<strong>COSS</strong> Update<br />

October 2011<br />

Tena Koutou - my name is Di Harwood and I have recently joined <strong>COSS</strong> as Office Cordinator. I<br />

am really happy to be part of an organisation that is working so effectively for, and in, the not for<br />

profit sector. I have a background in administration and a Diploma in Social Work through Nga<br />

Maata Waka so working for <strong>COSS</strong> lets me utilise a number of different skills. I am also on the<br />

management committee of the Linwood Community House so I have been involved with the<br />

sector for quite a few years now. I have three children (Victoria 11 and Jack and Krystyna 10) so<br />

when not at work I am still kept on my toes. If you are passing 101 North Avon Road (entry off<br />

Petrie Street) please feel free to call in and introduce yourself. I look forward to meeting some of<br />

you. Ka kite ano.<br />

From the 3rd October Sharon will be working Tuesday to Friday only. The <strong>COSS</strong> office will still<br />

be open on Mondays and Di will be there from 9am to 4.30pm.<br />

<strong>COSS</strong> AGM<br />

The <strong>COSS</strong> AGM was held on the 16th September and we would like to thank those that were<br />

able to attend on the day. Michelle Martin from CERA spoke about her role and the involvement<br />

of CERA in the rebuilding of <strong>Christchurch</strong> and the strengthening of wellbeing in the community. It<br />

was certainly interesting to listen to Michelle and I think we all learnt quite a bit about how the<br />

rebuild, both physically and socially, is going. We would also like to welcome our new and<br />

existing board members and sector representatives and we look forward to another year that<br />

hopefully won’t be quite as challenging as the last.<br />

<strong>COSS</strong> activities<br />

We are aware that a number of not for profit organisations have a commercial arm that is used to<br />

create profit to go back into the community work that they do. A good example of this is<br />

Community Energy Action which has a retail outlet for items such as window insulation and hot<br />

water cylinder wraps. Proceeds from these sales go into funding their charitable programmes<br />

such as the Curtain bank and their Warm Families programme. We would like to compile a<br />

directory of organisations that have this function so we can add it to our newsletter and inform<br />

people of this valuable resource. It’s a great way of the community supporting the community and<br />

we would love to do our bit to share the information. If you would like to be part of this directory<br />

Policy manuals: Lots of agencies and community groups aren’t able to access their policy<br />

manuals, so <strong>COSS</strong> has started a group on the chch3 network to share policies. If you do have<br />

your policies readily available and wouldn’t mind sharing them, please join the group and upload<br />

them, or send them to <strong>COSS</strong>.<br />

One Voice Te Reo Kotahi is a collective of NGO / community organisations formed to ensure that<br />

the voices of organisations that are not formed by government or commerce are heard in the<br />

rebuild of greater <strong>Christchurch</strong>. We are a recently formed council that anticipates future work<br />

towards the rebuild, and will be promoting the voices within the sector and referring to the<br />

expertise those voices can provide.<br />

We are grounded in community and driven by the grassroots. We have extensive knowledge of<br />

and access to the many communities that make up <strong>Christchurch</strong>. Therefore we are able to<br />

gather up and summarise diverse voices.<br />

We have submitted to CCC, and are currently beginning to engage with CERA. If you are an<br />

NGO / community organisation / non-profit organisation with an interest in the rebuild of Greater<br />

<strong>Christchurch</strong>, One Voice Te Reo Kotahi stands by you. In whatever comes next, we want to<br />

Youth Health Hub to Reopen<br />

<strong>Christchurch</strong> youth will have access to a new central health hub with the 198 Health Centre set to<br />

reopen this month. The centre, operated by the Korowai Youth Wellbeing Trust, is located on a<br />

site at the corner of Barbadoes and Gloucester Streets and aims to provide a range of youth<br />

health services with a particular focus on young people who are vulnerable to harm. The original<br />

<strong>COSS</strong> <strong>NEWS</strong> <strong>Christchurch</strong> Page 2 October 2011


198 centre closed in April 2010 due to funding cuts by the CDHB. Doctors continued to see<br />

clients at The Clinic located in the CTV building which collapsed in the February earthquake.<br />

Dr Sue Bagshaw, who founded the trust at the end of last year, said there was a clear need for a<br />

centralised youth health provider due to the lack of youth health services in the city after the<br />

earthquakes. “It’s a really positive idea since young people will be able to come to one place for<br />

all their health needs. We’ll have a collection of buildings all providing different services so we<br />

can work together to provide the best care”.<br />

The re-establishment of the centre has been assisted by fundraising organised by Phillippa<br />

Wintle and Haya Al-Ani. Ms Al-Ani’s father Husam Al-Ani worked as a volunteer doctor for the<br />

198 centre and was killed in the CTV building collapse. Ms Wintle and Ms Al-Ani founded a<br />

charity called One Nine Eight which has been selling t-shirts with images donated by artists. They<br />

have raised $10,000 of the $50,000 required to get the new centre up and running. The Mainland<br />

Mental Health Awareness Week! 10th – 16th October<br />

Kicking off in Mental Health Awareness Week 2011, <strong>Healthy</strong> <strong>Christchurch</strong> and the Mental<br />

Health Foundation challenge you to remember the simple things that give you joy; embrace<br />

new experiences; share your time, your words, your presence; feel connected and to move<br />

your mood by doing what you can and enjoying what you do.<br />

This year the theme is once again ‘Flourishing’ and based around the Mental Health<br />

Foundation’s key messages for wellbeing - Connect, Take Notice, Be Active, Give and<br />

Keep Learning.<br />

This year hasn’t been that easy, so we need to make this a week where we can encourage<br />

each other to take some time to focus on these messages together.<br />

The main event in <strong>Christchurch</strong> will be the Walk4Wellbeing walk around Hagley Park.<br />

Ethnic Business Recovery Programme for <strong>Christchurch</strong><br />

Representatives of the ethnic business sector and business professionals met recently to work<br />

through the challenges of the earthquake recovery process. It was also a great boost for the<br />

meeting held at the newly opened <strong>Christchurch</strong> Migrants Centre at 166 St Asaph St.<br />

The ethnic business sector in <strong>Christchurch</strong> has been hit hard by the earthquakes. Many have<br />

<strong>COSS</strong> <strong>NEWS</strong> <strong>Christchurch</strong> Page 3 October 2011


lost not only their business but in many cases, their attached homes also. A number of dairy<br />

and restaurant owners and leaseholders for example, have faced a double blow.<br />

The aim of the meeting was to discuss assistance programmes comprising forums, mentoring,<br />

coaching and training to help ethnic businesses through the recovery phase. Many are finding it a<br />

challenge and require help in their negotiations with officials and authorities.<br />

The meeting provided an opportunity for those affected to voice their individual concerns or those<br />

of their fellow ethnic community members. Mentors and business recovery advisors in<br />

attendance provided an overview of how their services could be utilised to assist those in need.<br />

The Canterbury Business Association hopes to be in a position later this month to facilitate this<br />

process, and will provide further details once their programme is finalised.<br />

Launching this ethnic business recovery programme is an encouraging step forward for our 160<br />

ethnic communities in <strong>Christchurch</strong>.<br />

Funding and resources<br />

<strong>Christchurch</strong> Earthquake Mayoral Relief Fund<br />

Purpose of the Fund<br />

Following the 22 February 2011 earthquake the <strong>Christchurch</strong> Earthquake Mayoral Relief Fund<br />

(“The Mayoral Earthquake Relief Fund”) was established to provide money for any charitable,<br />

benevolent, philanthropic or cultural purpose related to the adverse effects of the 4September<br />

2010 and 22 February 2011 earthquakes.<br />

The Mayoral Earthquake Relief Fund will provide support for any activities or works required as a<br />

result of the earthquakes that:<br />

(a) contribute to the rebuilding of the social and physical infrastructure of <strong>Christchurch</strong>; and<br />

(b) assist in:<br />

(i) remedying hardship by individuals, groups, community organisations and businesses;<br />

and/ or<br />

(ii) protecting or repairing damage to the physical fabric of the city.<br />

The Mayoral Earthquake Relief Fund is distinct from the <strong>Christchurch</strong> Earthquake Appeal Trust<br />

which is promoted by central government, the Canterbury Earthquake Heritage Building Fund<br />

which operates under its own trust deed, and the Mayor’s Welfare Fund which also has its own<br />

<strong>COSS</strong> <strong>NEWS</strong> <strong>Christchurch</strong> Page 4 October 2011


trust deed. It is also distinct from appeals promoted by other organisations such as the Red<br />

Cross and the Salvation Army.<br />

Please note that it is not the intention of the Mayoral Earthquake Relief Fund to assist private<br />

individuals with the funding of repairs to private property.<br />

The Fund is open to individuals, groups, community organisations and businesses.<br />

Any proposal to apply for funds held by the Mayoral Earthquake Relief Fund will be subject to the<br />

approval of the Council, on the Mayor’s recommendation, in a formal public meeting. Applicants<br />

will be advised of the outcome as soon as possible.<br />

Todd Foundation <strong>Christchurch</strong> Earthquake Recovery Fund<br />

Our $1.84m Todd Foundation Earthquake Recovery Fund set up through donations from the<br />

Todd Corporation, Todd family members and Todd staff has now started its grant programme to<br />

not-for-profit organisations in <strong>Christchurch</strong> and Canterbury.<br />

Our focus<br />

The Todd Foundation Earthquake Recovery Fund funding will focus on two key areas:<br />

● Engaging communities in recovery and renewal<br />

● Supporting the recovery of the Canterbury not-for-profit sector<br />

Our approach<br />

The Todd Foundation Earthquake Recovery Fund’s approach includes:<br />

● Using a quick and simple online application form.<br />

● Making funding decisions regularly; at least every four – eight weeks and more often<br />

when required. Decisions on initial funding will be made by a committee consisting of<br />

<strong>Christchurch</strong> residents Charles Reid, Helena Francis and Garth Nowland-Foreman and<br />

Todd Foundation trustees Tom Lambie, Malcolm Whyte, Georgina Ralston and David<br />

Moloney.<br />

● Working closely with other funders wherever possible. As a first collaborative step we are<br />

planning to contract a <strong>Christchurch</strong>-based project manager in partnership with the Tindall<br />

Foundation. We are also working with Philanthropy NZ to support further funder<br />

collaboration.<br />

● All funds donated into the Todd Foundation Earthquake Recovery Fund and interest<br />

earned will directly benefit Canterbury organisations. Overheads and administration costs<br />

will be met by the Todd Foundation.<br />

Adult Learners Week - Dynamic Community Learning Award<br />

If you are part of - or know of - groups or organisations that are making a real difference in their<br />

community through adult and community education activities we are keen to have your entries for<br />

the 2011 Dynamic Communtiy Learning Award. There will be two prizes of $200 presented at<br />

the 1 November Launch of Adult Learners Week. More specifically we are looking for activities<br />

that create community learning benefits (ie beyond the individual), foster learning that leads to<br />

new developments, expand community, cultural knowledge, help promote active citizenship,<br />

strengthen the whanau/family and strengthen neighbourhood and community. The entry deadline<br />

Methodist Mission views on social issues<br />

<strong>Christchurch</strong> Methodist Mission has compiled a series of information sheets on specific issues<br />

addressing some of the social concerns around the rebuild of <strong>Christchurch</strong>. Poverty, Gambling,<br />

Age Friendliness, Affordable Housing, Alcohol, Food Security, Employment, Community Sector<br />

and Social inequalities. “<strong>Christchurch</strong> Methodist Mission is committed to promoting ‘cycles of<br />

hope’ by actively addressing the causes and effects of social and economic disparity and<br />

injustice. We seek here to expand public debate on important social issues of our time, in order<br />

to improve outcomes for those in our community who are disadvantaged” More information can<br />

Recovery Guide. Community and Public Health have produced an excellent resource about<br />

the process of recovery. If you have any involvement or interest in the work that is happening to<br />

rebuild our communities, then the Integrated Recovery Planning Guide is an essential document.<br />

Staffing Resource: <strong>COSS</strong> now has a small number of copies of Mana Mahi and its latest<br />

update free to give away to community organisations. This comprehensive employment resource<br />

was designed specifically for the tangata whenua, community and voluntary sector to support<br />

good faith based and productive employment relations. If you need a copy, please contact the<br />

<strong>COSS</strong> office. We hope that groups receiving one of these valuable resources will share it freely<br />

with other groups.<br />

Earthquake Assistance Centre<br />

The Earthquake Assistance Centre (EAC), designed to provide information and assistance for<br />

insured red-zone homeowners deciding on Government offers to buy their properties, has now<br />

opened. It is not designed to provide a dispute resolution service between homeowners and<br />

insurance companies, nor a forum for negotiating individual settlements. It can, however, provide<br />

information to help people decide on a purchase option, if any. The centre is managed by CERA<br />

and there will be staff from <strong>Christchurch</strong> City Council, Canterbury Earthquake Temporary<br />

Accommodation Service (CETAS), the Earthquake Commission (EQC), Community Law<br />

Canterbury and some insurance firms. The concept of a one-stop-shop is excellent, as is the<br />

location at the Avondale Golf Club, 141 Breezes Road, Avondale. It’s open 10.00 am to 6.30 pm<br />

Monday to Friday, 0800 RING CERA (0800 7464 2372).<br />

Community Energy Action Curtain Bank<br />

The Curtain Bank has relocated to Unit 8/310 Wilsons Road, <strong>Christchurch</strong> and will be closing<br />

from 21st October 2011 until March 2012. To use this service next year the process will be a<br />

referral from a partnership agency http://www.cea.co.nz/curtain-banks/ who will provide the client<br />

with a voucher that they will need to produce on their arrival at the Curtain bank. Any enquiries<br />

can be directed to CEA Ph: 379 6959.<br />

Community Energy Action launches exciting new home energy check service<br />

In 2009 Community Energy Action launched the Home Energy Advice Centre (HEAC). Over the<br />

last two years we’ve learned a lot about we can help people more effectively and we are reshaping<br />

our advice service into one that is more targeted and gets advisers into people’s homes.<br />

CEA now provides a subsidised home energy check (HEC) as well as free telephone advice. A<br />

HEC includes practical advice about the whole house and is targeted to the specific<br />

characteristics of the house. It incorporates a whole range of issues (not just heating and<br />

insulation) including high electricity bills, dampness and condensation, hot water, glazing,<br />

lighting, ventilation, and electricity provider. Advisors also take into account the unique concerns<br />

and circumstances of the householder.<br />

It costs Community Energy Action $250 to deliver a Home Energy Check. However thanks to the<br />

generous sponsorship from <strong>Christchurch</strong> Agency for Energy, Orion, and MainPower, a limited<br />

number of HECs may be available at no cost to high need, vulnerable households. We can also<br />

provide a subsidised check for people living in HNZ or CCC housing. HECs are also available at<br />

<strong>COSS</strong> <strong>NEWS</strong> <strong>Christchurch</strong> Page 7 October 2011


just $40 for Community Service Card holders and $100 for all other households – and that<br />

includes all <strong>COSS</strong> members!<br />

We are also seeking referral agency partners who have a professional interest in improving the<br />

energy efficiency, warmth and comfort of their client’s home. Key requirements to be a referral<br />

partner are:<br />

· agency staff must visit client homes.<br />

· agency staff are prepared to refer clients directly to CEA advisors, rather than relying on<br />

households to contact CEA.<br />

A welcome relief for <strong>Christchurch</strong> - De-stress workshops<br />

The Art of Living is offering De- Stress workshops for free (usually $250) which give people the<br />

tools to overcome the stressful affects of the earthquakes.<br />

Over 30 years of experience and numerous scientific studies have been undertaken over the<br />

years, we can say with conviction that the techniques we teach really work! The same<br />

techniques taught on this course have been effective in relieving stress symptoms after 9/11, the<br />

December 2004 tsunami and 2005’s Hurricane Katrina, and over 400 Cantabrians since the<br />

September 2010 earthquake. Scientific studies show that the programs can help people of all<br />

Hagley Community College is offering FREE ONE DAY TRAINING WORKSHOPS to NGO’s,<br />

Psychodrama Training for Child and Family Workers: 3 day workshop with outdoor<br />

experience.<br />

This training is designed for those who are working with children and families. It is for<br />

● Moreno's concepts of personality development through his spontaneity theory of child<br />

● There will be an emphasis on the understanding and application of a range of approaches<br />

to family therapy.<br />

● Participants will increase their capacity to identify and implement effective interventions<br />

with regard to coping strategies as attachment styles.<br />

Grandparents Raising Grandchildren Conference<br />

The Grandparents Raising Grandchildren Trust New Zealand is hosting its second Grandparents<br />

Raising Grandchildren National Conference at the Ellerslie Events Centre in Auckland, on<br />

Wednesday and Thursday 16th and 17th of November 2011. The theme of the conference is<br />

Growing Stronger Together. The conference will be an opportunity to hear from experts in family<br />

law, mental and physical health professionals, welfare, parenting and education experts. We<br />

National Residents’ Associations Conference<br />

Last year’s National Residents’ Associations Conference brought together over 100 individuals<br />

from around the country to meet, network and discuss common issues.<br />

It was originally planned for a second, larger conference to be held this year in <strong>Christchurch</strong>, but<br />

Mother Nature put a hold on that!<br />

The challenges posed by the Canterbury earthquakes and the subsequent socio-politicaleconomic<br />

situation present a number of opportunities to explore and share unique experiences.<br />

Thus, the decision to hold this second national conference in <strong>Christchurch</strong> is straightforward.<br />

Finding a venue and arranging the logistics of the conference will be slightly more challenging!<br />

At this stage we expect to hold the 2nd National Residents’ Associations Conference in<br />

<strong>Christchurch</strong> on or about March next year. Between 500 and 1,000 delegates are expected.<br />

According to one of the organisers Mike MacLeod, the conference will be “an aspirational<br />

gathering of community agitators, plotters, planners and pacifiers” who work invisibly in towns<br />

and suburbs from Northland to Bluff.<br />

The conference will span a weekend and feature domestic and international speakers who will<br />

directly address current and future issues relevant to our society.<br />

Former <strong>Christchurch</strong> Mayor and NZTA Board Member Garry Moore has joined the team early<br />

and has agreed to present a keynote speech.<br />

Opportunities exist for conference organisers, speakers, set-up crew, sponsors, and a wide<br />

variety of other volunteer roles.<br />

Registration for the event will open in January, however those interested in assisting prior to the<br />

conference or on the day can register their interest by emailing 2012@residents.org.nz .<br />

VOLUNTEERING CANTERBURY - Annual Recognition Awards<br />

Volunteering Canterbury will be holding their annual Volunteer Recognition Awards and Youth<br />

Volunteer Awards on Monday 5th December. Only one nomination can be accepted from each<br />

organisation or project but this is a fabulous way to acknowledge the important part volunteers<br />

ESOL Home Tutor Training<br />

Help a refugee or migrant learn the English they need for daily life in <strong>Christchurch</strong><br />

2011 Course 4: Tuesdays 9am – 2:30pm: 25 October, 1, 8, 15 November, 6 December<br />

Commitment: 20 hours of classroom time, plus some reading and assignments.<br />

We ask that you teach one of our learners for 1 hour per week for at least six months.<br />

Learners: We will introduce you to an adult migrant or refugee of the same gender as<br />

you, who is lives in an area that is convenient for you, has a schedule that matches<br />

yours, and is from a background that interests you, whenever possible.<br />

Cost: $25<br />

Qualifications: On completion of the course requirements you will receive the<br />
