The Colleyville Area Chamber is a reflection of all of our businesses and of our<br />

community. The economy is on a slow process of recovery. Because of this,<br />

everyone is doing more with less. We are working more hours and putting more<br />

energy into our businesses.<br />

The Chamber has been doing the same. The Board of Directors has passed a lean<br />

budget for this year, recognizing we need to do more with less income. The staff<br />

has worked hard to reduce our expenses as much as possible. Now we all need to<br />

pull together to utilize the Chamber and a great means to grow our businesses.<br />

There are many low cost or no cost ways to do more for your business.<br />

One of the most effective ways to take advantage of the Chamber is to become<br />

involved in one of the networking groups of the Chamber. These groups become<br />

promoters of our individual businesses and spend time understanding the unique<br />

products and services our businesses offer. We all can use more positive word of<br />

mouth advertising.<br />

We recently held our Awards Banquet where we recognized the outstanding<br />

service of many volunteers in the Chamber and in our community. This was a<br />

great time to celebrate the past. Now we look forward to one of the most enjoyable<br />

events of the Chamber: City Slickers. This has been a long-standing tradition of<br />

our Chamber that many in our community enjoy attending.<br />

City Slickers provides another means for you to market your business to the<br />

Colleyville area community through sponsorships, donating auction items or<br />

volunteering on the committee. Make plans to join us on May 16 at the Grapevine<br />

I wanted to thank you for a great first six<br />

months. This has been my first Chamber<br />

experience and I have been pleasantly<br />

surprised. From the very welcoming<br />

Ambassadors to the ever accommodating<br />

staff – you guys know how to make a new<br />

chamber member feel at home!<br />

As a guest at the August Monthly<br />

Chamber Lunch, I learned first hand<br />

the effectiveness of being involved in a<br />

chamber. I was a new member and gave<br />

my 30 second “commercial” to the large<br />

crowd in attendance. As I walked off stage<br />

and headed back to my seat, another<br />

guest reached out for my arm and said he<br />

wanted to meet me after the lunch. That<br />

Volunteering as a medical missionary, Dr. Anderson spent<br />

nearly six months in the Fiji Islands, working with and<br />

introduce myself. My name is<br />

Steve Dye, and I am honored to<br />

be Colleyville’s new police chief. I<br />

began my career with the Houston<br />

Police Department in 1984 and<br />

served with the Garland Police<br />

Department the past 14 years,<br />

where I retired as an assistant<br />

chief to accept the position in Colleyville.<br />

I have been fortunate to work in several different capacities in<br />

my law enforcement career including, Patrol, Traffic, SWAT,<br />

Narcotics, and Mounted Patrol. I have been married for<br />

almost 25 years to my wife, Noemi, and we have two teenage<br />

daughters in high school.<br />

One of the main reasons I was interested in serving<br />

Colleyville is the outstanding reputation of the city and its<br />

unique character. Since starting last month, I have had a<br />

chance to meet many members of the Colleyville community<br />

and have been so impressed with the sincere and gracious<br />

welcome I have received. I look forward to getting to know<br />

many more of you in the weeks and months ahead. I am<br />

privileged to work with professional and caring City of<br />

Colleyville employees and will do my part to continue to<br />

provide the best city services possible.<br />

Under my leadership, our police department will continue to<br />

emphasize a community policing philosophy in the deliverance<br />

of a high level of police service. We will always understand<br />

Colleyville police are seeking cooperation from citizens and businesses to stop a recent<br />

rash of vehicle burglaries in the city. And they’re providing a means...and a reminder...<br />

to illicit that assistance: reintroduction of the Stop Thief/Hide-Lock-Take citizen action<br />

program. This time we need our businesses to get involved.<br />

In the coming weeks, Colleyville police will be working with local businesses to spread<br />

the Stop Thief!/Hide-Lock-Take message by agreeing to display a small sign on the<br />

front doors or front counters of local businesses. The police department will provide<br />

the signs.<br />

Since December, the city has seen an increase in vehicle burglaries. In roughly half of<br />

those instances, police found that the cars were left unlocked. Now police are cautioning<br />

drivers to hide your things, lock your car, and take your keys. The Colleyville Police<br />

Department hopes it’s a message that is heeded not only in the parking lots of local<br />

stores, gyms, and businesses, but at home while parked in the driveway—where many<br />

of the burglaries have occurred.<br />

Colleyville is indeed one of the safest cities in the Dallas/Fort Worth area. However,<br />

crime can happen anywhere and when people don’t take precautions, it becomes more<br />

likely that crime will happen here. Statistics show that vehicle burglaries are crimes of<br />

opportunity. If thieves can’t easily gain access to a car, home, or garage, they are more<br />

likely to choose another target.<br />

In 2008, the Colleyville Police Department launched the STOP THIEF! Program. The<br />

first of its kind in Texas, the program is simple, consisting of a printed placard placed<br />

on the car’s rearview mirror each time it is parked. The placard serves as a notice to<br />

potential thieves that there are no valuables in the car; it also serves as a reminder<br />

to vehicle owners to remove any valuables, including bags, purses, briefcases, money,<br />

laptops, radar detectors, etc.<br />

2009 and <strong>2010</strong> Tax Law Changes<br />

and How it Will Affect Your Business–<br />

Many of the tax breaks you have been enjoying are scheduled to expire in <strong>2010</strong>.<br />

Are you ready? Are you planning for the changes?<br />

In order to stimulate spending, the government allowed businesses the<br />

opportunity to reduce income, resulting in reduced tax liabilities, enabling<br />

small businesses to purchase equipment, hire staff, and market their business.<br />

So as a business owner, when filing your 2009 returns, some of the key tax<br />

considerations you should consider include: Depreciation of Assets, Bonus<br />

Depreciations, Vehicles, Lease Hold Improvements, and Payroll Filing.<br />

ASSET DEPRECIATION: Over the last 8 years, small businesses have been able<br />

to fully depreciate assets purchased in a single year. In 2009, businesses could<br />

deduct up to $250,000 from their revenues in depreciation, when total capital<br />

purchases are under $800,000. Do note, that if your business purchased over<br />

$800,00, the depreciation deduction would be decreased dollar for dollar over<br />

the $800,000 investment.<br />

However, there are always pros and cons. If your depreciation election increased<br />

your income dramatically, you will lose the depreciation benefit in future years,<br />

thus increasing your tax liabilities each year thereafter. To avoid this, you would<br />

not take the write off immediately and thus write off the asset over a period of years.<br />

Note, this eight year opportunity is set to expire in <strong>2010</strong>, so you may only be able<br />

to depreciate $25,000 on <strong>2010</strong> asset purchases.<br />

How you purchase and depreciate your assets should follow your business goals<br />

and strategies, not the other way around. Due to the complexity of the options, this<br />

is a topic that should be discussed with your CPA - it can make a huge difference<br />

in your tax liabilities.<br />

BONUS DEPRECIATION: Along with<br />

Depreciation of assets there is a Bonus<br />

Depreciation. This is another tax benefit to<br />

stimulate spending. The bonus depreciation<br />

allows you to write off ½ of your applicable<br />

property/assets in addition to the asset<br />

depreciation described above.<br />

The bonus depreciation can dramatically<br />

increase your after tax earnings and can<br />

be used to generate a loss. However, this is<br />

planned to expire in <strong>2010</strong>, so discussions<br />

with your CPA are essential to ensure you<br />

are not increasing your income significantly,<br />

thus increasing your tax liabilities in<br />

following years.<br />

VEHICLES: Another topic that continually<br />

changes are vehicle deductions. In the past<br />

there were a number of loop holes in vehicle<br />

write-offs. This is no longer the case.<br />

The only vehicles that have a 100% writeoff<br />

are heavy duty work vehicles that weigh<br />

over 6,000 lbs. These can be written off over<br />

a 7 year period. However, If your vehicle is<br />

under 6,000 lbs, then it is considered listed<br />

property and the write off amounts are:<br />

year 1 - $10,960, and years 2 through 7 -<br />

$2,960.<br />

This now begs the question - should you<br />

depreciate your vehicle or use mileage<br />

allowance reimbursements. The vast<br />

majority of circumstances indicate utilizing<br />

mileage is a sounder financial strategy. This<br />

again depends on the type of business.<br />

Many companies buy vehicles in the<br />

company name so they can write it off.<br />

Did you know that buying a vehicle in<br />

the company name makes you liable for<br />

Business Personal Property Tax (BPP)? If<br />

purchased personally, there is no current<br />

tax on this property. The counties are<br />

starting to ask and tax any property used<br />

in business whether owned personally or<br />

in a business name. The first target is the<br />

realtors and their personally owned cars.<br />

(Exceptions to this rule would include<br />

large fleets of vehicles that you tend to<br />

lease anyway.)<br />

Ready for a remodel? Think first before you<br />

begin in <strong>2010</strong>. From Oct 2004 to year end<br />

2009, businesses were allowed to improve<br />

their leases and write off the improvements<br />

over a 15 year period.<br />

Do not rely on the past; “TIMES<br />

ARE A CHANGING.” Work<br />

very closely with your CPA to<br />

ensure you are making the right<br />

decisions for your business.<br />

Unless there are changes to regulations,<br />

this is expected to expire in <strong>2010</strong>, meaning<br />

businesses will have to write off remodelling<br />

expenditures over 27.5 years for a rental<br />

property, and 39 years for non-residential<br />

- with no bonus depreciation! Something to<br />

consider before renovating.<br />

PAyROLL: Out of habit, many businesses<br />

filed a 941 (quarterly). If your business pays<br />

less than $1000 annual liability for social<br />

security, Medicare, and withheld federal<br />

taxes, you must file the 944 (annually), this<br />

saves you money and time in quarterly tax<br />

preparation.<br />

DIF SCORE: Another example of potential<br />

financial impact is surpassing your DIF<br />

score, which is a line the IRS uses to<br />

determine who will be audited–your CPA<br />

can help you determine how to best invest,<br />

depreciate, and plan for the future without<br />

exceeding your DIF score.<br />

Do not rely on the past; “times are a<br />

changing.” I encourage you to work very<br />

closely with your CPA to ensure you<br />

are making the right decisions for your<br />

The spring semester is a busy time in Grapevine-Colleyville ISD.<br />

We continue recognizing student and staff accomplishments,<br />

and celebrating the community partnerships that are vital to<br />

the success of the District.<br />

Ten GCISD schools made the list of higher performing schools<br />

for 2009 as determined by the National Center for Educational<br />

Achievement in conjunction with Just for the Kids. Schools are<br />

selected based on outstanding performance across multiple<br />

grades and years. GCISD schools making the list are: Bransford<br />

Elementary, Colleyville Elementary, Grapevine Elementary,<br />

Heritage Elementary, O.C. Taylor Elementary, Timberline Elementary, Colleyville Middle,<br />

Heritage Middle, Colleyville Heritage High and Grapevine High.<br />

Seven students qualified for the prestigious Texas All-State band and choirs. They performed<br />

in February at the Texas Music Educators Association Annual Convention in San Antonio.<br />

Participants were: Laura Bumgardner and Kelly Springer, both of CHHS; and Teresa<br />

Gottfredson, Dustin Norwood, Jordan Sakakeeny, Vanessa Todora, and Amanda Wills, all<br />

of GHS. Congratulations to these outstanding musicians!<br />

In February, 42 GCISD students attended the first North Texas Youth Leadership Institute, a<br />

two-day leadership conference involving 150 juniors and seniors from GCISD, Carroll ISD and<br />

Keller ISD. The conference focused on service leadership and on providing students with tools<br />

to prepare them as effective and motivated leaders. The event was an excellent opportunity<br />

for students to network with area business leaders and build leadership skills. Thanks to the<br />

Southlake Kiwanis and Carroll ISD for sponsoring the event for our area students.<br />

On a personal note, you likely have heard<br />

that I have been named the sole finalist<br />

for Superintendent of Richardson ISD.<br />

The news is bittersweet for me – I am<br />

excited about this new chapter in my life<br />

and extremely honored by the invitation<br />

to join hands with their team, but I will not<br />

forget the joy I’ve experienced as part of the<br />

GCISD family. I have thoroughly enjoyed<br />

my time in this community and did not<br />

make this decision without much thought<br />

and prayer. Since coming to GCISD, I have<br />

had the pleasure of working alongside<br />

dedicated professionals who care deeply<br />

about our students and are committed to<br />

instructional excellence. I am proud of all<br />

we’ve accomplished over the last 5½ years<br />

and commend our students, staff, parents,<br />

and community members for continued<br />

support of quality programs. Rest assured<br />

that GCISD is in good hands going forward.<br />

GCISD is successful because of this<br />

community’s passion, love for students,<br />

and commitment to being the best. As I<br />

look to the opportunities ahead, I thank<br />
