An Ordinance of the City Council of the City of Carlsbad, California<br />
Amending Title 10, Chapter 10.40 by Adding Section 10.40.180 to<br />
Establish Rules of Conduct Regarding the Parking of Oversized and<br />
Recreational Vehicles on City Streets and Rights or Way<br />
<strong>The</strong> proposed ordinance would prohibit the parking of “oversized vehicles”<br />
on city streets and city owned parking lots between the hours of 2:00 a.m.<br />
and 5:00 a.m. without a city issued permit. An oversized vehicle is defined<br />
as a motorized vehicle which meets or exceeds <strong>22</strong> feet in length, or 7 feet<br />
in height and 7 feet in width.<br />
City residents may obtain an annual permit for the overnight parking of an<br />
oversized vehicle which would allow for four consecutive 72 hour periods per<br />
calendar month. City residents may also obtain up to six permits per year<br />
for out-of-town visitors which shall be valid for 72 hours each. Permits for<br />
city residents and their out-of-town visitors will be issued by the City<br />
Manager. Hotels and motels within the city may also obtain permits from the<br />
City Manager for their paying guests.<br />
<strong>The</strong> ordinance would authorize the Carlsbad Police Department to issue<br />
citations to vehicles not complying with this ordinance.<br />

STREET/FOSCA WAY.<br />
<strong>The</strong> City Council of the City of Carlsbad, California, hereby ordains as follows:<br />
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is<br />
amended by the addition of Section 10.28.977 to read as follows:<br />
“10.28.977 – Piragua Street. Drivers shall stop where the following<br />
described street intersects Piragua Street:<br />
Esfera Street"<br />
SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is<br />
amended by the addition of Section 10.28.978 to read as follows:<br />
“10.28.978 – Trigo Lane. Drivers shall stop where the following described<br />
street intersect Trigo Lane:<br />
Esfera Street"<br />
SECTION 3: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is<br />
amended by the addition of Section 10.28.979 to read as follows:<br />
“10.28.979 – Fosca Street. Drivers shall stop where the following described<br />
street intersects Fosca Street:<br />
Esfera Street"<br />
SECTION 4: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is<br />
amended by the addition of Section 10.28.980 to read as follows:<br />
“10.28.979 – Fosca Way. Drivers shall stop where the following described<br />
street intersects Fosca Way:<br />
Esfera Street"<br />
SECTION 5: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is<br />
amended by the addition of Section 10.28.981 to read as follows:<br />
“10.28.981 – Esfera Street. Drivers shall stop where the following described<br />
streets intersect Esfera Street:<br />
Piragua Street<br />
Trigo Lane<br />
Fosca Street<br />
Fosca Way"<br />
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after<br />
its adoption; and the City Clerk shall certify the adoption of this ordinance<br />
and cause it to be published at least once in a newspaper of general circulation<br />
in the City of Carlsbad within fifteen (15) days after its adoption.<br />
INTRODUCED AND FIRST READ at a Regular Meeting of the Carlsbad<br />
City Council on the 29th day of January <strong>2013</strong>, and thereafter<br />
PASSED AND ADOPTED at a Regular Meeting of the City Council of the<br />
City of Carlsbad, California, on the 12th day of <strong>Feb</strong>ruary, <strong>2013</strong>, by the following<br />
vote, to wit:<br />

Blackburn and Douglas.<br />

NOTICE IS HEREBY GIVEN that the Encinitas Public Financing<br />
Authority (the “Authority”) intends to offer for public sale on March 5,<br />
<strong>2013</strong> at the hour of 10:00 a.m., California time, via Parity®, approximately<br />
$8,000,000 principal amount of its bonds designated<br />
“Encinitas Public Financing Authority <strong>2013</strong> Lease Revenue Bonds,<br />
Series A (Public Park Construction Project)” (the “Bonds”). <strong>The</strong><br />
Authority reserves the right to postpone to a later date said public<br />
sale date by announcing such postponement through Bloomberg<br />
<strong>News</strong> Service, THE BOND BUYER or Thompson Municipal Market<br />
Monitor (the “<strong>News</strong> Services”) no later than eighteen (18) hours prior<br />
to the time bids are to be received. If the sale is postponed, bids will<br />
be received at the place set forth above on the date and at the time<br />
as the Authority shall determine. Notice of the new date for receipt<br />
of bids shall be given by the Agency’s Financial Advisor, Fieldman,<br />
Rolapp & Associates through the <strong>News</strong> Services no less than eighteen<br />
(18) hours prior to the new time bids are to be received.<br />
NOTICE IS HEREBY FURTHER GIVEN that the Bonds will be<br />
offered for public sale subject to the terms and conditions of the<br />
Official Notice of Sale for the Bonds, and copies of the Official Notice<br />
of Sale and of a Preliminary Official Statement relating to the Bonds<br />
will be furnished upon request made to the Authority’s Financial<br />
Advisors, Fieldman, Rolapp & Associates, telephone number (949)<br />
