

and experience gained with these techniques, etc.) 

Theme-5: Use of Local Materials 

(Benefits form stabilization of soils, use of marginal and local materials in earthwork 

and pavement construction, innovations in hydraulic binders, experience gained in soil 

stabilization, etc.) 

Theme-6: Recycling and Preservation of Fossil Resources 

(In-place and in-plant recycling, experience with high RAP content, comparison with 

conventional methods of rehabilitation regarding the reduction of the carbon footprint, etc.)

The Seminar will be a three day event from 17th to 19th February, 2011 and the venue is Stein 

hall, India habitat Centre, Lodhi Road, New Delhi - 110 003 (India). 

Methodology 

This International Seminar will comprise Plenary Session and 5 Technical Sessions. 

In the Technical Sessions, there will be presentations from experts of PIARC Technical 

Committee, as well as local, regional and International leading/domain experts.

Language 

The official language of the Seminar will be English. 

Targeted audience 

The targeted audience will be practicing highway professionals from public and private sector, 

contractors, concessionaires, consultants, material suppliers, equipment manufacturers, research 

institutions and academia. 

Call for Papers (for contributions from India) 

In addition to the invited presentations from international experts and from PIARC Technical 

Committees, contributions from India are called via the submission of Papers. 

Papers will be reviewed by a Technical Committee set up by the Indian Roads Congress 

which will select the oral presentations to be made at the International Seminar. 

Papers, submitted in English (about ten A-4 size pages in Arial font size 12 and spacing 1.5

Technical Exhibition 

For promoting technology for reduction of carbon footprint in road constructions, IRC is 

organising a Technical Exhibition during the Seminar. Booking of stall may be done by paying a sum of 

`50000/- through demand draft drawn in favour of ‘Secretary General, IRC’ in which case no registraion 

fee will be charged for one Delegate and one Exhibitor. The last date for receipt of requests for booking 

is 31 st January 2011. Stall would be 3 mtr × 3 mtr, in size and one facia bearing Exhibitor name, one 

Table, Two Chair, Three Spot Light, One Power Point, flooring of synthetic carpet would be provided 

for the Stalls.

Accommodation and Transport 

New Delhi has a large number of Five Star and other category hotels and Guest houses 

to suit varied requirements. No arrangements for accommodation and travel would directly be made 

by the Indian Roads Congress. It is a high season in New Delhi for the said period, therefore, should 

International delegates desire any booking for accommodation and travel they must contact official 

Travel Agent Caair Travels Pvt. Ltd. for possible help in this regards who are holding Block 

booking as per desired dates in Annexure-VII. Please forward your preference to book your 

accommodation. In case of any difficulty, the delegates may contact the IRC Secretariat for possible 

help in this regard. Indian Delegates may book, in advance, their respective State Guest houses in 

New Delhi. however, should they too choose to use any of the hotels as mentioned in the Annexure-II, 

they too may forward such request to book the hotel with official Travel Agent. 

The hotel and other arrangements are as per Annexure - II, III & IV. The normal Check 

In is 1400 hrs and Check Out is 1200 hrs at New Delhi. Individual persons will be responsible for 

any extras payable for any additional services availed which does not fall under the scope of services. 

The allocation of rooms will, as far as possible, be based on preference given in the accommodation 

booking form Annexure-VII and on ‘first come first serve’ basis. 

Hotel Cancellation Policy: Any change or re-routing of itinerary should be advised to the Travel Agent 

immediately. As a matter of principle, if the cancellation is intimated before 60 days and more, no 

cancellation would be levied. If the cancellation is intimated on and after 5th/14th-Jan’2011 as specified 

in Annexure-II 100% cancellation charges are leviable. 

Refund of unused services: No refunds either in part or full will be made for unused ground 

transportation, meals and accommodation or sightseeing tours not utilized.

visit Kumarakom Bird Sanctuary overnight in Kumarakom. The next day transfer to Vemband 

Lake board the houseboat cruising back water while passing through lakes, lagoons & nearby

Cochin to check in hotel. Late afternoon visit Jewish Synagogue, Mattanchary Palace, Chinese
