ON THE COVER: Hurricane Agnes
pummeled Pennsylvania and caused
massive flooding in the summer of 1972.
On top, Guardsmen patrol the west shore
of Harrisburg after the Susquehanna River
buried the surrounding shoreline. In the
middle, Guardsmen help pile sandbags
along the Susquehanna. On bottom, an
aerial view of Wilkes-Barre after the river
rose 18 feet above flood level.
