plete, they will be returned to the board with instruc-<br />

tions.<br />

c. The SRAA will endorse administratively correct<br />

and complete proceedings to The Adjutant General.<br />

The SRAA endorsement will indicate the board was<br />

conducted IAW this regulation and the current Secre-<br />

tary of the Army memorandum of instructions to the<br />

Army <strong>National</strong> <strong>Guard</strong> Federal Recognition Board.<br />

9-18. Actions required by The State Adjutant<br />

General<br />

The Adjutant General will take the following action<br />

when:<br />

a. The applicant is favorably recommended by the<br />

board;<br />

(1) Examine the application for completeness of<br />

the NGB Form 89, NGB Form 337. and any other doc-<br />

uments entered into the record of the board, to include<br />

those related documents shown in Appendix B of<br />

this regulation.<br />

(2) Endorse the application to the Chief, <strong>National</strong><br />

<strong>Guard</strong> Bureau, ATTN: NGB-ARP-0. As an excep-<br />

tion, Federal Recognition Board actions relative to ex-<br />

amination of initial entry warrant officer applicants will<br />

not be forwarded to CNGB until after the candidate<br />

successfully completes WOCS.<br />

b. Personnel actions forwarded to CNGB for award<br />

of permanent Federal Recognition will be assembled<br />

in accordance with standardized checklists shown in<br />

Appendix C of this regulation.<br />

c. If applicant is not favorably recommended by the<br />

board, notify the rejected applicant through the chan-<br />

nels used for submitting the application furnishing the<br />

reason for disqualification. If the reason for rejection<br />

does not act as a permanent bar to Federal recogni-<br />

tion, advise the applicant of the procedure and re-<br />

quirement for resubmission of the application.<br />

9-19. Actions by the Chief, <strong>National</strong> <strong>Guard</strong><br />

Bureau<br />

a. Review the record of board proceedings and the<br />

recommendations of the State Adjutant General to<br />

determine if the application meets the qualifications<br />

and requirements for Federal recognition.<br />

6. Extend permanent Federal recognition to the<br />

applicant in the grade and MOS in which the applicant<br />

is qualified.<br />

c. Concurrently request Commanding General,<br />

ARPERCEN to appoint the applicant as a Reserve<br />

Warrant Officer of the Army in the grade in which Fed-<br />

erally recognized.<br />

d. Issue Certificates of Eligibility to applicants who<br />

have applied for the same, under the provisions of<br />

paragraph 2-17.<br />

8. If upon review of all records, an applicant is not<br />

granted Federal recognition, The Adjutant General will<br />

be notified and temporary Federal recognition, if in ef-<br />

fect, will be withdrawn.<br />

Statement of Understanding for Appointment as a Warrant Officer<br />

"I understand that if I am appointed as a warrant officer in the ARMY NATIONAL GUARD of the State of<br />

, I must successfully complete the Warrant Officer Basic Course within two years from the<br />

tffective date of my appointment unless extended by the Chief, <strong>National</strong> <strong>Guard</strong> Bureau. I also understand that<br />

ailure to achieve MOS certification as specified above will result in withdrawal of my Federal recognition from the<br />

WNG and my appointment as a Reserve warrant officer of the Army."<br />
