Mail Bomb Security

The recent letter bomb incidents have heightened our awareness of mail bombs. As a postal employee, 

you need to know some facts about mail bombs, their characteristics, what the Inspection Service 

is doing to protect you, and what you can do if you suspect a parcel or letter to be a mail bomb. 

The Postal Inspection Service investigates an average of 16 mailed explosive devices per year. Considering 

that the Postal Service delivers over 180 billion pieces of mail annually, the chance of a postal 

employee handling a mail bomb is extremely remote. Nevertheless, employees should be familiar with 

mail bomb characteristics, as shown on Poster 26, Mail Bomb Indicators (a copy is included on page 

5 of this Postal Bulletin for posting in your facility). 

Generally, mail bombs are designed to withstand the rigors of mail handling, and to explode only 

upon opening or when something is removed from the envelope or parcel. As in the recent wave of letter 

bombs, specific individuals or organizations are usually targeted. 

The Postal Inspection Service is diligently pursuing several avenues to ensure the safety of all postal 

employees: 

We are working with the FBI to identify, arrest, and prosecute the people responsible for the recent 

terrorist letter bombs. 

We are screening mail at various locations. 

Postmaster General Runyon recently has formed a mail security task force to explore new 

technologies and ways of moving the mail more safely. 

Remember, if you are suspicious of a parcel or letter: 

Notify your supervisor immediately. 

Stay a safe distance from the suspicious parcel or letter. Do not move or disturb the 

suspicious item. 

Contact the Postal Inspection Service right away. 

Take no action that would jeopardize your personal safety. 

Don’t take chances. Your safety comes first.

Once an order has been placed and shipped, the material 

cannot be refused from the carrier due to an error in ordering 

or shipping. Section 222.27a in Handbook AS-701, Material 

Management, states “A GBL shipment may not be refused 

if it has arrived at the correct consignee address, unless it 

poses a safety hazard to unload or catastrophic damage has 

occurred.” To return the quantity in error, follow policy in

Vending Machine Report 

A summary of vending machine income sharing and other 

activities related to the Randolph-Sheppard Act 

Amendments of 1974 is required for fiscal year 1996 

(October 1, 1995, through September 30, 1996). This report 

complies with an annual request from the Department of 

Education and Handbook EL-602, Food Service Operations, 

471.3. 

The annual report on the proceeds and/or commission of 

every postal installation that has even a single coin-operated 

vending machine (stamp machines excepted) selling 

snacks, beverages, food, or tobacco is due at the processing 

and distribution lead plant or customer service and sales dis-

trict level by January 31, 1997. Postmasters must submit to 

appropriate managers consolidated reports (see format below) 

including the proceeds and/or commission from vending 

machines at branches, stations, etc., under their control. 

Lead plant and district managers must consolidate the reports 

by state and forward them to their Performance 

Cluster by February 7 for further consolidation and prompt 

relay to:

Explanations 

Block 1: Vending machine commissions received from 

commercial concessionaire (do not include the 1 1/2% operating 

fee): Amount of vending machine commission, less the 

1 1/2% operating fee, received from commercial concessionaire

DMM REVISION 

Products Mailable at Nonprofit Standard Mail Rates 

Effective January 1, 1997, Domestic Mail Manual (DMM) 

E670.5.10 is revised to reflect an increase from $6.75 to 

$6.93 for low-cost products mailable at Nonprofit Standard 

Mail rates. Under statutory restrictions implemented in DMM 

E670, products may not be mailed at the Nonprofit Standard 

Mail rates unless the products meet at least one of three exceptions. 

Under the Internal Revenue Code, a low-cost item 

is one of these exceptions. 

The value of a low-cost item—the actual cost to the authorized 

organization—is determined each year by the Internal 

Revenue Service, based on cost of living. For 1997, the maximum 

limit for the value of a low-cost item has been adjusted 

to $6.93. 

This revision will appear in DMM Issue 52 (scheduled for 

release on July 1, 1997).

sack labels. This revision was inadvertently omitted 

from Postal Bulletin 21937 (1-16-97). 

Effective immediately, DMM M120.2.3c corrects the Line 

1 labeling instruction for the Priority Mail SCF package sort 

level from DMM L002, Column B, to L002, Column C. 

These changes will appear in DMM Issue 52 (scheduled 

for release on July 1, 1997).

The following products are mailable at Nonprofit Standard 

Mail rates: 

a. Low-cost items within the meaning of 26 USC 513(h)(2), 

Internal Revenue Code. At the beginning of each calendar 

year, the value of low-cost items is adjusted for cost of living. 

Effective January 1, 1997, the standard established that the 

cost of such items may not exceed $6.93. This cost is the 

cost to the authorized organization that mails the items or on 

whose behalf the items are mailed.

was inadvertently omitted from POM Issue 7 (August 1996). 

This revision clarifies Postal Service policy concerning 

the temporary suspension of delivery service due to threats 

to the security of employees, mail, or postal property. 

A future edition of the POM will include this change.

Mail addressed to, from, or between military post offices 

overseas is subject to certain conditions or restrictions of 

mailing regarding content, preparation, and handling. The 

table below outlines these conditions by APO/FPO ZIP 

Codes through the use of footnoted mailing restriction 

codes, which appear on the page following the table.

Note: Mail order catalogs are prohibited as SAM or PAL mail. 

A. Securities, currency, or precious metals in their raw, unmanufactured 

state are prohibited. Official shipments are exempt from this restriction. 

B. Form 2976-A is required for all mail weighing 16 ounces or more. 

Exceptions: Prepaid mail from contractors addressed to a military 

organizations for official use need not bear a customs declaration, but must 

be endorsed “Contents for Official Use-Exempt from Customs 

Requirement.” Official mail from government agencies does not require a 

customs declaration or exemption endorsement. Known Mailers may use 

either Form 2976-A on each item or Form 2976 (or facsimile) with a mail 

manifest in conjunction with a packing list. Form 2976 must state “packing 

list enclosed.” The packing list must include a description of the items, the 

dollar values of the items, and the complete address including the PSC box 

number and APO/FPO ZIP Code of the addressee, the date of mailing, the 

insurance registry number, if applicable, and the serial number of any item 

over $25 in value and any electrical item over $15 in value. The packing list 

should be enclosed in the parcel or attached to the outside of the parcel. The 

mail manifest which itemizes all parcels that a Known Mailer deposits will be 

given to Postal Official at Business Mail Acceptance Unit. Form 2976 may be 

used if the mailer does not wish to list the contents on the wrapper or in any 

case if the value exceeds $400. Affix only the upper portion of the label on 

the package. A completed Form 2976-A (listing the contents and value in US 

dollars) must be enclosed in the package. Mail addressed to/from all 094XX 

ZIP Codes must use Form 2976-A only. 

B1. Form 2976 or 2976-A is required. Articles are liable for customs duty 

and/or purchase tax unless they are bona fide gifts intended for use by 

military personnel or their dependents. When the contents of a parcel meet 

these requirements, the mailer must endorse the customs form, “Certified to 

be a bona fide gift, personal effects, or items for personal use of military 

personnel and dependents,” under the heading, Description of Contents. 

Exceptions: Mail addressed to/from all 094XX ZIP Codes must use only 

Form 2976-A. All other exceptions listed in restriction B above are applicable 

to this restriction. 

C. Cigarettes and other tobacco products are prohibited. 

C1. Obscene articles, prints, paintings, cards, films, videotapes, etc., 

and horror comics and matrices are prohibited. 

D. Coffee is prohibited. 

E1. Medicines or vaccines not conforming to French laws are 

prohibited. 

E2. Any matter containing religious materials contrary to Islamic faith or 

depicting nude or seminude persons, pornographic or sexual items, or 

nonauthorized political materials is prohibited. 

E3. Radio transceivers, cordless telephones, global positioning 

systems, scanners, base stations, and hand-held transmitters are 

prohibited. 

F. Firearms of any type are prohibited in all classes of mail. See 

definitions of firearms in DMM C022.1.1. This restriction does not apply to 

firearms mailed to or by official U.S. government agencies. 

F1. Privately owned weapons addressed to an individual are prohibited 

in any class of mail. 

F2. Importation of firearms is restricted to one shotgun and one single 

shot .22 caliber rifle per individual.

Migratory Bird Stamp Disposition 

The procedures below replace the procedures in 

Handbook F-1, Post Office Accounting Procedures, section 

427.42 (11-96). Corrections to Handbook F-1 will be issued 

soon in the Postal Bulletin. 

Post offices (Statement of Account offices) must submit 

unsold migratory bird stamps for destruction during Postal 

Quarter (PQ) III according to the procedures outlined below. 

Stations and branches and standard field accounting procedures 

offices must submit unsold migratory bird stamps to 

the main stock prior to the close of Accounting Period 

(AP) 6. 

Post Offices (Statement of Account Offices) 

Serviced by the Stamp Distribution Office (SDO) 

1. Postmasters must complete these tasks: 

Return bird stamps to the main stock prior to the 

close of AP 6. 

Submit for destruction unsold migratory bird 

stamps during PQ III. Prepare Form 3238, Stamps 

& Stamped Paper Destruction Certificate, in 

quadruplicate. Send the original and two copies of 

Form 3238 to the destruction committee. Maintain 

the fourth copy as support until the certified copy is 

received. 

The post office will not make any entries to the SOA 

until they receive the certified copies of Forms 

3238. 

Verify AP 9 or PQ III statement of account to ensure 

that the entry to AIC 511, Bird Stamps Destroyed, 

equals the amount in AIC 806, Ending Inventory — 

Bird Stamps, on the previous statement of account. 

Submit the signed original Form 3238 with the 

statement of account to support AIC 511. 

Report any problems or discrepancies to the district 

accounting office. 

2. District customer service and sales offices must complete 

these tasks: 

Establish a destruction schedule to submit all 

unsold migratory bird stamps to the stamp stock 

destruction committee no later than AP 8 (ending 

April 25, 1997). 

Return properly certified Forms 3238 to post offices 

for inclusion with the statement of account for PQ III 

or AP 9 (ending May 23, 1997). 

3. Main stock IRT offices must complete these tasks:

using a valid item number for bird stamps. 

Offices with Unisys integrated retail terminals 

(IRTs) must use item numbers 318 or 319. 

Do not enter migratory bird stamps as redeemed 

stock. 

Print Form 3958, Main Stock (or Unit Reserve 

Stock) Transaction Record, and verify that the total 

in the bird stamp portion of Form 3958 equals both 

of the following: 

The value of migratory bird stamps on hand. 

The amount in AIC 806 on the previous statement 

of account. 

Research and correct any discrepancies before 

submitting the statement of account. 

Upon receipt of the certified Forms 3238, make the 

appropriate entries using the stock destroyed 

option on the IRT. The system automatically posts 

the total to AIC 511. 

Stations and Branches of District Offices, 

Standard Field Accounting Procedures Offices 

serviced by the SDO 

Stations and branches and SFAP offices must submit unsold 

migratory bird stamps to the SDO prior to the close of 

AP 6. 

1. Post office performs these tasks: 

Prepares Form 3238 as the original and four 

copies. The original and three copies of Form 3238 

will be submitted to the destruction committee. The 

office will maintain the fifth copy as support until the 

certified copy is received from the destruction 

committee. 

Ships migratory bird stamps and Forms 3238 to the 

Stamp Stock Destruction Committee. 

Records migratory bird stamps shipped to AIC 848, 

Stock Returned, when the certified Form 3238 is 

received from the destruction committee. 

2. Stamp Destruction Committee 

The stamp destruction committee (SDC) will 

receive the stock and Form 3238 (original and three 

copies). 

The SDC will verify the stock and sign all four Forms 

3238.


The SDC will return one copy of Form 3238 to the 

post office or unit that remitted the stock for 

destruction. 

The SDC must forward the original and one copy to 

the stamp distribution office and maintain one copy 

for their records. 

3. Stamp Distribution Office 

The stamp distribution office (SDO) will enter the 

Forms 3238 by unit ID into the stamps system as 

stock received from stations and branches. 

The SDO will enter the total value of Forms 3238 as 

bird stock destroyed into the stamps system. 

The SDO will total all Forms 3238 and attach an 

adding machine tape to Forms 3238. The SDO 

must match the total on the tape to the amount 

recorded on Form 3958 as stock destroyed. 

The SDO will forward the original and copy of 

Forms 3238 and Forms 3958 to the district 

accounting office. 

4. District Accounting Office 

The district accounting office will verify the amounts 

on Forms 3238 to ensure that they match the 

amount on Form 3958. 

The accounting unit will ensure that in-transit 

amounts are cleared from the SDO/SDN in-transit 

program. 

The accounting unit will choose option C, 

Accountable Paper, on SFAS Daily Financial 

Menu, select option 2, Accountable Paper (PS 

3958), and enter amount of bird stock destroyed as 

shown on Form 3958, Main Stock (or Unit Reserve 

Stock) Transaction Record. 

Accounting will submit the original Form 3238 along 

with a tape of all Forms 3238s reported in AIC 511 

to Minneapolis ASC with the district statement of 

account. 

The district accounting office will keep certified 

copies of Forms 3238 to support the entry to 

AIC 511. 

Stamp Distribution Network Offices 

Post Offices (Statement of Account Offices) serviced by 

the SDN 

1. Postmasters complete these tasks: 

Submits unsold migratory bird stamps for 

redemption to the Stamp Distribution Network 

(SDN) prior to the close of A/P 6. 

Prepares Form 17-T in quadruplicate. Copies 1 and 

2 are submitted with the stock, copy 3 supports the 

statement of account entry, and copy 4 is filed 

locally. This form is available from the SDN. Mark 

Form 17-T Bird Stock return. 

Records migratory bird stamps shipped to AIC 502, 

Bird Stamps Shipped. This entry is made when the 

certified Form 17-T is received from the SDN. 

2. The SDN records migratory bird stamps received to 

AIC 010, Bird Stamps Received, and submits the bird 

stamps and Form 17-T to the stamp stock return 

committee. 

3. The stamp stock return committee completes these 

tasks: 

Certifies the migratory bird stamps for destruction 

and prepares Forms 3238. 

Reports any problems or discrepancies to the 

district accounting office for resolution. 

Submits the completed Forms 3238 to the SDN 

manager. 

4. The SDN manager completes these tasks: 

Records the migratory bird stamps destruction to 

AIC 511 on the statement of account. 

Submits the signed original Forms 3238 and 

statement of account to the Minneapolis 

Accounting Service Center (MNASC). 

Stations and Branches, Standard Field

Submits the migratory bird stamps and Form 17-T

3. The stamp stock return committee performs these

4. The SDN manager submits the Form 17 summary to

International Reply Coupons 

Post offices must send all exchanged foreign-issued 

International Reply Coupons (IRCs) that have been properly 

postmarked in the lower right corner (see International Mail 

Manual (IMM) 392.3a) and accepted through December 31, 

1996, with the Statement of Account for Accounting Period 

6, or Postal Quarter II, ending February 28, 1997. Redemption 

rates are: 

a. 1-1-95 through 7-08-95: 50 cents. 

b. 7-9-95 through 12-31-96: 60 cents. 

Handbook F-1, Post Office Accounting Procedures 

(November 1996), 426.9, contains specific instructions for 

collection and proper documentation of IRCs for post offices 

and stations and branches. Refer to IMM 392.4 for proper 

completion procedures for IRCs. 

Special Instructions for Statement of Account 

Offices with Integrated Retail Terminals (IRTs) 

AIC 625, International Reply Coupons Exchanged, is not 

operational on the current IRT software. All offices with IRTs 

should follow the procedures listed below when returning 

IRCs: 

1. All IRCs must be in the main stock inventory. Return 

any IRCs that are in clerk credits to the main stock. 

2. The main stock custodian accesses Form 3958, Main 

Stock (or Unit Reserve Stock) Transition Record, entry 

portion of the stamp stock program on the IRT. Remove 

returned IRCs from inventory using the stock

number 501 and enter 625. When posting to the accountbook, 

place the entry in AIC 625. 

If the office has other entries in AIC 501, still report that 

amount in AIC 501, deduct the amount for returned IRCs, 

and enter it in AIC 625. 

Post offices should not claim domestic IRCs in AIC 625. 

If this is done, a statement of difference will be issued. IRCs 

redeemed prior to January 1, 1996, will not be allowed. Only 

properly processed IRCs will be accepted by MNASC. 

Stamp Distribution Offices (SDOs)

Merian Botanical Prints Stamps 

Copyright USPS 1997 

The Postal Service will issue two 32-cent Merian Botanical 

Prints stamps, in a self-adhesive vendible booklet of 15 

(Item 6687), for vending purposes only, and a self-adhesive 

convertible booklet of 20 (Item 6683), on March 3, 1997, in 

Washington, D.C. The stamps go on sale nationwide 

March 4. 

Designed by Phil Jordan of Falls Church, Virginia, the 

stamps feature two hand-colored engravings, one of a pineapple 

and one of a citron, from original watercolors done by 

artist Maria Sibylla Merian (1647–1717). Merian spent 2 

years in Surinam studying and painting insects, plants, and 

animals. Her first edition book, Metamorphosis of Insects of 

Surinam, published in 1705, resulted in the firm establishment 

of her reputation as a scientist as well as an artist.

How to Order the First Day of Issue Postmark 

Customers have 90 days to obtain the first day of issue 

postmark by mail. They may purchase the new convertible 

booklet of 20 stamps at their local post office or postal retail 

store and the new vendible booklet of 15 stamps at post offices 

that have vending equipment or by using the ordering 

instructions above. Customers should affix the stamps to envelopes 

of their choice, address the envelopes (to themselves 

or others), and place them in a larger envelope 

addressed to:

After applying the first day of issue postmark, the Postal 

Service returns the envelopes through the mail. There is no 

charge for the postmark. All orders must be postmarked by 

June 1, 1997. 

The Philatelic Fulfillment Service Center also offers first 

day covers for new stamp issues and postal stationery items 

postmarked with the official first day of issue cancellation. 

For the Merian Botanical Prints stamps, customers may order 

a random single or a set of the two covers with one stamp 

each. Each item has an individual catalog number and is offered 

in the quarterly USA Philatelic catalog. Customers may

Distribution of Convertible Booklet of 20 

Self-Adhesive Stamps 

Stamp distribution offices (SDOs) and stamp distribution 

networks (SDNs) will receive three distributions of this convertible 

booklet of 20 self-adhesive stamps. The first distribution 

of approximately one-half the standard automatic 

distribution for a 20-stamp booklet will be completed by 

February 3, 1997. SDOs and SDNs will make a subsequent 

automatic distribution to post offices for one-half of their standard 

automatic distribution quantities using Form 3309, 

Advice of Shipment/Stamp Invoice, and Form 17, Stamp 

Requisition. SDOs and SDNs must not distribute stamps to 

post offices before February 20, 1997. 

The second distribution, also approximately one-half the 

standard automatic distribution for a 20-stamp booklet, will 

be completed in May 1997. A third distribution of approximately 

one-fourth the standard automatic distribution for a 

20-stamp booklet will be completed in August 1997. Distribution 

quantities are rounded up to the nearest master carton 

size (4,500 booklets). 

Philatelic Requirement 

SDOs and SDNs will not receive a separate quantity for 

their authorized philatelic centers. The philatelic centers 

must be supplied their quantities from the initial standard automatic 

distribution made to the SDOs and SDNs. 

Additional Supply 

Post offices requiring additional stamp booklets must requisition 

them from their designated SDO on a separate Form 

17, or designated SDN, using a separate Form 17-S, Stamp 

Distribution Network Stamp Requisition 

All accountable paper depositories (APDs) will receive 

1,863,000 booklets for filling supplemental orders. The Kansas 

City SDN will receive 1,867,500 additional booklets. 

SDOs requiring additional stamp booklets must order them 

from the appropriate APD, using a separate Form 17. These 

back-up quantities, however, will not be in place until August 

1997. 

Sales Policy 

All post offices must acquire and maintain a supply of 

each new commemorative stamp as long as customer demand 

exists or until the stamp is officially withdrawn from 

sale, generally 1 year from date of issue. If supplies run low, 

post offices must reorder additional quantities using their 

normal ordering procedures. 

Self-Service/Vending Distribution 

For vending purposes only, SDOs and SDNs will receive 

a distribution of the vendible booklets of 15 32-cent stamps 

($4.80) (Item 6687).

USA Philatelic Catalog 

Production of the January 1997 USA Philatelic catalog 

will be delayed by approximately 2 months. Design and production 

of this first issue for 1997 are continuing, and the release 

of the 1997 USA Philatelic catalog is now planned for 

mid-March. The catalog will contain a comprehensive list of 

all available stamps and products and will be mailed to all 

current philatelic customers. 

Our catalogs are a significant source of revenue and an 

important communications link for our customers. Every effort 

is being made to publish this catalog quickly, efficiently,

Statue of Liberty Stamp

Postal Bulletin 21936 (1-2-97) contained incorrect full 

pane sizes for the Statue of Liberty self-adhesive vendible 

booklets of 15 and 30. The correct full pane sizes are 

1.74 x 8.75 in/44.196 x 222.25 mm for the booklet of 15 

and 1.74 x 15.75 in/44.196 x 400.05 mm for the booklet 

of 30. 



Pictorial Cancellations Announcement 96-3 

As a community service, the Postal Service offers pictorial 

cancellations to commemorate local events celebrated 

in communities throughout the nation. A list of upcoming 

events for which pictorial cancellations are authorized appears 

below. If available, the sponsor of the pictorial cancellation 

appears in italics under the date. Also provided, as 

space permits, are illustrations of those cancellations that 

were reproducible and available at press time. 

People attending these local events may obtain the cancellation 

in person at the temporary post office station established 

there. Those who cannot attend the event, but who 

wish to obtain the cancellation, may submit a mail order request. 

Pictorial cancellations are available only for the dates 

indicated, and requests must be postmarked no later than 30 

days following the requested pictorial cancellation date. 

All requests must include a stamped envelope or postcard 

bearing at least the minimum First-Class Mail postage 

(32 cents per envelope or 20 cents per postcard). Items sub-

Mailers wishing to participate in these alerts, for mailings of

The C Fund is invested in the Barclays Equity Index Fund, 

which tracks the S&P 500 stock index. The F Fund is invested 

in the Barclays U.S. Debt Index Fund, which tracks 

the Lehman Brothers Aggregate Bond index. Because of 

expenses and changing balances in the C and F Funds, 

their returns vary from Barclays’ returns. The G Fund is invested 

in special issues of U.S. Treasury securities. 

Future performance of the three funds will vary and may differ 

significantly from the returns shown above. See the 

“Summary of the Thrift Savings Plan” for detailed information 

about the funds and their investment risks. 

The monthly C, F, and G Fund returns represent net earnings 

after deduction of accrued administrative expenses. 

The C and F Fund returns also reflect the deduction of trading 

costs and accrued investment management fees. 

The C, F, and G Fund monthly returns are dollar-weighted: 

they reflect net earnings on the changing balances invested 

during the month. The C, F, and G Fund returns for the last 

12 months assume, except for the crediting of earnings, unchanging 

balances (time-weighting) from month to month 

and that earnings are compounded on a monthly basis.
