1. Which children would be assigned a PPCD service location code?
The PPCD service location code applies to children with disabilities who are ages 3, 4 or 5 on the
PEIMS fall snapshot date and meet the PPCD definition in the PEIMS Data Standards. For more

2. Does the “less than 10 hours” or “at least 10 hours” apply to the time a child spends in a
regular early childhood program or the time the child spends in the special education
program?
The requirement of “at least 10 hours” or “less than 10 hours” per week pertains to the time the
child is in attendance in a regular early childhood program.
3. For the purpose of the PPCD service location code, what is the definition of a regular early
childhood program?
A regular early childhood program includes a majority (at least 50%) of children without
disabilities (i.e., children without IEP’s). A regular early childhood program may include, but is
not limited to:
o Community-Based Preschool (3- Through 5-Year-Olds)
o District or Community Child Care Programs
o Head Start Programs
o Kindergarten Programs
o Prekindergarten Programs
o School-Based Preschool
4. The PPCD service location codes 5, 6 and 8 use the term in some other location, what is the
meaning of “some other location”?
Some other location is referring to any location other than the regular early childhood education
setting, such as a therapist room, a resource room, a self contained room, or a separate class
designed for children with disabilities.

5. Which PPCD service location code should be assigned to the “drop in” speech children”?
A child that spends the day at home or with a care giver and is taken to the school to receive
speech therapy services would be coded 8.
A child that attends a day care center for one day a week (less than 10 hours) and is taken to the
school to receive speech therapy services would be coded 6.
A child that attends a day care center for a half day each day (at least 10 hours) and is taken to
the school to receive speech therapy services would be coded 5.

6. Which PPCD service location code would be assigned to children receiving services in an
intense speech language classes that meet three times a week for two hours?
If the intense language classes are an early childhood program that includes at least 50% of
children without disabilities and is operated less than 10 hours per week, the child would be
assigned a PPCD service locator code of 4.
If the intense language classes are a special education program that includes at least 50% of
children with disabilities, the child would be assigned a PPCD service locator code of 3.
7. Which PPCD service location code would be assigned to a three or four-year-old child
attending a community based childcare facility 5 days a week with a majority (at least 50%) of
children without disabilities and receives speech therapy 30 minutes weekly in a special
education setting at the public school?
The child attends a regular early childhood program and the majority of the child’s special
education services are in some other location, the PPCD Service locator code would be 5.
8. Which PPCD service location code would be assigned to a child with a disability who attends a
regular early childhood program and speech services are frequently provided to the child by
the therapist in a quieter area, away from regular classroom, to work on specific skills?
If they are receiving the services in some other location and not in the classroom, the child
would be a 5 or 6 depending how much time they are in attendance in the regular early
childhood program.

9. Does the eligibility requirement for an early childhood PreK program effect the PPCD service
location code?
Eligibility does not impact the PPCD service locator code.
10. Which PPCD service location code would be assigned to a child with a disability that is not
eligible for PreK, who attends ½ day PreK program, receives special education services from a
certified special education teacher in the PreK classroom and is also pulled out for resource
less that 21% of the day?
The child attends a regular early childhood program and the majority of the child’s special
education services are in the regular early childhood classroom therefore the PPCD Service
locator code would be 1.
11. Which PPCD service location code would be assigned to a child with a disability, not eligible
for PreK, who attends ½ day PreK program, receives special education services from a certified
special education teacher in the PreK classroom 15 minutes per day, and in addition receives
30 minutes twice a week speech language therapy services in PreK classroom?
The child attends a regular early childhood program and the majority of the child’s special
education services are in the regular early childhood classroom therefore the PPCD Service
locator code would be 1.

13. Which PPCD service location code would be assigned to a three or four year old child

half day in a self contained PPCD classroom and a half day in the PreK classroom where the

The child attends a regular early childhood program and the child would be assigned a PPCD
service locator code of 1 or 5, depending on where the majority of the child’s special education
services are being provided.
16. Which PPCD service location code would be assigned to a child with a disability who attends
half day in a self contained PPCD classroom and a half day in the PreK and receives special
education services from a certified special education teacher in some other location?
