The Union and other members of the British Commonwealth,<br />

as well as the United Kingdom itself, still prefer to call their<br />

representatives accredited to each other "High, Commissioner"!<br />

The use of this term goes back to 1846 wKenSir Harry Smith,<br />

as Governor, was also appointed: "Her Majesty's~Hig~h'Commissioner<br />

at the Cape of Good Hope for certain purposes"—<br />

chief among them being to negotiate with the emigrant Boers<br />

now known as the Voortrekkers. 1 The mainjiiities of the High<br />

Commissioner continued to be'diplomatic such as dealing with<br />

foreign powers and _native chiefs. Later the holder of the title,<br />

for reasons of~oonvenience, also assumed what was really the<br />

"'governorship of the native territories outside the main colonies<br />

(now the Union) and these offices are still combined to-day.<br />

When Lord Milner was appointed High Commissioner on<br />

October 6,1900, his instructions authorised him to:<br />

"Transact in Our name and on Our behalf all business<br />

which may be lawfully transacted by you with the representative<br />

of any Foreign Power in South Africa. ... to do all such'things<br />

as appear to you to be advisable for maintaining Our possessions<br />

in peace and safety, and for promoting peace, order and good<br />

government of the tribes aforesaid, and for preserving friendly<br />

relations with them.../'<br />

Direct contact exists between the United Kingdom High<br />

Commissioner and the Union Minister and Department of<br />
