Mission<br />

<strong>The</strong> mission of <strong>The</strong> <strong>ellioTT</strong> school of inTernaTional affairs is:<br />

• To educate the next generation of international leaders<br />

• To engage the public and the policy community in the United States and around the world,<br />

thereby fostering international dialogue and shaping policy solutions<br />

A<br />

recent survey of scholars ranked the Elliott <strong>School</strong>’s undergraduate and graduate<br />

programs in the top 10. Only five schools in the world were ranked this highly in<br />

both categories. It’s an impressive club.<br />

It’s also an important club. <strong>The</strong> issues we study at the Elliott <strong>School</strong>—ranging from war and<br />

peace to poverty and development—affect the lives of billions of our fellow human beings.<br />

Powerful international dynamics—population growth, rising levels of resource consumption,<br />

the expansion of the global economy, mounting environmental challenges—will shape the<br />

world in the decades ahead. Wise policy and effective international cooperation will be more<br />

important than ever. At the Elliott <strong>School</strong>, the study of international affairs is not an abstract<br />

exercise. Our aim is to make our world a better place.<br />

<strong>The</strong> Elliott <strong>School</strong> is in a unique position to make a difference. Our location in the heart of<br />

Washington, DC—just steps from some of the most influential U.S., international and nongovernmental<br />

organizations in the world—enriches our teaching and research, and it provides<br />

eDucAtion<br />

In the 21st century, international decision makers will need cross-disciplinary knowledge,<br />

cross-cultural perspectives, keen minds and compassionate hearts. At the Elliott <strong>School</strong>, we<br />

prepare our students for this future. Undergraduates study an interdisciplinary liberal arts<br />

program that draws on anthropology, culture, economics, geography, history, languages,<br />

political science, science and technology. Graduate students combine rigorous academic<br />

courses with professional training, including skills courses on topics ranging from political<br />

analysis to leadership. Students come to the Elliott <strong>School</strong> from many different parts of the<br />

globe. <strong>The</strong>y leave the Elliott <strong>School</strong> prepared to make a difference.

of internAtionAl leADers<br />

<strong>The</strong> <strong>ellioTT</strong> school earns<br />

disTincTion<br />

A March 2007 survey of scholars published in Foreign<br />

Policy magazine recognized the Elliott <strong>School</strong>’s<br />

excellence. This survey ranked our undergraduate<br />

programs as number 10 in the United States and<br />

our graduate programs as number seven. Only five<br />

schools in the country merited top 10 recognition<br />

in both categories: Columbia, Georgetown, Harvard,<br />

Princeton and <strong>The</strong> George Washington University.<br />

Our students earned numerous honors in 2006-2007.<br />

Within GW, Krystin Borgognone received the Sitter<br />

Scholarship, Yonit lax received the Distinguished<br />

Scholar Award, roman Balin received the Wilbur<br />

J. Carr Prize, Zoe cooprider received the Elliott<br />

<strong>School</strong> Alumni Association Prize and ryan John<br />

demerlis received the GW Alumni Association Prize.<br />

Our students also achieved national distinction.<br />

Exchange Service award to study in Germany.<br />

Undergraduates emily domonkos, mary Beth doran<br />

and Jennifer schuch-Page received Freeman Awards<br />

for study in Asia, and graduate students mei lu, hui<br />

sun, Xinmu Tan, son-Taek Wang, Peng Bai, Zhuoxia<br />

chen and liang Wang received Freeman Fellowships<br />

for study at the Elliott <strong>School</strong>.<br />

Six undergraduates—mehdi alhassani, erin<br />

Bullinger, lisa decerchio, ekuike falorca,<br />

Katherine hild and sara rhodin—and graduate<br />

student Brian harding received Fulbright<br />

Fellowships to work and study in Germany, the<br />

Philippines, Jordan, Korea, Russia, Estonia and<br />

Indonesia. matthew Graham and Jennifer hebets<br />

won Rotary Foundation Ambassadorial Scholarships<br />

to study in the United Kingdom and Egypt.<br />

“When I first came to GW, I established immediately that GW students<br />

were competitive with those from any school in the country. I have<br />

thoroughly enjoyed teaching them for the past 35 years, in many instances<br />

becoming their friend for a lifetime. <strong>The</strong>re is no greater satisfaction than<br />

seeing them succeed. I’m thrilled to win the Harry Harding teaching award<br />

and thank the Elliott <strong>School</strong> and especially the students for this honor.”<br />

Our alumni are leaders in their fields. John cloud,<br />

Jr. (MA’77) was appointed U.S. ambassador to the<br />

Republic of Lithuania. randall fort (BA’78) was<br />

named assistant secretary of state for intelligence<br />

and research. marc lacey became Mexican bureau<br />

chief for <strong>The</strong> New York Times. marisa lino (MA’72)<br />

was appointed assistant secretary for international<br />

affairs in the U.S. Department of Homeland Security.<br />

James Quigley (BA’82) was appointed chairman of<br />

Merrill Lynch International.<br />

In 2006-2007, two Elliott <strong>School</strong> faculty members<br />

received awards for excellence in teaching. <strong>The</strong><br />

Carnegie Foundation for the Advancement of<br />

Teaching and the Council for Advancement and<br />

Support of Education named elizabeth chacko the<br />

2006 district of columbia Professor of the Year.<br />

henry nau received the first <strong>annual</strong> harry harding<br />

Teaching Prize in recognition of his sustained<br />

excellence in teaching and his extraordinary<br />

contributions to students.<br />

a disTinGuished faculTY GroWs<br />

<strong>The</strong> Elliott <strong>School</strong> hired new scholars and senior<br />

practitioners in 2006-2007. <strong>The</strong> school welcomed<br />

christopher Kojm, former deputy director of the<br />

9/11 Commission and senior advisor to the Iraq<br />

Study Group, and holger schmidt, who specializes<br />

in conflict and transnational security. Visiting<br />

faculty included amb. John miller, former member<br />

of Congress and senior policymaker specializing<br />

in human trafficking; martin sherwin, Pulitzer<br />

Prize-winning biographer and expert on the Cuban<br />

Missile Crisis; and Paul Williams, conflict resolution<br />

specialist.<br />

<strong>The</strong> school hired four new scholars—ilana feldman,<br />

adina friedman, marc lynch and shira robinson—<br />

in preparation for the launch of our new MA in<br />

Middle East Studies in September 2007. <strong>The</strong> Elliott<br />

<strong>School</strong> also appointed nora lustig, former head<br />

of the United Nations Development Programme<br />

Poverty Group and an expert on development<br />

economics, as the school’s J.B. and Maurice C.<br />

Shapiro visiting professor. Lustig is the first<br />

mother then daughter, at GW. Maybe if I have a granddaughter, she will continue the tradition.”<br />

woman to hold this appointment. Former Shapiro<br />

professors at the Elliott <strong>School</strong> include Amb.<br />

Edward Gnehm, Leon Fuerth, Amb. James Sasser<br />

and Abba Eban.<br />

<strong>The</strong>se professors join more than 135 full-time<br />

faculty members, more than 100 part-time<br />

instructors and senior policymakers who bring<br />

expertise and experience into our classrooms.<br />

sTudenTs learn inside <strong>The</strong><br />

classroom and ouT<br />

On campus, our diverse student body enriches<br />

our community and the education we provide.<br />

Our students come from 49 states, the District<br />

of Columbia, Puerto Rico, the Virgin Islands,<br />

56 countries and countless ethnic groups. <strong>The</strong>y<br />

are recent high school and college graduates,<br />

young members of the workforce and seasoned<br />

professionals. Our mid-career master’s program<br />

included diplomats from the Chinese Ministry of<br />

Foreign Affairs and the office of the president of the<br />

Krystin Borgognone, the 2007 Sitter scholar, worked for the law firm Dickstein Shapiro,<br />

Congressman Vito Fossella’s office, the Capital Area Immigration Rights Coalition and the<br />

National Italian American Foundation while completing her degree in international affairs<br />

and Italian. She also served as the president of GW’s Italian Cultural Society and as a peer<br />

tutor, and studied abroad in Italy and Ghana.<br />

Elliott <strong>School</strong> alumnus charles r. sitter established <strong>The</strong> Sitter Scholarship in 1997<br />

to honor outstanding Elliott <strong>School</strong> students who have worked 25–30 hours a week<br />

throughout their studies.<br />

Our students do not simply read about newsmakers;<br />

they meet and question them directly. For instance,<br />

our distinguished Women in international affairs<br />

series hosted Paula dobriansky, under secretary<br />

of state for democracy and global affairs; dana<br />

Priest, Pulitzer Prize-winning correspondent for<br />

<strong>The</strong> Washington Post; omani ambassador hunaina<br />

sultan ahmed al mughairy, the first female<br />

ambassador from an Arab country to the United<br />

States; and nancy Birdsall, president of the Center<br />

for Global Development.<br />

Students also learn off campus by engaging the<br />

larger Washington, DC community. Two students<br />

of European and Eurasian studies, Kate hall and<br />

stephen mintz, presented their proposals for the<br />

future of the European Union to 27 ambassadors<br />

at the German Embassy. A class assignment on<br />

enhancing student exchange programs through<br />

technology resulted in an invitation for alberto


lucini, elizabeth ruedy and Becca smith to present<br />

their recommendations to public diplomacy officials<br />

at the U.S. Department of State.<br />

<strong>The</strong> Elliott <strong>School</strong>’s incomparable location allows<br />

students to gain hands-on experience in their<br />

areas of study. Undergraduate students pursued<br />

internships at many organizations, including: U.S.<br />

Departments of State, Commerce, Defense and<br />

Treasury; Export-Import Bank; Heritage Foundation;<br />

Human Rights Campaign; Jane’s Information Group;<br />

U.S.-China Business Council; and the Woodrow<br />

Wilson Center. To prepare undergraduates for professional<br />

life after GW, the Career Center provided<br />

resume writing and interview workshops and campus<br />

interviews with employers.<br />

At the graduate level, more than 75 percent of our<br />

students complemented their studies with internships<br />

or paid employment. <strong>The</strong> Elliott <strong>School</strong>’s<br />

Graduate Student Career Development center provided<br />

alumni mentoring, resume critiques, site visits<br />

to employers, career fairs, online career listings and<br />

nathan Brown speaks with visiting Jordanian students who<br />

workshops that teach networking, job search strategies,<br />

interviewing skills and salary negotiations. It<br />

engaged employers through on-campus interviews<br />

and company site visits. Employer visits to the school<br />

increased 162 percent over the previous year.<br />

An Elliott <strong>School</strong> education extends across the globe,<br />

giving students direct knowledge of other cultures<br />

and perspectives. In 2006-2007, 377 undergraduates<br />

and 51 graduate students studied in 47 countries.<br />

International development studies program students<br />

worked on aid organization projects in Bolivia,<br />

Ghana, honduras, india, Kenya, liberia, mexico,<br />

sierra leone, Tanzania and uganda, gaining<br />

valuable experience on the front lines of economic<br />

development. Our students also benefited from<br />

exposure to the hundreds of international students<br />

at GW, and the 60 students from 29 countries who<br />

joined our graduate programs as full-time degree<br />

students, exchange students or through our master<br />

of international studies (MIS) dual-degree program.<br />

<strong>The</strong> MIS allows students to earn degrees from elite<br />

foreign universities as well as the Elliott <strong>School</strong>.<br />

PrePares TomorroW’s leaders<br />

Many of the challenges the world confronts today<br />

were not on the radar screen a generation ago, from<br />

the information revolution to climate change to<br />

China’s rise as an international power. <strong>The</strong> Elliott<br />

<strong>School</strong> constantly updates its curriculum to prepare<br />

students for the intellectual and professional<br />

challenges of the 21st century. In 2006-2007, the<br />

Elliott <strong>School</strong> added new courses on Political islam,<br />

energy and national security, human Trafficking,<br />

fragile and Transition states, Policy options in<br />

macroeconomic crises and War and conflict in<br />

africa, among others. We also added new capstone<br />

courses for graduate students on interagency<br />

cooperation in the U.S. federal government and<br />

on evaluating risk in emerging markets, and we<br />

expanded our professional skills curriculum with new<br />

courses on analyzing international economic data,<br />

administration of elections and Political analysis.<br />

Faculty members received numerous honors in<br />

2006-2007. James Goldgeier held the Henry<br />

Kissinger chair at the U.S. Library of Congress and<br />

then resided as a fellow at the Woodrow Wilson<br />

Center. henry hale won the American Political<br />

Science Association’s 2007 Leon Epstein Prize.<br />

dina Khoury received a Guggenheim award for<br />

her research on Iraq. George moose received a<br />

fellowship from Harvard’s Institute of Politics. holger<br />

schmidt was awarded a grant by the Sweden-based<br />

Folke Bernadotte Academy for a project on United<br />

Nations conflict management. ronald spector was a<br />

Fulbright visiting professor at the National University<br />

of Singapore. emmanuel Teitelbaum won the 2007<br />

American Political Science Association’s Gabriel A.<br />

Almond Award for the best doctoral dissertation in<br />

the field of comparative politics.<br />

With support from GW’s board of trustees, the Elliott<br />

<strong>School</strong> created a new research and policy program on<br />

diaspora communities; hosted major conferences on<br />

topics such as microfinance, deterring rogue states,<br />

and Islamic political movements; and launched an<br />

event series on the future of democracy.<br />

Elliott <strong>School</strong> faculty exchanged insights and<br />

expertise through conferences, seminars and<br />

workshops. harry harding served on a Council<br />

on Foreign Relations task force that produced the<br />

<strong>report</strong> “U.S.-China Relations: An Affirmative Agenda,<br />

A Responsible Course.” John logsdon spoke about<br />

miriam Bates, who received an MA in European and Eurasian studies in<br />

2007, won the Elliott <strong>School</strong>’s John henry cowles Prize, which recognizes<br />

the student with the best overall scholastic achievement and leadership<br />

potential. Bates now works at the Department of Defense, where she focuses<br />

on European affairs.<br />

research and policy analysis on comparative science<br />

politics; national research and development<br />

Research by CISTP faculty examined key issues<br />

involving science and technology policy. henry<br />

farrell published “Regulating Information Flows:<br />

States, Private Actors and E-Commerce” in the<br />

Annual Review of Political Science, and wrote blog<br />

posts on the impact of communication technologies<br />

on politics. david Grier published a monthly<br />

column in Computer magazine and served as<br />

editor-in-chief of the IEEE (Institute of Electrical<br />

and Electronics Engineers) Annals of the History of<br />

Computing. henry hertzfeld published “<strong>The</strong> Case<br />

John logsdon, director of the space Policy institute, received<br />

the Barry m. Goldwater space educator award of the American<br />

CISTP encouraged the professional development<br />

of the next generation of science and technology<br />

policy leaders. In March 2007, the seventh <strong>annual</strong><br />

Graduate student conference, which CISTP hosted<br />

with George Mason University, Virginia Tech and<br />

Arizona State University, welcomed 90 students from<br />

around the world to exchange ideas.

CISTP faculty evaluated the research and<br />

development programs of government agencies<br />

in the United States and abroad. Clients included<br />

Greece’s ministry of development, nasa, the<br />

national institutes of standards and Technology<br />

and the u.s. department of energy and programs<br />

in the european union, Japan and Korea. nicholas<br />

Vonortas also co-authored a <strong>report</strong> for the European<br />

Union on entrepreneurship, innovation and the<br />

Elliott <strong>School</strong> students produced incisive policy<br />

analyses of their own. A <strong>report</strong> on the opportunities<br />

and challenges of “Near Earth Objects” was used<br />

by a blue-ribbon group drafting an international<br />

agreement for the United Nations Committee on the<br />

Peaceful Uses of Outer Space.<br />

public. CISTP hosted workshops for the Korea<br />

CISTP launched a seminar series on the Politics and<br />

Policy of information and continued to host the<br />

Technology and innovation seminar. Other seminar<br />

topics included “Do Visas Kill? <strong>The</strong> Development<br />

Effects of Skilled-Worker Emigration from Africa”<br />

and “<strong>The</strong> Puzzling Politics of Entrepreneurial State<br />

Economic Development Policy.”<br />

<strong>The</strong> space Policy institute has been a leading voice in the international space community since<br />

1987. <strong>The</strong> Boeing Company has supported the institute since its earliest days. Boeing’s support has<br />

funded a range of activities, such as research, dinner discussions for the Washington space policy<br />

community, workshops and conferences. Over the past two years, Boeing has donated $40,000 for<br />

student scholarships. audrey schaffer, a Boeing fellow who earned her MA in international science and<br />

technology policy this spring, interned at NASA’s Exploration Systems Missions Directorate, and upon<br />

graduation was accepted as a Presidential Management Fellow.<br />

IERES faculty members published research that<br />

advanced understanding of Europe, Eurasia and<br />

Russia. henry hale contributed a chapter on the<br />

political, economic and social dynamics of postcommunist<br />

transition in Patrons, Clients, and Policies<br />

(Cambridge). elliot Posner published “Sources of<br />

Institutional Change: <strong>The</strong> Supranational Origins<br />

of Europe’s New Stock Markets” in World Politics.<br />

James millar published a chapter on “Putin and the<br />

Economy” in Putin’s Russia (Rowman and Littlefield).<br />

<strong>The</strong> Millar Family Fund was established in April 2007 to honor professor<br />

James Millar and his two children Leo Schaeg Millar and Mira Millar<br />

Brownfield. Mira graduated from GW’s <strong>School</strong> of Education and Human<br />

Development in 1998. Tragically, Leo was killed in an automobile accident<br />

the day before his graduation from Oberlin College in 1988. <strong>The</strong> fund will<br />

support research by faculty and students associated with IERES.<br />

IERES also supported student research. IERES and<br />

<strong>The</strong> George Washington Cold War group (GWCW)<br />

hosted the <strong>annual</strong> international Graduate student<br />

conference on the cold War. Nineteen Ph.D.<br />

students, selected from a pool of 75 applicants,<br />

presented papers. <strong>The</strong> conference received generous<br />

support from the henry luce foundation.<br />

Our faculty earned recognition from numerous<br />

organizations. daina eglitis won a Fulbright grant<br />

to lecture on comparative sociology at Riga Stradins<br />

University in Latvia. henry hale won a Fulbright grant<br />

to conduct research on Russia’s presidential election in<br />

Moscow. James hershberg continued to serve on the<br />

editorial board of the Cold War International History<br />

Project Bulletin and to edit the Cold War International<br />

History Project Book Series. James millar won the<br />

American Association for the Advancement of Slavic<br />

Studies’ Distinguished Contributions to Slavic Studies<br />

Award in 2006 for his lifelong dedication to the study<br />

of Soviet and Russian economics.

hosted two conferences—one on corruption and<br />

democracy, and another on hybrid regimes that<br />

<strong>School</strong> faculty members such as deborah avant,<br />

nathan Brown, henry hale, Gina lambright and<br />

IGIS is home to two research and policy programs. culture in Global affairs (ciGa), founded in 2003, promotes scholarly<br />

research and sponsors policy dialogues. In 2006-2007, CIGA faculty served as expert consultants for the World Bank, USAID, and<br />

other organizations; published 10 peer-reviewed journal articles and chapters; and delivered many presentations at national and<br />

international conferences. <strong>The</strong> ciGa seminar series sponsored six public talks: “Must Boys Be Boys? Ending Sexual Exploitation<br />

and Abuse in UN Peacekeeping Missions”; “What Would Gandhi Say? Gandhian Thought and Practice in Development”; “Can<br />

Foreign Aid End World Poverty?”; “Heritage Preservation in Law and Policy: Handling the Double-Edged Sword of Development”;<br />

“Indigenous Approaches to Conflict Prevention, Management and Resolution in Africa”; and a panel event on cultural<br />

anthropology knowledge and the U.S. military and the intelligence community. <strong>The</strong> panel presentations are being developed<br />

into a book co-edited by CIGA Director Barbara miller and robert albro. CIGA also hosted the Margaret Mead Film Festival.<br />

In 2007, the Elliott <strong>School</strong> launched GW diaspora Program, a research and policy program focusing on diaspora communities<br />

worldwide—in particular, diasporas in conflict and post-conflict societies; diasporas in politics, policy and advocacy; the role<br />

of diasporas in remittances, philanthropy and development; business investment and development; and diasporas and global<br />

security risks. Director Jennifer Brinkerhoff chaired a session as part of Civil Society Day, a Brussels-based event sponsored by<br />

the King Baudouin Foundation. <strong>The</strong> event was part of the first Global Forum on Migration and Development, which included 155<br />

participating country governments.<br />

<strong>The</strong> Sigur Center for Asian Studies promotes deeper<br />

understanding of Asia and improved links between<br />

Asians and the rest of the world through education,<br />

research and public programs. It is home to both<br />

undergraduate and graduate teaching programs on<br />

Asian studies and more than 50 full-time faculty<br />

members. <strong>The</strong> Sigur Center is the only program in<br />

the Washington, DC area that offers the nationally<br />

competitive Foreign Language and Area Studies<br />

Sigur Center Director shawn mchale received a<br />

Fulbright-Hays award for his research on Vietnam.<br />

During 2006-2007, the Sigur Center received<br />

many gifts and grants to support its work. <strong>The</strong><br />

George Washington University named it a center<br />

for academic excellence and provided funding<br />

to support scholarly research and travel, student<br />

scholarships and research, and study abroad for both<br />

graduate and undergraduate students. <strong>The</strong> Sigur<br />

Center also received flas awards from the u.s.<br />

department of education to underwrite graduate<br />

study of Asian languages. Funding from the Korean<br />

steel company Posco supported a major conference<br />

on the impact of Korean NGOs. <strong>The</strong> henry<br />

luce foundation supported a conference, co-hosted<br />

with the Woodrow Wilson Center, on “Globalization,<br />

Migration and the State: East Asia’s Evolving<br />

Landscape of Labor.” <strong>The</strong> Memory and Reconciliation<br />

in the Asian-Pacific Program, co-directed by mike<br />

<strong>The</strong> siGur cenTer’s research and PolicY ProGrams<br />

<strong>The</strong> china Policy Program (cPP), directed by<br />

david shambaugh, co-hosted three international<br />

conferences on China. With the German Council<br />

on Foreign Relations and the Chinese Academy of<br />

Social Sciences, CPP convened a conference on<br />

China and Europe. Fifteen of the papers presented<br />

at the conference will be published in a book.<br />

With funding from the German marshall fund,<br />

CPP co-sponsored a dialogue on U.S.-Europe-<br />

China with the Asia Centre at Elliott <strong>School</strong><br />

partner Sciences Po, Paris. CPP also sponsored<br />

the Japan-u.s. friendship commission for a project<br />

on asia<br />

<strong>The</strong> Sigur Center hosted more than 70 events during<br />

the past academic year to promote understanding of<br />

this rapidly changing region. <strong>The</strong> center introduced<br />

two new lecture series—Transnational asia and<br />

subnational asia—and a new india initiative.<br />

<strong>The</strong> Taiwan education and research Program<br />

(TerP) works with the Taiwan resource center<br />

at GW’s Gelman Library to provide a comprehensive<br />

and specialized collection of materials for advanced<br />

study and research on Taiwan’s resources<br />

for those seeking to understand Taiwan’s history,<br />

politics, economy and international relations. In<br />

seven presentations by Taiwan experts as part of<br />

a Taiwan Democracy and Security Seminar Series,<br />

with support from the Taiwan foundation for<br />

democracy. Topics included “<strong>The</strong> U.S.-Taiwan<br />

Two-Step: Democracy and National interest” and<br />

“U.S.-China Relations and Taiwan’s Role.”<br />

<strong>The</strong> u.s.-Japan legislative exchange Program,<br />

led by henry nau, conducted two legislative<br />

exchange programs last year, one between the<br />

U.S. Congress and Japanese Diet and another<br />

that included South Korean National Assembly<br />

members. <strong>The</strong> exchange program brings high-level<br />

leaders together to foster better understanding.<br />

<strong>The</strong> Japan-united states friendship commission<br />

has funded the program since 1989. <strong>The</strong> Korea<br />

foundation in Seoul also provided additional<br />

funding for the trilateral exchange program<br />

in 2006-07. <strong>The</strong> participants cultivate strong<br />

professional and social ties, enabling them to<br />

debate controversial political issues. <strong>The</strong>re are no<br />

lectures or written presentations. Members lead<br />

and sustain the conversations on their own.

Engaging the public and the policy community is a key component of the Elliott <strong>School</strong>’s<br />

mission. By expanding understanding and encouraging dialogue on global issues, we foster<br />

<strong>The</strong> World comes To <strong>The</strong><br />

<strong>ellioTT</strong> school<br />

<strong>The</strong> Elliott <strong>School</strong> welcomed current and future<br />

leaders to GW through special educational programs.<br />

In December 2006, the Elliott <strong>School</strong> won a multimillion<br />

dollar contract to run the Pentagon’s<br />

prestigious national security studies Program.<br />

Directed by Joanna spear, the program educates<br />

senior military officers and civilian officials about<br />

21st century challenges to U.S. national security.<br />

<strong>The</strong> Elliott <strong>School</strong> also hosted the fifth <strong>annual</strong> u.s.<br />

foreign Policy colloquium, which welcomed 167<br />

Chinese graduate students to the GW campus to learn<br />

about American foreign policy. Co-sponsored with<br />

the national committee on u.s.-china relations,<br />

this program received support from <strong>The</strong> coca-cola<br />

company, anheuser-Busch and aiG.<br />

elaine chao, U.S. secretary of labor, was the keynote speaker at<br />

the fifth <strong>annual</strong> U.S. Foreign Policy Colloquium.<br />

In September 2006, President hamid Karzai of the Islamic Republic of<br />

Afghanistan opened a discussion on “Afghanistan: Challenges and Opportunities<br />

for Economic Development” featuring carlos Gutierrez, U.S. secretary of<br />

commerce, and a panel of key United States and Afghan-American private<br />

sector representatives.<br />

<strong>The</strong> Elliott <strong>School</strong> sponsored more than 200 events<br />

in 2006-2007. We welcomed two current heads<br />

of state, President Pervez musharraf of Pakistan<br />

and President hamid Karzai of Afghanistan. <strong>The</strong><br />

Elliott <strong>School</strong>’s ambassadors forum featured the<br />

ambassadors of Bolivia, Greece and Cyprus.<br />

<strong>The</strong> middle easT PolicY forum<br />

With support from exxonmobil, the Elliott <strong>School</strong> launched<br />

the middle east Policy forum in Spring 2007.<br />

<strong>The</strong> program presented five events in its first semester. Forum<br />

Director amb. edward W. Gnehm led and participated in the<br />

January 22 inaugural Town Hall meeting on “Iraq: Which Way<br />

Forward?” with Elliott <strong>School</strong> faculty members christopher<br />

Kojm, former president of the 9/11 Discourse Project and<br />

senior adviser to the Iraq Study Group, historian dina<br />

Khoury and Security Policy Studies Director Joanna spear.<br />

Former President Jimmy carter discussed his latest book,<br />

Palestine: Peace Not Apartheid, becoming the third Nobel<br />

Peace Prize laureate to address GW students in less than<br />

one year. Israeli amb. sallai meridor (pictured above) spoke<br />

about Israel’s perspective on Iran and Lebanon and domestic<br />

issues such as Gaza.<br />

To our success<br />

<strong>The</strong> Elliott <strong>School</strong>’s community of alumni numbers<br />

more than 16,000. Our alumni generously give<br />

back to the school not just financially but also with<br />

their time and talent. Reflecting a 66 percent jump<br />

over last year’s level of engagement, 1,242 alumni<br />

volunteered to mentor Elliott <strong>School</strong> graduate<br />

students on career issues during 2006-2007. Elliott<br />

<strong>School</strong> alumni are also active in the GW Alumni<br />

Association: richard crespin (BA’93) currently<br />

serves as president, and James core (MA’96), Joe<br />

Kiehl (BA’72) and melissa nachatelo (MA’04) serve<br />

In 2006-2007, the Elliott <strong>School</strong> brought alumni<br />

together in cities around the world. Dean Brown<br />

hosted alumni receptions in chicago, new York,<br />

seoul, Tokyo and Washington, and he met alumni<br />

during trips to Bahrain, dallas, Kuwait, the<br />

netherlands, oman, Qatar and Taiwan. Alumni<br />

enjoyed informal dinners with professors Peter<br />

Klaren and hope harrison in Washington, DC<br />

and New York, and gathered at a special luncheon<br />

at the Department of State. In partnership with<br />

Sciences Po alumni, Elliott <strong>School</strong> alumni hosted<br />

a talk by Eurasia Group President ian Bremmer,<br />

as well as a panel on the French elections moderated<br />

by Elliott <strong>School</strong> research scientist linda Yarr with<br />

faculty members harvey feigenbaum, Kimberly<br />

morgan and michael sodaro.<br />

Alumni Association presented robert J. Pelosky, Jr. (MA’83) with its Distinguished Alumni<br />

Service Award at a gala event in April 2007. One of the Elliott <strong>School</strong>’s most dedicated<br />

alumni, Pelosky is a founding member of the Elliott <strong>School</strong>’s International Council, which<br />

he chaired for several years. He provided the financial support for the robert J. Pelosky,<br />

Jr. distinguished speaker series, bringing 10 internationally renowned experts such as<br />

Nobel Peace Prize winner shirin ebadi, historian Bernard lewis and former Secretary<br />

of Defense William cohen to GW. As a former managing director and global strategist at<br />

Morgan Stanley, he currently serves as a key advisor in the development of a new Institute<br />

for International Economic Policy at the Elliott <strong>School</strong>.<br />

the internAtionAl council<br />

<strong>The</strong> International Council is an advisory body composed of distinguished alumni and friends of the<br />

Elliott <strong>School</strong>. Members provide counsel to the dean and offer valuable external perspectives on issues<br />

facing the school.<br />

<strong>The</strong> International Council convenes semi-<strong>annual</strong>ly. In October 2006, the Council examined academic<br />

programs, alumni relations and fundraising, and received a briefing from Assistant Secretary of State<br />

for Intelligence and Research randall m. fort (BA’78). In April 2007, Council members, students and<br />

guests heard amb. edward W. Gnehm, Jr. (BA’66, MA’68) deliver his first official lecture as the Kuwait<br />

Foundation professor of Gulf and Arabian Peninsula affairs. At the meeting that followed, the Council<br />

focused its attention on the Elliott <strong>School</strong>’s external relations and met with the Vice Chair of the GW<br />

Board of Trustees nelson carbonell (BS’85).<br />

David H. Miller (BA’87) died at the age of 39 of lymphoma in 2004. After his death, friends and family established the<br />

David H. Miller Endowment for African Studies at the Elliott <strong>School</strong>. David Miller believed that Africa’s success will be<br />

ensured by access to higher education for African nationals, and by educating people in the developed world about the<br />

economic, cultural and political challenges in Africa today. As the Miller endowment grows, the fund’s <strong>annual</strong> earnings<br />

will enrich African studies at GW through part-time professorships, by sponsoring public lecture series and extending<br />

financial support to African students to attend the Elliott <strong>School</strong>.<br />

<strong>The</strong> Luther Rice Society is named for the 19th-century<br />

missionary, Luther Rice. Rice was a fervent advocate<br />

of education who, driven by George Washington’s<br />

vision, lobbied President James Monroe and Congress<br />

to officially charter the institution and raised the<br />

$6,000 needed to purchase land for the Columbian<br />

College —now George Washington University.<br />
