1. INTRODUCTION:<br />

1.1 So far every <strong>Central</strong> Police <strong>Force</strong>s (<strong>CPFs</strong>) has been managing its own welfare<br />

activities with as own recourses and the aspect of rehabilitation/resettlement of<br />

retired and disabled CPF personnel, Next of kins of personnel has not received<br />

the desired priority. The funding of welfare activity and its management has not<br />

acquired the requisite impels due to the absence of a regular welfare<br />

organization.<br />

1.2 Moreover, the need to have a dedicated welfare organization for CPF personnel<br />

has been engaging the attention of the Ministry for some time. Moreso, uniform<br />

schemes of welfare do not exist for the ex-CPF personnel. After going through<br />

the present scenario and deployment pattern of the <strong>Central</strong> Police <strong>Force</strong>s and<br />

taking into consideration of view of all forces the element WELFARE AND<br />

REHABILITATION BOARD (<strong>WARB</strong>) for providing the best services to expersonnel<br />

of CPF at their door step <strong>WARB</strong> is framed as under:-<br />

2. OBJECTIVES OF <strong>WARB</strong>, <strong>CPFs</strong><br />

(a) Development of a system of monitoring of the welfare & resettlement<br />

activity, including its growth vis-à-vis funds provided from all sources<br />

and budgeting for such requirements.<br />

(b) Devising formal guidelines for error free compilation and concurrent<br />

updation of data-base of beneficiaries and making implementation<br />

feasible through appropriate support in office automation.<br />

(c) Development of specific beneficiary oriented strategies in areas like<br />

i) Funds negotiation on behalf of NOKs/ retired <strong>CPFs</strong> at most<br />

convenient and financially prudent terms with banks and financial<br />

institutions for specified needs of beneficiaries (grounds on which<br />

<strong>WARB</strong> shall act as a mediator to be defined).<br />

ii) Arranging counseling (in house/professional) in self-employment<br />

and alternative employment to retirees as also to the NOKs of<br />

deceased <strong>Force</strong> personnel.<br />

iii) Formulating specific employment strategies for widows of CPF<br />

personnel making the supreme sacrifice of dying in action.<br />

(c) To work as the principal advisory body to the Ministry in matters of<br />

welfare programmes for NOKs/retired soldiers.<br />

(d) To arrange vocational trainings for empowerment of retired personnel<br />

and NOKs of deceased <strong>Force</strong> personnel.<br />

(e) Dovetailing the benefits of various welfare bodies through experience<br />

sharing as also by sharing of facilities, wherever mutually agreeable.<br />

(g) Establishment of a net-worked system of quick availability of<br />

information to the NOKs or retired CPF personnel regarding the relief<br />

applications disposal and for quick exchange of information between the<br />

CWOs, SWOs & DWO’s.<br />

3. <strong>Central</strong> Welfare And Rehabilitation Board<br />

3.1 STRUCTURE OF <strong>WARB</strong>, <strong>CPFs</strong><br />

3.2 Tenure<br />

i) The tenure of the chairman would normally be two years.<br />

ii) The Vice Chairman would be the ADG of the same force with a<br />

tenure of two years, conterminous with the Chairman.<br />

3.3 Venue<br />

Accommodation for <strong>Central</strong> Office of Welfare And Rehabilitation Board<br />

would be allocated adjacent to the Head Quarter of <strong>Central</strong> Police<br />

Canteen.<br />

4. WELFARE AND REHABILITATION BOARD (<strong>WARB</strong>) HQr<br />

A fully dedicated Board Head Quarter of <strong>CPFs</strong> will be established at<br />

CRPF HQr consisting following staff from the <strong>CPFs</strong> on attachment basis.<br />

Thrust area of Board office:-<br />

1) To formulate policies for re-settlement and rehabilitations of Ex-CPF<br />

personnel, widow/NOKs of CPF personnel laying down their lives in<br />

various operations.<br />

2) To formulate policies for rehabilitation training for disabled CPF<br />

personnel and widows of deceased CPF personnel.<br />

3) To formulate polices on welfare activities.<br />

4) Creation of CPOs fund for rehabilitation of CPF personnel.<br />

5) To raise resources for augmentation of funds for various resettlement/welfare<br />

Schemes.<br />

6) To monitor the welfare of families of serving and Ex-CPF personnel and<br />

widows and assisting them in representing their cases with the local<br />

administration etc.<br />

7) Dissemination of information to the general public regarding CPMF<br />

personnel and their condition of service.<br />

8) Providing assistance for settlement of land other disputes.<br />

9) To obtain grants from <strong>Central</strong> Govt. for welfare of widows and disabled<br />

CPF personnel.<br />

10) Correspondence related to Ex-CPMF Association and its timely<br />

disposals.<br />

11) To assist ex-CPF personnel in settling of co-operative societies for their<br />

self-employment.<br />

12) Assist families of serving CPF personnel in regard to their welfare during<br />

their absence away on duty.<br />

13) To assist in granting financial relief to ex-CPF personnel and their<br />

dependents from various welfare schemes run by <strong>CPFs</strong>.<br />

14) To Provide assistance to Ex-CPF personnel, their families and their NOK<br />

in settlement of financial problems such as pension and other retirement<br />

benefits/dues, grants from <strong>Central</strong>/State Governments.<br />

15) Subject related to NGOs about welfare of CPF personnel.<br />

16) To devise a system for medical treatment in CPF/Civil Hospital for ex-<br />

CPF personnel for insurance or otherwise.<br />

17) To maintain liaison with <strong>Central</strong>/State Government Education<br />

Deptt/Tech Educational Institutions to provide seats to the wards of<br />

serving/Ex-CPF personnel according to the employability within CPF.<br />

18) To approach Govt./Non-Govt. organizations i.e. Khadi Gram Udyog,<br />

National Textiles etc. for imparting self employment training to the<br />

widow and disabled CPF personnel.<br />

19) Reservation of Petroleum Product and Gas agencies of CPF personnel<br />

and NOKs of personnel killed in action.<br />

20) To explore possibility of reservation of seats in various Degreee courses.<br />

21) To coordinate with Director General Employment and Trg. In the<br />

Ministry of Labour and Employment for organizing self-employment<br />

training programme for widows and CPMF personnel.<br />

22) To approach State Govts. Technical Education Ministry/Deptt for<br />

reservation of seats and imparting technical training to the<br />

widows/disabled of CPF personnel.<br />

23) To approach PSUs/NGOs for providing job opportunities to the disabled<br />

CPF personnel and widows of those killed in various operational duties.<br />

24) To coordinate with State Revenue authorities in connection with scheme<br />

25) Computerization of personnel data of killed/disabled and retired<br />

personnel related to <strong>WARB</strong>.<br />

26) Maintaining data of all pending/closed grievances being received in<br />

R&W Directorate from PMO, DOP&PW, PG, VIP/VVIP and Ex-CPF<br />

personnel.<br />

27) Timely disposal of representation/legal notices received from Ex-CPMF<br />

personnel/NOKs of deceased personnel and pensioners.<br />

28) Timely submission of month wise details of pending/current statement of<br />

pending cases to all CPOs as well as to MHA.<br />

6. <strong>Central</strong> Welfare And Rehabilitation Board Office<br />

The IsG (HQr or Administration) of the <strong>CPFs</strong> are designated as <strong>Central</strong> Welfare<br />

officers for a particular <strong>Force</strong>. They shall, in their capacity as the Nodal Officer<br />

for the CPF, coordinate with the State Welfare Officers (SWOs) and District<br />

Welfare Officers (DWOs) for force specific inputs and also provide information<br />

on welfare related programmes, implementation progress etc. to the Apex<br />

Board i.e. CEN<strong>WARB</strong>.<br />

7. Responsibilities of <strong>Central</strong> Welfare Officer (CWO) of <strong>WARB</strong> <strong>CPFs</strong><br />

i) CWO shall be bridge between the <strong>WARB</strong> <strong>CPFs</strong> and SWO/DWO.<br />

ii) Maintain upto date district wise status of killed/disabled personnel and<br />

widows/dependents of <strong>CPFs</strong> in the states and this data will also be provided<br />

to SWOs/DWOs.<br />

iii) Monitoring and forwarding of Prime Minister Scholarship cases of wards of<br />

ex-CPF personnel.<br />

iv) CWO may keep up-to-date welfare measures of the force concern and the<br />

same will also provide to all SWO/DWO from time to time.<br />

v) Ensure timely submission of reports and returns to <strong>WARB</strong>, if any.<br />

vi) Create additional welfare measures for widows/disabled and retired<br />

personnel of <strong>CPFs</strong> with the consent of <strong>WARB</strong> <strong>CPFs</strong>.<br />

8. State Welfare And Rehabilitation Board Office<br />

8.1 The existence of a formal set-up of <strong>WARB</strong> in each of the State HQrs or near<br />

State HQrs should be necessary, keeping in view the fact that the activities will<br />

have to be coordinated in accordance with place of final residence of retired<br />

personnel/NOKs. DIsG of the CPF which is numerically having maximum<br />

deployment in a particular State be designated as the State Welfare Officer<br />

(SWO). The list of SWOs is attached as Annexure-B. Summary of SWOs is as<br />

8.2 Staffing of the SWOs office and the CWOs office should be done from amongst<br />

the existing strength, till such time that a SIU study is conducted and<br />

suggestions on staff component is received.<br />

9. Responsibilities of State Welfare Officer (SWO) of <strong>WARB</strong><br />

Co-ordinate with the work of District Welfare Officers in the State.<br />

i) Monitoring of District-wise welfare activities of ex-personnel of <strong>CPFs</strong> and its<br />

reporting to <strong>WARB</strong> <strong>CPFs</strong>.<br />

ii) Promoting measures for the welfare and resettlement of ex-personnel of <strong>CPFs</strong><br />

and for their families.<br />

iii) Administering the District Welfare Officers (DWO) in the State in accordance<br />

with the instructions prescribed by the <strong>WARB</strong> <strong>CPFs</strong>.<br />

iv) Maintain Liaison with Ministries of the State, State undertaking and<br />

enterprises and banks to seek vacancies for widows and other dependents of<br />

Ex-personnel of <strong>CPFs</strong> especially for those who killed in action.<br />

v) Keep up-to-date welfare measures of all <strong>CPFs</strong> for guidance of ex-personnel of<br />

CPF.<br />

vi) Carry out any duties assigned by <strong>WARB</strong> <strong>CPFs</strong>.<br />

vii) Submit the consolidated demand of expenditure of offices of DWOs of the<br />

State every year.<br />

viii) Maintain upto date district wise status of killed/disabled personnel and<br />

widows/dependents of <strong>CPFs</strong> in the states with the support of CWO.<br />

ix) Ensure timely submission of reports and returns to CWO/<strong>WARB</strong>, if any.<br />

x) Seek and monitor employment opportunities for widows/disabled personnel<br />

in the private sector in the state.<br />

xi) Create additional welfare measures for widows/disabled and retired personnel<br />

of <strong>CPFs</strong> with the consent of <strong>WARB</strong>/CWO.<br />

xii) May nominate for creation of DWO in a particular district as per requirement<br />

of the area through CWO for approval of <strong>WARB</strong> <strong>CPFs</strong>.<br />

10. District Welfare And Rehabilitation Board Office<br />

10.1 The District Welfare Officers would be more than one in each District,<br />

depending upon the number of battalions deployed by a CPF or the population<br />

residing in the particulars area of state. The DIG/ADIG/COs designated as<br />

DWOs of the <strong>CPFs</strong> offices located in the districts of the states.<br />

10.2 While separate staff for DWOs is not recommended as the existing staff<br />

working for welfare purpose may be utilized. However, in case of need DWOs<br />

be authorized to engage one persons, who could be retired of CPF personnel or<br />

NOKs having the requisite qualifications, on payment of honorarium as per<br />

rates authorized by the Government with the approval of concern CWO.<br />

11. Responsibilities of District Welfare Officer (DWO) of <strong>WARB</strong><br />

i) Maintain upto date status of killed/disabled personnel and<br />

widows/dependents of <strong>CPFs</strong> in the district with the support of CWO.<br />

ii) Timely registration of cases received and initiation of welfare action.<br />

iii) Periodic reporting to SWOs and CWOs in the format of reporting<br />

decided by R&W Directorate of MHA.<br />

iv) Field level coordination for programmes and projects implementation.<br />

v) Liaison with District authorities with regard to assistance required for<br />

retired CPF personnel/NOKs.<br />

vi) Specific initiative in areas like monitoring of pension disbursement,<br />

receipt of retirement benefits to the NOKs, availability of medical<br />

facilities, setting up of alternative employment schemes, vocational<br />

training for retired personnel/NOKs<br />

vii) Liaison with District authorities with regard to assistance required for<br />

retired CPF personnel/NOKs.<br />

viii) Organizing welfare activities in the district and its reporting to CWO.<br />

ix) Monitoring the welfare of the families of ex-personnel of <strong>CPFs</strong> and<br />

assisting them in representing their cases with the local administration or<br />

the department authorities/<strong>WARB</strong> <strong>CPFs</strong>.<br />

x) Maintain an up-to-date register of widows of personnel killed in action,<br />

dependents and those disabled in action with a view to ensure their<br />

welfare. Also maintain an up-to-date record of personnel retired from the<br />

<strong>CPFs</strong> with the help of CWO.<br />

xi) Assistance provided to ex-personnel of <strong>CPFs</strong> (AR, BSF, CRPF, CISF,<br />

ITBP, SSB) who after retirement from these forces.<br />

xii) Keep up-to-date welfare measures of all <strong>CPFs</strong> for guidance of expersonnel<br />

of CPF.<br />

xiii) Monitoring and forwarding of Prime Minister Scholarship cases of wards<br />

of ex-CPF personnel.<br />

xiv) Periodic reporting to SWOs and CWOs in the format of reporting<br />

decided by <strong>WARB</strong> <strong>CPFs</strong>.<br />

xv) Field level coordination for programmes and projects implementation.<br />

xvi) Settlement of financial problems such as pension and other<br />

retirement/release benefits/dues to widows/ex-personnel and grants and<br />

assistance in kind to ex-personnel beneficiaries and dependents from the<br />

<strong>Central</strong>/State Govts or other Organisations.<br />

xvii) Specific initiative in area like monitoring of pension disbursement,<br />

receipt of retirement benefits to the NOKs, availability of medical<br />

facilities, setting up of alternative employment schemes, vocational<br />

training for retired personnel/NOKs.<br />

xviii) Provide information to the general public regarding the <strong>Central</strong> Police<br />

<strong>Force</strong>s in the country and constantly endeavouring to promote and<br />

maintain a feeling of goodwill between civilians and service personnel<br />

and ex-personnel of <strong>CPFs</strong>.<br />

xix) Ensure timely submission of reports and returns to CWO/SWO/<strong>WARB</strong><br />

<strong>CPFs</strong>, if any.<br />

xx) Assist widows/dependents of CPF personnel and retired personnel of<br />

<strong>CPFs</strong> in planning and funding of Self-employment ventures.<br />

xxi) Create additional welfare measures for widows/disabled and retired<br />

personnel of <strong>CPFs</strong> with the consent of <strong>WARB</strong>/CWO.<br />

xxii) Recommending cases of widows/disabled personnel of <strong>CPFs</strong> and their<br />

families for financial assistance from forces concern and from Civil<br />

charitable funds if eligible.<br />

xxiii) Maintaining close liaison with the (PAO) Pension Disbursing<br />

authorities/agencies to ensure prompt and correct payment of pension and<br />

reliefs to widows/dependents and ex-pensioners of <strong>CPFs</strong>.<br />

xxiv) Providing assistance for settlement of land and other disputes to ex-CPF<br />

personnel and their dependents.<br />

xxv) Assist families of serving personnel staying separately during their<br />

absence away on duty.<br />

xxvi) Promote and maintain welfare measures in the District for ex-personnel<br />

such as old age pensioners' homes, vocational and other training facilities<br />

etc.<br />

xxvii) Mobilise assistance for medical treatment in Govt. Hospital/CPF<br />

Composite Hospitals and Unit Hospitals.<br />

xxviii) Maintain liaison with other welfare organisations such as the<br />

Indian Red Cross Society, etc to enhance additional sources of welfare<br />

and concessions for widows and ex-personnel and their<br />

families/dependents in the Districts.<br />

xxix) To represent <strong>WARB</strong>/Ministry of Home Affairs (Govt. of India) in Court<br />

Cases under their jurisdiction in which these<br />

organisations have been made respondent.<br />

xxx) Maintain close and effective liaison for the purpose of resettlement of<br />

widows of CPF personnel who killed in action through employment with<br />

Local <strong>Central</strong>/State/Private industrial Organisation.<br />

xxxi) Provide all resettlement assistance to widows of personnel killed in<br />

action, dependents and disabled as well as to those who died/disabled<br />

while in service due to attributable reasons.<br />

12. Grant<br />

To undertake welfare activities and to provide basic wherewith all like<br />

Computer to all the welfare offices, specific funds will be provided from the<br />

Welfare Grant.<br />

13. <strong>WARB</strong> Website<br />

A website may be created immediately for the Welfare And Rehabilitation<br />

Board which will provide all data and information related to the activities of the<br />

Board. The details of pensionery benefits and welfare activities will be<br />

available on this website.<br />
