On behalf of my colleagues on the Mansfield University 

Foundation board, thank you for the tremendous support you gave 

us this past year. By numerous accounts, this was an outstanding 

year for the Foundation. 

It is private gifts – and the fact that alumni, current and 

retired Mansfield employees, businesses, foundations, organizations 

and Mansfield friends’ giving has increased - that has enabled 

us to provide increasing support to Mansfield University for 

enhancements that are not possible through the University’s operating budget, including scholarships for deserving students. Indeed, 

the Foundation provided 20% more scholarships this year than last for the highest total in our history. Our students and their 

families join us in thanking you for investing in tomorrow’s leaders. 

Total gifts received increased 50% over last year making 2005 – 2006 the best year in total gifts since 2002. But it was not 

only your gifts that increased, it was your generous support of our multi-year effort to raise endowment dollars through Mansfield’s 

first-ever comprehensive campaign. Eighteen new endowments were created throughout the year and numerous planned gifts such as 

bequests, charitable gift annuities and life insurance policies have ensured future growth particularly for scholarships and cultural 

outreach to enable Mansfield University to better serve campus and community. 

Comparing this year to last year, of particular note are the following: 

• alumni average gifts increased 12% 

• corporate support nearly tripled 

• total faculty gifts increased more than 35% 

• Dr. Samuel Garloff ‘69 and Bobbi Kilmer ‘84 joined the Foundation Board

Mansfield — 

A Special Place 

John F. Kennedy once said, “Leadership and 

learning are indispensable to each other.” 

Mansfield University, an institution devoted 

to student learning, is also dedicated to developing 

tomorrow’s leaders. The skills learned in leadership 

development are identical to those learned in an 

excellent student-focused liberal arts education. 

Whether those skills are later applied to our families, 

communities, the state of Pennsylvania or the world 

at large, helping develop personal leadership skills in 

each student is an investment in a healthy future for 

our world community. 

Leadership has many components, but first and 

foremost to me, leadership is service – a commitment 

to bettering the human condition by enabling people 

to reach their full potential. Your support does two 

things: it helps students develop their full potential 

and it helps to focus that potential on positive 

service to humanity. 

In the short time I have been here, I have 

found Mansfield University to be a special place. 

There are gifted and dedicated faculty, a staff 

that treats students as family, a campus that flows 

into the beauty of the surroundings and a friendly 

warm, positive community unlike any I have ever 

experienced. 

But what makes the university most special 

are the students. I have enjoyed the students on 

every campus on which I served, but the Mansfield 

student is unlike any other I have known: they are 

hungry for an education, have a strong work-ethic, a 

passion for personal excellence, a respect for history, 

positive attitude about change and a desire to serve. 

Any investment in them is an investment in a better 

future. It is a daily delight and privilege to be with 

them. 

Thank you for all you have done and continue 

to do for the students and for Mansfield. Your 

support, in the myriad of ways you show it, truly 

makes a difference. Thank you for your belief in

Greetings from Campaign Chair Ralph H. Meyer. 

As of September 30, 2006 we have raised $9,418,059* toward our campaign 

goal of $10,370,000. The vast majority of our success to date will directly benefit 

students, for nearly 50% of this total will create new scholarship endowments for 

the most deserving students, helping Mansfield University meet its mission of 

affordability and accessibility. 

Student support is our first and most important campaign goal; I encourage 

your new and continuing gifts for student scholarships. 

In the near future President Loeschke will present her ideas to further enrich 

student life at Mansfield, another important campaign goal. We continue to seek 

funding for the remaining campaign priorities: funds to enrich cultural events, 

funds for strategic efforts to address the challenges facing higher education 

today, and funding to maintain the best possible faculty at MU with increased 

opportunities for professional development and to collaborate with students who 

are researching answers to the complex challenges facing our communities, our 

nation and our world.

Scholarships Support Opportunities and Dreams 

Edward Watkins came to Mansfield after graduating 

from high school in Philadelphia and says, with a laugh, 

that his cousin Akirah Bradley ’05 should get a bonus for 

recruiting him. 

While she may get credit for helping him find MU, 

Watkins has made the most of opportunities he found 

available once he arrived. 

“I’ve had a lot of leadership opportunities and leadership 

roles on campus,” Watkins said. “They have helped me 

develop as a student and as a better person.” 

Over the years, Watkins has served in the Student 

Government Association, the Committee on Finance, and the 

President’s Advisory Board for Diversity. He is also a member 

of Mansfield International Students’ Organization, Black 

Students Union, Phi Sigma Pi national honor fraternity and 

other groups. 

Cathie Marengo took a different path to Mansfield, 

earning a two-year degree at Corning (NY) Community 

College, trying a four-year school and not enjoying it, then 

working five years as a para-professional in social work, dealing 

with juvenile sex offenders. 

When the Knoxville, 

PA native decided that that 

time was right to give college 

another try, she found Mansfield to 

be a perfect fit. 

“I had some bad experiences,” 

Marengo said. “But when I came 

here, John Mansfield (assistant 

professor of social work) has such 

enthusiasm that he just encouraged 

me to continue on and pursue my 

degree. I knew social work was for 

me but I didn’t realize how much 

until I came here.” 

Marengo says she came to 

MU as an average student and will 

graduate next May with a GPA of 

“three point seven something.” For 

that she credits the social work 

faculty (Mansfield, Nancy Sidell 

and Janice Purk) and the faculty

she has worked with outside her 

major. “I have a great sense of 

accomplishment here,” she said. “I feel very supported. It’s just been 

an amazing experience.” 

Watkins echoes those sentiments. “The personal relationships 

you have with your professors and the administration are unparalleled

at any other university,” he said. “I truly love it and I don’t think I 

would have chosen any place else to go.” 

He will graduate in December, a semester early, with dual majors 

in philosophy and political science. After that it’s off to New York 

City to pursue a masters in international affairs and a law degree. 

While at Mansfield, Watkins has been the recipient of the James 

Hughes Scholarship, the Frederick Douglass Institute Scholarship, 

and a Mansfield University Foundation Scholarship, which helped 

him spend a semester studying aboard in Greece in 2005. 

This year, he was named the first recipient of the Loeschke 

Leadership Scholarship, established by new MU President Maravene 

Loeschke. 

“There are so many student leaders on campus it’s a definite 

honor for me,” he said. “When she told me I was going to be the first 

one, it really helped me realize that I need to be a role model.” 

Marengo is a recipient of the Ina G. Tabor Scholarship and Learn 

Presidential Scholarship. She will graduate next May with a social 

work degree and plans to pursue her masters before 

returning to the work world. 

Although they’ve taken different paths, Marengo 

and Watkins agree that they would not have been able 

to make the most of their Mansfield experience without 

the support of scholarships. 

“I am very grateful and I hope it continues for 

future students, many of whom really depend on that 

money,” Watkins said. 

“The scholarship support made me more comfortable to be able 

to focus on my studies,” Marengo said. “I am also so honored just to 

be recognized, because somebody that doesn’t know me believed in 

me.”

1. You could rollover your IRA to the Mansfield 

University Foundation and qualify for special tax 

advantages for 2006 if done before December 31, 2006 

2. The charitable distributions count toward your 

minimum required distribution requirement 

3. Even if you do not itemize your tax return you receive 

the benefit because the distribution generates neither 

taxable income nor a tax deduction 

4. You may transfer up to $100,000 per year directly from

The “Pride” of Richard Talbot Lives On 

Mansfield University is rightfully proud of its marching 

band, “The Pride of Pennsylvania.” The hard work and dedication 

of the band members and leaders is evident during each public 

performance. 

The continued success of the band can be traced to the efforts 

of one man, Richard Talbot, who joined the staff of Mansfield State 

College in 1967 and directed the marching band between 1971 and 

1980. Since his retirement in 1991, Talbot continues to contribute 

to the rich local music scene. 

On December 26, 1973, Pennsylvania Governor Milton Shapp signs a proclamation declaring 

the Mansfield Marching Band as “Pennsylvania Good Will Representative” as Richard Talbot

Now, as Mansfield University and Mansfield Borough celebrate 

their sesquicentennials, Talbot’s family has decided to establish 

a scholarship fund in their parent’s name. The Richard N. Talbot 

and Doris M. Talbot Scholarship will be awarded annually to a 

freshman music major. 

“Kevin Green, former director of major giving at MU, talked 

with my husband and me about ways to support MU. When he 

mentioned scholarships, I realized that would be the perfect way 

to honor my parents and help music students attend MU,” said the 

Talbot’s daughter, Deb Talbot Bastian. 

“The Mountie Band was a huge part of my life. I have 

always been proud of the role my parents played in the lives of 

the students in the band and the Music Department,” said the 

Talbot’s daughter Denise Talbot Garrison. “I am excited to know 

that my parents’ scholarship will continue to provide educational 

opportunities for future music students at MU.” 

The first scholarship in the amount of $1,000 ($500 each 

semester) will be awarded in September, 2007. Recipients must 

perform in the marching band in the fall and an instrumental 

performance organization in the spring of their freshman year. 

Applicants must have a high school GPA of 3.0 and have 

performed in their high school band for four consecutive years. 

Applicants must submit an essay entitled “The importance of music 

in my life.” Selection is to be based upon financial need and quality 

of essay. 

Talbot graduated with honors from the U.S. Navy School of 

Music. In that capacity, he toured Europe, the Near East and Africa. 

He earned his bachelor of arts degree from Northern Iowa and his 

master’s of Music Education from Drake University. He did some 

doctoral work at the University of Wyoming. 

He is also a member of a number of music educator 

associations as well as Kappa Kappa Psi National Band Association 

and Phi Mu Alpha Sinfonia. He has served in various capacities as 

guest conductor, adjudicator, clinician, and professional performer. 

At Mansfield, Talbot, who was primarily a percussion 

instructor, is best remembered for establishing the proud tradition 

of the Mansfield marching band. 

Recognition of his talents came early. The Nov. 14, 1971 

issue of the old Williamsport Grit noted that Talbot more than 

doubled the size of the band to around 200 members, primarily by 

recruiting from outside of the music department. By 1971, about 

one-third of the band was non-music majors. That year, the band 

also acquired new uniforms in red and black that were modeled on 

the uniforms worn by the Quebec parliamentary guards. 

“Two years ago, the Mansfield Band was not unlike most 

others,” the Grit wrote. “But then, Richard Talbot was hired as band 

director and soon “the big explosion” buried the old band forever.” 

The article also focused on Talbot’s directing style, which 

emphasized student learning while also performing. Missing band 

practice was not an option, the article continued. Missing one 

practice was grounds for expulsion from the band. 

It was also during that fall semester when the band, now called 

“The Mounties,” had the opportunity to play an encore at an away 

football game at Millersville. 


The 1971 Millersville game would turn out to be one of the 

band’s smaller venues. The following year, the Mansfield marching 

band was invited to play the halftime show of the New England 

Patriots-Atlanta Falcons game in Foxboro, Mass. 

“I think you can agree that the fan reaction following the 

halftime show attests to the appreciation and enjoyment your 

group gave them,” Patriots Entertainment Director Peter Siragusa 

wrote to Talbot. 

“We can now claim to have the finest marching band in 

Pennsylvania,” The Flashlight editorialized. 

In 1973, the band topped itself. That year, the Mansfield Band 

became the first band to be allowed to use the official flag of the 

American Bicentennial. On Oct. 20, the band first used the flags 

during the homecoming parade. 

Following that, the band traveled to Pittsburgh, where they 

again performed for the crowd at a professional football game. This 

time, it was the Steelers-Jets game at the old Three Rivers Stadium. 

The Grit noted that, by virtue of being the first band to earn 

the privilege of carrying the flags, the Mansfield marching band had 

set the standards for future nominees. 

“Without a doubt, it is one of the finest bands I have come 

in contact with,” Captain Harry Allendorfer national chair of the 

bicentennial committee commented to the Grit. 

But halftime shows at professional football games paled in 

comparison to the band’s next exploit. 

Like a Christmas or Boxing Day gift, Pennsylvania Governor 

Milton Shapp named the Mansfield State College Marching Band 

the “official good will representative charged with the express 

responsibility of extending the sense of friendship and brotherhood

visited.” The announcement was made Dec. 26, 1973. 

With the governor’s proclamation in hand, the Mounties 

traveled to Great Britain as the American representative to the 2nd 

International Youth Bands Festival where they played at Royal Hall 

of Harrogate for 25,000 fans at a professional 

“football” (i.e. soccer) game. 

The Grit reported, in a story headlined 

“Mounties Capture British Hearts,” that the 

Mounties answered five encores, a rarity for 

the British fans. The show was planned for an 

hour and a half, but was stretched to two and 

a half hours. The song “Rule Britannia” was 

particularly memorable. 

Following that success, the Mounties 

were again invited to the festival in 1977. 

Talbot also served as clinician for the 

Ludwig Drum Company and he received 

a letter of praise from the Karl Dustman, 

educational director for the company in 1977.

Two years later, Talbot and Dustman brought the Eighth International Percussion 

Symposium, Eastern Division, to Mansfield. The symposium attracted several widely 

known percussionists to Mansfield and gave the music students here exposure to students 

and teachers from across the country. 

Talbot retired after the fall 1991 semester. He gave his final performance as 

conductor of the percussion ensemble, the group he had directed since coming to 

Mansfield in 1967. The show represented the group’s 49th public appearance under 

Talbot’s direction. 

Naturally, Talbot could not have accomplished all of this on his own, so the 

scholarship honors Mrs. Talbot as well. 

Through the years, Doris was a true life partner ready to help wherever needed. 

She was always there for the students and her husband with emotional support and 

determination. She designed and made eight majorette uniforms during the summer of 

1973 to help keep costs down and was always prepared for a broken zipper or missing 

button. She’d watch over 100 pocketbooks for female band members, and was always 

prepared to do whatever was necessary to make sure the band was ready to go. 

Mr. and Mrs. Talbot were an inspiration to the students and embodied the motto of 

the Mountie Marching Band; “Pride, Spirit and Excellence.” 

Following his retirement, Talbot has remained active in Tioga County’s rich musical 

heritage. He has played with several musical groups including Spare Parts and the 

Wellsboro Town Band. In 1996, he assisted with providing music for a video about 

Wellsboro’s Laurel Festival (the first 20 years) with retired MU Sociology Professor Gale 

Largey. In 2000, Talbot provided music for Hamilton-Gibson’s production of Annie. 

Talbot has also played percussion for the pit orchestra for several of Hamilton-Gibson’s 

productions throughout the past eight years. 

Talbot is also a past president of the Mansfield Kiwanis Club. He served as president 

in 1983-1984.
