Omega Navigation Rescues Man at Sea<br />

Omega Navigation Enterprises, Inc. said that on January 3, 2008, the crew of its product tanker M/V Omega Lady<br />

Sarah rescued an American citizen whose yacht sank off the coast of the Bahamas. The M/V Omega Lady Sarah<br />

was on a laden voyage from New Orleans to Gibraltar when its crew members intercepted, off the coast of the<br />

Bahamas, a distress call from the sailing yacht, Alchemy. The vessel diverted from its course and with seas swelling to<br />

approximately 11.5 feet recovered the 32 year old American citizen shortly before his yacht sank. The crew members<br />

administered first aid and provided warm clothing, food and water to the survivor, who according to his statement had<br />

spent 42 days at sea the last 4 of which without food. Following the recovery, the Omega Lady Sarah was contacted<br />

by the U.S.. Coast Guard and instructed to divert to Nassau, Bahamas, where the recovered sailor was delivered to<br />

local authorities and received medical attention. After Nassau, the M/V Omega Lady Sarah returned to its original<br />

MAERSK LINE CUTS UP TO 3,000 JOBS<br />

AP Moller – Maersk Group's container shipping division is to cut between 2,000 and 3,000 jobs in a bid to “drive the<br />

turnaround of the business and return to sustainable profitability. A long-term strategy <strong>com</strong>prising four core elements<br />

will simplify the <strong>com</strong>pany”. The reorganisation is expected to be <strong>com</strong>pleted by April this year.<br />

A <strong>com</strong>pany statement says: “The future will be a Maersk Line delivering a highly reliable service focused more closely<br />

on customers needs. The core elements of the strategy are: filling our ships with profitable cargo, provide the most<br />

reliable product demanded by our customers, provide a faster, more responsive service closer to customers and to<br />

reduce <strong>com</strong>plexity and cost.<br />

Maersk Line says its global organisation will be reduced by 2,000 to 3,000 positions, out of 25,000. It says: “The main<br />

element is reducing our regional organisations into smaller teams and pushing decision-making out to the countries –<br />

closer to the customers. Further, a thorough process excellence project will reduce bureaucracy and streamline<br />

processes – to the benefit both for customers and internal efficiency.”<br />

It adds: “In order for Maersk Line to concentrate on its core business of container shipping, container inland services<br />

(trucking, rail, stevedoring etc.) and logistics activities (Maersk Logistics and Damco) is being separated from the<br />

Maersk Line organisation. Maersk Line’s structure will also be reduced from 14 to 11 regions to further simplify the<br />

global organisation.”<br />

Special-purpose ship arrives for Kupe project<br />

One of the most advanced pipe-laying vessels operating in the offshore oil and gas industry has arrived in Wellington<br />

from Scotland for the next phase of the Kupe project.<br />

It was the first time a vessel such as the Apache had been used in this country, Kupe partner New Zealand Oil & Gas<br />

(NZOG) said today. The Apache would be used to lay gas pipeline between the offshore Kupe wellhead platform and<br />

the onshore production station near Hawera in South Taranaki.<br />

Usually, pipes were welded together onboard a ship or barge and then laid off the back of the vessel, in a timeconsuming<br />

process prone to delays due to inclement offshore weather, NZOG said.<br />

The Apache allowed a pipeline which had already been welded together onshore, to be reeled off the back of the ship<br />

easily and quickly with much less risk of weather downtime. The vessel was scheduled to leave Wellington on Sunday<br />

to pick up the welded pipeline, which would be laid in three 10km sections, from the spoolbase at Picton.<br />

Once necessary initiation procedures were carried out, the Apache could lay the pipeline on the seabed at up to 1km<br />

an hour, NZOG said. The Apache was due to finish pipelaying by mid-February and would then return to the North<br />

Sea.<br />

The Kupe project is expected to be <strong>com</strong>pleted by mid-2009 and produce about 254 petajoules of natural gas, 1.1<br />

million tonnes of LPG and 14.7 million barrels of light oil (condensate).<br />

NZOG has a 15 per cent interest, while Origin Energy has 50 per cent, Genesis Energy 31 per cent and Mitsui E&P<br />

Australia 4 per cent. NZOG shares were down 1c around lunchtime today to $1.13, from a high during the past year<br />

Gunmen attack ships near Nigerian<br />

Unknown gunmen attacked four oil service ships on the channel leading to Nigeria’s largest oil and gas export <strong>com</strong>plex<br />

on Bonny Island on Wednesday, oil <strong>com</strong>pany security sources said.<br />

Two people were injured, but none of the vessels were boarded, the sources said. Bonny Island is the export point for<br />

about 400,000 barrels per day of crude oil and 18 million tonnes per year of liquefied natural gas.<br />

”Four vessels were attacked by separate armed groups. There were two casualties but none of the ships was<br />

boarded,” one of the sources said, asking not to be named.<br />

The ships involved were all supply vessels that service oil platforms, production vessels and rigs offshore. They<br />

normally work under contract to major oil <strong>com</strong>panies and are manned by a <strong>com</strong>bination of foreigners and Nigerians.<br />

Maritime industry set to get hotter in Asia<br />

Maritime services, offshore industry, freight forwarding seen growing fastest<br />

The world's maritime industry, increasingly an Asian affair, is be<strong>com</strong>ing even more <strong>com</strong>petitive, a new survey shows.<br />

According to a report by business intelligence consultancy Fusion Consulting, Asia already has 39 per cent of the<br />

market - a figure which is forecast to grow at an annual rate of 7 per cent between 2006 and 2010.<br />

Maritime services, the offshore industry and freight forwarding are seen as the fastest growing parts of the trade, with<br />

different regions developing their own areas of specialisation. But although fast growing, freight forwarding and<br />

maritime services start from a relatively low base, being valued at just US$3 billion and US$9 billion respectively.<br />

'The maritime industry across Asia-Pacific will continue to develop its core <strong>com</strong>petencies and improve its <strong>com</strong>petitive<br />

advantage in the specialised market segments of FPSO (floating production, storage and offloading) conversion,<br />

offshore support vessels and shipbuilding,' said Peter Davey, strategy director at Fusion Consulting in Singapore.<br />

Asia, however, is expected to be the main battleground for port supremacy. Singapore, Hong Kong and Shanghai are<br />

far ahead of the pack in terms of container traffic but China's ravenous demand for <strong>com</strong>modities has meant that<br />

Shanghai (537 million tonnes) has overtaken Singapore (448.5 million tonnes) in terms of cargo handled.<br />

Fusion's figures also show that the Asia-Pacific region amounts to US$43 billion or 42 per cent of the global market for<br />

port operations and services, and this is expected to grow to 44 per cent or US$54 billion by 2010.<br />

'The main areas of growth in ports and terminals are expected in China, India and Korea,' Fusion predicts. The report<br />

adds that by 2011, it expects Asia to handle 206 million TEU (containers), including 64 million TEU in transshipment.<br />

Fusion also noted the recent trend of China buying up interests in ports around the world to secure international<br />

shipping routes while also gaining direct access to raw materials. Chinese private <strong>com</strong>panies' investments in a range of<br />

Latin American ports from Argentina to Panama are cited as examples.<br />

The offshore and shipbuilding and repair sectors are also set for strong growth, Fusion predicts. The global market for<br />

offshore operations is currently worth US$136 billion but this is expected to hit US$159 billion by 2010. Asia Pacific's<br />

market share of 23 per cent is set to rise from US$31 billion now to US$41 billion by 2010, at an annual growth rate of<br />

8 per cent.<br />

Rig building makes up the bulk (94 per cent) of the sector and Singapore <strong>com</strong>panies like Keppel Offshore and Marine -<br />

with 52 per cent and 26 per cent of global market share in jack-up rigs and semi-submersible rigs respectively - and<br />

Sembawang Marine are the world leaders in this field.<br />

The booming shipbuilding and repair sector is changing rapidly, Fusion said. The region's shipbuilding industry has a<br />

66 per cent market share and is worth US$43 billion, the report said.<br />

South Korea (with over 40 per cent market share) has gained the most, but China (15 per cent share) is hot on its<br />

heels and has secured more than half of the total contracts in the first quarter of last year for bulk carriers and smaller<br />

tankers to be delivered by 2009.<br />

Finally, the region's share of the ship repair and maintenance market is forecast to grow from 45 per cent to 48 per<br />

cent or US$7 billion in value by 2010. Established repair yards in Singapore, Hong Kong and Korea especially are seen<br />

expanding in China through joint ventures as they look for low-cost bases.<br />

'In the long run, the ship repair industry in Singapore is likely to be threatened by the rise of low-cost ship repair yards<br />

in China, India, Indonesia and Vietnam,' the report said. Source : Shippingtimes<br />

Fietsers en voetgangers kunnen vandaag al weer met de pont tussen Breskens en Vlissingen. Aanvankelijk ging<br />

vervoerder Veolia ervan uit dat veerboot Prinses Maxima, die uit de vaart is wegens reparaties, op zijn vroegst<br />

zaterdag weer zou varen. De andere boot, de Willem-Alexander blijft voorlopig nog buiten gebruik.<br />

De Maxima liep op 21 december in dichte mist vast. Daardoor ontstond een gat in de romp en moest de boot uit de<br />

vaart worden genomen. Veolia verwachtte toen dat het probleem kort na de kerst opgelost zou zijn. De reder kon<br />

echter later dan verwacht bij een werf terecht voor de reparatie.<br />

De andere boot was al langer in reparatie voor onderhoud. Deze reparaties zijn nog niet voltooid, meldt Veolia. Naar<br />

verwachting wordt de Willem-Alexander op 21 januari weer in gebruik genomen. In de pontloze periode werden<br />

bussen ingezet.<br />

'Scheepvaart niet in emissiehandel'<br />

De internationale scheepvaart kan voorlopig niet in een Europees systeem voor handel in emissierechten, zoals de<br />

luchtvaart. Europees Commissaris Joe Borg (Maritieme Zaken) heeft dat donderdag gezegd bij het European Policy<br />

Centre (EPC) in Brussel.<br />

De scheepvaart is zo internationaal, dat betalingen voor emissierechten de Europese sector zouden benadelen,<br />

redeneerde de <strong>com</strong>missaris. Hij wil eerst de mogelijkheden onderzoeken op internationaal niveau.<br />

"Bovendien is de maritieme sector erg schoon, vergeleken met wegvervoer en luchtvaart. Scheepvaart stoot veel<br />

minder broeikasgas uit per kilo vracht", zei Borg. "Hoewel een enkel schip in de haven uiteraard wel erg vervuilend kan<br />

zijn, vooral met NOx-uitstoot."<br />

Second tug victim laid to rest<br />

THE people of Inverclyde bid a second farewell to one of their own at the funeral of tugboat disaster victim Eric<br />

Blackley yesterday.<br />

Lay preacher Jack Glenny conducted the service in front of hundreds of mourners<br />

led by Eric’s grieving widow Eileen, their son, Eric, and daughter, Donna, at<br />

Westburn Church in Greenock.<br />

Mr Glenny said: “The tragedy of the Flying Phantom’s sinking will live with us.<br />

“The passing of Eric Blackley will always hurt, but the joy of having known him, the<br />

legacy of family and friends, will remain in our hearts.”<br />

The raised standard of the Deep Sea Tugs Association was a constant reminder of<br />

the 57-year-old Gourock dad’s life as a sailor, as were the many floral tributes lined up outside the church — including<br />

displays from Clydeport, the crews and management of Svitzer and an arrangement in the shape of an anchor from<br />

Liverpool tugmen.<br />

Mr Glenny, a reader in the Church of Scotland, recalled Eric’s idyllic childhood in Larkfield, his love of the hills and the<br />

sea, and the fun of family holidays in Millport.<br />

He talked of the sailor’s passion for boats and of his career as an engineer before joining the Admiralty serving on the<br />

Fishery protection vessels and then meeting his wife Eileen, whom he wed in 1971.<br />

The preacher said that Eric could inspire more stories than Para Handy, with his sense of fun and journeys as far afield<br />

as Stornoway and Oban, but he also <strong>com</strong>pared his devotion to his work and his family to the very tugs he served on.<br />

He said: “That wee boy from Larkfield and his fellow crew members had a powerful effect on mighty ships as they<br />

guided them in and out of our River Clyde. Yet, like the tug on which he served, Eric worked quietly and steadily for<br />

the good of those who asked him.<br />

“It is that quiet <strong>com</strong>mitment that characterises Eric Blackley, man of the sea, who loved boats and loved making things<br />

from wood but who, above all, loved his wife and family.”<br />

He added: “Eric’s great passion for building things led him to convert an old ship’s lifeboat into the family yacht which<br />

he named ‘Donna’ — and the Blackley family took to sea on holidays.”<br />

On a more serious note, the preacher praised the <strong>com</strong>munity of Inverclyde for supporting the family during their<br />

darkest days. He said: “In their lowest times, they looked up from the depths of their grief and saw the love of God in<br />

the faces of the ordinary folk who reached out in <strong>com</strong>passion.<br />

“Let us be grateful for that love and <strong>com</strong>passion as we remember the man who quietly and modestly extended a<br />

helping hand to all who needed it. May we, like Eileen and the family, see the love of God in the faces of ordinary<br />

folk.”<br />

Teddy Brown, who was a mate on the doomed Flying Phantom tug, said: “It was an absolutely beautiful service.<br />

Everyone at work is very down — it’s horrible to lose three of your own. I worked with Eric for 31 years and it’s like<br />

MARIELLA IN PROBLEMS<br />

Just before 11.30 Thursday morning U.K. Portland Coastguard were alerted to a chemical tanker the `Mariella’, a<br />

1986 built, 41,766 tonne, 228 meter long Norwegian vessel with an 8.3 meter draft which had dragged its anchor in 45<br />

knots of wind in Weymouth Bay.<br />

The vessel is in ballast and her tanks are inert. The vessel was in Weymouth Bay undergoing engine repairs at the<br />

time. Several other vessels are also in the bay sheltering from the strong winds. A gale warning was issued earlier<br />

today warning of severe gales in the area which are likely to last for the next few hours.<br />

Weymouth RNLI lifeboat was also requested to launch and stand by the vessel in case non essential personnel needed<br />

to be evacuated from the vessel. Wyke Coastguard Rescue Team were also deployed to the coastline.<br />

The Coastguard rescue helicopter was scrambled to oversee the scene and report back to Portland Coastguard as well<br />

as airlift any possible crew in the event of any grounding.<br />

The Secretary of States Representative in Maritime Salvage and Pollution (SOSREP) was also informed along with the<br />

local authorities to the unfolding events. Other agencies including the Police and ambulance services were alerted.<br />

By 12.45 a line had been passed to the `Anglian Earl’ and she began taking the weight of the drifting vessel which is<br />

also being held in place by her port anchor. The plan is now to mobilize a second tug and take the vessel to a deep<br />

water anchorage in Portland Port.<br />

China's largely inactive submarine fleet stirs<br />

China's entire fleet of 55 attack submarines conducted six patrols in 2007, up from the two the fleet conducted in 2006<br />

and none in 2005, according to new information obtained by a scientific organization.<br />

According to the Navy, none of China's ballistic missile submarines have ever made a patrol, 25 years after the<br />

country's first nuclear missile capable submarine was built. Chinese submarines in the 1990s conducted an average of<br />

1.2 patrols a year. FAS said the U.S. Navy's submarine fleet conducts more than 100 patrols annually.<br />

The Navy has been faulted in some quarters for paying insufficient attention to China's growing maritime power, much<br />

of which rests on new submarines. At a House Armed Services Committee hearing Dec. 13, 2007, ranking Republican<br />

Duncan Hunter of California said the U.S. Navy risks being eclipsed by China's growing maritime power.<br />

In an exchange with Navy chief Adm. Gary Roughead, Hunter said China was "outstripping us by 3-1 on submarine<br />

production, and your own figures show that they are going to eclipse us in submarine numbers in 2011." In response,<br />

Roughead said anti-submarine warfare was a top Navy priority.<br />

While the Chinese submarine inventory includes a number of older diesel electric boats, the country recently took<br />

delivery of eight Russian-built Kilo class, non-nuclear powered submarines, according to the Congressional Research<br />

Service. China is building four classes of new submarines including a nuclear powered attack submarine and a nuclear<br />

powered ballistic missile submarine, and was expected to have 28 relatively modern submarines in its inventory by<br />

2006.<br />

Yet, China's low submarine patrol numbers would appear to call into question the level of training of its submarine<br />

crews and the capability of the its submarine fleet to operate much beyond the nation's coastal waters.<br />

The U.S. Navy currently operates 53 nuclear-powered attack submarines, twice as many as the rest of the world<br />

<strong>com</strong>bined, and is building its newest attack submarine -- the nuclear-powered Virginia class -- at the rate of one per<br />

year. The service also maintains a fleet of anti-submarine warfare aircraft that has no equal.<br />

The Navy's annual funding of $137 billion dwarfs China's entire defense budget, which was estimated at $44 billion in<br />

2006, according to the Stockholm International Peace Research Institute.<br />

In an analysis of relative global naval power, Robert O. Work, senior defense analyst at the Center for Strategic<br />

Budgetary Assessments in Washington, wrote, "No naval challenger now threatens the U.S. Navy... Although the battle<br />

fleet numbers fewer ships that at any time since 1931, the Navy likely enjoys a wider margin of superiority than at any<br />

point since the late 1940s."<br />

Bharati announces plan for new shipyard<br />

India's Bharati Shipyard Ltd is to construct a Green Field modern shipyard at Usgaon near the Dabhol port in Ratnagiri<br />

district of Maharashtra on India's east coast.<br />

The yard will have the capacity to build vessels upto 100,000 DWT and will be fully operational in the next two years.<br />

It will make use of the majority of the shipyard machinery and equipment that Bharati purchased from Britain's Swan<br />

Hunter Shipyard--including the Swan Hunter floating drydock.<br />

Bharati Shipyard managing director Mr. P. C. Kapoor, Managing Director of the Company said: "We are very proud to<br />

announce the Green Field Shipyard at Dabhol. The yard will be spread over an area of more than 250 acres. We have<br />

already acquired more than 180 acres of land. We are in the process of acquiring balance land."<br />

Bharati says the yard is situated inside a creek away from the main sea, which makes it suitable for shipbuilding in all<br />

weather conditions. The yard has many other locational advantages including very good water depth, adequate<br />

waterfront, scope for further expansion, etc. The civil work and the capex including installation of machineries at the<br />

yard has already <strong>com</strong>menced.<br />

The Swan Hunter machinery and equipment will "be optimally utilized at Dabhol" and "provide very good synergies" as<br />

they are capable of building vessels up to 250,000 DWT. With the increased shipbuilding capacity, the new shipyard<br />

Circle Line Orders Three<br />

New York’s Circle Line Sightseeing has the first of three new steel mono-hulled sightseeing boats under construction at<br />

Gladding-Hearn Shipbuilding of Somerset, Massachusetts. The first of the 165 x 36-ft. vessels will be delivered in April<br />

2008 with the second to follow in August and the final boat in March 2009. A pair of Cummins KTA38M1 main engines<br />

developing 1100 hp at 1800 RPM will power the first vessel. The engines will be linked to ZF W3350 gears with<br />

4.497:1 ratios. A pair of Cummins 6CTA powered generators will provide electrical power for each vessel including the<br />

140 hp electric Wesmar dual prop bow thrusters. Designed by Dejong and Lebet, Inc. The Sightseeing/Tour vessels<br />

will have a classic profile with a 22.5-ft. airdraft and be capable navigating under the low Harlem River Bridges. They<br />

will ac<strong>com</strong>modate up to 600 passengers each.<br />

Fully loaded they will draw eight feet of water on their 12-ft. molded depth. It is expected that the new vessels will<br />

allow the owners to retire some of their older boats. As has been the practice, the new boats will depart from the Pier<br />

SEAWAY VOLUMES DOWN<br />

THE St. Lawrence Seaway Management Corporation (SLSMC) has put a brave face on news that volumes were down<br />

significantly last year. Total Seaway cargo volume for 2007 is estimated to amount to 42.7m tonnes. The SLSMC<br />

<strong>com</strong>ments: “While lower than the 2006 total of 47 million tonnes, due principally to lower ocean vessel traffic and steel<br />

imports into the Seaway, the volume demonstrates the resilience of the system through the <strong>com</strong>plete economic cycle.”<br />

“We are satisfied with our ac<strong>com</strong>plishments in 2007” said Richard Corfe, President and CEO of the SLSMC. “While the<br />

season started slowly, we enjoyed a strong resurgence in cargo volumes by mid-summer, and this trend continued<br />

through the fall. We are particularly optimistic that the momentum in project cargoes that we observed this year will<br />

Cosco Container Ship Delivered<br />

On January 1, M.V. Cosco Europe, the second 10,000-TEU-Class<br />

container ship of Cosco, was delivered at Hyundai Heavy Industries<br />

shipyard. The ship left the shipyard for the port of Dalian on the same day.<br />

The ship will be added to the service between the Far East and Europe<br />

Sov<strong>com</strong>flot eyeing shipping <strong>com</strong>pany<br />

Sov<strong>com</strong>flot has placed an offer to purchase 36,301,145 shares of Novorossiysk-based shipping <strong>com</strong>pany Novoship at<br />

RUB 81.82 (approx. USD 3.35) each, Russia's largest shipping <strong>com</strong>pany indicated in a statement today.<br />

As reported earlier, a joint tanker <strong>com</strong>pany was formed in December 2007 as a result of a merger of Sov<strong>com</strong>flot and<br />

The 50 mtr M/S POLARSYSSEL is an expedition- and research vessel, made for operations in the Arctic and Antarctic<br />

regions. During the winter half-year the ship is mostly used for research projects in icy waters. The ship can receive<br />

and land helicopters up to the size of Super Puma. It is further more equipped with licensed helicopter handling<br />

equipment. The ship has since 1988 to 2002 been charted by the Governor of Svalbard for governmental purposes. It<br />

therefore changed its name from M/S Polar Circle to M/S POLARSYSSEL.<br />

EIB stelt 900 miljoen euro beschikbaar<br />

voor de aanleg van Maasvlakte 2.<br />

President Philippe Maystadt van de Europese Investeringsbank (EIB) en Hans Smits, bestuursvoorzitter van<br />

Havenbedrijf Rotterdam N.V. (HbR), hebben vandaag het eerste financieringscontract van 100 miljoen euro getekend<br />

voor het Maasvlakte 2-project van Havenbedrijf Rotterdam N.V. Deze overeenkomst is de eerste van een reeks<br />

contracten, die naar verwachting een totale omvang van 900 miljoen euro zullen belopen, voor de financiering van het<br />

landaanwinningsproject en de aanleg en uitbreiding van de capaciteit voor containeroverslag en de havenfaciliteiten<br />

van Rotterdam in de periode 2008-2014.<br />

Op 17 juli 2007 keurde de EIB een kredietfaciliteit van 900 miljoen euro goed ten voor het Maasvlakte 2-project. Dit<br />

project omvat de uitbreiding van de haven van Rotterdam en het direct aan de Noordzee gelegen industriegebied met<br />

containerfaciliteiten aan diep vaarwater samen met locaties voor de chemische verwerkingsindustrie en<br />

distributiediensten. De aanleg van Maasvlakte 2 begint in het najaar van 2008. De nieuwe haven en het bijbehorende<br />

industriegebied zullen in totaal een oppervlakte van 2000 hectare beslaan, en ruimte bieden voor de uitbreiding van<br />

containeractiviteiten, maar ook voor de chemische industrie en distributie. Vanuit de industrie is de belangstelling voor<br />

vestiging op Maasvlakte 2 groot. De eerste containerterminals zijn al gecontracteerd. Naar verwachting zal de eerste<br />

terminal in 2013 in gebruik worden genomen en zal Maasvlakte 2 in 2033 volledig bezet zijn. De totale kosten van de<br />

aanleg van Maasvlakte 2 worden geraamd op 3 miljard euro. De financieringsstructuur van het project omvat zowel<br />

eigen middelen, (kapitaal, leningen van aandeelhouders, kasmiddelen) als vreemd vermogen. Dit laatste was een<br />

belangrijke voorwaarde bij de totstandkoming van het definitieve investeringsbesluit voor het Rotterdamse Maasvlakte<br />

2-project. De goedgekeurde faciliteit van de EIB is erop gericht voor een belangrijk deel aan deze voorwaarde te<br />

voldoen.<br />

Het project is onderdeel van de Rotterdamse planning op middellange termijn, dat aan een strategische<br />

milieueffectbeoordeling is onderworpen. Het project zelf is getoetst aan twee <strong>com</strong>plete milieueffectanalyses, waarbij<br />

de nadruk lag op de bouwwerkzaamheden en het gebruik van het aangewonnen land. Belangrijke milieueffecten van<br />

de zandwinning uit de zeebodem zijn in kaart gebracht en er zijn uitgebreide maatregelen getroffen om de nadelige<br />

gevolgen hiervan te beperken dan wel te <strong>com</strong>penseren. Ten behoeve van de belangrijkste stakeholders is een systeem<br />

van volledige en transparante informatievoorziening opgezet, en het project heeft van de Europese Commissie groen<br />

licht gekregen.<br />

De EIB financiert de eerste fase van het project, dat betrekking heeft op de aanleg van de zeewering voor de kust en<br />

de basisinfrastructuur op het aangewonnen land. Na de afronding ervan zal het nieuwe havengebied beschikken over<br />

twee nieuwe containerterminals met een verwerkingscapaciteit van ongeveer 4,2 miljoen TEU (Twenty Foot Equivalent<br />

Unit, de eenheidsmaat van een 20-voets container), een totale oppervlakte van 150 hectare behelzen en een lengte<br />

van 2 kilometer aan dokruimte bieden. Extra grondgebied, met een totale omvang van zo’n 160 hectare ten behoeve<br />

van aanvullende havenactiviteiten, zoals depots, industrie en milieu, is eveneens in het project opgenomen.<br />

President Maystadt merkte op dat: “de EIB al vele jaren een van de grootste bronnen van bancaire financiering is voor<br />

de hoogwaardige strategische vervoersinfrastructuur. Met het huidige project is de rol van de Bank als innovatieve en<br />

katalyserende financieringspartner nog eens bevestigd".<br />

“Het Havenbedrijf is verheugd met de EIB als financieringspartner gezien de lange looptijden, flexibele contracten en<br />

gunstige voorwaarden, die bijzonder geschikt zijn voor grootschalige infrastructuur. De EIB-financiering vormt een<br />

belangrijke basis voor aantrekking van verdere faciliteiten”, aldus de heer Smits.<br />

De huidige lening is een voortzetting van de geslaagde samenwerking tussen de EIB en HbR. Eerder financierde de<br />

Bank met 300 miljoen euro al de aanleg van de Euromax containerterminal en de Delta 2000-8 containerterminal.<br />

De Europese Investeringsbank (EIB) is de bank van de Europese Unie die financieringen op lange termijn biedt ter<br />

ondersteuning van de Europese doelstellingen. Het steunen van de transeuropese netwerken (TEN’s), de omvangrijke<br />

infrastructurele netwerken voor vervoer en energie, is een van de zes prioritaire doelstellingen die de EIB aan haar<br />

kredietactiviteit stelt. De toewijding van de Bank aan de transeuropese netwerken is onlangs opnieuw bevestigd in het<br />

document “Een nieuw beleid voor EIB kredietverlening aan de vervoerssector”. Sinds de benoeming van transeuropese<br />

netwerken tot prioritaire doelstelling in 1993 heeft de EIB meer dan 93 miljard euro aan deze netwerken toegewezen;<br />

83 miljard euro hiervan is ten goede gekomen aan de vervoerssector.<br />

Port Rashid will take up new role<br />

Port Rashid, once Dubai's major trading gateway, is closing general and non-containerised cargo handling operations,<br />

which will move to Jebel Ali, reducing its operations as part of a government plan to turn the area into a major<br />

maritime services and cruise hub, a statement said yesterday.<br />

The move marks the beginning of the end of Port Rashid - a major supply line for the UAE, as reported in Gulf News<br />

earlier. Till the mid-1980s, Port Rashid used to be the main harbour. However, Jebel Ali, the region's largest harbour,<br />

began to outshine the rest since its inception in the early 1980s.<br />

Dubai Maritime City, which has started operations on a reclaimed land near Port Rashid, along with Dubai Drydocks,<br />

will be<strong>com</strong>e the biggest maritime services, shipbuilding and cruise hub. Port Rashid will host the region's only<br />

dedicated cruise terminal, which has witnessed a strong growth in business. Dubai's Department of Tourism and<br />

Commerce Marketing (DTCM) is to build a second cruise terminal in the <strong>com</strong>ing years.<br />

Staff and equipment associated with general and non-containerised cargo handling will similarly relocate to Jebel Ali by<br />

the end of March. Some container handling capacity will remain at Port Rashid and cruise ships and ferries will<br />

continue to use Port Rashid.<br />

Mohammad Al Muallem, senior vice-president and managing director of DP World's UAE region said: "We have<br />

discussed our services with our customers, who are keen to take advantage of our new facility at Jebel Ali. We are<br />

DP World yesterday said that in response to customer requests, it is moving its general and non-containerised cargo<br />

handling operations at Port Rashid in central Dubai to its flagship facility near Jebel Ali.<br />

"Following requests from container shipping lines to move to the brand new container terminal at Jebel Ali opened in<br />

the third quarter of last year, most of the containerised cargo handled at Port Rashid has already moved to DP World's<br />

Novoship Took New Tanker<br />

On January, 2 2008 the Korean shipyard Samsung Heavy Industries ST.Ltd. delivered a new tanker of Aframax class to<br />

Novoship. According to the press-service of the Russian <strong>com</strong>pany the vessel’s name is “NS LOTUS”.<br />

The vessel is to transport crude oil and black oil products. Technical characters of the tanker: the deadweight - 115<br />

thousand tons, the length – 250 m, the breadth – 43.80 m, the hull height – 21 m, the draught – 14.92 m, the speed<br />

– 15 knots, the capacity of the main engine - 13 560 kwt.<br />

The tanker is the forth in the series. In 2007 the <strong>com</strong>pany was delivered “NS LEADER”, “NS LION”, “NS LAGUNA”.<br />

“Jaarboek Binnenvaart 2007”.<br />

Bij De Alk verscheen naar jaarlijkse traditie “Jaarboek Binnenvaart 2007” De vrachtprijzen<br />

in de droge lading blijven op een hoog niveau, hoewel ze zomer 2007 iets terugzakken. De<br />

nieuwbouwgolf houdt aan. Nieuwbouwschepen zijn niet aan te slepen en komen overal<br />

vandaan. Nog steeds veel casco’s uit China, maar ook binnenlands worden <strong>com</strong>plete schepen<br />

gebouwd.<br />

De tankvaart heeft het niet gemakkelijk. De vrachtprijzen zijn laag en de eigenaren van<br />

dubbelwandige tankers hebben moeite om rendabel te varen. De eigenaren van enkelwandige<br />

tankers krijgen van de grote oliemaatschappijen te horen dat ze op termijn niet meer welkom<br />

zijn. Om aan hun milieuvriendelijk imago te werken eisen de oliemaatschappijen dubbelwandig<br />

vervoer.<br />

De binnenvaart komt in opstand tegen het verdwijnen van steeds meer ligplaatsen. Vooral op<br />

de Duitse Rijn wordt weinig rekening gehouden met de belangen van de varende bevolking en wordt in voormalige<br />

havens driftig aan het water gebouwd.<br />

Het “Jaarboek Binnenvaart” geeft in foto’s, korte nieuwslijnen, nieuwsverhalen en menselijke verhalen een<br />

overzicht van het jaar, dat zich uitstrekt van juli 2006 tot en met juni 2007.<br />

”Jaarboek Binnenvaart 2007” (ISBN 978-90-6013-269-2) werd als hardback uitgegeven en telt 136 pagina’s. Het<br />
