Introduction<br />
Indira Gandhi National Open University<br />
IGNOU was established <strong>in</strong> 1985 by an Act of <strong>India</strong>n Parliament to democratize higher education.<br />
The University provides cost-effective quality education to large sections of <strong>India</strong>n population. It<br />
adopts a learner-centric approach with a policy of openness and flexibility <strong>in</strong> terms of entry<br />
qualifications, duration, pace and place of learn<strong>in</strong>g for successful completion of programme.<br />
The University currently offers 141 programmes of study to over 1.5 million students <strong>in</strong> <strong>India</strong> and<br />
35 countries abroad mak<strong>in</strong>g it the largest s<strong>in</strong>gle University <strong>in</strong> the world. These programmes are<br />
offered <strong>in</strong> widely diverse areas and at different levels, Doctorate, Masters. Bachelor degrees<br />
<strong>in</strong>clud<strong>in</strong>g Diplomas, Certificates and awareness Programmes. IGNOU has established a network of<br />
55 Regional Centres, 5 sub regional centres and 1804 study centres all over the country with 41<br />
overseas centres. The academic programmes of the University have multi-media support with state<br />
of art facilities for the production of audio/video programmes and their dissem<strong>in</strong>ation through radio<br />
and television. The University also uses <strong>in</strong>teractive radio counsel<strong>in</strong>g as well as tele-conferenc<strong>in</strong>g to<br />
provide <strong>in</strong>teractivity <strong>in</strong> the teach<strong>in</strong>g-learn<strong>in</strong>g process. The University has 24 hours educational TV<br />
channel and educational satellite, EDUSAT.<br />
<strong>WWF</strong>-<strong>India</strong><br />
<strong>WWF</strong>-<strong>India</strong> is one of the largest conservation organization engaged <strong>in</strong> wildlife and nature<br />
conservation <strong>in</strong> the country. Established as a Charitable Trust on November 27, 1969, it has an<br />
experience of over four decades <strong>in</strong> the field. From a modest beg<strong>in</strong>n<strong>in</strong>g, the organisation propelled<br />
forward by the efforts of its founders and associates who volunteered their time and energy to lend<br />
momentum to this movement. A part of <strong>WWF</strong> International, the organisation has made its presence<br />
felt through a susta<strong>in</strong>ed effort not only towards nature and wildlife conservation, but sensitis<strong>in</strong>g<br />
people by creat<strong>in</strong>g awareness through capacity build<strong>in</strong>g and enviro-legal activism. A challeng<strong>in</strong>g,<br />
constructive, science-based organisation <strong>WWF</strong> addresses issues like the survival of species and<br />
habitats, wetland conservation, climate change and <strong>environmental</strong> education.<br />
School of Law<br />
The school strives to ensure high quality education and research through <strong>in</strong>novative, multi-media<br />
learn<strong>in</strong>g teach<strong>in</strong>g packages with a focus on learn<strong>in</strong>g practical aspects of <strong>law</strong>, acquitt<strong>in</strong>g legal skills<br />
and scholarship. Recognis<strong>in</strong>g the importance of legal education and demand for the programmes <strong>in</strong><br />
Law, IGNOU constituted a five member Committee <strong>in</strong> 1994 under Chairmanship of Prof. N.R.<br />
Madhava Menon an em<strong>in</strong>ent legal educationist. Prof. Menon’s Committee suggested develop<strong>in</strong>g
professional programmes <strong>in</strong> <strong>law</strong> <strong>in</strong>clud<strong>in</strong>g programmes <strong>in</strong> paralegal education, court adm<strong>in</strong>istration,<br />
<strong>law</strong> office management, legal aid adm<strong>in</strong>istration, occupation based and management oriented legal<br />
education for middle and top-level personnel <strong>in</strong> government and <strong>in</strong>dustry. The UGC Curriculum<br />
Development Centre <strong>in</strong> Law (CDC) setup <strong>in</strong> 1990 under the leadership of Prof. Upendra Baxi, an<br />
em<strong>in</strong>ent jurist also underscored the importance of Distance Education <strong>in</strong> Law as <strong>in</strong>clusive legal<br />
education for wider participation <strong>in</strong> legal profession, judicial appo<strong>in</strong>tments and government <strong>law</strong><br />
offices. The school of <strong>law</strong> organised a Bra<strong>in</strong>storm<strong>in</strong>g Session <strong>in</strong> June, 2007 to prepare a road map<br />
for legal education <strong>in</strong> <strong>India</strong>. The important recommendations of the Bra<strong>in</strong>storm<strong>in</strong>g session enabled<br />
the School of Law to plan and develop a range of programmes <strong>in</strong> <strong>law</strong>.<br />
Centre for Environmental Law<br />
The Centre for Environmental Law (CEL), established <strong>in</strong> 1993 as a legal arm of <strong>WWF</strong>-<strong>India</strong>, <strong>in</strong> the<br />
field of environment is a unique <strong>in</strong>stitution, comb<strong>in</strong><strong>in</strong>g research, education, tra<strong>in</strong><strong>in</strong>g <strong>in</strong>itiative with<br />
legal activism. It is the only <strong>in</strong>stitution of its k<strong>in</strong>d <strong>in</strong> the country and <strong>in</strong> the region, supported by the<br />
Government of <strong>India</strong> and various national and <strong>in</strong>ternational organisations <strong>in</strong>clud<strong>in</strong>g multilateral<br />
fund<strong>in</strong>g agencies. Apart from handl<strong>in</strong>g and further<strong>in</strong>g <strong>WWF</strong>-<strong>India</strong>’s conservation work <strong>in</strong>volv<strong>in</strong>g<br />
policy analysis, campaigns and legal <strong>in</strong>terventions on <strong>environmental</strong> issues, CEL serves as a resource<br />
centre for <strong>environmental</strong> <strong>law</strong> teach<strong>in</strong>g and research <strong>in</strong> the national, regional and <strong>in</strong>ternational<br />
<strong>environmental</strong> <strong>law</strong> and aims to fulfill a larger role for rule of <strong>law</strong>.<br />
Course Description<br />
IGNOU and <strong>WWF</strong>-<strong>India</strong> together will launch Post Graduate Diploma <strong>in</strong> Environmental Law <strong>in</strong><br />
January 2012. Centre for Environmental Law (CEL), <strong>WWF</strong>-<strong>India</strong> and School of Law (SoL),<br />
IGNOU will be coord<strong>in</strong>at<strong>in</strong>g the programme.<br />
An important feature of SoL and CEL’s educational activities will be the Post-Graduate Diploma<br />
Programme <strong>in</strong> Environmental Laws. It is be<strong>in</strong>g <strong>in</strong>troduced to provide an <strong>in</strong>-depth exposure to<br />
participants on issues, <strong>in</strong>stitutions and <strong>in</strong>itiatives <strong>in</strong> the field of <strong>environmental</strong> <strong>law</strong> and policy. SoL &<br />
CEL will be conduct<strong>in</strong>g the programme for a better understand<strong>in</strong>g of green <strong>law</strong> issues poignant<br />
worldwide, particularly <strong>in</strong> the <strong>India</strong>n context.<br />
The hallmark of the PG Diploma programme will be convenient, quick <strong>environmental</strong> <strong>law</strong> for those<br />
who are seek<strong>in</strong>g to enrich their professional knowledge. Ow<strong>in</strong>g to the requirements of<br />
students/professionals from different fields, we will be mak<strong>in</strong>g the programme available through<br />
‘distance mode’ & ‘onl<strong>in</strong>e mode’.
Course Objective:<br />
♦ Increase understand<strong>in</strong>g on key issues related to National as well as International Environmental<br />
Law & Policies<br />
♦ Develop knowledge on the International Legal & Policy context on thematic issues related to<br />
environment<br />
♦ Enhanc<strong>in</strong>g skills on legal <strong>in</strong>terventions for environment protection<br />
♦ Promote network<strong>in</strong>g and shar<strong>in</strong>g of experiences among participants to actively contribute towards<br />
conservation<br />
Participants:<br />
The <strong>diploma</strong> program provides opportunities for <strong>law</strong> <strong>graduate</strong>s and professionals work<strong>in</strong>g <strong>in</strong> the<br />
field of environment to enrich their understand<strong>in</strong>g of <strong>environmental</strong> <strong>law</strong>. Law <strong>graduate</strong>s, Legal<br />
practitioners, Environmental professionals, Media and NGO personnel seek<strong>in</strong>g to enrich their<br />
professional knowledge are encouraged to apply.<br />
Instructional system:<br />
The course <strong>in</strong>cludes multi-media approach, that is, self-<strong>in</strong>structional pr<strong>in</strong>t material (for distance<br />
mode students), soft copy resource material (for onl<strong>in</strong>e mode students), audio-video programmes,<br />
assignments, on-l<strong>in</strong>e counsel<strong>in</strong>g, teleconferenc<strong>in</strong>g and <strong>in</strong>teractive radio counsel<strong>in</strong>g.<br />
Post-Graduate Diploma <strong>in</strong> Environmental Law programme is of 32 Credits (one credit is equivalent<br />
to 30 student hours). It consists of 7 courses - 6 theory courses (Course I-VI) are of 4 credits each<br />
and Course VII is of 8 Credits. All the courses are compulsory.<br />
Medium of <strong>in</strong>struction would be ‘English’ only.<br />
PG Diploma <strong>in</strong> Environmental Law will be offered through ‘Distance’ and ‘Onl<strong>in</strong>e’ mode.<br />

Eligibility:<br />
Graduates from any discipl<strong>in</strong>e can apply. Preference would be given to those who are work<strong>in</strong>g <strong>in</strong> the<br />
field of Environment or want to make a career <strong>in</strong> the field of environment.<br />
Course Duration:<br />
The PG Diploma <strong>in</strong> Environmental Law will commence <strong>in</strong> the month of January 2012 and will end<br />
<strong>in</strong> the month of December 2012. The one year programme will be held through ‘distance and onl<strong>in</strong>e<br />
mode’. Each course will have the follow<strong>in</strong>g evaluation pattern:<br />
30% - Internal Assessment<br />
70% - For Distance mode – Submission of term end paper (Course VII) & Term End Exam<strong>in</strong>ation<br />
to be held <strong>in</strong> December 2012. Exam<strong>in</strong>ations will be conducted <strong>in</strong> specified IGNOU centres for<br />
proper monitor<strong>in</strong>g. For Onl<strong>in</strong>e Mode students – six assignments (for each theory paper), six course<br />
essays (for each theory paper) and submission of a term end paper.<br />
Course Fees:<br />
Distance Mode - The course fee of Rupees 10,000/- should be sent through demand draft <strong>in</strong><br />
favour of “IGNOU-Delhi” payable at New Delhi along with application form. This covers tuition<br />
