For a successful innovation policy, effective strategies, action plans, instruments and<br />

approaches are needed. National governments bear the responsibility for the<br />

development and implementation of these measures. Therefore, it is necessary to study<br />

the national framework in order to receive a detailed overview of the innovation system<br />

of <strong>Montenegro</strong> and identify best practices.<br />

International donors and institutions are aware of the significance of innovation for<br />

competitiveness and development of national economies. Therefore, different key<br />

programmes and instruments have been created to support activities initiating and<br />

fostering innovation and development.<br />

2.1 Key National Ministries<br />

The following ministries are actively involved in the formulation and promotion of the<br />

national innovation policy.<br />

Ministry for Information Society and Telecommunications<br />

Organisation title in local language: Ministarstvo za informaciono društvo i<br />

telekomunikacije<br />

Organisation type: Government/ Ministry<br />

The Ministry for Information Society and Telecommunications has announced a public<br />

invitation for the project '”0 for 10- 10 awards for top 10 ICT solutions at the Universities<br />

of <strong>Montenegro</strong>”. The aim of this project is a further promotion of information society<br />

among the students of Montenegrin universities.<br />

The Commission appointed by the Ministry and composed of prominent experts in this<br />

field, will select top 10 solutions after the arrival of papers. The authors, i.e. their<br />

solutions, are promoted in Montenegrin media, as well as at professional conferences<br />

from the field of ICT, which are organized in <strong>Montenegro</strong>.<br />

The Commission especially evaluates the originality of solutions, breadth of application,<br />

integrity of solutions, multidisciplinarity and teamwork.<br />
