Changes in the COSS office
COSS Update
October 2011
Tena Koutou - my name is Di Harwood and I have recently joined COSS as Office Cordinator. I
am really happy to be part of an organisation that is working so effectively for, and in, the not for
profit sector. I have a background in administration and a Diploma in Social Work through Nga
Maata Waka so working for COSS lets me utilise a number of different skills. I am also on the
management committee of the Linwood Community House so I have been involved with the
sector for quite a few years now. I have three children (Victoria 11 and Jack and Krystyna 10) so
when not at work I am still kept on my toes. If you are passing 101 North Avon Road (entry off
Petrie Street) please feel free to call in and introduce yourself. I look forward to meeting some of
you. Ka kite ano.
From the 3rd October Sharon will be working Tuesday to Friday only. The COSS office will still
be open on Mondays and Di will be there from 9am to 4.30pm.
COSS AGM
The COSS AGM was held on the 16th September and we would like to thank those that were
able to attend on the day. Michelle Martin from CERA spoke about her role and the involvement
of CERA in the rebuilding of Christchurch and the strengthening of wellbeing in the community. It
was certainly interesting to listen to Michelle and I think we all learnt quite a bit about how the
rebuild, both physically and socially, is going. We would also like to welcome our new and
existing board members and sector representatives and we look forward to another year that
hopefully won’t be quite as challenging as the last.
COSS activities
We are aware that a number of not for profit organisations have a commercial arm that is used to
create profit to go back into the community work that they do. A good example of this is
Community Energy Action which has a retail outlet for items such as window insulation and hot
water cylinder wraps. Proceeds from these sales go into funding their charitable programmes
such as the Curtain bank and their Warm Families programme. We would like to compile a
directory of organisations that have this function so we can add it to our newsletter and inform
people of this valuable resource. It’s a great way of the community supporting the community and
we would love to do our bit to share the information. If you would like to be part of this directory
please contact us at the COSS office.
Policy manuals: Lots of agencies and community groups aren’t able to access their policy
manuals, so COSS has started a group on the chch3 network to share policies. If you do have
your policies readily available and wouldn’t mind sharing them, please join the group and upload
them, or send them to COSS.
To join the network, use the ‘sign up’ button on the main page of http://chch3.net.nz.
Office furniture available for community groups : Our thanks to Abell Truck & Car Rental in
Blenheim Rd, whose sponsorship is contributing towards the costs of storage. We would
COSS NEWS Christchurch Page 1 October 2011
welcome donations to assist with costs. To those that have made contact with us re this we will
be contacting you within the next few weeks.
COSS Newsletter and updating contact information:
We are in the process of updating our database and mailing lists. If you haven’t received a COSS
newsletter it may be that we have your information recorded incorrectly. Please let us know at
newsletter@ccoss.org.nz or (03) 366 2050 if this is the case. We would appreciate it if you could
circulate the newsletter through your networks so we can also pick up on people and
organisations we may have missed along the way. If you have an item that you would like to see
in the newsletter you can email that to newsletter@ccoss.org.nz as well.
We will also forward emails of interest to the sector as we receive them but a good way to keep
up to date is by visiting www.chch3.net.nz .
We would also like to say we really appreciate your ongoing support through annual membership
fees and donations which help us continue to provide our service in the sector.
One Voice Te Reo Kotahi
Speaking from the NGO sector
Sector News
One Voice Te Reo Kotahi is a collective of NGO / community organisations formed to ensure that
the voices of organisations that are not formed by government or commerce are heard in the
rebuild of greater Christchurch. We are a recently formed council that anticipates future work
towards the rebuild, and will be promoting the voices within the sector and referring to the
expertise those voices can provide.
We are grounded in community and driven by the grassroots. We have extensive knowledge of
and access to the many communities that make up Christchurch. Therefore we are able to
gather up and summarise diverse voices.
We have submitted to CCC, and are currently beginning to engage with CERA. If you are an
NGO / community organisation / non-profit organisation with an interest in the rebuild of Greater
Christchurch, One Voice Te Reo Kotahi stands by you. In whatever comes next, we want to
make sure your voice is heard. If you wish to be included in our informational emails, or if you
are interested in helping us amplify the voices of the sector, please register your interest at the
Youth Health Hub to Reopen
Christchurch youth will have access to a new central health hub with the 198 Health Centre set to
reopen this month. The centre, operated by the Korowai Youth Wellbeing Trust, is located on a
site at the corner of Barbadoes and Gloucester Streets and aims to provide a range of youth
health services with a particular focus on young people who are vulnerable to harm. The original
COSS NEWS Christchurch Page 2 October 2011
198 centre closed in April 2010 due to funding cuts by the CDHB. Doctors continued to see
clients at The Clinic located in the CTV building which collapsed in the February earthquake.
Dr Sue Bagshaw, who founded the trust at the end of last year, said there was a clear need for a
centralised youth health provider due to the lack of youth health services in the city after the
earthquakes. “It’s a really positive idea since young people will be able to come to one place for
all their health needs. We’ll have a collection of buildings all providing different services so we
can work together to provide the best care”.
The re-establishment of the centre has been assisted by fundraising organised by Phillippa
Wintle and Haya Al-Ani. Ms Al-Ani’s father Husam Al-Ani worked as a volunteer doctor for the
198 centre and was killed in the CTV building collapse. Ms Wintle and Ms Al-Ani founded a
charity called One Nine Eight which has been selling t-shirts with images donated by artists. They
have raised $10,000 of the $50,000 required to get the new centre up and running. The Mainland
This year hasn’t been that easy, so we need to make this a week where we can encourage
each other to take some time to focus on these messages together.
Ethnic Business Recovery Programme for Christchurch
Representatives of the ethnic business sector and business professionals met recently to work
through the challenges of the earthquake recovery process. It was also a great boost for the
meeting held at the newly opened Christchurch Migrants Centre at 166 St Asaph St.
The ethnic business sector in Christchurch has been hit hard by the earthquakes. Many have
COSS NEWS Christchurch Page 3 October 2011
lost not only their business but in many cases, their attached homes also. A number of dairy
and restaurant owners and leaseholders for example, have faced a double blow.
The aim of the meeting was to discuss assistance programmes comprising forums, mentoring,
coaching and training to help ethnic businesses through the recovery phase. Many are finding it a
challenge and require help in their negotiations with officials and authorities.
The meeting provided an opportunity for those affected to voice their individual concerns or those
of their fellow ethnic community members. Mentors and business recovery advisors in
attendance provided an overview of how their services could be utilised to assist those in need.
The Canterbury Business Association hopes to be in a position later this month to facilitate this
process, and will provide further details once their programme is finalised.
Launching this ethnic business recovery programme is an encouraging step forward for our 160
ethnic communities in Christchurch.
Christchurch Earthquake Mayoral Relief Fund
Purpose of the Fund
Following the 22 February 2011 earthquake the Christchurch Earthquake Mayoral Relief Fund
(“The Mayoral Earthquake Relief Fund”) was established to provide money for any charitable,
benevolent, philanthropic or cultural purpose related to the adverse effects of the 4September
2010 and 22 February 2011 earthquakes.
The Mayoral Earthquake Relief Fund will provide support for any activities or works required as a
result of the earthquakes that:
(a) contribute to the rebuilding of the social and physical infrastructure of Christchurch; and
(b) assist in:
(i) remedying hardship by individuals, groups, community organisations and businesses;
and/ or
(ii) protecting or repairing damage to the physical fabric of the city.
The Mayoral Earthquake Relief Fund is distinct from the Christchurch Earthquake Appeal Trust
which is promoted by central government, the Canterbury Earthquake Heritage Building Fund
which operates under its own trust deed, and the Mayor’s Welfare Fund which also has its own
trust deed. It is also distinct from appeals promoted by other organisations such as the Red
Cross and the Salvation Army.
Please note that it is not the intention of the Mayoral Earthquake Relief Fund to assist private
individuals with the funding of repairs to private property.
The Fund is open to individuals, groups, community organisations and businesses.
Any proposal to apply for funds held by the Mayoral Earthquake Relief Fund will be subject to the
approval of the Council, on the Mayor’s recommendation, in a formal public meeting. Applicants
Todd Foundation Christchurch Earthquake Recovery Fund
Our $1.84m Todd Foundation Earthquake Recovery Fund set up through donations from the
Todd Corporation, Todd family members and Todd staff has now started its grant programme to
not-for-profit organisations in Christchurch and Canterbury.
Our focus
The Todd Foundation Earthquake Recovery Fund funding will focus on two key areas:
● Engaging communities in recovery and renewal
● Supporting the recovery of the Canterbury not-for-profit sector
Our approach
The Todd Foundation Earthquake Recovery Fund’s approach includes:
● Using a quick and simple online application form.
● Making funding decisions regularly; at least every four – eight weeks and more often
when required. Decisions on initial funding will be made by a committee consisting of
Christchurch residents Charles Reid, Helena Francis and Garth Nowland-Foreman and
Todd Foundation trustees Tom Lambie, Malcolm Whyte, Georgina Ralston and David
Moloney.
● Working closely with other funders wherever possible. As a first collaborative step we are
planning to contract a Christchurch-based project manager in partnership with the Tindall
Foundation. We are also working with Philanthropy NZ to support further funder
collaboration.
● All funds donated into the Todd Foundation Earthquake Recovery Fund and interest
earned will directly benefit Canterbury organisations. Overheads and administration costs
will be met by the Todd Foundation.
Earthquake Assistance Centre
The Earthquake Assistance Centre (EAC), designed to provide information and assistance for
insured red-zone homeowners deciding on Government offers to buy their properties, has now
opened. It is not designed to provide a dispute resolution service between homeowners and
insurance companies, nor a forum for negotiating individual settlements. It can, however, provide
information to help people decide on a purchase option, if any. The centre is managed by CERA
and there will be staff from Christchurch City Council, Canterbury Earthquake Temporary
Accommodation Service (CETAS), the Earthquake Commission (EQC), Community Law
Canterbury and some insurance firms. The concept of a one-stop-shop is excellent, as is the
location at the Avondale Golf Club, 141 Breezes Road, Avondale. It’s open 10.00 am to 6.30 pm
Monday to Friday, 0800 RING CERA (0800 7464 2372).
Community Energy Action Curtain Bank
The Curtain Bank has relocated to Unit 8/310 Wilsons Road, Christchurch and will be closing
from 21st October 2011 until March 2012. To use this service next year the process will be a
referral from a partnership agency http://www.cea.co.nz/curtain-banks/ who will provide the client
with a voucher that they will need to produce on their arrival at the Curtain bank. Any enquiries
can be directed to CEA Ph: 379 6959.
Community Energy Action launches exciting new home energy check service
In 2009 Community Energy Action launched the Home Energy Advice Centre (HEAC). Over the
last two years we’ve learned a lot about we can help people more effectively and we are reshaping
our advice service into one that is more targeted and gets advisers into people’s homes.
CEA now provides a subsidised home energy check (HEC) as well as free telephone advice. A
HEC includes practical advice about the whole house and is targeted to the specific
characteristics of the house. It incorporates a whole range of issues (not just heating and
insulation) including high electricity bills, dampness and condensation, hot water, glazing,
lighting, ventilation, and electricity provider. Advisors also take into account the unique concerns
and circumstances of the householder.
It costs Community Energy Action $250 to deliver a Home Energy Check. However thanks to the
generous sponsorship from Christchurch Agency for Energy, Orion, and MainPower, a limited
number of HECs may be available at no cost to high need, vulnerable households. We can also
provide a subsidised check for people living in HNZ or CCC housing. HECs are also available at
COSS NEWS Christchurch Page 7 October 2011
just $40 for Community Service Card holders and $100 for all other households – and that
includes all COSS members!
We are also seeking referral agency partners who have a professional interest in improving the
energy efficiency, warmth and comfort of their client’s home. Key requirements to be a referral
partner are:
· agency staff must visit client homes.
· agency staff are prepared to refer clients directly to CEA advisors, rather than relying on
households to contact CEA.
For more information about HECs, to request a check for your clients or yourself, or discuss
becoming a referral partner agency call 0800 388 588, or email energyadvice@cea.co.nz.
A welcome relief for Christchurch - De-stress workshops
The Art of Living is offering De- Stress workshops for free (usually $250) which give people the
tools to overcome the stressful affects of the earthquakes.
Over 30 years of experience and numerous scientific studies have been undertaken over the
years, we can say with conviction that the techniques we teach really work! The same
techniques taught on this course have been effective in relieving stress symptoms after 9/11, the
December 2004 tsunami and 2005’s Hurricane Katrina, and over 400 Cantabrians since the
September 2010 earthquake. Scientific studies show that the programs can help people of all
ages. www.aolresearch.org
Of the over 400 Cantabrians who have benefited so far:
> 90% experienced improved quality of sleep, clarity of mind & thinking;
> 90% found improved emotional stability & feeling of calmness;
> 95% found the course beneficial & recommend it to friends & family.
“So relaxed, finally able to sleep well since the earthquake” Linda
“Before I was very sleep deprived and feeling often negative - flying into states of stress very
easily, now I feel a lot more centered, and grateful to have a tool which I can use and enjoy each
day, knowing it can clear me out.” Sazkia
“Before I was extremely unhappy, scared of the future, now I feel so calm, never felt like this
ever; it is like a miracle.” Barbara
As you can see the workshops have been invaluable to many many people, but we would like to
extend the opportunity to as many more people as possible to also benefit.
Please include the information on your community notices and pass to your presenters who may
also be interested. If you would like to find out any more about the project or to have a volunteer
from the organisation on your show- we would be happy to do this :-)
National Residents’ Associations Conference
Last year’s National Residents’ Associations Conference brought together over 100 individuals
from around the country to meet, network and discuss common issues.
It was originally planned for a second, larger conference to be held this year in Christchurch, but
Mother Nature put a hold on that!
The challenges posed by the Canterbury earthquakes and the subsequent socio-politicaleconomic
situation present a number of opportunities to explore and share unique experiences.
Thus, the decision to hold this second national conference in Christchurch is straightforward.
Finding a venue and arranging the logistics of the conference will be slightly more challenging!
At this stage we expect to hold the 2nd National Residents’ Associations Conference in
Christchurch on or about March next year. Between 500 and 1,000 delegates are expected.
According to one of the organisers Mike MacLeod, the conference will be “an aspirational
gathering of community agitators, plotters, planners and pacifiers” who work invisibly in towns
and suburbs from Northland to Bluff.
The conference will span a weekend and feature domestic and international speakers who will
directly address current and future issues relevant to our society.
Former Christchurch Mayor and NZTA Board Member Garry Moore has joined the team early
and has agreed to present a keynote speech.
Opportunities exist for conference organisers, speakers, set-up crew, sponsors, and a wide
variety of other volunteer roles.
Registration for the event will open in January, however those interested in assisting prior to the
conference or on the day can register their interest by emailing 2012@residents.org.nz .
Regular updates will be available online at: www.residents.org.nz/2012
