OPPORTUNITIES FOR HEALTH<br />

PROMOTION<br />

IN THE CONTEXT OF THE PRESENT<br />

HEALTH REALITY IN BULGARIA<br />

Summary. The social-<strong>health</strong> aims, tasks and activities set <strong>in</strong> <strong>the</strong> current work are<br />

complied <strong>in</strong> priority with certa<strong>in</strong> peculiarities <strong>of</strong> <strong>the</strong> <strong>in</strong>herent situation <strong>in</strong> Bulgaria which require<br />

not only control over <strong>the</strong> basic cardiovascular risk factors but also considerable improvement<br />

<strong>of</strong> our environment <strong>of</strong> liv<strong>in</strong>g. The new <strong>the</strong>oretic concept and strategy <strong>of</strong> <strong>the</strong> practical<br />

<strong>health</strong>care “<strong>health</strong> <strong>promotion</strong>” puts <strong>the</strong> challenge to <strong>the</strong> “medicalization <strong>of</strong> <strong>health</strong>”. The<br />

<strong>promotion</strong>al ideas underl<strong>in</strong>e <strong>the</strong> <strong>in</strong>fluence <strong>of</strong> <strong>the</strong> social and economic <strong>in</strong>dicators over <strong>health</strong><br />

and welfare both <strong>of</strong> <strong>the</strong> <strong>in</strong>dividual and society and reflect <strong>the</strong> changes <strong>in</strong> priorities <strong>of</strong> <strong>the</strong><br />

<strong>health</strong> activities.<br />

or <strong>the</strong> last two decades dur<strong>in</strong>g <strong>the</strong> transition period, about two thirds <strong>of</strong><br />

all death reasons <strong>in</strong> Bulgaria are due to cardiovascular diseases (CVD),<br />

which imposes <strong>the</strong> fight with <strong>the</strong>m to be led on primary and national<br />

level, actively <strong>in</strong>clud<strong>in</strong>g all <strong>in</strong>stitutions and citizens <strong>in</strong> <strong>the</strong> country. Similarly to a<br />

number <strong>of</strong> states hav<strong>in</strong>g achieved considerable decrease <strong>of</strong> illness and death <strong>of</strong><br />

CVD, development and improvement <strong>of</strong> <strong>the</strong> <strong>the</strong>rapeutic approach is necessary to<br />

be cont<strong>in</strong>ued but with chief priority – tak<strong>in</strong>g out <strong>the</strong> <strong>health</strong> <strong>promotion</strong> and prophylactics<br />

<strong>of</strong> CVD on level <strong>of</strong> state policy.<br />

socio-economic status <strong>of</strong> <strong>the</strong> population <strong>in</strong> <strong>the</strong> years <strong>of</strong> transition, <strong>the</strong> necessity <strong>of</strong><br />

prophylactic activities is highly narrowed as a result <strong>of</strong> social uncerta<strong>in</strong>ty and persistent<br />

long-term sociostressgens: fast and considerable impoverishment <strong>of</strong> large<br />

part <strong>of</strong> <strong>the</strong> society, economic and social <strong>in</strong>stability, total disorganization <strong>of</strong> society,<br />

lower<strong>in</strong>g to <strong>the</strong> utmost limit <strong>the</strong> regulatory and protective role <strong>of</strong> <strong>the</strong> state, <strong>the</strong> unsuccessful<br />

<strong>health</strong> re<strong>for</strong>m etc. The <strong>promotion</strong>al and prophylactic activities are necessary<br />

to be directed ma<strong>in</strong>ly to <strong>the</strong> age <strong>of</strong> 12-30 years, when (des) adaptive problems<br />

most strongly stimulate <strong>the</strong> risk behaviour. A number <strong>of</strong> tests prove that when<br />

<strong>the</strong> <strong>in</strong>dividual is under strong stress or <strong>in</strong> distress he chooses <strong>the</strong> “self-destruct<strong>in</strong>g”<br />

behaviour. Sociostressgens lead to grow<strong>in</strong>g <strong>of</strong> stress-related diseases: cardiovascular,<br />

psychic, hormonal disorders, migra<strong>in</strong>e etc., with <strong>the</strong> psychic factors play<strong>in</strong>g<br />

key role act<strong>in</strong>g as a mediator <strong>for</strong> <strong>the</strong> <strong>in</strong>fluence <strong>of</strong> <strong>the</strong> social factors over <strong>the</strong> somatic<br />

processes.<br />

Chief aims <strong>of</strong> <strong>health</strong> <strong>promotion</strong> <strong>in</strong> Bulgaria<br />

1. Mak<strong>in</strong>g state policy priority orientated to <strong>the</strong> <strong>health</strong> <strong>promotion</strong> and cardiovascular<br />

diseases, prophylactics through creat<strong>in</strong>g <strong>health</strong>y environment <strong>for</strong> liv<strong>in</strong>g<br />

and correct<strong>in</strong>g <strong>the</strong> complex <strong>of</strong> socio-cl<strong>in</strong>ical risk factors.<br />

2. Reduc<strong>in</strong>g illness and death <strong>of</strong> CVD with no less than 10% till 2015.<br />

There are several suggestions <strong>for</strong> changes and activities on population level<br />

with some <strong>of</strong> <strong>the</strong>m <strong>present</strong>ed below:<br />

ON POPULATION LEVEL<br />

Aim<br />

Socio-economic policy, provid<strong>in</strong>g <strong>health</strong>-protective liv<strong>in</strong>g environment.<br />

Tasks<br />

− Acknowledgement on behalf <strong>of</strong> <strong>the</strong> country and society <strong>the</strong> immense<br />

ethiologic role <strong>of</strong> psycho-social-economic stress <strong>for</strong> emergence <strong>of</strong> CVD and o<strong>the</strong>r<br />

socially significant diseases;<br />

− Atta<strong>in</strong><strong>in</strong>g high standard <strong>of</strong> liv<strong>in</strong>g <strong>of</strong> people.<br />

Activities<br />

− Real and regular <strong>in</strong>crease <strong>of</strong> <strong>the</strong> <strong>in</strong>comes <strong>of</strong> people correspond<strong>in</strong>g to <strong>the</strong><br />

<strong>in</strong>flation processes <strong>in</strong> <strong>the</strong> country;<br />

− The structures responsible <strong>for</strong> <strong>the</strong> citizens’ protection to optimize <strong>the</strong>ir activity<br />

effectively provid<strong>in</strong>g <strong>the</strong>ir safety and rights.<br />

Tasks<br />

− Easy access to drug treatment <strong>for</strong> all strata <strong>of</strong> society.<br />

Activities<br />

− Real government regulation <strong>of</strong> medicaments’ price, recovery and stimulation<br />

<strong>of</strong> <strong>the</strong> cheaper domestic pharmacy production.<br />

Tasks<br />

− Optimiz<strong>in</strong>g <strong>the</strong> <strong>in</strong>trasectoral cooperation <strong>for</strong> positive <strong>in</strong>teractions aim<strong>in</strong>g at<br />

improv<strong>in</strong>g <strong>the</strong> <strong>health</strong>-social activities.<br />

− Build<strong>in</strong>g electronic <strong>in</strong><strong>for</strong>mation system <strong>for</strong> gett<strong>in</strong>g people <strong>in</strong><strong>for</strong>med about:<br />

<strong>health</strong> <strong>in</strong>dicators <strong>for</strong> CVD; risk factors and <strong>the</strong>ir prevention; treatment; rehabilitation;<br />

<strong>the</strong> activities <strong>of</strong> number <strong>of</strong> important <strong>in</strong>stitutions (Territorial Expert Medical<br />

Commission, Court, M<strong>in</strong>istry <strong>of</strong> Domestic Affairs, Social Assistance, municipal adm<strong>in</strong>istration<br />

etc.) help<strong>in</strong>g <strong>the</strong> citizens.<br />

Tasks<br />

− Report<strong>in</strong>g <strong>the</strong> <strong>in</strong>crease <strong>of</strong> <strong>the</strong> vascular <strong>in</strong>cidents <strong>in</strong> women (<strong>for</strong> acute myocardial<br />

<strong>in</strong>farction, AMI, <strong>the</strong> men:women ratio is 1,7:1, while <strong>for</strong> cerebral <strong>in</strong>sult <strong>the</strong><br />

ratio is just <strong>the</strong> opposite accord<strong>in</strong>g to data by National Health In<strong>for</strong>mation Center<br />

<strong>for</strong> 2006 with special accent on women <strong>health</strong>.<br />

Activities<br />

− Real (comparable with <strong>the</strong> EU states) f<strong>in</strong>ancial assistance <strong>for</strong> maternity;<br />

− Build<strong>in</strong>g legislatively statutory and electronic connected effective communication<br />

(electronic program) among <strong>health</strong>, social, legal and o<strong>the</strong>r types <strong>of</strong> <strong>in</strong>stitutions<br />

<strong>for</strong> optimal assist<strong>in</strong>g women with children up to 18 years old (<strong>the</strong> priority access<br />

to <strong>the</strong> program to be realized through <strong>the</strong> child’s s<strong>in</strong>gle identification number<br />

(SIN) );<br />

− Accept<strong>in</strong>g a number <strong>of</strong> legislative measures, facilitat<strong>in</strong>g mo<strong>the</strong>rs <strong>in</strong> labourpr<strong>of</strong>essional,<br />

economical, <strong>health</strong> and social aspects. Gett<strong>in</strong>g <strong>the</strong> young women<br />

acqua<strong>in</strong>ted with <strong>the</strong> activity <strong>of</strong> <strong>the</strong> state regard<strong>in</strong>g <strong>the</strong> maternity protection.<br />

Aim: creat<strong>in</strong>g ecologically clean environment. Build<strong>in</strong>g <strong>health</strong>y microenvironment<br />

through unit<strong>in</strong>g <strong>the</strong> strengths <strong>of</strong> a multitude <strong>of</strong> <strong>in</strong>stitutions.<br />

Tasks<br />

− Increased control over quality <strong>of</strong> foodstuffs, water and air.<br />

Activities<br />

− Implement<strong>in</strong>g multi-stage monitor<strong>in</strong>g (from <strong>the</strong> raw materials to <strong>the</strong> ready<br />

production stor<strong>in</strong>g) <strong>of</strong> food and water on behalf <strong>of</strong> <strong>the</strong> citizens. For <strong>the</strong> purpose, it is<br />

necessary to be opened additional labs <strong>for</strong> control <strong>in</strong> and outside <strong>the</strong> structures <strong>of</strong><br />

<strong>the</strong> Regional <strong>in</strong>spectorate <strong>for</strong> protection and control <strong>of</strong> public <strong>health</strong>, where people<br />

aga<strong>in</strong>st a small fee can check <strong>the</strong> products <strong>for</strong> toxic and cancerogenic matters,<br />

nitrates etc.;<br />

− Introduc<strong>in</strong>g norms <strong>for</strong> quality and quantity contents <strong>of</strong> some <strong>of</strong> <strong>the</strong> components<br />

<strong>of</strong> ma<strong>in</strong> foods – salt, preservers, enhancers etc.;<br />

− Requirement <strong>for</strong> compulsory <strong>in</strong>dicat<strong>in</strong>g all <strong>the</strong> components quantity on <strong>the</strong><br />

food and dr<strong>in</strong>ks labels;<br />

− Conduct<strong>in</strong>g regular referendum, <strong>for</strong> discuss<strong>in</strong>g <strong>the</strong> possibility <strong>for</strong> ecological<br />

improvement <strong>of</strong> <strong>the</strong> environment.<br />

Tasks<br />

− Increas<strong>in</strong>g <strong>the</strong> food and dr<strong>in</strong>ks quality – legislative requirement <strong>for</strong> enrich<strong>in</strong>g<br />

<strong>the</strong> ma<strong>in</strong> foods with vitam<strong>in</strong>s and m<strong>in</strong>erals.<br />

Activities<br />

− Introduc<strong>in</strong>g norms <strong>for</strong> <strong>the</strong> quality contents <strong>of</strong> some <strong>in</strong>gredients <strong>of</strong> <strong>the</strong> ma<strong>in</strong><br />

foods – salt, preservers, enhancers etc.;<br />

− Requirement <strong>for</strong> obligatory <strong>in</strong>dicat<strong>in</strong>g all <strong>the</strong> content components on <strong>the</strong><br />

food and dr<strong>in</strong>ks labels;<br />

− State subsidy <strong>for</strong> value-added food products, Opportunities (especially <strong>for</strong> <strong>health</strong> children’s <strong>promotion</strong>…<br />

food)<br />

with <strong>health</strong>y <strong>in</strong>gredients– vitam<strong>in</strong>s, m<strong>in</strong>erals etc.;<br />

− State control over <strong>the</strong> prices <strong>of</strong> ma<strong>in</strong> types <strong>of</strong> food: fruit, vegetables, dairy<br />

products, bread etc.<br />

Tasks<br />

− Reduc<strong>in</strong>g <strong>the</strong> harm emissions <strong>in</strong> <strong>the</strong> air;<br />

− Creat<strong>in</strong>g prerequisites <strong>for</strong> surmount<strong>in</strong>g <strong>the</strong> physical <strong>in</strong>activity <strong>of</strong> <strong>the</strong> population;<br />

Activities<br />

− Enlarg<strong>in</strong>g <strong>the</strong> zones with denied access <strong>for</strong> cars <strong>in</strong> <strong>the</strong> centers <strong>of</strong> <strong>the</strong><br />

towns;<br />

− Build<strong>in</strong>g bike lanes parallel to <strong>the</strong> bigger streets;<br />

− Organiz<strong>in</strong>g days without motor vehicles several times yearly;<br />

− With written orders by <strong>the</strong> <strong>health</strong> <strong>in</strong>stitutions limit<strong>in</strong>g or stopp<strong>in</strong>g from manufactur<strong>in</strong>g<br />

vehicles damag<strong>in</strong>g <strong>the</strong> environment;<br />

− State and municipal subsidization <strong>for</strong> <strong>the</strong> “ecologization <strong>of</strong> <strong>the</strong> manufactur<strong>in</strong>g<br />

technologies” activities – mass implementation <strong>of</strong> low-waste technologies,<br />

waste utilization etc.<br />

Tasks<br />

− Turn<strong>in</strong>g <strong>the</strong> optimal af<strong>for</strong>est<strong>in</strong>g <strong>in</strong> <strong>the</strong> towns and villages <strong>in</strong>to a state policy.<br />

Activities<br />

− Regular (monthly – one Saturday a month) plant<strong>in</strong>g and vegetation ma<strong>in</strong>tenance<br />

<strong>in</strong> and outside towns and villages;<br />

− Involv<strong>in</strong>g students <strong>in</strong> this process aim<strong>in</strong>g at upbr<strong>in</strong>g<strong>in</strong>g and behaviour model<strong>in</strong>g<br />

<strong>in</strong> a com<strong>in</strong>g generation <strong>for</strong> keep<strong>in</strong>g and recover<strong>in</strong>g <strong>the</strong> environment.<br />

Tasks<br />

In<strong>for</strong>m<strong>in</strong>g <strong>the</strong> population, <strong>the</strong> risk groups and <strong>the</strong> medical <strong>in</strong>stitutions about<br />

<strong>the</strong> unfavourable comb<strong>in</strong>ation <strong>of</strong> meteorological factors and space and geophysical<br />

situation.<br />

Activities<br />

− The wea<strong>the</strong>r <strong>for</strong>ecasts to be put under medico-biological estimation, completed<br />

by specialized medical wea<strong>the</strong>r <strong>for</strong>ecasts;<br />

− Warn<strong>in</strong>g <strong>the</strong> people and <strong>the</strong> medical <strong>in</strong>stitutions treat<strong>in</strong>g patients with<br />

cardio vasculardiseases <strong>in</strong> case <strong>of</strong> specially unfavourable <strong>for</strong> <strong>the</strong> <strong>health</strong> situations<br />

like a sudden change <strong>of</strong> wea<strong>the</strong>r, significant temperature decrease, <strong>in</strong>crease <strong>of</strong> <strong>the</strong><br />

relative humidity and <strong>the</strong> w<strong>in</strong>d strength etc.;<br />

− Medico-biological analysis <strong>of</strong> <strong>the</strong> daily space and geophysical situation as<br />

well as helio-geophysical <strong>for</strong>ecast mak<strong>in</strong>g;<br />

− Warn<strong>in</strong>g <strong>the</strong> citizens and <strong>the</strong> medical <strong>in</strong>stitutions <strong>in</strong> case <strong>of</strong> unfavourable<br />

helio-geophysical <strong>for</strong>ecasts: <strong>in</strong>crease <strong>of</strong> <strong>the</strong> solar activity and geomagnetic pulsation;<br />

− In unfavourable medico-meteorological and helio-geophysical days, a number<br />

<strong>of</strong> prophylactic activities to be taken on behalf <strong>of</strong> <strong>the</strong> medical <strong>in</strong>stitutions: staff<br />

preparation <strong>for</strong> <strong>in</strong>creased number <strong>of</strong> patients suffer<strong>in</strong>g from CVD; change <strong>of</strong> <strong>the</strong><br />

daily regime <strong>of</strong> <strong>the</strong> cont<strong>in</strong>gent with CVD <strong>in</strong> order to be cancelled <strong>the</strong> more complex<br />

procedures, manipulations and tests and operational <strong>in</strong>terventions.<br />

Tasks<br />

Creat<strong>in</strong>g and plann<strong>in</strong>g prerequisites <strong>for</strong> overcom<strong>in</strong>g obstacles (<strong>in</strong> <strong>the</strong> <strong>in</strong>frastructure<br />

<strong>of</strong> <strong>the</strong> towns and villages, <strong>the</strong> labour environment etc) <strong>of</strong> different nature<br />

<strong>in</strong> people with physical disabilities.<br />

Activities<br />

− Tak<strong>in</strong>g urgent measures, multiorientated <strong>for</strong> surmount<strong>in</strong>g <strong>the</strong> restriction <strong>for</strong><br />

movement <strong>of</strong> people with physical deficiency;<br />

− State subsidy <strong>for</strong> activities connected with prequalification <strong>of</strong> people with<br />

physical constra<strong>in</strong>ts through creat<strong>in</strong>g multicenter structures <strong>for</strong> education.<br />

Aim<br />

− Mass dissem<strong>in</strong>ation <strong>of</strong> <strong>health</strong> knowledge and assist<strong>in</strong>g <strong>the</strong> opportunity <strong>for</strong><br />

build<strong>in</strong>g up and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>health</strong>y life style <strong>of</strong> each citizen; (strife <strong>for</strong> achiev<strong>in</strong>g<br />

high level <strong>of</strong> <strong>health</strong> culture <strong>of</strong> people);<br />

− Schools – <strong>for</strong>m<strong>in</strong>g background <strong>of</strong> <strong>health</strong> preserv<strong>in</strong>g lifestyle early <strong>in</strong> life.<br />

Tasks<br />

− Regular gett<strong>in</strong>g acqua<strong>in</strong>ted <strong>of</strong> <strong>the</strong> whole community with <strong>the</strong> disturb<strong>in</strong>g<br />

<strong>health</strong>-demographic <strong>in</strong>dicators and <strong>the</strong> broad gamut <strong>of</strong> cardiovascular risk factors:<br />

cl<strong>in</strong>ical, social, psychological etc;<br />

− The <strong>health</strong> motivation and <strong>the</strong> protective behaviour <strong>of</strong> each person to be<br />

<strong>in</strong>creased through enlarg<strong>in</strong>g <strong>the</strong> <strong>health</strong> knowledge <strong>of</strong> <strong>the</strong> population;<br />

− All pedagogical cadres to acquire or <strong>in</strong>crease <strong>the</strong>ir <strong>health</strong>-prophylactic<br />

knowledge and regularly to pass <strong>the</strong>m to <strong>the</strong> students.<br />

Activities<br />

− Gett<strong>in</strong>g solid knowledge and skills <strong>for</strong> giv<strong>in</strong>g first medical aid by everyone <strong>in</strong><br />

all educational stages start<strong>in</strong>g from early age;<br />

− Regular <strong>health</strong> lections <strong>in</strong> schools given by medical workers with fragments<br />

<strong>of</strong> lectures delivered by <strong>the</strong> very students – <strong>the</strong> self-<strong>in</strong>itiativeness <strong>of</strong> <strong>the</strong> students<br />

to look <strong>for</strong> and learn new <strong>health</strong> knowledge and skills should be encouraged this<br />

way;<br />

− Sports classes <strong>in</strong> school to be at least 4 times a week; with regular organization<br />

<strong>of</strong> <strong>in</strong>traschool tournaments with adequate w<strong>in</strong>ners reward<strong>in</strong>g;<br />

− Introduc<strong>in</strong>g a school subject <strong>for</strong> acquir<strong>in</strong>g life skills: habits build<strong>in</strong>g to control<br />

and manage difficult life situations, to solve problems and conflicts, to overcome<br />

stress and distress, to analyze situations caus<strong>in</strong>g tension – overwhelm<strong>in</strong>g<br />

<strong>in</strong><strong>for</strong>mational, labour-rest improper alternat<strong>in</strong>g etc.; Opportunities <strong>for</strong> <strong>health</strong> <strong>promotion</strong>…<br />

− Mass <strong>in</strong>clusion <strong>of</strong> module-situated subjects <strong>in</strong> <strong>health</strong> <strong>promotion</strong> and prophylactics<br />

<strong>in</strong> all teach<strong>in</strong>g <strong>in</strong>stitutions at accessible level;<br />

− Carry<strong>in</strong>g out postgraduate courses <strong>in</strong> <strong>health</strong> <strong>promotion</strong> and prophylactics<br />

<strong>for</strong> <strong>the</strong> teachers/lecturers; <strong>the</strong> extent <strong>of</strong> knowledge master<strong>in</strong>g to be marked dur<strong>in</strong>g<br />

exam<strong>in</strong>ation.<br />

Tasks<br />

− The programs <strong>of</strong> <strong>the</strong> medical universities to be priority adapted to preventive<br />

medic<strong>in</strong>e and to <strong>the</strong> changed demographic background <strong>in</strong> <strong>the</strong> country.<br />

Activities<br />

Differentiat<strong>in</strong>g new <strong>in</strong>dividual discipl<strong>in</strong>es (or as part <strong>of</strong> o<strong>the</strong>r subjects) <strong>in</strong> <strong>the</strong><br />

Medical Higher Institutions:<br />

− Subject <strong>in</strong> “Health <strong>promotion</strong> and prophylactics <strong>of</strong> chronic non<strong>in</strong>fectious diseases”,<br />

start<strong>in</strong>g at <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> medical education and f<strong>in</strong>ish<strong>in</strong>g as part <strong>of</strong><br />

<strong>the</strong> state exams;<br />

− Geriatrics – <strong>in</strong> connection with <strong>the</strong> population age<strong>in</strong>g and ensu<strong>in</strong>g from this<br />

great number <strong>of</strong> medical, social and economic challenges. Age<strong>in</strong>g leads to <strong>in</strong>creased<br />

disability sett<strong>in</strong>g new requirements <strong>for</strong> knowledge.<br />

Accent on <strong>the</strong> knowledge <strong>for</strong>:<br />

− The type, mechanism <strong>of</strong> <strong>in</strong>fluence on stress <strong>in</strong> human organism and methods<br />

Tasks<br />

− Populariz<strong>in</strong>g/expand<strong>in</strong>g <strong>the</strong> <strong>health</strong> knowledge through active participation<br />

<strong>in</strong> <strong>the</strong> national mass media and proclaim<strong>in</strong>g <strong>the</strong> <strong>health</strong>-protective life style.<br />

Activities<br />

− Ban <strong>for</strong> tobacco and alcohol advertis<strong>in</strong>g <strong>in</strong> all k<strong>in</strong>ds <strong>of</strong> media;<br />

− Daily 2-4 m<strong>in</strong> <strong>health</strong> educational programs <strong>in</strong> <strong>the</strong> most viewed time <strong>of</strong> <strong>the</strong><br />

national televisions <strong>in</strong> which will be expla<strong>in</strong>ed <strong>the</strong> cl<strong>in</strong>ical, social, and psychological<br />

risk factors <strong>for</strong> CVD, show<strong>in</strong>g <strong>the</strong> ways <strong>for</strong> fight with <strong>the</strong> negative factors. Regular<br />

expla<strong>in</strong><strong>in</strong>g to <strong>the</strong> population <strong>the</strong> symptoms <strong>in</strong> case <strong>of</strong> vascular <strong>in</strong>cident and <strong>the</strong> urgent<br />

measures which must be taken: immediate call emergency etc.;<br />

− In<strong>for</strong>m<strong>in</strong>g <strong>the</strong> population about <strong>the</strong> ma<strong>in</strong> acts <strong>in</strong> case <strong>of</strong> different disasters.<br />

The active participation <strong>of</strong> citizens <strong>in</strong> <strong>the</strong> process <strong>of</strong> acquir<strong>in</strong>g <strong>health</strong> knowledge<br />

to be encouraged through opportunity giv<strong>in</strong>g <strong>for</strong> shoot<strong>in</strong>g short video materials<br />

(and optionally – short oral commentary), show<strong>in</strong>g risk factors <strong>of</strong> different nature<br />

– physical risk factors, social stressgens etc. accompany<strong>in</strong>g our daily rout<strong>in</strong>e.<br />

Thus <strong>the</strong> public will be compassionate to <strong>the</strong> environment factors – positive or<br />

negative, and will self-<strong>in</strong>itiate <strong>in</strong>crease <strong>in</strong> <strong>health</strong> knowledge, active civil position on<br />

ecological issues etc.<br />

Mass media to expla<strong>in</strong> <strong>the</strong> use <strong>of</strong> regular physical activity which corrects<br />

favourably:<br />

− Arterial pressure;<br />

− Level <strong>of</strong> serum cholesterol;<br />

− Psychic status;<br />

− Overweight;<br />

− Reduc<strong>in</strong>g <strong>the</strong> alcohol and cigarette consumption etc.<br />

Tasks<br />

The prom<strong>in</strong>ent politicians and statesmen to keep <strong>health</strong>y regime and to serve<br />

as a personal example to <strong>the</strong> people <strong>of</strong> Bulgaria (<strong>the</strong> method <strong>of</strong> <strong>health</strong> upbr<strong>in</strong>g<strong>in</strong>g –<br />

diffusion <strong>of</strong> <strong>in</strong>novations).<br />

Activities<br />

− Regular (weekly) broadcasts on national televisions, show<strong>in</strong>g moments <strong>of</strong><br />

<strong>the</strong> <strong>health</strong>y activities and habits <strong>of</strong> our celebrities;<br />

− Prepar<strong>in</strong>g compulsory m<strong>in</strong>imal broadly advertised daily motion regime <strong>for</strong><br />

<strong>the</strong> President <strong>of</strong> Republic <strong>of</strong> Bulgaria and <strong>the</strong> Prime-M<strong>in</strong>ister;<br />

Tasks<br />

− Institutional <strong>in</strong>itiation <strong>of</strong> creat<strong>in</strong>g structural units (clubs) <strong>for</strong> people with similar<br />

social-<strong>health</strong> problems and many-sided support<strong>in</strong>g <strong>the</strong>ir activity.<br />

Activities<br />

− Open<strong>in</strong>g and develop<strong>in</strong>g (state subsidized) clubs <strong>of</strong>: coronary patients, <strong>in</strong>sult<br />

patients, alcohol or nicot<strong>in</strong>e addicted people, overweight people, hero<strong>in</strong> addicted,<br />

deserted parents etc, will help <strong>for</strong> exchang<strong>in</strong>g experience as well as skills<br />

<strong>for</strong> surmount<strong>in</strong>g <strong>the</strong> negative moods <strong>of</strong> <strong>the</strong>ir members.<br />

Tasks<br />

− The state assists <strong>the</strong> activities regard<strong>in</strong>g <strong>the</strong> <strong>in</strong>troduc<strong>in</strong>g <strong>of</strong> “mass” sport <strong>for</strong><br />

<strong>the</strong> population.<br />

Activities<br />

− Subsidies <strong>for</strong> sports equipment and utilities manufactur<strong>in</strong>g aim<strong>in</strong>g at <strong>in</strong>creas<strong>in</strong>g<br />

<strong>the</strong>ir economical access;<br />

− Br<strong>in</strong>g<strong>in</strong>g back to school <strong>the</strong> morn<strong>in</strong>g gymnastics with time and <strong>in</strong>tensity <strong>in</strong>creas<strong>in</strong>g;<br />

− Implement<strong>in</strong>g optimal motion regime <strong>in</strong> <strong>the</strong> k<strong>in</strong>dergartens;<br />

− Stor<strong>in</strong>g and restor<strong>in</strong>g <strong>the</strong> sports centers by <strong>the</strong> municipal and district structures,<br />

strong sanctions will be imposed <strong>in</strong> cases <strong>of</strong> neglect ma<strong>in</strong>tenance and imped<strong>in</strong>g<br />

<strong>the</strong> free access <strong>of</strong> <strong>the</strong> citizens to <strong>the</strong>m.<br />

number <strong>of</strong> patients with mental disorders.<br />

− Introduc<strong>in</strong>g <strong>the</strong> subject <strong>of</strong> psychosomatic medic<strong>in</strong>e <strong>in</strong> <strong>the</strong> medical higher<br />

<strong>in</strong>stitutions;<br />

− Differentiat<strong>in</strong>g <strong>the</strong> risk factors and <strong>the</strong> psychic diseases and mass acqua<strong>in</strong>t<strong>in</strong>g<br />

<strong>the</strong> society with <strong>the</strong> negative prerequisites <strong>for</strong> mental disorders;<br />

− Provok<strong>in</strong>g compassion on behalf <strong>of</strong> <strong>the</strong> society and <strong>the</strong> <strong>in</strong>stitutions to <strong>the</strong><br />

problems emerged as a result <strong>of</strong> <strong>the</strong> great number <strong>of</strong> mentally disordered people<br />

<strong>in</strong> Bulgaria through mass media;<br />

− Accept<strong>in</strong>g people with mental disorders as part <strong>of</strong> <strong>the</strong> society and surmount<strong>in</strong>g<br />

<strong>the</strong> “rejection and negligence” <strong>of</strong> this problem both on behalf <strong>of</strong> <strong>the</strong> country<br />

and people liv<strong>in</strong>g <strong>in</strong> that country.<br />
