This year too, the admission<br />

period is almost over and<br />

lurking ahead is the need<br />

for a good hostel in the city. Even<br />

after admissions into the sought after<br />

colleges like Cotton College, B.<br />

Barooah, Handique Girls College<br />

and Guwahati Commerce College,<br />

the students have not been able to<br />

find accommodations in the college<br />

hostels. Due to the non-availability<br />

of seats or non-existence of<br />

girls hostels in some of the colleges,<br />

every year a large chunk of the students<br />

opt for private ones. On one<br />

hand, this has contributed to the<br />

mushrooming of private hostels<br />

in and around the city and on the<br />

other, it has led to the growing concern<br />

of security <strong>issue</strong>s of the boarders.<br />

Moreover, due to the high fees<br />

charged by the private hostels, accommodation<br />

in college hostels<br />

is more preferable for most of the<br />

students.<br />

College hostels<br />

Being one of the most prestigious<br />

colleges of the region, Cotton<br />

College naturally draws students<br />

from all across the Northeast. The<br />

admissions for both the higher secondary<br />

and degree courses is over<br />

for the academic session 2013-14<br />

and around 1400 students have enrolled<br />

themselves.<br />

Altogether, the college has seven<br />

hostels for boys and only three<br />

hostels for girls and accommodation<br />

is provided strictly based on<br />

merit.<br />

“Altogether 490 and 329 seats<br />

are available in the boys’ and girls’<br />

hostels respectively .Though, some<br />

forty odd seats remain vacant in<br />

the boys hostels throughout the<br />

year, it is hard to accommodate the<br />

girls in the three ladies college hostels.<br />

In fact, if we add another five<br />

hundred seats to the girl’s hostels,<br />

all of them will be taken,” Convenor,<br />

hostel advisory committee,<br />

Cotton College, Arun Sharma told<br />

G Plus.<br />

In order to mitigate the situation,<br />

the college is now looking forward<br />

to renting private buildings<br />

where more number of girls can be<br />

accommodated.<br />

“We are now looking for private<br />

buildings near the college, so<br />

receipt for the fees paid.<br />

Whenever there is any vacancy,<br />

the hostel owner puts up a<br />

board in front of the house.<br />

There is no security guard in<br />

our hostel. I am thinking of<br />

shifting the hostel, but I do not<br />

have too many option as this<br />

place is near to my college,<br />

that we can accommodate more<br />

of our girl students. The boarders<br />

might have to pay a bit more for<br />

that, but they will be able to stay<br />

secure, as the college management<br />

itself will look after the hostel,”<br />

Sharma added.<br />

Regarding the fee structure of<br />

the hostels, he stated that a student<br />

has to pay Rs 3000 as security fee,<br />

which is refundable. Apart from<br />

that, Rs 1500 and Rs 500 is taken<br />

from a student as establishment fee<br />

(or seat rent) and miscellaneous<br />

fee respectively for a year. A maximum<br />

of Rs 50 is charged per day<br />

for food, provided three times to<br />

the boarders.<br />

The situation of accommodation<br />

of girls in Handique girl’s college<br />

is more or less the same as that<br />

of Cotton College.<br />

“We have around 150 seats<br />

available in the college hostel and<br />

we provide hostel accommodation<br />

to the degree students only.<br />

Although, we have received a huge<br />

number of applications seeking<br />

hostel accommodation, it is not<br />

possible for us to provide the facility<br />

to all of them. Due to the limited<br />

number of hostel seats, we have<br />

been providing accommodation in<br />

the hostel strictly on the basis of<br />

merit,” Principal, Handique College,<br />

Indira Bordoloi stated.<br />

Another two prominent colleges<br />

of the city, B Barooah and<br />

Guwahati Commerce Colleges do<br />

not have hostel facilities for girls.<br />

“We do not have sufficient land<br />

to build girls’ hostels in our colleges,”<br />

the authorities of both the<br />

colleges stated.<br />

Mushrooming<br />

private hostels<br />

Owing to the huge gap in the<br />

demand and supply of hostel accommodation,<br />

especially for girls,<br />

several private parties have made<br />

their entry into the city. Apart<br />

from a handful of quality private<br />

hostels, most of them are operating<br />

in the city without offering basic<br />

facilities to the boarders.<br />

The situation now has reached<br />

such a state that anyone, who owns<br />

a house in Guwahati, can start a<br />

hostel or a paying guest (PG) accommodation.<br />

Some people have<br />

even done it in rented apartments.<br />

A few of them though, have<br />

registered themselves with the<br />

GMC (Guwahati Municipal Corporation)<br />

or own a trade license.<br />

According to the data available<br />

with the GMC, presently there are<br />

70 private hostels for girls and 18<br />

private hostel accommodations for<br />

boys in the city. The GMC is aware<br />

of the numerous unregistered hostels<br />

and PGs operating their business<br />

in the city but have no records<br />

of these and the police too does not<br />

have any comprehensive data.<br />

“We receive complaints of disputes<br />

between the building owner<br />

and the tenant who runs the hostels<br />

in rented buildings. Sometimes, we<br />

receive complaints from the neighbourhood<br />

getting affected by the<br />

hostel. On the basis and nature of<br />

the complaints, we dispose them.<br />

Besides, we have the authority to<br />

close down a private hostel, if we

find the particular entity violating any norms or operating without legal permission,”<br />

chief health and senior veterinary officer, GMC, Arun Sharma told<br />

G Plus.<br />

Boarder’s Misery<br />

While most of the boarders of the private hostels end up in misery, quite<br />

a few have been lucky as well.<br />

Rashmi (name changed), a student of B. Barooah College, who stays in a<br />

private hostel in Uzan Bazar area, is quite discontent over the mean behaviour<br />

of the warden and the monotonous diet of the hostel.<br />

“When I first came here looking for accommodation, the warden seemed<br />

to be very kind and had said that the hostel provided good quality food and<br />

24 hours running water. We believed her then, but soon, I realised that the<br />

food was horrible. The warden does not listen to any of our complaints,” she<br />

stated.<br />

Rashmi further mentioned that she has been paying Rs 4,500 per month<br />

for the meagre facilities. The hostel even charges separately for the charging<br />

of mobile phones and laptops.<br />

“We are not given any money receipt for the fees paid. Whenever there<br />

is any vacancy, the hostel owner puts up a board in front of the house. There<br />

is no security guard in our hostel. I am thinking of shifting the hostel, but I<br />

do not have too many option as this place is near to my college,” Rashmi said<br />

with a tinge of concern.<br />

Apart from a few boarders staying in the private hostels of the city, most<br />

of the girls have to face situations like Rashmi. The area<br />

near Uzan Bazaar, including Barowari, Chenikuthi, Guwahati<br />

Club and Pan Bazaar is seeing a trend of growing<br />

number of private hostels and PGs, since all these places<br />

are near to the three most prominent colleges - Cotton<br />

College, B Barooah and Handique. But, now the other<br />

parts of the city too are witnessing the growth of private<br />

hostels.<br />

Regarding the facilities being provided to the boarders<br />

of Nabagiri hostel, situated at Barowari, Indrajit<br />

Barua stated, “When we started our hostel way back<br />

in 1994, we charged Rs 850 per month from a boarder.<br />

But, now the situation has changed and due to the soaring<br />

prices, we have to charge more. On an average, now<br />

we have been taking Rs 3500 per month from a student.<br />

Though, sometimes this amount fall short for us to run<br />

the hostel, we are trying to provide the basic and good<br />

facilities to the boarders”<br />

Meanwhile, the district administration too have become<br />

proactive and after getting frequent complaints<br />

regarding the operation of unregistered hostels and PGs<br />

and non-compliance of promised services by some hostels<br />

in the city, it has intervened into the matter.<br />

RAIS act, have asked the unregistered hostels and PGs<br />

to get themselves registered with the concerned authority.<br />

Forms have been <strong>issue</strong>d and we have asked the hostel<br />

owners to submit the duly filled-up forms before August<br />

14. We have also asked them to submit information<br />

about the boarders. Until and unless all the private hostels<br />

or PGs are registered, we won’t be able to inspect or<br />

monitor them. If we find any unregistered entity after the<br />

stipulated period, we will take strict actions against them<br />

under the SARAIS act,” as source at district administration<br />

told us.<br />

The source also mentioned that it has been receiving<br />

verbal complaints against some of the private hostels<br />

and PGs now and then. However, due to lack of proper<br />

records, the administration has found it difficult to restrain<br />

the unauthorised commercial entities.<br />

In the last few years, Guwahati has only seen a significant<br />

rise in the number of institutes. This has led to the<br />

demand for students’ accommodation go up resulting in<br />

unaccounted mushrooming of hostels, PGs and apartments.<br />

While, this might seem like progress, the unregulated<br />

method has also made students vulnerable due to<br />

their desperation. Although the District Administration<br />

has initiated steps to keep this in check, it remains to be<br />

seen how much of it is practically possible.

As elders become physically<br />

frail, they lose the ability<br />

to stand up to bullying and<br />

cannot fight back if attacked. Their<br />

senses might not be as clear as they<br />

were, leaving openings for people to<br />

take advantage of them.<br />

A newborn always seems to<br />

make life beautiful and everything<br />

becomes happy and fresh. Parents<br />

love and care for their children and<br />

shower affection upon them. They<br />

are brought up with the expectations<br />

of fulfilling many dreams in<br />

the future and support their parents<br />

in their old age. But, how well<br />

founded is their trust and belief?<br />

Recently, I helped an old lady<br />

cross the busy G.S Road. She simply<br />

thanked me and went along leaving<br />

me thinking – how could someone<br />

leave an old woman like her to this<br />

crowded, reckless and hostile city?<br />

It is obvious that the question is<br />

cliché and no one has the time to<br />

even think on them for a second in<br />

this chaotic world, but then, it is a<br />

concern that does warrant some<br />

thought and questioning.<br />

The scenario<br />

Despite the fact that everyone<br />

likes to ‘talk’ about their concern towards<br />

the elderly, not everyone likes<br />

spending time with them! They are<br />

neglected, isolated and even abused.<br />

This is not a new phenomenon, but<br />

it was shocking to find out that Guwahati<br />

was quite high up the list in<br />

the elder abuse charts.<br />

45-year-old Podumi Das was<br />

leading a seemingly<br />

happy life with<br />

her husband some<br />

20 years back. After<br />

three years of<br />

marriage, her husband<br />

eloped with another woman<br />

and soon, her in-laws too abandoned<br />

her. She was left with her<br />

4-year-old-son and some money<br />

from her in-laws and parents which<br />

she spent on bringing him up and<br />

his education. However, Podumi<br />

holds a very strange view - “Children<br />

are of no use these days. It is<br />

better to have no kids rather than<br />

wasting your entire life on them.”<br />

The 45-year-old justifies her feeling<br />

by continuing, “My son lives<br />

with his wife and children. I spent<br />

everything on him but now I have<br />

to work in other people’s homes as<br />

a helper. My son leads a decent life<br />

but I don’t ask money from him<br />

because my daughter-in-law has a<br />

problem with that.” Stressing more<br />

on the <strong>issue</strong>, she said, “My son got<br />

married three years back and soon<br />

my children don’t have time to even<br />

get that for me. how will they support<br />

me when I retire?<br />

after his marriage, I started having<br />

small conflicts with my daughterin-law<br />

and the <strong>issue</strong> continued till<br />

my son suggested that we should<br />

live separately.”<br />

City based businessman, Dilip<br />

Kumar has three<br />

sons and feels that<br />

after he retires, he<br />

will have a tough<br />

time as he is almost<br />

certain that<br />

his children will not support him<br />

afterwards. “I have three sons and<br />

one of them is married. He started<br />

living separately with his wife. Another<br />

one of my sons is getting married<br />

this year and my youngest one<br />

is busy enjoying his life with friends.<br />

They don’t care about our happiness<br />

and likings. I like chewing tamul<br />

but my children don’t have time to<br />

even get that for me. How will they<br />

support me when I retire?” Kumar<br />

said.<br />

62-year-old renuka Das, who<br />

stays in a city<br />

based old age<br />

home Amar Ghar,<br />

has a different<br />

story. She narrates,<br />

“I used to live with<br />

my husband in West Bengal till<br />

last year. As he is grown old and<br />

we don’t have any kids, my in-laws<br />

decided that I should start living<br />

in Dibrugarh which is my paternal<br />

home town. When I reached there,<br />

my brothers and nephews lied to<br />

me that we are going to Guwahati<br />

for a tour and on reaching here,<br />

they brought me to this home and I<br />

realised that they have arranged for<br />

me to be at an old age home. Since<br />

then, no one has come to visit me<br />

and I have not been able to contact<br />

my husband. I feel like a burden to<br />

them... I will live here till I die.” Renuka<br />

was a government employee<br />

and receives pension, which helps<br />

her.<br />

The first member who started<br />

living in Amar Ghar was Kusum<br />

uzir who has been there since<br />

2003. She sounded<br />

happy when she<br />

spoke to us and<br />

said, “I decided to<br />

stay here after my<br />

husband died. My<br />

son is a lawyer at the Gauhati High<br />

Court and my daughter works in<br />

Kolkata. I have a daughter-in-law<br />

and grand children who visit me of-<br />

assam stands 2 nd in the<br />

national Elder abuse chart, as<br />

per a survey done in 2012...<br />

ten. I decided to come here since I<br />

was feeling lonely at home, as other<br />

family members were very busy.<br />

Now I enjoy it here.”<br />

Young thought<br />

It is obvious that our society<br />

and cultural values make us mostly<br />

blame the youth for neglecting their<br />

elders. 28-year-old Rupam Deb,<br />

who stays away from his parents<br />

with his wife and kids, describes<br />

the scenario. He expressed, “After I<br />

got married, my father and mother<br />

started having conflicts with my<br />

wife. I used to come home late because<br />

of my job and every night, I<br />

had to listen to complaints from<br />

both my mom and spouse. Initially,<br />

I did not pay too much attention to<br />

the <strong>issue</strong>s but after a few days, it became<br />

impossible for me.” When we<br />

asked him his reason for moving<br />

away, he replied, “My father uses a<br />

lot of foul language. I understand<br />

when he uses it with me or my<br />

mother, but he started doing that<br />

with my wife. He started verbally<br />

abusing her and behaved very rudely.<br />

He used to taunt at us because<br />

we were staying in his house. That<br />

was the last straw and I decided to<br />

stay away from my parents.” He<br />

further added that it is not just the<br />

youth who have to understand, but<br />

the elders have to change their attitude<br />

too, according to the changing<br />

times.<br />

Arup Das, a government employee<br />

is of the view that the idea of<br />

a joint family is fading out. He stays<br />

with his wife and a daughter and<br />

visits his parents occasionally. Das<br />

said, “I decided to stay away from<br />

my parents after getting married. I<br />

do not provide any financial assistance<br />

to them, but when they retire,<br />

I will certainly have to do that.<br />

Whatever the world says, I think it’s<br />

my practical decision. My wife’s and<br />

my parents mentality do not match.<br />

There is a communication gap between<br />

them, which leads to misunderstandings<br />

and conflicts. So, it’s<br />

better to stay away and stay happy.”<br />

There are many NGOs working<br />

for the wellbeing of the senior<br />

citizens and HelpAge India is one<br />

of them. According to a survey<br />

conducted by them in 2012 which<br />

involved interviewing 5,400 senior<br />

citizens across 20 cities, Bhopal was<br />

found to be leading the pack with<br />

almost 77 per cent elders stating<br />

they faced abuse, while Guwahati<br />

recorded 60.55 per cent (see chart).<br />

The report threw up other interesting<br />

findings like, for example, in<br />

over 60 per cent of the cases, the son<br />

was perpetrating the abuse, while<br />

daughters-in-law were responsible<br />

for 24 per cent of the cases. More

According to 2012 HelpAge India survey on elder abuse<br />

than 50 per cent of those surveyed<br />

said they had been facing abuse for<br />

more than five years and a high percentage<br />

claimed disrespect and neglect<br />

were the main forms of abuse<br />

they faced. Only 44 per cent of<br />

those abused reported it, while the<br />

remaining chose not to as they were<br />

concerned about ‘family honour’.<br />

HelpAge India Northeast head<br />

Nilondra Tanya feels that since the<br />

last 5 to 10 years, the situation has<br />

been changing and senior citizens<br />

are getting affected in Guwahati too.<br />

He said, “Abuse, neglect and isolation<br />

are part of elderly abuse. The<br />

generation gap between the senior<br />

citizens and the youth has a big part<br />

to play in that. Due to modernisation,<br />

the traditional values are fading<br />

out and the youth are becoming<br />

self-centric and busy with their<br />

own lifestyle.” He further added<br />

that many of them think that the elders<br />

are not relevant to the society.<br />

Tanya expressed, “The government<br />

also has not recognised the elders as<br />

a section which has an <strong>issue</strong>. Policy<br />

makers feel the scenario is not yet<br />

alarming.” In Assam, the pension<br />

amount is RS 250 which is less than<br />

the other states of India and there<br />

are many <strong>issue</strong>s related to the implementation<br />

of the scheme.<br />

The psyche<br />

Seniour Lecturer of clinical<br />

psychology, Mythili Hazarika expressed<br />

her views on elders and<br />

the problems they are facing in the<br />

general scenario. She said, “Because<br />

the living conditions in any family,<br />

mostly joint ones, is chaotic and<br />

therefore the concept of a nuclear<br />

family is in vogue. The care and<br />

affection towards the elders is decreasing.<br />

They are left isolated and<br />

suffer from depression.” She also<br />

added that earlier, women used to<br />

spend most of their time at home<br />

and so used to provide extra care<br />

towards the elders. Hazarika said,<br />

“Nowadays, people are busy and so<br />

they use professional helpers for the<br />

care of senior citizens and feel that<br />

they are not neglecting them. But<br />

the elders meanwhile may think<br />

that the youth don’t have time for<br />

them.” Old age cause people to have<br />

personality <strong>issue</strong>s and their behaviour<br />

becomes very rigid. If someone<br />

is a perfectionist, it becomes more<br />

prominent when they grow old and<br />

this behaviour is sometimes misunderstood.<br />

“Senior citizens suffer<br />

from diseases like depression,<br />

anxiety, dementia and attempt to<br />

suicide. Youth are mostly unaware<br />

about these diseases and cannot<br />

understand their feelings. So, they<br />

have to communicate with the elders<br />

with a human approach.” Talking<br />

about Guwahati, she said there<br />

are not enough privileges provided<br />

changing times even elders have to<br />

be wiser and skilled so that their future<br />

is secured and do not end up<br />

in isolation.<br />

Another psychiatrist, Dipesh<br />

Bhagabati has worked with a number<br />

of NGOs to help the elders and<br />

has noticed several cases of abuse.<br />

He described the reasons for the<br />

abuse saying, “Some youth are very<br />

self-centred and have no time for<br />

their elders. There are also incidents<br />

where there are two sons in a family<br />

- one stays with father and the other<br />

with the mother and the parent end<br />

bution is also a reason these days<br />

which leads to elder abuse.”<br />

It can be assumed that elderly<br />

abuse does exist in Guwahati and<br />

the situation is alarming. However,<br />

with more changes to come into the<br />

society, what does the future hold<br />

for the seniors and how can this be<br />

resolved? It is true that there is a big<br />

difference between the attitude of<br />

the elders and the youth, but what<br />

is the best way to erase the gap between<br />

the two generations? The<br />

Government is currently reworking<br />

on the rape and other laws. Maybe<br />

it is time to rethink on the laws governing<br />

elder abuse as well.

GUWAHATI: While prospective investors<br />

are ready with investment<br />

proposals, bankers are ready to shell<br />

out money and the market is ready<br />

to grab the product, the vital ingredient<br />

of industrialisation is missing<br />

in and around Guwahati.<br />

However, this ingredient, which<br />

is taxing the industrialist because of<br />

its astronomical price tag, is in short<br />

supply. This vital component is land<br />

and it has made investments to be<br />

trapped between populism and development.<br />

Industrialists are facing utter<br />

difficulty to acquire land in and<br />

around the city, following the tirades<br />

launched by NGOs against<br />

the conversion of agricultural land<br />

into non-agricultural plots and the<br />

huge demand of the industry to set<br />

up units in vicinity of Guwahati.<br />

The state government for now,<br />

does not seem to be pushing for<br />

industrialisation given the fact that<br />

land in most of the cases, has snowballed<br />

into major political controversy.<br />

Earmarked areas for industry<br />

are full and there is hardly any space<br />

left in the Chaygaon industrial park.<br />

For this reason, Industrialists<br />

have also started meeting with<br />

important ministries of the state<br />

government to impress upon them<br />

the need to have land reforms and<br />

allow use of fallow land or land<br />

submerged by waters for industrial<br />

purpose.<br />

An industrialist associated with<br />

the move said, “Right now we are<br />

flooded with investment proposals<br />

but land is a big <strong>issue</strong>. It is available<br />

but the problem is that those are<br />

bracketed as agriculture land.”<br />

He added, “A large chunk of<br />

land which is readily available is<br />

corned by a few businessmen who<br />

want exorbitant prices. This makes<br />

the entire project non-viable. Setting<br />

up a project in and around<br />

Guwahati is vital because there is<br />

market here and the biggest plus is<br />

the security factor.”<br />

Rajnish Kumar, the Chief General<br />

Manager of State Bank of India,<br />

North Eastern Circle had remarked<br />

that the bank has a good number<br />

of bankable projects in hospitality,<br />

hospital and education sector. He<br />

said that activities are taking place<br />

in the manufacturing<br />

sector sporadically.<br />

“We have set a target<br />

of Rs 1000 Crore<br />

(2012-13) exposure<br />

in the industrial sector.<br />

However, there<br />

are not too many<br />

bankable projects.<br />

Acquiring vast tracts<br />

of land, which is<br />

much needed for big<br />

industrial projects, is<br />

a problem in Northeast<br />

India.”<br />

For a long time<br />

now, the Assam<br />

Government has<br />

been talking about<br />

land reforms. The<br />

state government<br />

has decided to frame<br />

a comprehensive<br />

new land policy for<br />

the entire State. A<br />

three-member committee<br />

headed by the<br />

Adviser to the Chief<br />

Minister, Agriculture,<br />

Dr. Bhumidhar<br />

Barman, has been<br />

constituted to frame<br />

a comprehensive New Land Policy.<br />

The committee would recommend<br />

to the Government land use<br />

and sustainable land management,<br />

land resources conservation<br />

and development, identify agricultural<br />

and non-agricultural land,<br />

resettlement of land, preservation<br />

of water bodies and hills and encroachment<br />

problems.<br />

Chief Minister Tarun Gogoi<br />

said that the policy would incorporate<br />

various <strong>issue</strong>s relating to land<br />

resettlement for the landless, impoverished<br />

and marginalised people<br />

and those affected by the floods<br />

and erosion.<br />

According to a joint study of<br />

FICCI and German agency, Konrad<br />

Adenauer Stiftung (KAF), a closer<br />

look into the manufacturing sector<br />

reveals some interesting facts.<br />

The growth in the manufacturing<br />

sector, both registered and unregistered,<br />

has not been very impressive.<br />

The registered manufacturing sector<br />

recorded negative growth for a<br />

period of four years since 2005-06.<br />

RETAIL<br />

Indian Institute of<br />

Management (IIM) has done<br />

a study for Big bazaar in<br />

Guwahati, in which it pointed<br />

out that spend per visit in<br />

the mall for grocery items in<br />

Guwahati is Rs 1050 while in<br />

Northern India, it is around Rs<br />

650.<br />

The study also pointed<br />

out that the conversion rate<br />

of visitors nationally stands<br />

at 25 to 40 percent while at<br />

Guwahati Big Bazaar it is 60 to<br />

80 percent.<br />

Since 2009-10, there has been modest<br />

turnaround in this sector with<br />

growth touching 4.1% in 2011-12.<br />

However, the unregistered sector<br />

had a significant growth in the<br />

years 2007-08 with growth touching<br />

as high as 14.6%. But there has been<br />

a substantial decline post the year<br />

2008 and the average growth, post<br />

2008 has been 5.2% as compared to<br />

10.6% in the pre 2008 period, the<br />

study revealed.<br />

The availability of institutional<br />

credit per hectare of gross cropped<br />

area in the State was only Rs 2626<br />

while the all India figure was much<br />

higher at Rs 15,379.<br />

Gogoi had, in the past, stated<br />

that if agriculture land is used for<br />

industries, the industrialist would<br />

have to consider the land of the<br />

farmer as equity contribution and<br />

make the farmer a stakeholder in<br />

the project.<br />

The new policy, which the government<br />

is contemplating, will bar<br />

alienation of agricultural land for<br />

industrial and residential purpose.<br />

“We have to ensure that agricultural<br />

production is not affected. Big<br />

industries require huge areas and it<br />

is not possible to get such huge areas<br />

here.”<br />

Gogoi mentioned that once<br />

farmers are made stakeholders,<br />

those projects would also be benefited.<br />

RBI Governor Duvvuri Subbarao,<br />

during his visit to Guwahati<br />

in February, he said that the credit<br />

disbursement to small and medium<br />

sector enterprise would be increased<br />

by at least 50 percent. “From<br />

Rs 2500 Crore it will be increased to<br />

Rs 3800 in next fiscal year.”<br />

The RBI Governor had explained<br />

to the state government<br />

that one of the reason for the low<br />

credit ratio (47 percent) in Assam<br />

was the land policy which does not<br />

allow conversion from agriculture<br />

to non agricultural land. “The chief<br />

minister assured that he will review<br />

the policy.”<br />

Several experts have pointed<br />

out that Northeast India is caught in<br />

misplaced priority. All these years,<br />

the governments of the region have<br />

clamoured for big industries and<br />

now, they want micro, small and<br />

medium enterprises (MSME) sector<br />

instead.<br />

Assam has witnessed a surge in the number of motor<br />

vehicles. The total on road vehicle in Assam has reached<br />

15,28,269 as on March 2012. According to the state economic<br />

survey 2012-13 the total number of vehicle in 2011 stood at<br />

13,63,625.<br />

An additional number of 2,26,010 vehicles was added<br />

during the year 2011-12 as against 1,99,076 vehicles added<br />

during 2010-11. out of 2,26,010 around 63 percent vehicle<br />

were two wheelers.<br />

The survey added that the growth of total number of<br />

registered vehicles recorded a compounded annual growth<br />

rate of 16.36 percent during the period 2004-05 to 2011-12.<br />

“The density of motor vehicles in Assam was slightly above<br />

19 per square (sq) km during 2011-12 as against 17.38 per<br />

sq km during 2010-11. During the year 2000-01, density of<br />

motor vehicle was around 6.8 per sq km<br />

(NEIIPP) 2007 in Guwahati. The<br />

city, the Bora service<br />

station was not just<br />

a fuel station but an<br />

entity unto itself. The<br />

recent revelation about<br />

pilferage has shocked<br />

the citizens!<br />

It was only in the month of March<br />

this year, when news broke that<br />

IOC (Indian Oil Corporation) had<br />

not done much to check pilferage. The<br />

tankers, when supplying oil to the<br />

stations, would adhere to the age-old<br />

dipstick method of measuring fuel in<br />

tankers rather than using the modern<br />

methods of introducing flow metres at<br />

the dealers’ premises. Such oil pilferage<br />

leaves the dealers with lesser quantity<br />

of fuel from the tanker pushing them<br />

towards a loss-profit situation. This<br />

often motivates the pumps to dispense<br />

lesser fuel to their customers to<br />

compensate their part of the loss and to<br />

gain some more in the process.<br />

In fact, a similar situation is<br />

assumed to have happened recently in<br />

Guwahati when Indian Oil Corporation<br />

forced two service stations to shut down<br />

as they were found violating guidelines<br />

set forth by the Ministry of Petroleum<br />

and compromising with the interest<br />

of the consumers. The Bora Service<br />

Station on GS Road and Kishore and<br />

Company at Adabari are the two<br />

outlets, which were closed down last<br />

week by the IOC officials, based on<br />

some complaints indicating that they<br />

were not complying with the norms.<br />

However, both these outlets have<br />

the option to urge IOC’s marketing<br />

division to review the matter. The<br />

guidelines direct a dealer or an owner<br />

of an oil-dispensing service station to<br />

provide quality oil at accurate quantity.<br />

The norms, allows the weight and<br />

measurement department to carry<br />

out inspection of the various fuel<br />

dispensing service stations every year<br />

in order to certify them, but however<br />

the two fuel-dispensing stations which<br />

were found to be manipulating were<br />

perhaps not following the implemented<br />

norms set forth by both the IOC and<br />

the Petroleum Ministry.<br />

Such tendencies tend to break the<br />

trust that can only be earned over a<br />

long time. This was true, especially<br />

in the case of Bora Service, which is a<br />

landmark in Guwahati and one of the<br />

oldest stations. It was a rude awakening<br />

for its regular customers but it would be<br />

too early to comment on the <strong>issue</strong> since<br />

the matter might go for a review.<br />

In fact, the Kamrup District<br />

Administration (Metro) after carrying<br />

out a sudden inspection of these petrol<br />

pumps earlier this year had strictly<br />

asked them to follow the norms to<br />

keep up with the quality and quantity<br />

standard in terms of delivery system.<br />

But apparently, the consumers were<br />

still unsure regarding adulteration<br />

which finally led to IOC‘s entry.<br />

Though IOC has been facing a lot<br />

of criticism in recent times, its effort to<br />

diminish adulteration and reassure the<br />

quality-quantity aspect of ‘liquid gold’<br />

has once again given the organisation<br />

an opportunity to further consolidate<br />

the trust that people have on it. On the<br />

other hand, the <strong>issue</strong> concerning the<br />

two fuel dispensing outlets needs to<br />

be solved in a disciplined way, to help<br />

create an atmosphere of sincerity for<br />

the rest in service.<br />

concluded asian Boxing Championship. it is not just his talent, but also his choice of<br />

music, clothes and influences that stand out. an exclusive interview with <strong>GPlus</strong>.<br />

Why Boxing?<br />

I love sports and started playing<br />

when I was 7-years-old. Initially,<br />

I started with Karate and<br />

Tae-Kwando and got addicted to<br />

boxing once I turned ten. That<br />

time, there used to be a craze for<br />

Mike Tyson and he is still my idol.<br />

In 2004, I played at the state level<br />

and bagged gold. In 2005, I played<br />

my first national match and bagged<br />

gold there too. I became more confident<br />

and hence, boxing is my career<br />

now.<br />

Inspiration<br />

My father was my first coach<br />

and the man who backed me in everything.<br />

He is very strict and since<br />

my childhood, my brother and I<br />

had a very tight schedule. Whatever<br />

I have achieved until date is<br />

because of him.<br />

Woman in life<br />

At present, my mom is the only<br />

woman in my life. I have sisters too.<br />

What about romance?<br />

I have a few female friends, but<br />

no one special. I hardly get time for<br />

anything. To be committed, one<br />

needs time to prove the commitment.<br />

Marriage?<br />

At least for the next 5 to 10<br />

years I cannot think about it. I<br />

have my elder brother and sisters<br />

who are yet to get married and I am<br />

movies. Whenever I get time, I<br />

make it a point to watch some good<br />

movies. To relax, music is the best<br />

I am a flesh eater. I like nonvegetarian<br />

food, but hardly get to<br />

because of physical fitness and diet<br />

I was born in this city and I love<br />

it. I might be a Gorkha by birth but<br />

feel like an Assamese. This city has<br />

given me a lot and I will always<br />

during Bihu. I like dancing to Bihu<br />

songs and eating laru and pitha.<br />

When is an Olympic medal<br />

I was very lucky to participate<br />

youngest boxer to reach Olympics,<br />

I lacked the necessary experience.<br />

Until the next Olympics, I will<br />

gain a lot of experience, but I have<br />

to perform well in whatever I do.<br />

Within the next four years, I have<br />

many games so it is not only the<br />

Olympics I am looking at... it’s all<br />

the matches I play in.<br />

Growing in a state, which does<br />

not really have a boxing culture<br />

to brag about, Shiva Thapa has<br />

boxing for both himself and the<br />

state. He is an inspiration for all<br />

the young athletes of the state and<br />

Guwahati, a budding metro<br />

has seen an extensive<br />

makeover in the past few<br />

years and it’s for the better or worse<br />

is for the people to decide. Dressing<br />

sense, traffic sense and architectural<br />

sense has changed quite a lot,<br />

keeping in mind the future that is<br />

going to be. Parts of the city which<br />

were never considered feasible for<br />

any kind of establishment are being<br />

looked upon as potential areas<br />

for future development.<br />

But the question that arises<br />

is that- are the present numbers<br />

of spaces enough for the ever-expanding<br />

market? Is the city being<br />

able to accommodate every new<br />

brand, bank or endeavor that is for<br />

the betterment of the globalization<br />

process of a city like Guwahati?<br />

Even though there are many commercial<br />

spaces available but the<br />

problem lies in the fact that some<br />

of them are not easily rented out or<br />

are not the favorites of the business<br />

houses.<br />

On asking Mr. Hrishi Parna<br />

Rava, Managing Director (Moodferry<br />

Tech. Pvt. Ltd.), he said that<br />

there is no doubt that spaces are<br />

available in Guwahati but what<br />

bothers is the balance of a perfect<br />

location and the rent you pay. He<br />

expressed, “Look at our organization,<br />

we are a website designing<br />

firm and not any product showroom<br />

hence Pan Bazaar and Fancy<br />

Bazaar were never considered as<br />

options and a space in G.S. Road<br />

was impossible for us due to high<br />

rent. So, I believe that any space is<br />

occupied based on the nature of<br />

the business you are into”. Though<br />

location, communication and ambience<br />

matters a lot but even these<br />

wont work if the rent is fixed at a<br />

sky high price, impossible to reach.<br />

Unfortunately, many buildings<br />

which are well-planned out and situated<br />

in good locations turn out to<br />

be failures with no business houses<br />

willing to take home in them. The<br />

irony being, the buildings nearby<br />

might be doing flourishing business.<br />

What could be the reasons<br />

behind such debacles? A study has<br />

put forward reasons based on two<br />

perspectives<br />

non-technical<br />

perspective<br />

The concept of opening a store<br />

along with many others under a<br />

single roof has taken a backseat<br />

what with, many of the brands<br />

taking up sprawling spaces to put<br />

up their customized showrooms,<br />

tailor-made to their requirements.<br />

Accessibility is also a prime<br />

concern. Some places are more feasible<br />

to people who have their own<br />

vehicle, but the normal crowd is left<br />

behind. That becomes a hazard.<br />

Moreover there are many commercial<br />

spaces or buildings erected<br />

just for the sake of earning huge<br />

revenues without looking into the<br />

standard construction norms and<br />

architectural designs. In such a<br />

case, the would-be lessee does not<br />

get appeased by the entire matter<br />

and restrains himself from entering<br />

into a rent agreement by putting<br />

his investment at risk.<br />

An owner does not want to<br />

show a loss to his financier, likewise<br />

he also does not want an agreement<br />

that would cause him to fetch a<br />

lower net-operating income.<br />

A deal that is done based on<br />

mutual understanding may turn<br />

out to be a problem in future, because<br />

the price involved is less than<br />

the usual market rate and if the<br />

news gets leaked, future tenants<br />

do not wish to pay the actual sum<br />

demanded.<br />

Certain clauses of the rent<br />

agreement between the two parties<br />

at some point tend to dissatisfy one<br />

of them or both, leading to a situation<br />

of displeasure. When that happens<br />

it minimizes the provision of<br />

future extension of the agreement.<br />

Mr. Sanjeev Saikia (Advocate)<br />

has said regarding the matter that<br />

since most of the completed commercial<br />

buildings are results of high<br />

investments, the owners sometimes<br />

tag a price rate impossible<br />

for a tenant to pay. The vacancy is<br />

also due to the mismatch of thinking<br />

habits or different mind-set between<br />

the two parties. He is also of<br />

the view that sometimes the background<br />

of the builder or the owner<br />

of the building becomes a matter of<br />

concern. A good reputation would<br />

definitely attract potential clients.<br />

And lastly commenting on the <strong>issue</strong><br />

he stated that often commercial<br />

properties face problems related to<br />

land dispute and other <strong>issue</strong>s. Such<br />

complicacies hinder the occupancy<br />

procedures.<br />

Based on observation, an interesting<br />

fact came to light; it was<br />

found that today the most desired<br />

places for people to opt for an office<br />

space were G.S. Road and R.G.B.<br />

Road. It has also been found that<br />

the rents in these places are exorbitant<br />

and quite high with no<br />

standard rent structure which the<br />

people adhere to while renting out<br />

their space and the rent is mostly<br />

seen to depend on popularity<br />

and demand of the place. Though<br />

M.R.D. Road and R.G.B. Road still<br />

have a large number of offices but<br />

the thought to set up an office at<br />

the G.S. Road vicinity have become<br />

an ideal desire for many business<br />

houses.<br />

In G.S. Road itself the rent<br />

structures differ from location to<br />

location. Today being the most<br />

prime area for vivid commercial<br />

business houses, the entire renting<br />

system is different through out<br />

the area. A keen observation points<br />

towards the different price rates<br />

for renting out spaces. Vacancy at<br />

Christian Basti had some of the<br />

highest rent value per square feet<br />

while the others were not of the<br />

same. There is no fixed rate for rent<br />

in per square feet value and sometimes<br />

these rents are negotiable. It<br />

has been observed that the consistency<br />

regarding the rent structure<br />

of a locality; rather than depending<br />

on the area available depends on<br />

the popularity of the place.<br />

Mr. Ashish Bharali, Director,<br />

(Nilakkhi Infrastructure Pvt.<br />

Ltd.), says that there is no shortage<br />

of commercial spaces as nowa-days<br />

many owners are building<br />

commercial complexes on their<br />

respective properties. They prefer<br />

commercial spaces because renting<br />

out these bring in more profit.<br />

Guwahati is an ever expanding city<br />

and even the suburbs are coming<br />

up with concrete structures with<br />

commercial spaces. So, there is definitely<br />

the supply but again question<br />

arises regarding the demand.<br />

With city temperatures touching the 35-plus mark<br />

and humidity levels increasing, the regular officegoing<br />

crowd is facing a tough time coping up. The<br />

heat does not look to be receding yet and the rise of<br />

the concrete jungle only seems to be adding up to the<br />

rising mercury levels.<br />

This rise in environmental temperature also considerably increases<br />

the risk of a heat-stroke. Individuals who work outside and physically<br />

exert themselves under the sun run the highest risk of succumbing<br />

to a heat stroke. It is advisable to exercise caution and the most<br />

vulnerable individuals are the athletes, sales and marketing people, vendors<br />

and hawkers, and other individuals who physically exert themselves<br />

under the sun. It is important especially during heat waves to pay attention<br />

to your body.<br />

There are certain signs we overlook so, lets clear it out by defining<br />

what exactly is a heatstroke? A heatstroke is when your body severely<br />

overheats. Heatstroke happens when you indulge in intense physical activity<br />

in hot conditions. Normally, the body has a cooling system that<br />

is controlled by the brain. The cooling system adjusts to hot conditions<br />

and lowers your body temperature by producing sweat. With heatstroke,<br />

the body’s cooling system is not working well and results in an increased<br />

body temperature. the symptoms can be:<br />

Rise in body temperature i.e. 104°F or more.Skin may be red<br />

and dry.<br />

Headache, nausea and vomiting.<br />

Muscle cramps.<br />

Heart starts beating faster than normal.<br />

May feel dizzy, weak or tired.<br />

Prickling feeling in arms and legs.<br />

Seizure.<br />

Unconsciousness.<br />

Lack of sweating despite of heat.<br />

As the top is always exposed its better to use a<br />

cap, hat or an umbrella that may protect your head<br />

from getting exposed to the sun. This is important<br />

because its restricts the sun from direct contact<br />

with the head.<br />

iNtakE FLUiD<br />

During extreme exposure to heat it is preferable<br />

to drink electrolyte-rich sports drinks rather<br />

than water as heavy sweating removes salt and<br />

minerals from your body. It is important to drink<br />

water every 15 minutes regardless of thirst.<br />

DriNkS tO BE aVOiDED<br />

Alcohol and drinks containing caffeine should<br />

be avoided as it increases the rate of dehydration.<br />

If an individual works out in the sun the whole<br />

day then one should take breaks in between by<br />

standing in the shade for 5 minutes. This helps in<br />

cooling down of the body every time it heats up.<br />

aVOiD hOt FOOD<br />

As the body remains hot, one should avoid<br />

hot food items and replace them with cold ones.<br />

We suggest more of salads and fruits with high<br />

water content.<br />

SPriNkLE WatEr<br />

During the break under the shade you<br />

should sprinkle some water on your skin and<br />

face. This helps in keeping the body hydrated.<br />

You can also put a damp handkerchief on the<br />

back side of the neck.<br />

These steps may help in saving oneself<br />

from the risk of a heatstroke. But you should<br />

also be careful not to let the body cool down too<br />

rapidly or consume too much fluid at once.<br />

As your body temperature rises, your brain<br />

and other organs may get damaged. Heatstroke<br />

can lead to severe dehydration and organ failure.<br />

Organ failure is when your heart, liver, or<br />

kidneys cannot work properly due to lack of<br />

oxygen. Heatstroke is a serious, life-threatening<br />

condition and so one should take it very<br />

seriously.

Pacific Rim<br />

A funny, imaginative film plagued with bad acting<br />

Cast : Charlie Hunnam, Idris Elba, Rinko Kikuchi, Charlie<br />

Director : Guillermo del Toro<br />

Parents need to know that Pacific Rim is a giant monsters<br />

vs giant robots movie from Oscar-nominated<br />

director Guillermo Del Toro (Hellboy, Pan's Labyrinth).<br />

Fighting and violence are the film's biggest <strong>issue</strong>s,<br />

though the huge, loud clashes are more about punching,<br />

pummelling, and the rampant destruction of property<br />

than bloodshed (the only blood shown is in the form of a<br />

bloody nose). One minor but key character dies. There's a<br />

romantic connection between a male and female character,<br />

but their bonding is mostly non-sexual (aside from a<br />

scene in which she breathlessly looks at his naked chest).<br />

Language is infrequent but includes a couple of uses of<br />

words like "s--t," "bitch," and "goddamn."<br />

A fantastic prologue puts the audience into the mix<br />

immediately, showing how a rift in the bottom of the Pacific<br />

created a wormhole into another dimension where<br />

an army of monsters called Kaiju emerged and attacked<br />

our major cities. To fight the monsters, giant robots<br />

known as Jaegers were created, which humans would pilot<br />

from inside by using a device similar to an elliptical<br />

machine. When cocky pilot Raleigh’s (“Sons of Anarchy’s”<br />

Charlie Hunnam) brother is killed by one of the Kaiju, he<br />

must come to terms with his own inadequacies and join<br />

one of the sole remaining rebellions against the Kaiju.<br />

Guillermo del Toro’s signature style is prevalent in<br />

almost every shot, despite an exponentially larger scope<br />

than the director may be accustomed to. Everything<br />

from the production design to the costume’s (especially<br />

Ron Perlman’s funky glasses) to the angular features of<br />

the Kaiju are very much del Toro staples, as are the gritty<br />

and gothic Hong Kong street scenes. Fans of “Hellboy”<br />

and “Pan’s Labyrinth” will surely find “Pacific Rim” to be a<br />

culmination of the director’s visual oeuvre, plus discovering<br />

plenty new material.<br />

Del Toro weaves his very own mythology throughout<br />

the film, circumventing the massive battle sequences and<br />

creating some minor but zany depth to this world, like<br />

creating the “drift”, a temporal connection between the<br />

Jaeger pilots, which allow their minds to connect as one;<br />

or the mysterious monster world which exists in another<br />

dimension and is the true origin of our dinosaurs. This<br />

mythology is pure Guillermo del Toro but the director, as<br />

well as co-writer Travis Beacham only scratch the surface<br />

of what could be mined. They leave the fun mythology<br />

and “science” stuff to two wacky opposing “scientists,”<br />

both tongue-in-cheek stereotypes. The first is Charlie Day<br />

doing a wonderful Rick Moranis/Bobcat Goldthwait oneoff<br />

as the overzealous and nerdy Dr. Newton Geiszler and<br />

the classically German mad-scientist Gottlieb (Burn Gorman).<br />

More than any other character in the film, these<br />

two embody that wildly imaginative del Toro mind.<br />

“Pacific Rim” is never pretentious and is often funny,<br />

which makes it lofty and entertaining, despite some rancid<br />

performances. Except for Charlie Day, Ron Perlman<br />

and the sublime Idris Elba, the performances are often<br />

cringe-worthy. Under ordinary circumstances, bad acting<br />

can sink a film, but del Toro has presented such an extensive<br />

buffet of goodies that it’s easy to look past the acting<br />

(it’s not as if the characters require top-notch acting in<br />

the first place) and get lost in this brave new world. Elba,<br />

of course, steals the show as the no-holds-barred commander<br />

Stacker Pentecost. His great line “Today we are<br />

cancelling the apocalypse” has already made it into this<br />

year’s pop culture lexicon and is one of the highlights of<br />

the film.<br />

Finally, props to Warner Brothers for releasing a wildly<br />

imaginative sci-fi romp of this scale which isn’t a sequel<br />

or remake. Despite “Pacific Rim’s” flaws, here’s hoping<br />

enough people see it and like it to send the message to<br />

all the studios that it’s not always a bad idea to produce<br />

new material, especially from directors like del Toro who<br />

certainly knows how to make a commercial film with a<br />

unique and visionary style.<br />

Bollywood action genre touches new heights<br />

Cast : Arjun Rampal, Irfan Khan, Huma Kureshi, Shruti hassan,<br />

Director : Nikhil Advani<br />

Director Nikhil Advani, who’s made lots of films with<br />

songs and dances, knows that Indian audience are can<br />

no more be fooled and that’s why his gritty espionage<br />

thriller D-Day is like a breath of fresh air. There are songs and<br />

dances too, but they all fall into a neat package in this taut drama<br />

that will have you on the edge of your seat throughout its<br />

140 minutes’ run time.<br />

India’s biggest international export Irfan Khan (Slumdog<br />

Millionaire, Life of Pi, Namesake) plays Wali Khan, a member<br />

of the country’s elite intelligence agency called RAW (Research<br />

and Analysis Wing) who’s been sent to Pakistan to report on the<br />

activities of his country’s most wanted man, nicknamed Goldman,<br />

played by Rishi Kapoor.<br />

After nine years, three other agents played by Arjun Rampal,<br />

Huma Qureshi and Aakash Dahiya are sent to assist Khan<br />

in a mission to the bring Goldman to India. Of course, on D-<br />

Day (also a reference to real-life criminal Dawood Ibrahim,<br />

whose crime syndicate is often called D-Company) the welletched<br />

plan goes very wrong, and Goldman manages to escape.<br />

To avoid embarrassment and not willing to risk an already<br />

frail relationship with Pakistan, the Indian government denies<br />

any involvement with the incident and disowns the agents.<br />

Stuck, and hunted by the Pakistani government and Goldman’s<br />

men, the four must fight for redemption or die.<br />

Khan, as an agent torn between love of country and the new<br />

life he’s set up in Pakistan with his wife and young son, oozes<br />

the right amount of vulnerability and strength, while Rampal,<br />

as Captain Rudra Pratab, shines as a brooding, merciless agent<br />

who unwittingly falls in love with a prostitute, played by Shruti<br />

Haasan. Kapoor’s portrayal of Goldman is a joy to watch: He’s a<br />

menacing mass murderer one minute, a pious man the next and<br />

then a doting father, nuances only an actor of his calibre can<br />

master, including the signature red shades he wears throughout.<br />

Alas, it’s not all smooth sailing for D-Day. Advani, like<br />

many of his peers in the industry, falls (briefly) into that Bollywood<br />

song trap. There is a very weird scene in the film, which<br />

is both a gruesome murder scene and a song sequence. Perhaps<br />

Advani was trying to move the story along but what we end up<br />

seeing is a very sad song pictured on a woman being violently<br />

assaulted – and all in slow motion. Not that you’d mind. Because<br />

by then Advani has already convinced you that he’s just<br />

taken the industry one step ahead.

postpartum vaginal discharge, known as<br />

through this period for a few weeks afterward.<br />

We, with a constructive logic for the<br />

society, demand for the immediate<br />

removal of Mr. Shantikam Hazarika<br />

from the post of the Board of Secondary<br />

Education Assam (SEBA) chairman. It is<br />

important for our state’s future to provide a<br />

systematic and efficient educational structure<br />

to the students who are the future of Assam.<br />

Moreover, for any institution to make progress<br />

and development, the head of the institution<br />

has to be efficient and a visionary. We, as<br />

a student’s body, have always fought for the<br />

betterment of the state’s education system<br />

and this time we are fighting to form a structured<br />

organisation, which can streamline<br />

the education system in a responsible manner.<br />

This is impossible without the ouster of<br />

Mr. Hazarika. As there is no sound without<br />

a shot, we too, have reasons for our demand.<br />

SEBA has proved its irresponsibility time<br />

and again. It has totally failed to conduct<br />

free and fair HSLC examinations in 2012<br />

and 2013 and this was proved from the past<br />

events that occurred to a large section of<br />

students appearing for their board exams.<br />

In 2012, many students did not receive their<br />

admit cards before the examination and appeared<br />

for exams without it. While conducting<br />

exams, the security of question papers is<br />

very important and is a serious matter in the<br />

whole process. However, in Assam, question<br />

papers were leaked before the examinations<br />

and even then, the exams were conducted in<br />

2012. The most embarrassing incident that<br />

ever happened in the history of educational<br />

boards in the country is the fact that answer<br />

scripts were stored so irresponsibly that it<br />

became fodder for cows . Many of them were<br />

consumed by the animals in 2012.<br />

The inefficiency of SEBA and irregularities<br />

can be judged by the very fact that in the<br />

state of Karnataka more than 13 lakhs students<br />

appeared for their board exams, which<br />

took place very smoothly, while in Assam the<br />

number was around 3 lakhs 50 thousand. In<br />

spite of this difference in the number of students,<br />

the board has failed. We need to learn<br />

from the developed systems in the other states<br />

and from the<br />

mistakes, as<br />

these cannot<br />

be entertained<br />

every<br />

year keeping the future of the students at<br />

stake. The result of these irregularities can<br />

already been seen with a large section of the<br />

students shifting from the state board to the<br />

central board. Those that are left now have<br />

done so either due to the faith in the institution<br />

or due to financial limitations.<br />

Many students suffered this year after<br />

the HSLC results were declared. It is shocking<br />

to know that 3000 students were declared<br />

absent in spite of appearing for the exams. In<br />

subjects like Assamese, Science and Social<br />

Science, the marks were not declared and the<br />

report cards were blank, which resulted in<br />

mental harassment for the students and their<br />

parents. The chairman totally failed in the<br />

conduct and proved how inefficient he is.<br />

It has come to be known that the SEBA<br />

chairman did not even consult with the examination<br />

controller, SEBA secretary or any<br />

board member before making important decisions.<br />

Whatever he did, was his individual<br />

decision and he always tried to impose it on<br />

his subordinates. Administratively, Hazarika<br />

has failed to maintain good relations with his<br />

colleagues and had always tried to dominate<br />

SEBA employees with his non-productive<br />

decisions. In his tenure of three years, three<br />

SEBA secretaries were replaced.<br />

The AASU leadership has always demanded<br />

his ouster and that is only for the<br />

betterment of the quality of education to the<br />

students who are considered the future of this<br />

country. Mr Hazarika is also associated with<br />

other organisations like NHPC and Amtron<br />

in the meantime and has never been able to<br />

bestow his full commitment towards SEBA.<br />

He has always proven to be an irresponsible<br />

administrator. AASU believes that his ouster<br />

is the only option to reform the state’s educational<br />

panel and systemise the education process<br />

in Assam, keeping in mind the greater<br />

interest of the state.<br />

As an individual who is neither<br />

connected with the functioning<br />

of SEBA nor associated with<br />

AASU, I feel that it may be inappropriate<br />

for me to make any statements on<br />

whether Shantikam Hazarika should<br />

continue as SEBA chairperson. I feel, at<br />

this juncture, we need to respect any enquiry<br />

process that is initiated and wait<br />

for the findings and the decisions taken<br />

up by the government thereafter. However,<br />

as a management professional, in<br />

an attempt to look at the functioning of<br />

SEBA and the organisational structure<br />

and system built up over the years, I feel<br />

that the initiatives taken up for bringing<br />

in changes are commendable. Any<br />

change that is being initiated in an organisation<br />

will always face resistance<br />

and more so in a government setup. It<br />

all depends on the person at the helm<br />

leading the organisation as to how the<br />

change in process is pushed through.<br />

The decision to change any system will<br />

always have an element of uncertainty<br />

and face initial hiccups. If we look at<br />

the history of organisational change being<br />

introduced by leaders in different<br />

situations, we get enough evidence of<br />

resistance and initial failures and It is<br />

only over a period of time that change<br />

is accepted and the system and structure<br />

of the organisation start responding<br />

to it. Looking into the dimension<br />

of change envisaged in SEBA under the<br />

chairmanship of Shantikam Hazarika,<br />

I feel it is too early to jump to any conclusion.<br />

There have no doubt been a few<br />

incorrigible mistakes, but we need to see<br />

whether the mistakes have been rectified<br />

with sincerity and earnestness. We<br />

Leaving aside the experiences of<br />

Shantikam Hazarika in SEBA, I would<br />

like to highlight his contribution in<br />

the field of Management education in<br />

Northeast India. Being alumni of IIM<br />

Ahmadabad and having given up his<br />

career for the cause of Assam, for almost<br />

25 years now, he has contributed<br />

to developing management professionals<br />

from this region and changing lives<br />

of hundreds of management students.<br />

Having had the opportunity of working<br />

with him for almost a decade, I was fortunate<br />

to get valuable inputs from him,<br />

which helped me to not only broaden<br />

my base of knowledge but also develop<br />

the ability think laterally, which is so<br />

important in today’s professional world.<br />

In the Northeastern Region, Management<br />

Education in the mid 80s was in<br />

its infancy, but Shantikam Hazarika was<br />

successful in transmitting the knowledge<br />

he acquired and in grooming the<br />

few professionals who worked with him<br />

at the Assam Institute of Management.<br />

Through us, he transmitted the same<br />

to a large number of students who are<br />

today well placed in the corporate and<br />

government sector .These students today<br />

feel confident and proud to have been<br />

associated with the Assam Institute of<br />

Management. I, along with the alumni<br />

of AIM, would like to acknowledge his<br />

contribution to the field of management<br />

education in this region and strongly<br />

feel that a visionary like him can successfully<br />

bring about change in any organisation.

relatively unknown in Thailand. Now he is at the centre of the biggest<br />

first came to light in June with a YouTube video that went viral. It<br />

showed the orange-robed monk in aviator sunglasses taking a private<br />

jet ride with a Louis Vuitton carry-on. Since then, a long list of<br />

darker secrets has emerged – including his accumulated assets of an<br />

estimated 1 billion baht ($32 million). This week, authorities <strong>issue</strong>d<br />

an arrest warrant for the disgraced monk after having him defrocked<br />
