Superintendent considers<br />

resignation, but remains<br />

<strong>Rossford</strong> Schools<br />

Interim Superintendent Bill<br />

McFarland considered<br />

resigning his position, as of<br />

this week, but has reconsidered.<br />

At Monday’s board of<br />

education meeting, board<br />

members argued over the<br />

finality of Mr. McFarland’s<br />

decision.<br />

“Bill had offered <strong>to</strong><br />

resign and <strong>to</strong>ok it back,”<br />

board member Beverly<br />

Koch said.<br />

However, school board<br />

president Dawn Burks said,<br />

“he has committed <strong>to</strong> staying<br />

on. For the majority of<br />

the board, we are supporting<br />

that.”<br />

Mr. McFarland needs <strong>to</strong><br />

regularly assist an ill family<br />

member who lives out-of<strong>to</strong>wn,<br />

but Ms. Burks also<br />

added, “he had contemplated<br />

it because of issues our<br />

board created.”<br />

Mr. McFarland was ill<br />

and could not attend the<br />

meeting.<br />

In May, the board<br />

approved a one-year contract<br />

for him through July<br />

31, 2013, at $450 per day,<br />

for a maximum of 205 days,<br />

which would <strong>to</strong>tal $92,250.<br />

<strong>The</strong>ir approval was followed<br />

by a standing ovation<br />

from more than 65 school<br />

staff, parents and community<br />

members.<br />

Ms. Burks said she has<br />

heard complaints from<br />

other school employees<br />

about board members’<br />

actions “that made people<br />

feel uncomfortable, or they<br />

don’t want <strong>to</strong> work in our<br />

district.”<br />

“We need <strong>to</strong> support<br />

people whole-heartedly,”<br />

she added.<br />

Outside of the meeting,<br />

Ms. Burks said the board<br />

had discussed how they<br />

could support Mr.<br />

McFarland’s family needs,<br />

Donations from local residents<br />

and businesses are<br />

needed <strong>to</strong> help fund<br />

<strong>Rossford</strong>’s new summertime<br />

celebration with a fireworks<br />

show, “<strong>Rossford</strong> Riverfest.”<br />

<strong>The</strong> event on Saturday,<br />

August 25, will feature a<br />

softball <strong>to</strong>urnament, children’s<br />

activities, beer garden,<br />

live music, marina<br />

lighting contest and more.<br />

<strong>The</strong> <strong>Rossford</strong> Business<br />

Association is again spearheading<br />

the fund-raising<br />

efforts for the fireworks.<br />

“<strong>Rossford</strong> Riverfest is<br />

just around the corner, and<br />

we need your help,” said<br />

RBA Vice President Brenda<br />

Schwind.<br />

“We have raised just over<br />

$1,400 of our $7,500 goal<br />

for the fireworks show. We<br />

have about three weeks <strong>to</strong><br />

make this happen.”<br />

RBA member Justin<br />

Knierim of Edward Jones,<br />

chair of the fund-raising<br />

committee, said the organization<br />

is proud <strong>to</strong> spearhead<br />

the campaign again.<br />

“As a way for the RBA<br />

and its members <strong>to</strong> give<br />

back <strong>to</strong> the community that<br />

supports our businesses, we<br />

know that our RBA members<br />

will once again step<br />

forward <strong>to</strong> make this great<br />

event possible for the<br />

<strong>Rossford</strong> community,” he<br />

said.<br />

Levels of sponsorship for<br />

<strong>Rossford</strong> Riverfest are:<br />

•Stars & Stripes–$1,000<br />

•Red–$500<br />

including work schedule of<br />

four days per week.<br />

She noted that two other<br />

administra<strong>to</strong>rs in the district<br />

have a superintendent’s<br />

license, plus another is<br />

working on the license, who<br />

could fill in when needed,<br />

as they did when former<br />

superintendent Dr. Susan<br />

Lang was in China for an<br />

exchange program.<br />

At the meeting, Mrs.<br />

Koch suggested the board’s<br />

search for a new superintendent<br />

begin this fall with<br />

advertisements through the<br />

National and Ohio School<br />

Board Associations (NSBA<br />

and OSBA) as well as local<br />

newspapers.<br />

If the district attracts<br />

good candidates, she said<br />

the cost of several thousand<br />

dollars for a search could be<br />

saved.<br />

“If we’re not happy, we<br />

can go with a search company,”<br />

she said. “But I think<br />

we are a pretty competitive<br />

school district. I think<br />

t<strong>here</strong>’s a lot of people who<br />

would want <strong>to</strong> be our permanent<br />

superintendent.”<br />

Mrs. Burks said the<br />

board previously had discussed<br />

starting the search<br />

process in December or<br />

January, interviewing candidates<br />

in February and hiring<br />

a superintendent in<br />

March <strong>to</strong> start in August<br />

2013.<br />

Board member Jackie<br />

Brown said she supports<br />

beginning the process earlier.<br />

“We do need a longer<br />

time frame,” she said. “Last<br />

year things got moved back<br />

<strong>to</strong>o far.”<br />

Ms. Burks believes most<br />

candidates will not commit<br />

themselves <strong>to</strong> a contract<br />

that early, but the issue will<br />

be placed on the agenda for<br />

the next school board meeting,<br />

August 20.<br />

<strong>Rossford</strong><br />

A new contract freezing<br />

salaries and limiting benefits<br />

for <strong>Rossford</strong> school administra<strong>to</strong>rs<br />

was approved by the<br />

board of education at<br />

Monday’s meeting.<br />

“<strong>The</strong> administra<strong>to</strong>rs did<br />

not have <strong>to</strong> do this–they are<br />

working with us financially<br />

as a team,” school board<br />

president Dawn Burks said.<br />

<strong>The</strong> school board<br />

approved a one-year agreement–effective<br />

August 1,<br />

2012 through July 31, 2013–<br />

that covers about a dozen<br />

principals, assistant principals,<br />

direc<strong>to</strong>rs of transportation,<br />

buildings and grounds<br />

and others.<br />

Under the terms of the<br />

agreement, according <strong>to</strong><br />

Treasurer James Rossler Jr.,<br />

the administra<strong>to</strong>rs:<br />

•will not receive a pay<br />

raise this school year;<br />

•forfeited one personal<br />

day, going from four <strong>to</strong><br />

three;<br />

•increased their health<br />

insurance premium contributions<br />

from 8 <strong>to</strong> 12 percent<br />

this year, and agreed <strong>to</strong> pay<br />

15 percent next year, even<br />

though it extends beyond the<br />

scope of the one-year agreement;<br />

•ended any options for<br />

performance incentives, such<br />

as a bonus if a building<br />

receives a state Excellent<br />

with Distinction rating.<br />

Ms. Burks noted the concessions<br />

will save the district<br />

about $150,000.<br />

“<strong>The</strong>y did that because<br />

they want <strong>to</strong> support our district,”<br />

she added.<br />

Board member Doug<br />

Miller noted that <strong>Rossford</strong><br />

Schools employees are<br />

among the more highly paid<br />

in the area, which attracts<br />

and retains “highly qualified<br />

people.”<br />

“Changes must be made<br />

and are being made,” he<br />

said, thanking school administra<strong>to</strong>rs<br />

for suggesting other<br />

cost-saving measures that<br />

can be put in place.<br />

Mr. Rossler said the district<br />

additionally will save<br />

with an interim superintendent<br />

serving instead of a permanent<br />

superintendent, and<br />

from Indian Hills principal,<br />

Holly Schmidbauer, who has<br />

retired and been rehired<br />

under a one-year contract at<br />

a significantly lower rate.<br />

Also at the meeting, the<br />

board approved revisions <strong>to</strong><br />

Mr. Rossler’s contract, setting<br />

a 15 percent monthly<br />

insurance premium and<br />

removed the 3 percent pay<br />

increase, effective August 1<br />

of each year.<br />

In addition, curriculum<br />

direc<strong>to</strong>r Michelle Shafer<br />

recently resigned, and the district<br />

will see a savings while<br />

her position remains vacant.<br />

Her salary of $103,887<br />

was a cause for concern from<br />

several school board members.<br />

She had been hired<br />

through the Educational<br />

Service Center of Lake Erie<br />

West and would not have<br />

been part of the new administra<strong>to</strong>rs’<br />

contract.<br />

Mr. Rossler said a new<br />

curriculum direc<strong>to</strong>r will be<br />

sought in the next several<br />

months.<br />

State funding of about<br />

$95,000 is available <strong>to</strong> fund<br />

that position, he explained,<br />

including the cost of benefits.<br />

Personnel Decisions<br />

In other personnel matters,<br />

the school board:<br />

•Approved a revised classified<br />

contract for Raymond<br />

Mason, assistant mechanic,<br />

correcting the rate of pay<br />

from $15.36 <strong>to</strong> $19.43 per<br />

hour.<br />

•Approved a revised supplemental<br />

contract for Todd<br />

$7,500 is goal of fund-raising<br />

‘Riverfest’ fireworks donations <strong>to</strong>tal $1,400<br />

<strong>The</strong> <strong>to</strong>p two levels of<br />

sponsors will have their<br />

names on a banner at the<br />

event and may hang their<br />

all promotional materials<br />

and on the RBA Web site.<br />

table at Riverfest.<br />

However, Mr. Kovacevic<br />

said fireworks this year will<br />

be shot off from the ridge<br />

behind Pilking<strong>to</strong>n, allowing<br />

the park <strong>to</strong> be fully utilized.<br />

<strong>Rossford</strong> Schools has<br />

agreed <strong>to</strong> provide vans for<br />

shuttle service from the<br />

Eagle Point and high school<br />

parking lots <strong>to</strong> Veterans<br />

Park.<br />

Clear View Strategies, a<br />

consultant hired by the city<br />

<strong>to</strong> explore transit alternatives,<br />

presented a report July<br />

18.<br />

One option that would<br />

offer both fixed route and<br />

Call-a-Ride services has an<br />

estimated cost of $250,980.<br />

Clear View attempted <strong>to</strong><br />

offer services that do not<br />

exceed the two TARTA tax<br />

levies paid by <strong>Rossford</strong> citizens,<br />

<strong>to</strong>taling $302,000.<br />

“<strong>The</strong> ridership data<br />

received from TARTA and<br />

results of public outreach<br />

suggests that combining<br />

fixed route and Call-A-Ride<br />

service may be a potential<br />

and cost effective solution,”<br />

the report states.<br />

This would feature two<br />

morning and two evening<br />

fixed route rush hour trips<br />

between <strong>Rossford</strong> and down<strong>to</strong>wn<br />

Toledo and operating<br />

Call-A-Ride service with<br />

scheduled time points during<br />

the mid-day service hours.<br />

Some suggestions the<br />

report offers the city when<br />

reviewing this service<br />

option:<br />

•If the city elects <strong>to</strong> and is<br />

permitted <strong>to</strong> operate service<br />

in<strong>to</strong> other communities,<br />

Perrysburg and down<strong>to</strong>wn<br />

Toledo are good destinations<br />

because of their proximity <strong>to</strong><br />

<strong>Rossford</strong> and the feedback<br />

received from public outreach.<br />

•Establish a park and ride<br />

lot <strong>to</strong> encourage ridership.<br />

Meijer or Bass Pro may be<br />

possibilities if the property<br />

owners agree.<br />

•Routing the service past<br />

select apartment complexes<br />

might be advantageous.<br />

•Operating service <strong>to</strong><br />

Hollywood Casino may be<br />

attractive <strong>to</strong> residents <strong>to</strong> provide<br />

service <strong>to</strong> an entertainment<br />

destination and connect<br />

<strong>to</strong> down<strong>to</strong>wn Toledo. via the<br />

TARTA bus s<strong>to</strong>p at the casino.<br />

This option is one of 10<br />

alternative ways listed in the<br />

report <strong>to</strong> deliver transportation<br />

services in <strong>Rossford</strong>.<br />

<strong>The</strong> other options–two<br />

fixed routes, three Call-A-<br />

Ride, two game day shuttles,<br />

two Americans with<br />

People<br />

Disabilities Act (ADA) paratransit<br />

are explained below,<br />

along with cost projections<br />

for each alternative.<br />

“Each alternative can be<br />

considered individually or<br />

combined with other alternatives<br />

<strong>to</strong> meet the needs of the<br />

City of <strong>Rossford</strong> and its residents,”<br />

the report states.<br />

Cost projections are<br />

based on conservative hourly<br />

rates. Fares will be the same<br />

as current TARTA fares.<br />

Fixed Route Option 1<br />

Option 1 is fixed route<br />

service that operates on<br />

weekdays only between a<br />

designated park and ride lot<br />

in <strong>Rossford</strong> and down<strong>to</strong>wn<br />

Toledo.<br />

This service is designed<br />

primarily <strong>to</strong> move commuters–<strong>Rossford</strong><br />

residents<br />

Casino revenue added <strong>to</strong> road, bridge fund<br />

<strong>The</strong> Wood County<br />

Commissioners have dedicated<br />

the first quarter’s tax<br />

revenue dollars from Ohio’s<br />

casinos <strong>to</strong> the county’s<br />

bridge and road repair fund.<br />

On Monday, the commissioners<br />

called a special press<br />

conference <strong>to</strong> announce their<br />

intent <strong>to</strong> commit 100 percent<br />

of the dollars received from<br />

casino tax revenues <strong>to</strong> the<br />

Wood County Engineer’s<br />

road and bridge fund.<br />

“<strong>The</strong> first quarterly allotment<br />

will mean more than<br />

$100,000 in additional<br />

money,” said Commissioner<br />

Tim Brown, noting that<br />

state law requires 51 percent<br />

of casino taxes <strong>to</strong> be divided<br />

among Ohio’s 88 counties.<br />

announcement, the county<br />

engineer has yet <strong>to</strong> allocate<br />

the funds for any particular<br />

project.<br />

“It will be put <strong>to</strong>ward<br />

bridges and utilized next<br />

year,” he explained, noting<br />

that the county has more<br />

than 440 bridges.<br />

“I’ve got 10 percent of<br />

the bridges that need<br />

repaired or replaced. That’s<br />

44 bridges,” he said.<br />

Mr. Huber plans <strong>to</strong><br />

inspect each structure <strong>to</strong><br />

determine which are in the<br />

most urgent need of repair.<br />

“I have a few in mind but<br />

nothing definitive yet,” he<br />

added.<br />

Mr. Brown believes<br />

investing the funds in county<br />

roads and bridges is<br />

important. “<strong>The</strong> sooner our<br />

roads and weight load limit<br />

bridges can be repaired, the<br />

less time our school buses<br />

will have <strong>to</strong> spend on the<br />

road avoiding weight limit<br />

bridges and the less time it<br />

will take for emergency<br />

responders <strong>to</strong> meet the needs<br />

of our citizens and businesses.”<br />

Mr. Brown noted that<br />

Wood County is Ohio’s seventh<br />

largest county geographically<br />

and has an<br />

unusually high number of<br />

bridges due <strong>to</strong> its origins as<br />

the Great Black Swamp.<br />

<strong>The</strong> commissioner said<br />

the dollars received will not<br />

offset the more than $2 million<br />

in lost revenues from<br />

state government funds and<br />

property taxes.<br />

To make ends meet over<br />

the past few years, the commissioners<br />

have tightened<br />

the budget, he explained.<br />

“<strong>The</strong> cuts we have made<br />

over the years allow us <strong>to</strong><br />

utilize these dollars in a way<br />

<strong>Journal</strong> readers are everyw<strong>here</strong><br />

that is beneficial <strong>to</strong> citizens,”<br />

he continued, adding,<br />

“This [revenue stream] will<br />

give us a leg up.”<br />

Mr. Brown said the commissioners<br />

will evaluate the<br />

plan on a quarterly basis.<br />

“Our goal will be <strong>to</strong> shift as<br />

much as possible <strong>to</strong> county<br />

roads and bridges.”<br />

But given the tenuous<br />

economy, the funds may be<br />

utilized in other areas based<br />

on need, he explained.<br />

<strong>The</strong> county commissioner<br />

expects future casino revenues<br />

<strong>to</strong> be higher, noting<br />

that only two casinos are<br />

currently open–one in<br />

Cleveland and the other in<br />

Toledo, on Miami Street, at<br />

the <strong>Rossford</strong> city limits.<br />

“T<strong>here</strong> are two more yet<br />

<strong>to</strong> come online in Columbus<br />

and Cincinnati. I anticipate<br />

the revenue stream will go<br />

up,” he said.<br />

workshop will be held Friday,<br />

Belmont Country Club swim team wins back-<strong>to</strong>-back championships<br />

More than 400 swimmers<br />

from five area country clubs<br />

descended on Belmont Country<br />

Club for the Maumee Valley<br />

Swim League<br />

Championship Meet last<br />

week. Belmont’s swim team<br />

members were gracious hosts<br />

except when they reclaimed<br />

the first-place trophy.<br />

Back-<strong>to</strong>-back champs for<br />

Belmont is a first in their<br />

swim team his<strong>to</strong>ry.<br />

“<strong>The</strong>se swimmers went<br />

from a team of 32 who significantly<br />

lost every single meet,<br />

<strong>to</strong> winning their first championship<br />

last year and reclaiming<br />

the trophy this year,” said<br />

Coach Jackie Venzel. “<strong>The</strong><br />

nearly four-foot trophy is displayed<br />

at the pool entrance,<br />

dwarfing many of the swimmers<br />

who contributed <strong>to</strong> the<br />

win.”<br />

At the conclusion of a<br />

long day, with warm but nonthreatening<br />

weather, Belmont<br />

tallied 570 points. Inverness<br />

<strong>to</strong>ok the second place trophy<br />

with 510 points; then Toledo,<br />

296; Brandywine, 287, and<br />

S<strong>to</strong>ne Oak, 191.<br />

As was the case throughout<br />

the season, Belmont<br />

swimmers had a strong start<br />

with relay events. <strong>The</strong> first<br />

events are the 6 and under<br />

100 Meter Freestyle relays.<br />

<strong>The</strong> girls team (Nora Davis,<br />

Siona Naik, Cecily Martin<br />

and Elena Neceski) brought<br />

in points with a fifth place<br />

finish. <strong>The</strong>n two of Belmont’s<br />

boys teams scored first place<br />

Black) and fourth place<br />

(Oliver Lazenby, Nick<br />

Young swimmers were<br />

plentiful this year at Belmont<br />

as the coaches were able <strong>to</strong><br />

fill two relays for several age<br />

groups. Coming in first place<br />

for the girls 8 and under 100<br />

Although Belmont’s swim<br />

team consisted of 114 members,<br />

t<strong>here</strong> was not a single<br />

boy in the 11-12 age group.<br />

“Throughout the season,<br />

many 9-10 boys were challenged<br />

with ‘swimming up’<br />

an age group. <strong>The</strong>y accepted<br />

the challenge and always did<br />

well,” said Coach Venzel.<br />

sport racing against one’s best<br />

time and receiving personal<br />

accolades, the swimmer is<br />

also swimming for the team.<br />

canoes will be available<br />

on the pond at the W.W.<br />

Knight Nature Preserve. For<br />

those who have never canoed,<br />

this is a great way <strong>to</strong><br />

give it a try. Canoes, paddles,<br />

and life preservers are<br />

provided. Registration is not<br />

required, and t<strong>here</strong> is no<br />

charge. Canoeing is on a<br />

first-come, first-served basis<br />

and participants will have at<br />

least 30 minutes.<br />

“Red, White and Bark for<br />

Life” one-mile dog walk and<br />

festivities will be held on<br />

Sunday, September 9, from<br />

10 a.m. <strong>to</strong> 2 p.m., at Fort<br />

Meigs Park Association on<br />

State Route 65 in Perrysburg.<br />

<strong>The</strong> dog walk is a Relay<br />

fund-raising event that honors<br />

the care-giving qualities of<br />

everyone’s canine “best<br />

friends.”<br />

Canine companions rep<br />

resent unconditional love, security,<br />

joy, compassion and<br />

no judgments of human abilities<br />

or appearances. <strong>The</strong> ACS<br />

Bark for Life is an irresistible<br />

way <strong>to</strong> “take the bite out of<br />

cancer,” smile and make new<br />

friends–canine and human.<br />

Detwiler Golf Course on<br />

Summit Street in north<br />

Toledo.<br />

Other courses will be<br />

played during the week. Participants<br />

will play 18 holes<br />

a.m., under the pavilion at<br />

Rolf Park in Maumee. Tryouts<br />

will be held from 9:30<br />

a.m. <strong>to</strong> noon.<br />

from 11 <strong>to</strong> 11:45 a.m.; trumpets,<br />

from noon <strong>to</strong> 12:45<br />
