This guide is <strong>to</strong> be used by LAUSD personnel in conjunction with counseling <strong>and</strong> personal<br />
guidance <strong>to</strong> assist students <strong>and</strong> parents in the educational alternative placement process. Please<br />
do not distribute directly <strong>to</strong> students or parents.
OVERVIEW<br />
This guide is a resource for school personnel working with at-risk students <strong>and</strong> their parents. It will assist<br />
school personnel with finding the most appropriate alternative educational placement for individual<br />
students. Placing students in a school or program that best fits their needs can help students successfully<br />
engage in learning <strong>and</strong> follow the path <strong>to</strong> achieving a high school diploma.<br />
<strong>Los</strong> <strong>Angeles</strong> Unified School District’s (LAUSD) goal for every student is <strong>to</strong> <strong>grad</strong>uate with a high school<br />
diploma <strong>and</strong> <strong>to</strong> be college-prepared <strong>and</strong> career-ready.<br />
To support this goal, schools should provide students with comprehensive support that aids in removing<br />
any barriers <strong>to</strong> student success. It is the responsibility of every school <strong>to</strong> ensure that they are providing<br />
appropriate <strong>and</strong> thorough intervention implementation before an educational alternative placement is<br />
considered. Any student being considered for an educational alternative placement should receive a<br />
referral <strong>to</strong> COST (Coordination of Services Team), an SST meeting (Student Success Team),<br />
conferences which include both student <strong>and</strong> parents, <strong>and</strong> other interventions such as community agency<br />
referrals, class/track changes, <strong>and</strong> behavioral <strong>and</strong>/or academic support measures. All interventions<br />
should be clearly documented <strong>and</strong> appropriate follow-up is required. In short, intensive support should be<br />
provided <strong>to</strong> students at-risk of dropping out prior <strong>to</strong> making a referral <strong>to</strong> an educational alternative<br />
placement. Schools must provide in-school intervention <strong>and</strong> prevention recovery.<br />
For some students, however, the traditional comprehensive high school may not meet their needs. Some<br />
students both require <strong>and</strong> benefit from a smaller learning environment, individualized instruction, targeted<br />
student support, <strong>and</strong> independent work plans.<br />
This guide includes descriptions, matrices, <strong>and</strong> direc<strong>to</strong>ries of district <strong>and</strong> non-district educational<br />
alternative placements. The matrices offer a quick guide of the resources available for appropriate student<br />
placement. Also, included in this guide is a recommended Referral Procedure Checklist form<br />
(Attachment A). Adhering <strong>to</strong> the steps outlined in this checklist will facilitate student enrollment <strong>and</strong><br />
ensure record keeping. The Enrollment Verification Form (Attachment B) is a <strong>to</strong>ol schools can use <strong>to</strong><br />
verify a student’s enrollment at an educational alternative placement. Local schools may use the School<br />
Profile form (Attachment C1, C2) <strong>to</strong> collect specific information about educational alternative<br />
placements in their area.<br />
This guide is intended for use by LAUSD personnel as a resource when working with<br />
students <strong>and</strong> parents considering educational alternative placements.<br />

PLACEMENTS<br />
Before making a referral <strong>to</strong> any educational alternative placement, schools should provide students with<br />
comprehensive support that aids in removing any barriers <strong>to</strong> student success at their current comprehensive<br />
school placement. It is the responsibility of every school <strong>to</strong> ensure that they are providing appropriate <strong>and</strong><br />
thorough intervention <strong>and</strong> student support before an educational alternative placement is considered. Any<br />
student being considered for an educational alternative placement should receive a referral <strong>to</strong> COST<br />
(Coordination of Services Team), an SST meeting (Student Success Team), conferences which include<br />

LAUSD <strong>Alt</strong>ernative <strong>Ed</strong>ucational Options<br />
The following is a list of the many educational options for students within <strong>and</strong> outside of the LAUSD.<br />
Please become familiar with all of these options so you can make well informed referrals.<br />
DISTRICT ALTERNATIVE EDUCATION<br />
Continuation High Schools are alternatives <strong>to</strong> the large, traditional high schools <strong>and</strong> are designed <strong>to</strong><br />
meet compulsory attendance m<strong>and</strong>ates for students who are age 16 or older. Our continuation high<br />
schools provide small campus settings, low student-teacher ratio, individualized instruction, <strong>and</strong><br />
extensive counseling <strong>to</strong> strengthen positive self-concepts. At a continuation high school, the student can<br />
expect a success-oriented learning experience, a course of instruction designed <strong>to</strong> meet district <strong>and</strong> state<br />
st<strong>and</strong>ards, an active participation in educational decisions, <strong>and</strong> recognition of individual worth. The goal<br />
is <strong>to</strong> <strong>grad</strong>uate or transition students back <strong>to</strong> a traditional high school. Some schools offer four hour per<br />
week evening classes for students who are employed for 30 hours or more per week. These classes offer<br />
students a program of academic <strong>and</strong> elective courses that fulfill <strong>grad</strong>uation requirements. This is a<br />
specially designed program of individualized instruction with major emphasis in occupational orientation<br />

Central High School is a multi-site continuation high school that reaches out <strong>to</strong> the community by<br />
delivering high school instruction from community-based agencies. Its numerous branches, located<br />
throughout the District, provide a unique educational program that serves specific targeted groups of<br />
high-risk students. All branches share the Options philosophy of individualizing instruction <strong>and</strong> the<br />

Community Day Schools (CDS) are designed for students in Kindergarten through <strong>grad</strong>e 12 as an<br />
educational placement option for expelled <strong>and</strong> other high-risk students as established by Assembly Bill<br />
922 <strong>and</strong> further defined in Assembly Bill (AB 1845). The CDS schools are for students who have been<br />
expelled for any reason, or referred by: probation, a School Attendance Review Board (SARB), or other<br />
district level processes. This last refinement of the law permits the district <strong>to</strong> place students in CDS who<br />
have his<strong>to</strong>ries of behavior problems <strong>and</strong> repeated academic failure. The law also allows special education<br />
students <strong>to</strong> be placed in Community Day Schools rather than in non-public schools (NPS). Students in<br />
Community Day Schools are required <strong>to</strong> attend a m<strong>and</strong>a<strong>to</strong>ry six-hour instructional day. Reference:<br />

LAUSD <strong>Alt</strong>ernative <strong>Ed</strong>ucational Options<br />
Pregnant Minor Schools meet the educational needs of pregnant middle <strong>and</strong> senior high school students.<br />
They provide special programs at sites located throughout the school district. They offer classes required<br />
for <strong>grad</strong>uation as well as special classes in birth preparation <strong>and</strong> parenting. They make available<br />
counseling by school nurses <strong>and</strong> information on health <strong>and</strong> nutrition. The primary goal of the School-Age<br />
Mother Schools is <strong>to</strong> provide interim educational opportunities <strong>to</strong> the expectant mother so that she may<br />
continue her education. The student is encouraged <strong>to</strong> develop skills <strong>and</strong> attitudes that will enable her <strong>to</strong><br />

Aggeler Opportunity School provides students in <strong>grad</strong>es 7-12 with a success-oriented learning<br />

Youth Opportunities Unlimited <strong>Alt</strong>ernative High School ( Y.O.U.) was founded in 1990 as a<br />
private/public partnership of the Private Industry Council of the City of <strong>Los</strong> <strong>Angeles</strong>, the Community<br />
Development <strong>Department</strong> <strong>and</strong> the <strong>Los</strong> <strong>Angeles</strong> Unified School District. The mission of YOU is <strong>to</strong><br />
provide at-risk students a small, nurturing environment with sound academic st<strong>and</strong>ards, youth <strong>and</strong> family<br />

LAUSD <strong>Alt</strong>ernative <strong>Ed</strong>ucational Options<br />
City of Angels School is an independent study school that offers K-12 students a full-time educational<br />
program through weekly appointments. It is designed for students with special interests <strong>and</strong> abilities,<br />
scheduling problems, or individual needs that cannot be accommodated in the traditional school setting. It<br />
provides a highly flexible, supportive, <strong>and</strong> individualized program of instruction <strong>and</strong> counseling <strong>to</strong> assist<br />
students in the completion of their education. Students are accepted at their own social, emotional <strong>and</strong><br />
academic levels of development, <strong>and</strong> are encouraged <strong>to</strong> maximize their growth in these areas. Students<br />
must meet course work <strong>and</strong> attendance guidelines prescribed by state education code.<br />

City of Angels Virtual Academy (COAVA) is an on-line school that is a joint venture between the City<br />
of Angels School, the Office of Instruction, the Office of <strong>Ed</strong>ucational Technology, <strong>and</strong> the Beyond the<br />
Bell Branch (for summer school, after <strong>and</strong> before school programs), COAVA is offering a summer<br />
program for high school credit recovery <strong>and</strong> will be enrolling 9 th <strong>and</strong> 10 th <strong>grad</strong>e with a planned expansion<br />
<strong>to</strong> include 9 th -12 th <strong>grad</strong>e, as well as students in elementary <strong>and</strong> middle school.<br />

<strong>Alt</strong>ernative <strong>Ed</strong>ucation <strong>and</strong> Work Center (AEWC) is a dropout recovery program with locations<br />
throughout the District, serving at-risk <strong>and</strong> out-of-school youth ages 16-18. The goal of AEWC is <strong>to</strong><br />
provide students with educational opportunities leading <strong>to</strong> a high school diploma or equivalency <strong>and</strong><br />
career <strong>and</strong> technical education training. Through independent study, AEWC offers st<strong>and</strong>ards-based high<br />
school diploma courses that meet the A-G requirements. Independent study provides the flexible<br />
scheduling students need <strong>to</strong> maintain employment while earning a high school diploma or its equivalent.<br />

Division of Adult <strong>and</strong> Career <strong>Ed</strong>ucation (DACE) Schools offer a competency-based adult high school<br />
diploma program for students 18 years <strong>and</strong> older. Students may earn a diploma, prepare for the GED, <strong>and</strong><br />
obtain career technical education (CTE) training. Instruction <strong>and</strong> assessment are personalized, based on<br />
each student’s abilities, interests <strong>and</strong> goals. Features include open enrollment, individualized learning<br />
centers, whole group instruction <strong>and</strong> independent study. In addition, some schools offer a full-time minor<br />

The:HeArt Project<br />
<strong>Los</strong> <strong>Angeles</strong> Unified School District<br />
The HeArt Project is a 19-year old nonprofit arts education organization that partners with alternative<br />
education high schools in LAUSD, the LA <strong>County</strong> Office of <strong>Ed</strong>ucation, <strong>and</strong> the Culver City Unified<br />
School District. The program utilizes the arts <strong>to</strong> engage students in their complete education <strong>and</strong><br />
keep them on track <strong>to</strong> <strong>grad</strong>uate high school with a plan for their futures. In partner school sites, listed<br />
below, students receive 2 hours of arts education each week from September through June, with the<br />
opportunity <strong>to</strong> advance <strong>to</strong> upper level programs at local arts colleges <strong>and</strong> universities. The HeArt<br />
Project <strong>and</strong> LACOE exp<strong>and</strong>ed their partnership in summer 2010 <strong>to</strong> open the Hollywood Media Arts<br />
Academy. Each week, Academy students receive 10 hours of arts education (taught by The HeArt<br />
Project staff) in addition <strong>to</strong> classes in other academic subjects (taught by LACOE staff) for a full high<br />
school curriculum. Through the arts, students learn <strong>to</strong> take creative risks, work collaboratively,<br />
improve critical thinking <strong>and</strong> problem solving skills, <strong>and</strong> increase community awareness <strong>and</strong><br />
participation, all skills valued in a 21st century workplace.<br />

Job Corps was founded <strong>to</strong> assist young people with the educational opportunity <strong>to</strong> earn a high school<br />
diploma or GED <strong>and</strong> job training. It was established by the U.S. <strong>Department</strong> of Labor as a free enterprise<br />
system for motivated young adults from 16-24 who participate in residential <strong>and</strong> non-residential<br />
programs. The <strong>Los</strong> <strong>Angeles</strong> Job Corps Center is located in the heart of down<strong>to</strong>wn <strong>Los</strong> <strong>Angeles</strong> <strong>and</strong> offers<br />
24 different skills training from Computer Programming <strong>to</strong> Au<strong>to</strong> Repair <strong>to</strong> X-Ray technician. In addition<br />
<strong>to</strong> training <strong>and</strong> education the students receive medical <strong>and</strong> dental care, clothing allowances, spending<br />

<strong>Los</strong> <strong>Angeles</strong> Conservation Corps (LACC) operates three charter school sites accredited by WASC. At<br />
the three campuses-LACC High School, Eco Academy <strong>and</strong> Youth Opportunities High School more than<br />
250 students who did not succeed at a traditional school get another chance <strong>to</strong> earn a diploma. These<br />
charter schools provide students (ranging in ages from 15 <strong>to</strong> 23) with a holistic learning experience that<br />

Young Adult Corps High School caters <strong>to</strong> the 18-24 year-old youth enrolled in the Young Adult Corps<br />
<strong>and</strong> provides a second chance at a high school diploma <strong>and</strong> applicable work experience that will make<br />
them competitive for living wage jobs. This site fulfills the Young Adult Corps’ school/work model by<br />
offering eight-week blocks of high school classes that are separated by alternating blocks of paid on-thejob<br />
training on work projects.<br />
Academic instruction at Young Adult Corps High School involves small classes of 15-20 students who<br />
study the required core subjects needed <strong>to</strong> pass the California High School Exit Exam (CAHSEE)<br />
including mathematics, English (reading <strong>and</strong> writing), science, his<strong>to</strong>ry, computer technology <strong>and</strong> a<br />
number of elective courses (e.g., economics, speech, government or foreign language).<br />
Soledad Enrichment Center (SEA) operates over a dozen school sites in the LAUSD area. Students<br />
aged 14-18 are accepted including individuals with IEPs. They offer a continuous enrollment system<br />
where new students are administered English/Language Arts <strong>and</strong> Mathematics assessments which are<br />
evaluated with transcripts from previous schools <strong>to</strong> determine skill levels <strong>and</strong> then an Individualized<br />
Learning Plan (ILP) is created. The classroom teacher designs an individual schedule of classes where<br />
the student day is organized in<strong>to</strong> three, 120 block periods within which students move in three stations for<br />
periods of 40 minutes. The stations include; small group direct instruction, independent study or<br />
cooperative learning groups, <strong>and</strong> Computer Assisted Learning (CAL). SEA offers a wide range of<br />
support programs including; a career specialist, instructional assistants, family support <strong>and</strong> services,<br />

Opportunities for Learning (OFL) provide a WASC accredited individualized academic program using<br />
an independent study format. Courses are offered at a variety of learning levels from remedial <strong>to</strong> college<br />
prep. The Individualized Learning Plan is built around the student’s needs, abilities <strong>and</strong> plans for the<br />
future. The work is self-paced <strong>and</strong> the students must complete their assignments on time <strong>and</strong> meet with<br />
their teacher at least twice per week. They have an Open Entry system <strong>and</strong> operate year round. OFL is<br />
open year round <strong>and</strong> will accept students in 7 th <strong>to</strong> 12 th <strong>grad</strong>e. They are accredited through WASC <strong>and</strong><br />

The:HeArt Project<br />
The HeArt Project is a 19-year old nonprofit arts education organization that partners with alternative<br />
education high schools in LAUSD, the LA <strong>County</strong> Office of <strong>Ed</strong>ucation, <strong>and</strong> the Culver City Unified<br />
School District. The program utilizes the arts <strong>to</strong> engage students in their complete education <strong>and</strong><br />
keep them on track <strong>to</strong> <strong>grad</strong>uate high school with a plan for their futures. In partner school sites, listed<br />
below, students receive 2 hours of arts education each week from September through June, with the<br />
opportunity <strong>to</strong> advance <strong>to</strong> upper level programs at local arts colleges <strong>and</strong> universities. The HeArt<br />
Project <strong>and</strong> LACOE exp<strong>and</strong>ed their partnership in summer 2010 <strong>to</strong> open the Hollywood Media Arts<br />
Academy. Each week, Academy students receive 10 hours of arts education (taught by The HeArt<br />
Project staff) in addition <strong>to</strong> classes in other academic subjects (taught by LACOE staff) for a full high<br />
school curriculum. Through the arts, students learn <strong>to</strong> take creative risks, work collaboratively,<br />
improve critical thinking <strong>and</strong> problem solving skills, <strong>and</strong> increase community awareness <strong>and</strong><br />
participation, all skills valued in a 21st century workplace.<br />

ALTERNATIVE EDUCATION PROGRAMS<br />
ATTACHMENT A<br />
When determining what placement is appropriate for your student, follow these guidelines <strong>to</strong> ensure<br />
timely enrollment.<br />
Verify home address <strong>and</strong> determine school of residence.<br />
Call the designated program/school contact. Verify space/availability. Discuss eligibility<br />
criteria as it relates <strong>to</strong> the student’s profile. Seek consensus from school/program <strong>to</strong> move<br />
ahead in the enrollment process.<br />
While speaking <strong>to</strong> the designated program/school contact, determine what steps <strong>to</strong> take <strong>to</strong><br />
facilitate enrollment. If it’s possible <strong>to</strong> schedule an intake appointment at that time (while<br />
the parent <strong>and</strong> student are in your office), do so.<br />
Verify what documents the parent <strong>and</strong> student should bring with them <strong>to</strong> the intake<br />
appointment. Determine whether or not an assessment is part of the enrollment procedure. If<br />
there is an orientation that both parent <strong>and</strong> student need <strong>to</strong> attend, verify the time, date,<br />
location, etc.<br />
Write down all the above information. Give a copy <strong>to</strong> parent <strong>and</strong> student. Provide them<br />
with directions <strong>to</strong> the school/program using Mapquest or the MTA web site.<br />
Assist parent <strong>and</strong> student with obtaining all the necessary documents needed for<br />
enrollment. You can walk parent <strong>and</strong> student <strong>to</strong> the Counseling Office/Track Center,<br />
introduce them <strong>to</strong> the clerk assigned <strong>to</strong> help them, <strong>and</strong> advise the clerk what it is they need. If<br />
a Pass Through PAR is needed, assist parent with obtaining that by making the appropriate<br />
phone contact with the home school <strong>and</strong>/or utilizing a fax <strong>to</strong> expedite the process.<br />
As appropriate, direct student <strong>to</strong> continue attending class until they are ready <strong>to</strong> enroll in<br />
their new program. At that point, parent <strong>and</strong> student must return <strong>to</strong> school <strong>to</strong> check-out.<br />
Remind student <strong>to</strong> bring all text books at that time. Parent must bring a pho<strong>to</strong> ID.<br />
Call school/program <strong>to</strong> verify student completed the enrollment process. Document<br />
enrollment using the Enrollment Verification form (see attached) <strong>and</strong> file with student’s<br />
Parent Assurance Letter obtained at check-out. If the student has not enrolled, contact<br />
parent <strong>and</strong> offer guidance/assistance until enrollment is complete.<br />
Document each step in SIS/ID19 so that other school staff may be advised of the pending<br />
transfer <strong>and</strong> provide support as needed.<br />
