with current funding levels. A secondary benefit is to increase the political <strong>and</strong> public will to spend<br />

additional money on fixing this problem.<br />

The current EPA research program is aimed at encouraging the introduction <strong>of</strong> new <strong>and</strong> improved<br />

technologies into the U.S. marketplace for water <strong>and</strong> wastewater systems rehabilitation. It will also<br />

develop the protocols for demonstration projects that will provide exposure <strong>and</strong> application data for novel<br />

<strong>and</strong> emerging technologies through the planning <strong>and</strong> execution <strong>of</strong> two demonstration projects. A broader<br />

set <strong>of</strong> demonstration projects will then follow in the future. The selection <strong>of</strong> technologies that will benefit<br />

from the formal demonstration project <strong>and</strong> which have a significant potential for market penetration in the<br />

future has also been examined. A key aspect <strong>of</strong> the planned program is that each demonstration will not<br />

only record the use <strong>of</strong> a particular technology but will provide a documented case study <strong>of</strong> the technology<br />

selection process, the project design, the QA/QC, <strong>and</strong> the preparation for the life-cycle management <strong>of</strong> the<br />

asset.<br />

In summary, this White Paper was intended to document the research team’s assessment <strong>of</strong> the needs <strong>and</strong><br />

opportunities <strong>of</strong> water <strong>and</strong> wastewater infrastructure rehabilitation. The White Paper also aids in the<br />

planning <strong>and</strong> development for technology selection <strong>and</strong> field demonstrations to address the knowledge<br />

gaps identified herein. In addition, comments to this White Paper were solicited from the project<br />

stakeholder committee <strong>and</strong> at the International Technology Forum <strong>and</strong> incorporated into this final<br />

document as appropriate. Finally, the key outcomes <strong>and</strong> recommendations from the International<br />

Technology Forum are presented.<br />
