ABOUT IRC<br />

The <strong>Indian</strong> <strong>Roads</strong> C<strong>on</strong>gress (IRC) is the<br />

oldest and the most important representative<br />

technical body of highway engineers in India.<br />

It has completed 75 years of its existence. At<br />

present, the IRC has about 13000 members<br />

both from India and abroad. The C<strong>on</strong>gress is<br />

c<strong>on</strong>trolled by a Governing body known as the<br />

Council which includes representatives from<br />

Government Departments, Public & Private<br />

Sector, C<strong>on</strong>sultants, Business Interests and<br />

Local Bodies. The history of road development<br />

in India is closely interlinked with that of <strong>Indian</strong><br />

<strong>Roads</strong> C<strong>on</strong>gress. The principal objective of<br />

IRC is to promote and encourage the science<br />

and practice of building and maintenance of<br />

roads. The C<strong>on</strong>gress lays down standards,<br />

specificati<strong>on</strong>s, codes of practice and manuals<br />

<strong>on</strong> different aspects of highway engineering.<br />

The C<strong>on</strong>gress holds Annual Sessi<strong>on</strong> each<br />

year for discussi<strong>on</strong> of important technical<br />

developments presented through Papers.<br />

Besides, it organizes <strong>Seminar</strong>s and Workshops<br />

<strong>on</strong> important Topics relating to highways and<br />

transportati<strong>on</strong> engineering.<br />

ABOUT PIARC<br />

The World Road Associati<strong>on</strong> (PIARC) was<br />

founded in 1909 following the first Internati<strong>on</strong>al<br />

Road C<strong>on</strong>gress held in Paris in 1908. It is the<br />

oldest internati<strong>on</strong>al organizati<strong>on</strong> c<strong>on</strong>cerned with<br />

roads and road engineering. The general aim of<br />

PIARC is to improve internati<strong>on</strong>al co-operati<strong>on</strong><br />

and to foster progress in the formulati<strong>on</strong> of road<br />

transport policies, planning, c<strong>on</strong>structi<strong>on</strong>,<br />

improvement and maintenance of roads, as<br />

well as the operati<strong>on</strong> and management of<br />

road systems. The World Road Associati<strong>on</strong> is<br />

managed by a Council which is composed of<br />

representatives of its 118 member countries.<br />

Each nati<strong>on</strong>al delegati<strong>on</strong> is headed by a First<br />

Delegate who is the official link between his<br />

Government and the Associati<strong>on</strong>. With more<br />

than 750 internati<strong>on</strong>al experts and researchers<br />

in eighteen Technical Committees, PIARC is<br />

the broadest world network for exchange of<br />

experience and informati<strong>on</strong> in road and road<br />

transport. PIARC organizes a World Road<br />

C<strong>on</strong>gress every four years. The last editi<strong>on</strong><br />

was held in Paris in 2007. The XXIV World<br />

Road C<strong>on</strong>gress will take place in Mexico in<br />

September 2011.<br />

Introducti<strong>on</strong><br />

This Internati<strong>on</strong>al <strong>Seminar</strong> is part of<br />

World Road Associati<strong>on</strong> (PIARC) programme<br />

of Internati<strong>on</strong>al <strong>Seminar</strong>s. The overall objective<br />

of the programme is to ensure that the roads<br />

and road transport related needs of all PIARC<br />

member countries including India, are widely<br />

recognized with a view to address and tackle<br />

outstanding issues and problems. The <strong>Seminar</strong><br />

is being organized jointly by the World Road<br />

Associati<strong>on</strong> and the <strong>Indian</strong> <strong>Roads</strong> C<strong>on</strong>gress in<br />

associati<strong>on</strong> with IRF & AAShTo.<br />

Background<br />

The mitigati<strong>on</strong> of greenhouse gas<br />

emissi<strong>on</strong>s and the reducti<strong>on</strong> in c<strong>on</strong>sumpti<strong>on</strong> of<br />

fossil natural resources are now <strong>on</strong> the agenda<br />

of all countries throughout the world and in all<br />

sectors of human activity. Road C<strong>on</strong>structi<strong>on</strong> is<br />

no excepti<strong>on</strong>. Reducing the Carb<strong>on</strong> Footprint in<br />

Road C<strong>on</strong>structi<strong>on</strong> is, therefore, a very topical<br />

issue which in turn has promoted innovati<strong>on</strong>s<br />

and changes in approaches in design and<br />

c<strong>on</strong>structi<strong>on</strong> of road infrastructure.<br />

Objective of Internati<strong>on</strong>al <strong>Seminar</strong><br />

The main objective of the Internati<strong>on</strong>al<br />

<strong>Seminar</strong> is to provide a comm<strong>on</strong> platform<br />

for practiti<strong>on</strong>ers from across PIARC member<br />

countries including India, to acquire up-to-date<br />

informati<strong>on</strong> <strong>on</strong> the latest innovative approaches<br />

and products which can c<strong>on</strong>tribute in reducing<br />

the carb<strong>on</strong> footprint issues and challenges.<br />

Methodology<br />

This Internati<strong>on</strong>al <strong>Seminar</strong> will comprise Plenary Sessi<strong>on</strong> and 5 Technical Sessi<strong>on</strong>s.<br />

In the Technical Sessi<strong>on</strong>s, there will be presentati<strong>on</strong>s from experts of PIARC Technical<br />

Committee, as well as local, regi<strong>on</strong>al and Internati<strong>on</strong>al leading/domain experts.<br />

The targeted audience will be practicing highway professi<strong>on</strong>als from public and private sector,<br />

c<strong>on</strong>tractors, c<strong>on</strong>cessi<strong>on</strong>aires, c<strong>on</strong>sultants, material suppliers, equipment manufacturers, research<br />

instituti<strong>on</strong>s and academia.<br />

Call for Papers (for c<strong>on</strong>tributi<strong>on</strong>s from India)<br />

In additi<strong>on</strong> to the invited presentati<strong>on</strong>s from internati<strong>on</strong>al experts and from PIARC Technical<br />

Committees, c<strong>on</strong>tributi<strong>on</strong>s from India are called via the submissi<strong>on</strong> of Papers.<br />

Papers will be reviewed by a Technical Committee set up by the <strong>Indian</strong> <strong>Roads</strong> C<strong>on</strong>gress<br />

which will select the oral presentati<strong>on</strong>s to be made at the Internati<strong>on</strong>al <strong>Seminar</strong>.<br />

organising a Technical Exhibiti<strong>on</strong> during the <strong>Seminar</strong>. Booking of stall may be d<strong>on</strong>e by paying a sum of<br />

`50000/- through demand draft drawn in favour of ‘Secretary General, IRC’ in which case no registrai<strong>on</strong><br />

fee will be charged for <strong>on</strong>e Delegate and <strong>on</strong>e Exhibitor. The last date for receipt of requests for booking<br />

The hotel and other arrangements are as per Annexure - II, III & IV. The normal Check<br />

Hotel Cancellati<strong>on</strong> Policy: Any change or re-routing of itinerary should be advised to the Travel Agent<br />

immediately. As a matter of principle, if the cancellati<strong>on</strong> is intimated before 60 days and more, no<br />

cancellati<strong>on</strong> would be levied. If the cancellati<strong>on</strong> is intimated <strong>on</strong> and after 5th/14th-Jan’2011 as specified<br />

in Annexure-II 100% cancellati<strong>on</strong> charges are leviable.<br />

Refund of unused services: No refunds either in part or full will be made for unused ground<br />

transportati<strong>on</strong>, meals and accommodati<strong>on</strong> or sightseeing tours not utilized.<br />
