Subject:- Request for Expression of Interest (EoI) from individual experts for
empanelment of Consultants for project management support and technical
assistance for World Bank funded Pradhan Mantri Gram Sadak Yojana
(PMGSY) Rural Roads Project.
National Rural Roads Development Agency (NRRDA), New Delhi, an autonomous
organization of Government of India, Ministry of Rural Development, invites Expression of Interest
(EoI) for empanelment of Consultants from individual experts for project management support and
technical assistance for World Bank funded Pradhan Mantri Gram Sadak Yojana (PMGSY) Rural
Roads Project with the following job requirements, qualifications/ experience, duration and
remuneration etc.:

1. Job requirements : (i) To provide project management and implementation
support to facilitate project implementation in the
participating States (Jharkhand, Himachal Pradesh,
Meghalaya, Punjab, Rajasthan, Uttar Pradesh &
Uttarakhand).
(ii) To closely work with NRRDA and the implementing
agencies and advise them in areas such as project
selection, preparation of detailed engineering reports and
contract documents, procurement, monitoring of physical
and financial progress, quality assurance, contract
management, financial management, in-built 5-year
maintenance.
(iii) To help implement various activities under the technical
assistance programme including
implementation of various training activities at the local
and international training institutions for different
categories of staff of the road agencies,
maintenance management including establishing a road
inventory and condition data-base, preparation of
annual maintenance plans and execution of
maintenance works through contract,
introduction of improved technical standards and
procedures for quality assurance, procurement,
financial management and contract management,
improving monitoring and evaluation through further
refinements in the on-line monitoring, management and
accounting system (OMMAS).
(iv) To assist NRRDA in expediting and monitoring
implementation of the rural road works in all States and
UTs.

2. Essential and
preferential
qualifications and
experience
: Degree in Civil Engineering preferably Masters Degree in
Transportation Engineering and having experience of project
preparation, procurement of project, execution of work and
World Bank procedures.
For Technical-IT
Degree in Civil Engineering. Preference would be given to
candidates with Masters Degree in Transportation Engineering
or Computer Aided Design or master of Computer Application or
Post Graduate Diploma in Computer Applications.
Further, candidates with experience in ERP or Systems
Analysis or working experience of Pradhan Mantri Gram Sadak
Yojana (PMGSY) including On-line Management, Monitoring
and Accounting System (OMMAS) will be preferred.
3. Duration : Consultants will be engaged on full/ part time basis for different
time periods depending on the project needs and the expertise
required in different areas.
4. Selection procedure : Consultants will be selected in accordance with the procedures
set out in General Financial Rules, 2005 read with ‘Manual of
Policies and Procedures of Employment of Consultants’ issued
by Government of India, Ministry of Finance.
5. Remuneration : Remuneration will be commensurate with the qualifications and
experience of selected candidates.
The individual experts who are willing to be considered for any of the above areas willing to
contribute for the PMGSY programme may deliver their expression of interest to Director (F&A),

New Delhi 110066 before 15 th May, 2012 along with their areas of expertise, CVs, availability on
part-time/ full time basis. Interested Consultants may obtain further information at the given
address from 09:30 AM to 05:00 PM or may obtain from official website www.pmgsy.nic.in NRRDA
will make a panel of experts and select the experts from that panel as the need arises during the
project implementation in future.
