I. Mr. Mancini read the Open Public Meetings Act at 4:00 p.m. 

A. In compliance with the Open Public Meetings Act of the State of New Jersey, adequate 

notice of this meeting of the Ocean County Library Commission was provided in the 

following manner: 

1. On December 16, 2011, advance notice of this meeting was posted on the Bulletin 

Board located in the entrance hall of the Ocean County Library, 101 Washington 

Street, Toms River, NJ; 

2. On December 16, 2011, advance written notice of this meeting was published in the 

Asbury Park Press; 

3. On December 16, 2011, advance written notice of this meeting was filed with the 

Clerk of the County of Ocean; 

4. On December 16, 2011, advance written notice of this meeting was mailed to all 

persons who, according to the records of the Ocean County Commission, paid for 

such notices on or after December 16, 2011.

VIII. Director's Report 

Summary Stats for Super Storm Sandy: Nineteen of the twenty one branches are opened. 

Ms. Quinn would like to acknowledge the hard work of the Management Team. The work 

could not have been done without Joe Cahill's in-depth knowledge of facilities. Thanks go 

to David Evans, Technology and Valerie Bell, Zarita Mattox and Rita Oakes who deployed 

staff to continue to provide essential needs. Thank you to Jessica Lynch and Sara Hansen 

for getting paychecks out on time. I am proud of the staff for providing a sense of normalcy 

to our residents. Many times the library is viewed as a third place that is neither home or 

office, but in times like these when people have lost theil" homes that changes, and the 

library becomes like the customer's home. 

Mr. Mancini noted that we have had the full support of the Freeholders. He thanked the 

Management Team for opening the branches to provide library services to customers. Joe 

Cahill went above and beyond. Everybody did a great job and their efforts are greatly 

appreciated. When phones weren't working, Mr. Mancini said that he and Ms. Quinn were 

able to stay in contact via text.

X. New Business 

Resolutions 

A Authorize emergency building services and repairs to the Bay Head Reading Center, 

Upper Shores Branch and other various branches as a result of damages incurred by 

Hurricane Sandy. Services include Architectural, Engineering, Interior Design, HVAC, 

Moving and Storage, furniture, flooring, shelving, collection replacement, and other 

requirements that have not been yet identified. N.J.S.A. 40:11-6 permits award of 

contract without competitive bidding as an "Emergency Service", the total damages are 

not anticipated to exceed $1 00,000.00; 

B. Authorize the transfer of $15,000.00 from the Utilities Line Item in the General Library 

Account (209-290-0029) to the Vehicle Maintenance Line Item in the General Library 

Account (209-290-0029); 

C. Authorize use of the checking account to cover fees in Wells Fargo Escrow Account in 

the amount of $200.00; 

D. Authorize closing Escrow Account held by Wells Fargo and establishing new Escrow 

Account with OceanFirst bank; 

E. Authorize a resolution honoring Christine Matteo, Chief Librarian, as she retires from the 

Ocean County Library on Saturday, December 1, 2012; 

F. Authorize participation in elibraryNJ.com -the Overdrive Downloadable Audiobook and 

EBook Consortium for January 1, 2013 until December 31, 2013 at a cost of $14,605.00; 

G. Authorize execution of a Reciprocal Borrowing Agreement with Burlington County 

Library for a period of one year, January 1, 2013 to December 31, 2013, for a 

reimbursement of $1.00 per net loan, not to exceed $15,000.00;

H. Approve use of the Lacey Branch as an evacuation point for the Precious Journey 

Preschool during the 2012-2013 school year; 

I. Approve moving the after-hours Andrew McCarthy event to Friday, December 21, 2012;

Donations 

K. Accept a donation of an illustration from Children's book illustrator John Manders of one 

of his characters that will be framed by Forked River Framing at an estimated value of 

$200.00 to the Long Beach Island Branch.
