The recent letter bomb incidents have heightened our awareness of mail bombs. As a postal employee,<br />

you need to know some facts about mail bombs, their characteristics, what the Inspection Service<br />

is doing to protect you, and what you can do if you suspect a parcel or letter to be a mail bomb.<br />

The Postal Inspection Service investigates an average of 16 mailed explosive devices per year. Considering<br />

that the Postal Service delivers over 180 billion pieces of mail annually, the chance of a postal<br />

employee handling a mail bomb is extremely remote. Nevertheless, employees should be familiar with<br />

mail bomb characteristics, as shown on Poster 26, Mail Bomb Indicators (a copy is included on page<br />

5 of this Postal Bulletin for posting in your facility).<br />

Generally, mail bombs are designed to withstand the rigors of mail handling, and to explode only<br />

upon opening or when something is removed from the envelope or parcel. As in the recent wave of letter<br />

bombs, specific individuals or organizations are usually targeted.<br />

The Postal Inspection Service is diligently pursuing several avenues to ensure the safety of all postal<br />

employees:<br />

We are working with the FBI to identify, arrest, and prosecute the people responsible for the recent<br />

terrorist letter bombs.<br />

We are screening mail at various locations.<br />

Postmaster General Runyon recently has formed a mail security task force to explore new<br />

technologies and ways of moving the mail more safely.<br />

Remember, if you are suspicious of a parcel or letter:<br />

Notify your supervisor immediately.<br />

Stay a safe distance from the suspicious parcel or letter. Do not move or disturb the<br />

suspicious item.<br />

Contact the Postal Inspection Service right away.<br />

Take no action that would jeopardize your personal safety.<br />

Don’t take chances. Your safety comes first.

cannot be refused from the carrier due to an error in ordering<br />

if it has arrived at the correct consignee address, unless it<br />

poses a safety hazard to unload or catastrophic damage has<br />

Vending Machine Report<br />

A summary of vending machine income sharing and other<br />

activities related to the Randolph-Sheppard Act<br />

Amendments of 1974 is required for fiscal year 1996<br />

(October 1, 1995, through September 30, 1996). This report<br />

complies with an annual request from the Department of<br />

Education and Handbook EL-602, Food Service Operations,<br />

471.3.<br />

The annual report on the proceeds and/or commission of<br />

every postal installation that has even a single coin-operated<br />

vending machine (stamp machines excepted) selling<br />

snacks, beverages, food, or tobacco is due at the processing<br />

and distribution lead plant or customer service and sales dis-<br />

trict level by January 31, 1997. Postmasters must submit to<br />

appropriate managers consolidated reports (see format below)<br />

including the proceeds and/or commission from vending<br />

machines at branches, stations, etc., under their control.<br />

Lead plant and district managers must consolidate the reports<br />

by state and forward them to their Performance<br />

Cluster by February 7 for further consolidation and prompt<br />

DMM REVISION<br />

Products Mailable at Nonprofit Standard Mail Rates<br />

Effective January 1, 1997, Domestic Mail Manual (DMM)<br />

E670.5.10 is revised to reflect an increase from $6.75 to<br />

$6.93 for low-cost products mailable at Nonprofit Standard<br />

Mail rates. Under statutory restrictions implemented in DMM<br />

E670, products may not be mailed at the Nonprofit Standard<br />

Mail rates unless the products meet at least one of three exceptions.<br />

Under the Internal Revenue Code, a low-cost item<br />

is one of these exceptions.<br />

The value of a low-cost item—the actual cost to the authorized<br />

organization—is determined each year by the Internal<br />

Revenue Service, based on cost of living. For 1997, the maximum<br />

limit for the value of a low-cost item has been adjusted<br />

to $6.93.<br />

This revision will appear in DMM Issue 52 (scheduled for<br />

release on July 1, 1997).<br />

Labeling Instructions<br />

Effective July 1, 1997, Domestic Mail Manual (DMM)<br />

M032.2.4f corrects the content identifier instructions for barcoded<br />

sack labels. This revision was inadvertently omitted<br />

from Postal Bulletin 21937 (1-16-97).<br />

Effective immediately, DMM M120.2.3c corrects the Line<br />

1 labeling instruction for the Priority Mail SCF package sort<br />

level from DMM L002, Column B, to L002, Column C.<br />

These changes will appear in DMM Issue 52 (scheduled<br />

for release on July 1, 1997).<br />

a. Low-cost items within the meaning of 26 USC 513(h)(2),<br />

Internal Revenue Code. At the beginning of each calendar<br />

year, the value of low-cost items is adjusted for cost of living.<br />

Effective January 1, 1997, the standard established that the<br />

cost of such items may not exceed $6.93. This cost is the<br />

cost to the authorized organization that mails the items or on<br />

whose behalf the items are mailed.<br />

Overseas Military Mail<br />

Mail addressed to, from, or between military post offices<br />

overseas is subject to certain conditions or restrictions of<br />

mailing regarding content, preparation, and handling. The<br />

table below outlines these conditions by APO/FPO ZIP<br />

Codes through the use of footnoted mailing restriction<br />

codes, which appear on the page following the table.<br />

Acceptance clerks should use this table with the inte-<br />

Conditions Applied to Mail Addressed to Military Post Offices Overseas<br />

grated retail terminal (IRT) to determine whether an APO/<br />

FPO ZIP Code is active and which conditions of mailing apply.<br />

A. Securities, currency, or precious metals in their raw, unmanufactured<br />

Exceptions: Prepaid mail from contractors addressed to a military<br />

organizations for official use need not bear a customs declaration, but must<br />

be endorsed “Contents for Official Use-Exempt from Customs<br />

Requirement.” Official mail from government agencies does not require a<br />

customs declaration or exemption endorsement. Known Mailers may use<br />

either Form 2976-A on each item or Form 2976 (or facsimile) with a mail<br />

manifest in conjunction with a packing list. Form 2976 must state “packing<br />

list enclosed.” The packing list must include a description of the items, the<br />

dollar values of the items, and the complete address including the PSC box<br />

number and APO/FPO ZIP Code of the addressee, the date of mailing, the<br />

insurance registry number, if applicable, and the serial number of any item<br />

over $25 in value and any electrical item over $15 in value. The packing list<br />

should be enclosed in the parcel or attached to the outside of the parcel. The<br />

mail manifest which itemizes all parcels that a Known Mailer deposits will be<br />

given to Postal Official at Business Mail Acceptance Unit. Form 2976 may be<br />

used if the mailer does not wish to list the contents on the wrapper or in any<br />

case if the value exceeds $400. Affix only the upper portion of the label on<br />

the package. A completed Form 2976-A (listing the contents and value in US<br />

dollars) must be enclosed in the package. Mail addressed to/from all 094XX<br />

ZIP Codes must use Form 2976-A only.<br />

B1. Form 2976 or 2976-A is required. Articles are liable for customs duty<br />

and/or purchase tax unless they are bona fide gifts intended for use by<br />

military personnel or their dependents. When the contents of a parcel meet<br />

these requirements, the mailer must endorse the customs form, “Certified to<br />

be a bona fide gift, personal effects, or items for personal use of military<br />

personnel and dependents,” under the heading, Description of Contents.<br />

Exceptions: Mail addressed to/from all 094XX ZIP Codes must use only<br />

Form 2976-A. All other exceptions listed in restriction B above are applicable<br />

to this restriction.<br />

C. Cigarettes and other tobacco products are prohibited.<br />

C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,<br />

and horror comics and matrices are prohibited.<br />

D. Coffee is prohibited.<br />

E1. Medicines or vaccines not conforming to French laws are<br />

prohibited.<br />

E2. Any matter containing religious materials contrary to Islamic faith or<br />

depicting nude or seminude persons, pornographic or sexual items, or<br />

Finance<br />

Migratory Bird Stamp Disposition<br />

The procedures below replace the procedures in<br />

Handbook F-1, Post Office Accounting Procedures, section<br />

427.42 (11-96). Corrections to Handbook F-1 will be issued<br />

soon in the Postal Bulletin.<br />

Post offices (Statement of Account offices) must submit<br />

unsold migratory bird stamps for destruction during Postal<br />

Quarter (PQ) III according to the procedures outlined below.<br />

Stations and branches and standard field accounting procedures<br />

offices must submit unsold migratory bird stamps to<br />

the main stock prior to the close of Accounting Period<br />

(AP) 6.<br />

Post Offices (Statement of Account Offices)<br />

Serviced by the Stamp Distribution Office (SDO)<br />

1. Postmasters must complete these tasks:<br />

Return bird stamps to the main stock prior to the<br />

close of AP 6.<br />

Submit for destruction unsold migratory bird<br />

stamps during PQ III. Prepare Form 3238, Stamps<br />

& Stamped Paper Destruction Certificate, in<br />

quadruplicate. Send the original and two copies of<br />

Form 3238 to the destruction committee. Maintain<br />

the fourth copy as support until the certified copy is<br />

received.<br />

The post office will not make any entries to the SOA<br />

until they receive the certified copies of Forms<br />

3238.<br />

Verify AP 9 or PQ III statement of account to ensure<br />

that the entry to AIC 511, Bird Stamps Destroyed,<br />

equals the amount in AIC 806, Ending Inventory —<br />

Bird Stamps, on the previous statement of account.<br />

Submit the signed original Form 3238 with the<br />

statement of account to support AIC 511.<br />

Report any problems or discrepancies to the district<br />

accounting office.<br />

2. District customer service and sales offices must complete<br />

these tasks:<br />

Establish a destruction schedule to submit all<br />

unsold migratory bird stamps to the stamp stock<br />

destruction committee no later than AP 8 (ending<br />

April 25, 1997).<br />

Return properly certified Forms 3238 to post offices<br />

for inclusion with the statement of account for PQ III<br />

or AP 9 (ending May 23, 1997).<br />

3. Main stock IRT offices must complete these tasks:<br />

Return all migratory bird stamps to the main stock<br />

using a valid item number for bird stamps.<br />

Offices with Unisys integrated retail terminals<br />

(IRTs) must use item numbers 318 or 319.<br />

Do not enter migratory bird stamps as redeemed<br />

stock.<br />

Print Form 3958, Main Stock (or Unit Reserve<br />

Stock) Transaction Record, and verify that the total<br />

in the bird stamp portion of Form 3958 equals both<br />

of the following:<br />

The value of migratory bird stamps on hand.<br />

The amount in AIC 806 on the previous statement<br />

of account.<br />

Research and correct any discrepancies before<br />

submitting the statement of account.<br />

Upon receipt of the certified Forms 3238, make the<br />

appropriate entries using the stock destroyed<br />

option on the IRT. The system automatically posts<br />

the total to AIC 511.<br />

Stations and Branches of District Offices,<br />

Standard Field Accounting Procedures Offices<br />

serviced by the SDO<br />

Stations and branches and SFAP offices must submit unsold<br />

migratory bird stamps to the SDO prior to the close of<br />

AP 6.<br />

1. Post office performs these tasks:<br />

Prepares Form 3238 as the original and four<br />

copies. The original and three copies of Form 3238<br />

will be submitted to the destruction committee. The<br />

office will maintain the fifth copy as support until the<br />

certified copy is received from the destruction<br />

committee.<br />

Ships migratory bird stamps and Forms 3238 to the<br />

Stamp Stock Destruction Committee.<br />

Records migratory bird stamps shipped to AIC 848,<br />

Stock Returned, when the certified Form 3238 is<br />

received from the destruction committee.<br />

2. Stamp Destruction Committee<br />

The stamp destruction committee (SDC) will<br />

receive the stock and Form 3238 (original and three<br />

copies).<br />

The SDC will verify the stock and sign all four Forms<br />

3238.

The SDC will return one copy of Form 3238 to the<br />

post office or unit that remitted the stock for<br />

destruction.<br />

The SDC must forward the original and one copy to<br />

the stamp distribution office and maintain one copy<br />

for their records.<br />

3. Stamp Distribution Office<br />

The stamp distribution office (SDO) will enter the<br />

Forms 3238 by unit ID into the stamps system as<br />

stock received from stations and branches.<br />

The SDO will enter the total value of Forms 3238 as<br />

bird stock destroyed into the stamps system.<br />

The SDO will total all Forms 3238 and attach an<br />

adding machine tape to Forms 3238. The SDO<br />

must match the total on the tape to the amount<br />

recorded on Form 3958 as stock destroyed.<br />

The SDO will forward the original and copy of<br />

Forms 3238 and Forms 3958 to the district<br />

accounting office.<br />

4. District Accounting Office<br />

The district accounting office will verify the amounts<br />

on Forms 3238 to ensure that they match the<br />

amount on Form 3958.<br />

The accounting unit will ensure that in-transit<br />

amounts are cleared from the SDO/SDN in-transit<br />

program.<br />

The accounting unit will choose option C,<br />

Accountable Paper, on SFAS Daily Financial<br />

Menu, select option 2, Accountable Paper (PS<br />

3958), and enter amount of bird stock destroyed as<br />

shown on Form 3958, Main Stock (or Unit Reserve<br />

Stock) Transaction Record.<br />

Accounting will submit the original Form 3238 along<br />

with a tape of all Forms 3238s reported in AIC 511<br />

to Minneapolis ASC with the district statement of<br />

account.<br />

The district accounting office will keep certified<br />

copies of Forms 3238 to support the entry to<br />

AIC 511.<br />

Stamp Distribution Network Offices<br />

Post Offices (Statement of Account Offices) serviced by<br />

the SDN<br />

1. Postmasters complete these tasks:<br />

Submits unsold migratory bird stamps for<br />

redemption to the Stamp Distribution Network<br />

(SDN) prior to the close of A/P 6.<br />

Prepares Form 17-T in quadruplicate. Copies 1 and<br />

2 are submitted with the stock, copy 3 supports the<br />

statement of account entry, and copy 4 is filed<br />

locally. This form is available from the SDN. Mark<br />

Form 17-T Bird Stock return.<br />

Records migratory bird stamps shipped to AIC 502,<br />

Bird Stamps Shipped. This entry is made when the<br />

certified Form 17-T is received from the SDN.<br />

2. The SDN records migratory bird stamps received to<br />

AIC 010, Bird Stamps Received, and submits the bird<br />

stamps and Form 17-T to the stamp stock return<br />

committee.<br />

3. The stamp stock return committee completes these<br />

tasks:<br />

Certifies the migratory bird stamps for destruction<br />

and prepares Forms 3238.<br />

Reports any problems or discrepancies to the<br />

district accounting office for resolution.<br />

Submits the completed Forms 3238 to the SDN<br />

manager.<br />

4. The SDN manager completes these tasks:<br />

Records the migratory bird stamps destruction to<br />

AIC 511 on the statement of account.<br />

Submits the signed original Forms 3238 and<br />

statement of account to the Minneapolis<br />

Accounting Service Center (MNASC).<br />

Stations and Branches, Standard Field<br />

Accounting Procedures Offices, and Contract<br />

Stations (three-digit unit IDs in SFAS) Serviced<br />

by the SDN<br />

Stations and branches and SFAP offices must submit unsold<br />

migratory bird stamps to the SDN prior to the close of<br />

AP 6.<br />

1. Post office performs these tasks:<br />

Prepares five Form 17-T copies. Submit copies 1,<br />

2, and 3 with the stock; copy 4 supports the Form<br />

1412 entry, and copy 5 is filed locally. This form is<br />

available from the SDN. Mark Form 17-T Bird Stock<br />

returned.<br />

Records migratory birds stamps shipped to AIC<br />

848. This entry is made when the certified Form<br />

17-T is received from the SDN.<br />

Ships Bird Stamps and Form 17-T to the SDN.<br />

2. The SDN completes these tasks:<br />

Records migratory bird stamps received to AIC<br />

010, Bird Stamps Received.<br />

Submits the migratory bird stamps and Form 17-T<br />

to the stamp stock return committee.

4. The SDN manager submits the Form 17 summary to<br />

Resolves any discrepancies between the amounts<br />

Records the destruction to AIC 511.<br />

Submits the signed original Form 3238 with the<br />

statement of account to MNASC.<br />

International Reply Coupons<br />

Post offices must send all exchanged foreign-issued<br />

International Reply Coupons (IRCs) that have been properly<br />

postmarked in the lower right corner (see International Mail<br />

Manual (IMM) 392.3a) and accepted through December 31,<br />

1996, with the Statement of Account for Accounting Period<br />

6, or Postal Quarter II, ending February 28, 1997. Redemption<br />

rates are:<br />

a. 1-1-95 through 7-08-95: 50 cents.<br />

b. 7-9-95 through 12-31-96: 60 cents.<br />

Handbook F-1, Post Office Accounting Procedures<br />

(November 1996), 426.9, contains specific instructions for<br />

collection and proper documentation of IRCs for post offices<br />

and stations and branches. Refer to IMM 392.4 for proper<br />

completion procedures for IRCs.<br />

Special Instructions for Statement of Account<br />

Offices with Integrated Retail Terminals (IRTs)<br />

AIC 625, International Reply Coupons Exchanged, is not<br />

operational on the current IRT software. All offices with IRTs<br />

should follow the procedures listed below when returning<br />

IRCs:<br />

1. All IRCs must be in the main stock inventory. Return<br />

any IRCs that are in clerk credits to the main stock.<br />

2. The main stock custodian accesses Form 3958, Main<br />

Stock (or Unit Reserve Stock) Transition Record, entry<br />

portion of the stamp stock program on the IRT. Remove<br />

returned IRCs from inventory using the stock<br />

number 501 and enter 625. When posting to the accountbook,<br />

place the entry in AIC 625.<br />

If the office has other entries in AIC 501, still report that<br />

amount in AIC 501, deduct the amount for returned IRCs,<br />

and enter it in AIC 625.<br />

Post offices should not claim domestic IRCs in AIC 625.<br />

If this is done, a statement of difference will be issued. IRCs<br />

redeemed prior to January 1, 1996, will not be allowed. Only<br />

properly processed IRCs will be accepted by MNASC.<br />

Merian Botanical Prints Stamps<br />

Copyright USPS 1997<br />

The Postal Service will issue two 32-cent Merian Botanical<br />

Prints stamps, in a self-adhesive vendible booklet of 15<br />

(Item 6687), for vending purposes only, and a self-adhesive<br />

convertible booklet of 20 (Item 6683), on March 3, 1997, in<br />

Washington, D.C. The stamps go on sale nationwide<br />

March 4.<br />

Designed by Phil Jordan of Falls Church, Virginia, the<br />

stamps feature two hand-colored engravings, one of a pineapple<br />

and one of a citron, from original watercolors done by<br />

artist Maria Sibylla Merian (1647–1717). Merian spent 2<br />

years in Surinam studying and painting insects, plants, and<br />

animals. Her first edition book, Metamorphosis of Insects of<br />

Surinam, published in 1705, resulted in the firm establishment<br />

of her reputation as a scientist as well as an artist.<br />

How to Order the First Day of Issue Postmark<br />

Customers have 90 days to obtain the first day of issue<br />

postmark by mail. They may purchase the new convertible<br />

booklet of 20 stamps at their local post office or postal retail<br />

store and the new vendible booklet of 15 stamps at post offices<br />

that have vending equipment or by using the ordering<br />

instructions above. Customers should affix the stamps to envelopes<br />

of their choice, address the envelopes (to themselves<br />

or others), and place them in a larger envelope<br />

addressed to:<br />

After applying the first day of issue postmark, the Postal<br />

Service returns the envelopes through the mail. There is no<br />

charge for the postmark. All orders must be postmarked by<br />

June 1, 1997.<br />

The <strong>Philatelic</strong> Fulfillment Service Center also offers first<br />

day covers for new stamp issues and postal stationery items<br />

postmarked with the official first day of issue cancellation.<br />

For the Merian Botanical Prints stamps, customers may order<br />

a random single or a set of the two covers with one stamp<br />

each. Each item has an individual catalog number and is offered<br />

in the quarterly USA <strong>Philatelic</strong> catalog. Customers may<br />

Distribution of Convertible Booklet of 20<br />

Self-Adhesive Stamps<br />

Stamp distribution offices (SDOs) and stamp distribution<br />

networks (SDNs) will receive three distributions of this convertible<br />

booklet of 20 self-adhesive stamps. The first distribution<br />

of approximately one-half the standard automatic<br />

distribution for a 20-stamp booklet will be completed by<br />

February 3, 1997. SDOs and SDNs will make a subsequent<br />

automatic distribution to post offices for one-half of their standard<br />

automatic distribution quantities using Form 3309,<br />

Advice of Shipment/Stamp Invoice, and Form 17, Stamp<br />

Requisition. SDOs and SDNs must not distribute stamps to<br />

post offices before February 20, 1997.<br />

The second distribution, also approximately one-half the<br />

standard automatic distribution for a 20-stamp booklet, will<br />

be completed in May 1997. A third distribution of approximately<br />

one-fourth the standard automatic distribution for a<br />

20-stamp booklet will be completed in August 1997. Distribution<br />

quantities are rounded up to the nearest master carton<br />

size (4,500 booklets).<br />

<strong>Philatelic</strong> Requirement<br />

SDOs and SDNs will not receive a separate quantity for<br />

their authorized philatelic centers. The philatelic centers<br />

must be supplied their quantities from the initial standard automatic<br />

distribution made to the SDOs and SDNs.<br />

Additional Supply<br />

Post offices requiring additional stamp booklets must requisition<br />

them from their designated SDO on a separate Form<br />

17, or designated SDN, using a separate Form 17-S, Stamp<br />

Distribution Network Stamp Requisition<br />

All accountable paper depositories (APDs) will receive<br />

1,863,000 booklets for filling supplemental orders. The Kansas<br />

City SDN will receive 1,867,500 additional booklets.<br />

SDOs requiring additional stamp booklets must order them<br />

from the appropriate APD, using a separate Form 17. These<br />

back-up quantities, however, will not be in place until August<br />

1997.<br />

Sales Policy<br />

All post offices must acquire and maintain a supply of<br />

each new commemorative stamp as long as customer demand<br />

exists or until the stamp is officially withdrawn from<br />

sale, generally 1 year from date of issue. If supplies run low,<br />

post offices must reorder additional quantities using their<br />

normal ordering procedures.<br />

Self-Service/Vending Distribution<br />

For vending purposes only, SDOs and SDNs will receive<br />

a distribution of the vendible booklets of 15 32-cent stamps<br />

($4.80) (Item 6687).<br />

Production of the January 1997 USA <strong>Philatelic</strong> catalog<br />

will be delayed by approximately 2 months. Design and production<br />

of this first issue for 1997 are continuing, and the release<br />

of the 1997 USA <strong>Philatelic</strong> catalog is now planned for<br />

mid-March. The catalog will contain a comprehensive list of<br />

all available stamps and products and will be mailed to all<br />

current philatelic customers.<br />

Our catalogs are a significant source of revenue and an<br />

important communications link for our customers. Every effort<br />

is being made to publish this catalog quickly, efficiently,<br />

Pictorial Cancellations Announcement 96-3<br />

As a community service, the Postal Service offers pictorial<br />

cancellations to commemorate local events celebrated<br />

in communities throughout the nation. A list of upcoming<br />

events for which pictorial cancellations are authorized appears<br />

below. If available, the sponsor of the pictorial cancellation<br />

appears in italics under the date. Also provided, as<br />

space permits, are illustrations of those cancellations that<br />

were reproducible and available at press time.<br />

People attending these local events may obtain the cancellation<br />

in person at the temporary post office station established<br />

there. Those who cannot attend the event, but who<br />

wish to obtain the cancellation, may submit a mail order request.<br />

Pictorial cancellations are available only for the dates<br />

indicated, and requests must be postmarked no later than 30<br />

days following the requested pictorial cancellation date.<br />

All requests must include a stamped envelope or postcard<br />

bearing at least the minimum First-Class Mail postage<br />

(32 cents per envelope or 20 cents per postcard). Items sub-<br />

Offices should honor the requested home delivery dates.<br />

Mailers wishing to participate in these alerts, for mailings of<br />

mitted for cancellation may not include postage issued after<br />

the date of the requested cancellation. Such items will be returned<br />

unserviced.<br />

Customers wishing to obtain a cancellation should affix<br />

stamps to any envelope or postcard of their choice, address<br />

the envelope or postcard to themselves or others, insert a<br />

card of postcard thickness in envelopes for sturdiness, and<br />

tuck in the flap. Place the envelope or postcard in a larger envelope<br />

and address it to: PICTORIAL CANCELLATIONS,<br />

followed by the NAME OF THE STATION, ADDRESS, CITY,<br />

STATE, ZIP + 4 CODE, exactly as listed below (using all capitals<br />

and no punctuation, except the hyphen in the ZIP + 4<br />

code).<br />

After applying the pictorial cancellation, the Postal Service<br />

returns the envelope or postcard through the mail. Customers<br />

who want their serviced item returned under protected<br />

cover should include a larger, stamped, self-addressed<br />

envelope.<br />

at 202-268-3182 at least 1 month preceding the requested<br />

delivery dates.<br />
