1. Which children would be assigned a <strong>PPCD</strong> service location code?<br />

The <strong>PPCD</strong> service location code applies to children with disabilities who are ages 3, 4 or 5 on the<br />

PEIMS fall snapshot date and meet the <strong>PPCD</strong> definition in the PEIMS Data Standards. For more<br />

2. Does the “less than 10 hours” or “at least 10 hours” apply to the time a child spends in a<br />

regular early childhood program or the time the child spends in the special education<br />

program?<br />

The requirement of “at least 10 hours” or “less than 10 hours” per week pertains to the time the<br />

child is in attendance in a regular early childhood program.<br />

3. For the purpose of the <strong>PPCD</strong> service location code, what is the definition of a regular early<br />

childhood program?<br />

A regular early childhood program includes a majority (at least 50%) of children without<br />

disabilities (i.e., children without IEP’s). A regular early childhood program may include, but is<br />

not limited to:<br />

o Community-Based Preschool (3- Through 5-Year-Olds)<br />

o District or Community Child Care Programs<br />

o Head Start Programs<br />

o Kindergarten Programs<br />

o Prekindergarten Programs<br />

o School-Based Preschool<br />

4. The <strong>PPCD</strong> service location codes 5, 6 and 8 use the term in some other location, what is the<br />

meaning of “some other location”?<br />

Some other location is referring to any location other than the regular early childhood education<br />

setting, such as a therapist room, a resource room, a self contained room, or a separate class<br />

designed for children with disabilities.<br />

5. Which <strong>PPCD</strong> service location code should be assigned to the “drop in” speech children”?<br />

A child that spends the day at home or with a care giver and is taken to the school to receive<br />

speech therapy services would be coded 8.<br />

A child that attends a day care center for one day a week (less than 10 hours) and is taken to the<br />

school to receive speech therapy services would be coded 6.<br />

A child that attends a day care center for a half day each day (at least 10 hours) and is taken to<br />

the school to receive speech therapy services would be coded 5.<br />

intense speech language classes that meet three times a week for two hours?<br />

If the intense language classes are an early childhood program that includes at least 50% of<br />

children without disabilities and is operated less than 10 hours per week, the child would be<br />

assigned a <strong>PPCD</strong> service locator code of 4.<br />

If the intense language classes are a special education program that includes at least 50% of<br />

children with disabilities, the child would be assigned a <strong>PPCD</strong> service locator code of 3.<br />

7. Which <strong>PPCD</strong> service location code would be assigned to a three or four-year-old child<br />

attending a community based childcare facility 5 days a week with a majority (at least 50%) of<br />

children without disabilities and receives speech therapy 30 minutes weekly in a special<br />

education setting at the public school?<br />

The child attends a regular early childhood program and the majority of the child’s special<br />

education services are in some other location, the <strong>PPCD</strong> <strong>Service</strong> locator code would be 5.<br />

8. Which <strong>PPCD</strong> service location code would be assigned to a child with a disability who attends a<br />

regular early childhood program and speech services are frequently provided to the child by<br />

the therapist in a quieter area, away from regular classroom, to work on specific skills?<br />

If they are receiving the services in some other location and not in the classroom, the child<br />

would be a 5 or 6 depending how much time they are in attendance in the regular early<br />

childhood program.<br />
