Briefly describe the rural roads construction and maintenance activities being
undertaken by road agencies fro rural roads other than PMGSY roads in the last
three yeas 2002-03, 2003-04 and 2004-05. Please give details about technical
standards to which these roads are being built.
4. What are the various construction technologies being practiced by the State?
Highlight any innovative technology introduced in construction and / or
maintenance or rural roads.
5. What is the State policy in acquiring land <strong>for</strong> rural roads? What is the experience
regarding community participation in land acquisition?

6. The State my provide a copy of the District Rural Roads Plan and summary of
their assessment regarding total length of rural roads, which require new
construction and which require improvement of existing roads separately to
provide 100 per cent connectivity to all villages in the District.
7. What are the norms followed by the State <strong>for</strong> maintenance of rural roads. Give
amount per km <strong>for</strong> routine maintenance and periodic maintenance separately. Has
the State taken up routine maintenance of Rural Roads on per<strong>for</strong>mance based
contracts? Is so, give details
8. (a) Briefly describe the role of Panchayati Raj Institutions (PRIs) in provision and
maintenance of rural roads at Gram Panchayati (GP), block Panchayat (BP)
and Zilla Panchayat (ZP) levels. How do they get funds <strong>for</strong> rural roads?
Whether PRIs raise their own funds <strong>for</strong> maintenance.
(b) What role do communities play in provision and maintenance of rural roads?
(c) What are current arrangements <strong>for</strong> technical support to PRIs.
9. What is the strength of gang labour <strong>for</strong> maintenance of rural roads? What is the
current policy <strong>for</strong> recruitment of gang labour <strong>for</strong> rural roads? Does the state think
that any re<strong>for</strong>m is required <strong>for</strong> improving their productivity? What re<strong>for</strong>ms can
work?
10. what are the arrangements <strong>for</strong> condition surveys and road inventory of rural roads
made by various road agencies in the states? Are there any plans to institute road
database? If so, give details.
11. Give a brief note on the status of the rural roads constructed under different
employment generating programmes and their utilization. You may bring out the
condition of such roads constructed and the specifications and standards required
<strong>for</strong> Rural Roads. Give your comments on the construction of the Rural Roads
under such programmes.
12. What is the planning process of Rural Roads adopted in your State? Give a brief
description <strong>for</strong> each level of planning process in the development of Rural Roads.
13. Briefly explain how the road network is included in the planning processes while
creating infrastructural facilities such as Primary Schools, High Schools, Primary
Health Centers, Market Yards, etc. Also explain, whether the new connectivity
created is utilized in the sitting of infrastructural facilities dependent on
connectivity <strong>for</strong> achieving integrated development.

14. Did the State receive funds <strong>for</strong> Rural Connectivity Rural Roads Development
including modernization) or as part of agricultural support, etc. <strong>from</strong> external
funding agencies such as World Bank, ADB, etc.? if so, give details.
15. If the answer <strong>for</strong> Question 14 is ‘Yes’, indicate the experiences of the State in
developing Rural Roads through external funding in planning, implementation
and maintenance of the roads created under Externally Aided Projects. You may
also comment on how such experiences have percolated into the system <strong>for</strong> Rural
Roads Development in other programme.
16. What is the status of contracting industry in the State? Give a brief note on the
absorption capacity, equipment and machinery with the contractors and ability to
cope with increased allocation of funds <strong>for</strong> Rural Roads, in your State.
17. What has been the experience of the State with outsourcing of functions like DPR
(Detailed Project Report) preparation, work supervision and quality control in the
Rural Roads Sector?
18. PMGSY has endeavored to create a Govt.-Academia partnership through
Principal Technical and State Technical Agencies. What further steps do you
suggest to create such capacity building over the next 20 years? How can such
partnership be strengthened?
19. Do you have any comments on thee geometric standards on rural roads of the IRC
(Refer Chapter2 of IRC:SP:20 Rural Roads Manual) with regard to land width,
design speed, sight distance, radii of curvature and vertical curves, etc. If so,
give details of difficulty experienced, etc.
20. What are the views of the State on the adoption of gravel surfacing on link roads
to habitation with population less than 500?
