When an incident occurs, personnel who have resource management responsibilities should<br />
continually identify, refine, and validate resource requirements. This process includes<br />
identifying:<br />
• What and how much is needed.<br />
• Where and when it is needed.<br />
• Who will be receiving or using it.<br />
<strong>Resource</strong> availability and requirements constantly change as the incident evolves. Coordination<br />
among all response partners should begin as early as possible, preferably prior to incident<br />
response activities.<br />
