Shri Jitendra Singh, Hon'ble Minister of State, visited<br />
CISF Headquarter on 17.11.2011. Shri N. R. Das, DG,<br />
CISF extended a warm welcome to the Hon'ble<br />
Minister to CISF Headquarters and a guard of honour<br />
was presented to the Hon'ble Minister in the CISF<br />
lawn.<br />

During his welcome address, Shri N R Das, DG CISF<br />
delineated the various aspects of the functioning of<br />
CISF as a professional <strong>Force</strong> and focused on its<br />
deployment in the hard areas viz North East, J & K and<br />
LWE affected areas. DG also thanked the MoS for<br />
taking keen interest in the welfare of CAPFs personnel<br />
and stated the initiative taken by him in getting VAT<br />
exemption for Police Canteen from Chief Minister,<br />
Delhi is a testimony for the same. DG highlighted the<br />
problem of the scarcity of family accommodation for<br />
the CISF personnel posted to DMRC Unit in Delhi.<br />
The untimely loss of two CISF brave soldiers who<br />
sacrificed their lives in the naxalite attack at Bacheli<br />
mines in Dantewada District of Chhattishgarh on<br />
16.11.2011 was also informed to the Minister. The<br />
Minister showed his grave concern and two minutes<br />
silence was observed as a mark of respect to the<br />
departed souls.<br />

Visit of the Minister of State Home<br />
Hon'ble MoS shared his thoughts on Training matters<br />
and was impressed upon the welfare schemes being<br />
run by CISF to its men.<br />
In response the view of MoS to initiate training of<br />
personnel on soft skills, DG, CISF briefed to the<br />
Hon'ble Minister that such motivational schemes are<br />
already in practice at all airports, like "person of the<br />
month" etc.<br />

Further in the meeting various administrative,<br />
personnel and modern gadgetry issues were<br />
discussed.<br />
SDG/Airport Sector gave the vote of thanks and<br />
thanked the Hon'ble Minister of State for sparing his<br />
valuable time to visit CISF HQrs and showing keen<br />
interest on the issues concerning CISF.<br />
Naxal attack at CISF Unit BIOM<br />
DEP-5 Bacheli<br />
On 16.11.2011 at about 1600 hrs some armed<br />
Naxalites attacked on 02 CISF personnel who were<br />
deployed at an observation post located in the mining<br />
area of Akash Nagar of BIOM Dep-5. Both the CISF<br />
personnel were killed in this attack and Naxalites took<br />
away 01 SLR, 01 INSAS, 200 live ammunitions and<br />
one Motorola Walkie- Talkie. Immediately bodies of<br />
the both deceased personnel were shifted to NDMC<br />
Hospital and thereafter to their native place.

Site of CISF Unit BIOM DEP-5 Bacheli<br />
DG, CISF visited Raipur on 17.11.2011 and discussed<br />
the naxal incident with DGP Chattisgarh. He also<br />
visited the incident spot on 18.11.2011 along with<br />
Special DG, IG/OPS, DIG/OPS, IGP Jagdalpur, SP<br />
Dantewada, DIG, CRPF and GM, BIOP Bacheli. He<br />
discussed the security issues with the BIOP<br />
Management and impressed on him that all the<br />
morchas which are vulnerable from attacks, needs to<br />
be fortified and well protected. He further instructed<br />
Commandant of the Unit and DIG to liaise with BIOP<br />
Management to get the morchas constructed at the<br />
vantage points on priority. DG, CISF also instructed<br />
Commandant BIOP to deploy not less than half a<br />
section i.e. 06 personnel in such sensitive area. DG,<br />
CISF took a Sainik Sammelan to discuss about the<br />
difficulties faced by CISF personnel and to further<br />
strengthen the security arrangements.<br />
Senior officers Conference<br />
3rd Senior officers Operational conference was held at<br />
CISF HQrs New Delhi on 30.11.2011 in the<br />
conference hall of CISF Directorate. The conference<br />
was attended by all Sector IsG, DIsG, Delhi based Unit<br />
Commanders & Senior Officers of CISF Directorate.<br />
The conference was inaugurated and presided over<br />
by DG, CISF.<br />

In his welcome address ADG, CISF highlighted the<br />
main points which were stressed by the DG, CISF<br />
during the last Ops conference. The ADG said it was<br />
heartening to note that duties deployment through<br />
computer software has been implemented by all Units<br />
except some Units of Airport Sector. Further he<br />
directed all the Unit Commanders who have not<br />
started duty deployment through computer software to<br />
resolve the problem in co-ordination with technical<br />
directorate at the earliest. Similarly he also<br />
emphasized to finalise the maintenance of service<br />
books and digitalization at the earliest.<br />
The incident of naxal attack occurred on 16.11.2011 at<br />
CISF Unit BIOM Bacheli in which two CISF personnel<br />
were killed and their Arms snatched by the Naxals<br />
were discussed. These two personnel were also<br />
deployed on an observation post. He directed all<br />
Sector IsG and Zonal DIsG/Plant DIsG that while<br />
visiting Units in naxal affected areas, a review of duty<br />
deployment should be carried out, to ensure that CISF<br />
personnel are deployed in adequate numbers with<br />
adequate security infrastructure, so that in case of any<br />
attack, the CISF personnel can retaliate successfully.<br />
DG, CISF conveyed his deep condolence on the death<br />
of two CISF personnel who sacrificed their lives in<br />
fighting against Naxalites at BIOM Dep-5, Dantewada.<br />
He emphasized that Unit Commanders are<br />
responsible for the security of the men under their<br />
command and ensure that all security infrastructure<br />
facilities are made available to them. DG, CISF<br />
pointed out that if our personnel are killed in any<br />
encounter with Naxalites, it will be the failure of<br />
command and control. He stressed about the timely<br />
visit/inspection in the Unit once in a year by IsG and<br />
DIsG without any lapse and to get familiar with the<br />
problems being experienced by the men in field units.<br />

Conference was followed by presentation by various<br />
Sector IsG about their Sectors. Pending agenda<br />
points were also discussed. During the presentation<br />
DG desired that corruption cases should be brought to<br />
nil and directed that the case which took place at NISA<br />
should not be repeated.<br />
At the end Shri H.V. Chaturvedi, IG/Adm thanked DG,<br />
CISF for giving his valuable time for the Sr. Officer's<br />
Operational Meeting and assured that all the<br />
directives of DG,CISF will be complied in letter and<br />
spirit.<br />
4th CISF Contingent For<br />
HAITI (MINUSTAH)<br />
CISF is in UN Mission in Haiti since 2008 and brought<br />
laurels to the <strong>Force</strong>. CISF has performed excellent<br />
duties at Haiti. Its venture and elegance role has been<br />
highly appreciated by the officers of the United<br />
Nations. The 04th contingent of 140 dynamic and<br />
multi skilled CISF personnel popularly known as 'bleus<br />
indiens' for United Nation stabilization mission in Haiti<br />
(MINUSTAH), under the command of Shri Anil Kumar<br />
Pandey, Commandant, and 5th Res. BN. Ghaziabad<br />
were replaced.<br />

The self sustained, highly trained and suitably<br />
equipped CISF FPU Contingent will assist the Haitian<br />
National Police in weapons control and public security<br />
measures along with ensuring the restoration and<br />
maintenance of the rule of law, public safety and public<br />
order in Haiti through operational support to the<br />
Haitian National Police, as well as in their institutional<br />
strengthening.<br />
One of the major responsibilities of this contingent will<br />
be to protect civilians under imminent threat of<br />
physical violence, personal of United Nations,<br />
installations and equipment to ensure the security and<br />
sovereignty of its people and their moment.<br />
Celebration of NPM Day<br />
NPM/HPCL Management Jagiroad, Assam<br />
celebrated its NPM Day on 30.10.2011. Shri T.K.<br />
Bhattacharya, Director (Operational) hosted the NPM<br />
Flag at NPM/HPCL Kagajnagar ground. The smartly<br />
dressed contingent of CISF displayed an elegant<br />
marching with 05 other platoons of school children and<br />
HPCL employees. Plantation of saplings was also<br />
undertaken at K.V. School premises and the functions<br />
were witnessed by the gatherings including<br />
employees and teachers.<br />

Observance of Police Commemoration<br />
Police commemoration day was observed by the ASG<br />
personnel at Bangalore Airport and tributes were paid<br />
to the personnel died on duty during the last year by<br />
observing two minutes silence.<br />
