Summary<br />

In addition to the Management meetings of the Support group and the Implementation<br />

group, 14 Working group meetings took place in 2008 and 4 roadmap preparation sub-group<br />

meetings were held. On average at each meeting 10/15 experts have met to implement the<br />

ESTEP priorities and roadmaps have been prepared on Scale-free processes, Intelligent<br />

Manufacturing, Sustainable use of resources and Energy, Energy efficient buildings and<br />

Materials for Power generation.<br />

All these roadmaps were discussed and approved in the Support group. Future and broader<br />

R&D orientations of WG2 on Automotive have been envisaged in 2008 and new priorities will<br />

be proposed in 2009. The people programme of the WG5 has been restructured and new<br />

sub-groups focusing on hiring and recruiting talented people have been created. Ambitious<br />

communication and training activities are being prepared for 2010.<br />

In February the results of the ULCOS phase I project were presented to the Steering<br />

Committee and ULCOS II was given the go ahead. Then ESTEP worked on the<br />

implementation package, in particular to identify funding possibilities and to develop cooperation<br />

with the ZEP platform. This activity is still on-going.<br />

In June the Mirror Group meeting took place and addressed the ULCOS II programme and<br />

the implementation of other priorities of the SRA. ESTEP got the support of Member States<br />

representatives for both the ULCOS programme and other R&D priorities corresponding to the<br />

roadmap in preparation.<br />

In October the ESTEP’s Chairman M. Wurth and Secretary General J.C Charbonnier met<br />

Commissioner Potocnik, members of his Cabinet and RFCS unit. Two main issues were<br />

addressed: participation in the <strong>EU</strong> CCS programme and better implementation of ESTEP’s SRA<br />

in the FP7. Solutions have been suggested by the Commissioner.<br />

Many meetings took place with the <strong>EU</strong> Commission (DG Research, DG Energy, Marie Curie<br />

Followships) to get information about both on-going and scheduled funding programmes. In<br />

particular in the Implementation group meeting of October the <strong>EU</strong> Commission advised on<br />

how to participate in the NMP Construction programme. The Secretary General of the<br />

Construction platform presented the ECTP’s SRA and its JTI on energy efficient building. He<br />

explained the way to join this JTI.<br />

Throughout the year, members of ESTEP and especially the Secretary General participated at<br />

many external meetings including SOVAMAT, SCANMET, ECCS, EMF, etc. which were good<br />

outreach opportunities for the platform.<br />

This activity <strong>report</strong> also illustrates the proposals submitted to the FP7, RFCS projects<br />

implemented in July, RFCS priorities for the 2008 call and updated list of participants in both<br />

the Management and Working groups.<br />

1. Introduction<br />

Six years ago, at the beginning of 2003 the first ideas regarding the long term vision of<br />

ESTEP were being drafted. They mainly addressed the development of new breakthrough<br />

technologies to tackle the CO2 emissions in steel-making. Since then several other priority<br />

topics have been added to meet the long term ambition of the European steel industry in<br />

terms of competitiveness and sustainability and a huge effort is still being made by both the<br />

ESTEP’s Management and working groups to implement the first identified R&D priorities and<br />

at the same time to up-date them.<br />

This activity <strong>report</strong> will compliment the newsletter which was created in 2008 and will give<br />

more detail of the first results of the implementation programme and the work to progress, in<br />

particular in the Framework programme.<br />

Further to the decisions of the Steering Committee of February 2008 the ways and means to<br />

launch the phase II of ULCOS have been thoroughly investigated by technical experts and<br />

relevant working groups. Many contacts have been established with the <strong>EU</strong> Commission at<br />

the highest levels, national and regional authorities and funding institutions (e.g EIB) to get<br />

the necessary financial support. Furthermore as recommended by the <strong>EU</strong> Commission links<br />

with the Zero-emission platform have been established and the development of possible<br />

synergy is being examined. This issue was also addressed in the Mirror Group meeting of<br />

June and will continue to be addressed in 2009.<br />

ESTEP’s activities in 2008 also focused on how to better implement the R&D programme in<br />

particular in the FP7. Many information meetings have been organized with both the DG<br />

Energy and DG Research at different levels from Programme Officers to the Research<br />

Commissioner.<br />

At the same time, the updating of the ESTEP’s SRA was launched in the working groups and<br />

discussed in the Support Group to focus more clearly on European priorities in particular in<br />

terms of climate change and energy and the global marketplace.<br />

A great effort has been placed on communication towards other relevant ETPs, National<br />

organizations, European federations and Institutions to inform about the ESTEP’s R&D<br />

programme with a view to establish collaborations of mutual benefit.<br />

Finally great attention was also paid to the People programme and ambitious initiatives are<br />

being prepared to attract, and recruit young talents and staff training.<br />

SRA of ESTEP has been successful in the RFCS and the difficulties in<br />

the FP7 are well known. WG5 has been reorganized with new<br />

Chairman, Dr Meiler. Statement regarding the implementation of the<br />

A questionnaire to collect European experiences on<br />

attracting and recruiting of steel companies was<br />

prepared and the organization of the <strong>EU</strong>SteelForum<br />

2009 took place.<br />

Workshop of the sub group ´”Attracting and Recruiting”:<br />

The analysis of Junior Euromat questionnaires was<br />

presented. A best-practice-toolbox “attracting and<br />

recruiting” was set up. Additional projects to pursue were<br />

identified: Conference “Talent Management in European<br />

Steel Companies and Universities” and the 1st Steel<br />

Spring School.<br />

Workshop of the sub group “Training”: Best practices on<br />

e-learning resources were presented and the different<br />

kinds of training activities in steel companies were<br />

illustrated. A best-practice-toolbox “training” were set up.<br />

First ideas to develop common European projects on<br />

training matters were adjusted. Top priority obtained the<br />

project “Steel Cities”.<br />

Sept. 24 2008 ESTEP Brussels WG5 Meeting: Members agreed in the results of the sub<br />

groups. The identified projects are to be pursued and<br />

responsibilities for the projects were fixed. New best<br />

2.4 Activities of the Implementation Group<br />

Two meetings took place where Programme Officers from the European Commission<br />

attended to inform about the FP7 future calls and to give advice to the Working Group<br />

chairmen and the project coordinators. The October meeting gathered both members from<br />

the European Commission and from the platform on Construction (ECTP). The ECTP<br />

Secretary General presented the ECTP’s programme and its JTI on energy efficient building.<br />

Rules of participation in the E2B JTI were presented and discussed. Recommendations from<br />

the Commission regarding the participation in the NMP Construction programme were given.<br />

Further to a brain storming meeting, a draft mission statement for the Implementation Group<br />

was distributed to the members of the group.<br />

2.4.2 Creation of a Communication Task Force (subgroup<br />

of the Implementation WG)<br />

The Communication Task Force held two meetings this year and several conference calls.<br />

Wim Moonen (Corus) is head of the Communication Group. This Group has focused on<br />

improving communication through the CIRCA database and the ESTEP website, and has<br />

issued its first two newsletters. Claire Grapeloux has been replaced by Manfred Jacobi who<br />

has taken over her role at the Commission.<br />

The Mirror group is focusing on the state of play of the Strategic Research<br />

Agenda, in particular the implementation of the second phase of the<br />

ULCOS programme on reducing the CO2 emissions in steelmaking. The<br />

ESTEP and ZEP platforms should develop synergy for the CCS<br />

demonstration part of the Ulcos II programme. The CCS steel programme<br />

should be included within the <strong>EU</strong> flagship programme. As the SRA of<br />

energy efficient buildings and energy production and transportation<br />

In 2008, 18 meetings each gathering on average 10/15 people have been working together<br />

to implement the priorities of ESTEP. A great effort has been made this year again to prepare<br />

both FP7 and RFCS proposals. In addition New roadmaps have been prepared to launch<br />

collaborative programmes, i.e on scale free, intelligent manufacturing and societal value of<br />

materials,etc. Many additional sub-working group meeting took place, e.g 4 meetings for<br />

Intelligent Manufacturing and a huge effort paid by these WGS to analyse the past<br />

projects, the current needs and then to propose new R&D lines.<br />

3. Statement about the implementation of the<br />

SRA priorities<br />

Both private and public funding is requested to implement the R&D priorities of the ESTEP’s<br />

Strategic Research Agenda (SRA). For the time being both Framework programme 7 and<br />

RFCS (Research Fund for Coal and Steel) are targeted.<br />

3.1 Technical status (RFCS, FP7)<br />

RFCS 2007 call<br />

Twenty four proposals out of 43 addessing the ESTEP priorities were retained in the 2007 call<br />

and have started to be implemented in July 2008. In the 2007 call a higher number of<br />

product relevant proposals have been retained (automotive, construction, & energy) so that a<br />

good balance is retained over the two latest calls (2006 &2007) between process and<br />

products.<br />

FP7/1 st call<br />

3.2 Communication to the <strong>EU</strong> Institutions<br />

(Commission and Parliament)<br />

<strong>EU</strong> Commission - In June, Mr Charbonnier met with Mr Bemtgen of DG TREN. It was a<br />

common meeting with the glass, cement, ceramics and steel industries to discuss the call on<br />

“Energy savings in material production”.<br />

Also discussed were the Marie Curie Actions: ITN and IAPP are relevant for WG5. With<br />

regard to the Environment a meeting has been requested but not achieved.<br />

On October the 14 th , Chairman Mr Wurth and Secretary General Mr Charbonnier met with<br />

Commissioner Potocnik, Mr Malgaj a member of the Cabinet, Philippe Vannson and Jean-Luc<br />

Delplancke. Two main issues were addressed participation in the <strong>EU</strong> CCS programme and<br />

implementation of ESTEP’s SRA in the FP7.<br />

On October 21 st , SG Mr Charbonnier met with Mr Grohol and Mr Valles-Brau from the NMP<br />

directorate. On November 18 th , he met with Mr Tomellini from the materials programme.<br />

On November 20 2008, SG attended an open discussion of the European Commission’s<br />

framework programme organized by Science and Business. Also present were Waldemar<br />

Kutt, Deputy Chief of Cabinet for <strong>EU</strong> Science and Research Commissioner Janez Potocnik and<br />

Clara de la Torre, Director for Framework Programme in DG Research at the <strong>EU</strong> Commission.<br />

presentations at the Steering, Support Group and Implementation meetings are uploaded into<br />

this database. Each working group has its own section and separate sections devoted to<br />

specific projects. The Calendar of meetings is also available in the ESTEP general area.<br />

The website will remain managed by Cordis. All information continues to be found on this<br />

site. New links to the other ETPs, Sovamat, Ulcos, ECCS, <strong>EU</strong><strong>nited</strong> and Eucar have been set<br />

up.<br />

5. Links to other Platforms and Federations<br />

Workshop on interactions between ETPs and National<br />

research actors<br />

On the 21 st April a workshop intended to provide a first exchange of experiences and best<br />

practices on the interaction between European Technology Platforms and National research<br />

actors of Member States took place. ESTEP and the Polish Platform gave a joint presentation<br />

on how ESTEP interacts with National steel platforms. Mr Charbonnier gave the examples of<br />

the Spanish Platform whose coordinator Fausto Obeso-Carrera is member of the<br />

Implementation and Support groups of ESTEP and talked of the Swedish steel platform’s<br />

vision. Mr Schwedler showed the synergies between the agenda, its implementation and<br />

financing of the ESTEP and the Polish steel platform. The Polish platform has also worked<br />

with ESTEP on a joint conference and regularly attends the ESTEP Mirror group and Working<br />

group 5. For the future further common projects, joint conferences and joint efforts aimed at<br />

increasing the availability of public funding are envisaged.<br />

The 9th seminar of the Industrial leaders of European<br />

technology platforms<br />

The 9 th seminar of the Industrial leaders of European technology platforms was held on the<br />

30 th September. The survey on 34 Technology platforms was discussed on this occasion.<br />

The Commission, Member States and ETPs stakeholders acknowledged the positive role of<br />

ETPs to structure the long term R&D and the European Research Area. Positive comments<br />

were written regarding ESTEP, in particular its involvement in technical programmes which<br />

are on their way to a successful outcome (ULCOS and others addressing the CO2 issue).<br />

With regard to implementation there are large differences between ETPs. Some of them see<br />

their SRA well reflected and others not at all. Furthermore some ETPs which have good<br />

coverage of their SRA obtained a poor success rate as well. ESTEP like other ETPs has<br />

invested both time and money to prepare proposals which are finally being rewarded.<br />

Another major issue that was addressed in this seminar was : the way ahead for ETPs. As<br />

the number of ETPs has increased over the past few years and is still increasing, the question<br />

is how to avoid overlap ? What’s the best way to implement the SRA ? Is a JTI the route to<br />

progress ?<br />

Coordination and cooperation are recommended between ETPs to identify common priority<br />

topics. The submission of proposals between collaborating ETPs is encouraged as well. A JTI<br />

is not the obvious answer. There are pros and cons and ETPS do not share the same<br />

viewpoint.<br />

ESTEP has followed recommendations and reinforced collaboration with several relevant ETPs<br />

(e.g ZEP, Wind, ECTP and more recently MANUFUTURE) to obtain calls responding to topics<br />

of common interest. ESTEP is also evaluating the interest of a JTI with other manufacturing<br />

industries (glass, other metals, chemistry etc) and ETPs (MANUFUTURE).<br />

Last but not least, the survey encourages ETPs to identify needs and to provide training and<br />

education. In this respect ESTEP’s dedication was underlined and it was suggested to the<br />

Commission that specific instruments to develop these areas are offered to the ETPs.<br />

In 2008 ESTEP has concentrated on developing relationships with key platforms that have<br />

similar interests to ESTEP.<br />

In July the first common meeting took place with the ZEP platform. Mr Liberali expressed his<br />

wish that the steel industry participate in the CCS programme and encouraged the two<br />

platforms to explore a more cooperative approach and synergies. After discussing both<br />

platforms initiatives, it was decided that ESTEP would participate in the Consultancy action to<br />

define the “why, what and how” of a CCS demonstration programme and the rationale<br />

behind it. The McKinsey consultation took place on the 7 th October.<br />

Mr Charbonnier also attended the ZEP General Assembly on November 10 th .<br />

In October there was a joint ESTEP-Manufuture meeting where fields of common interest<br />

were discussed and the possibility of future collaboration. Common topics were sustainable<br />

manufacturing, intelligent manufacturing and high quality and high performance<br />

manufacturing. Manufuture has sent a letter of cooperation for a common work programme<br />

of a potential JTI on enabling technologies and related processes for manufacturing to the<br />

Chairman of ESTEP. This will be discussed in Working group 1 where intelligent<br />

manufacturing is addressed, then in the Support Group and finally in the Steering Committee.<br />

On December 9-10 SG JC Charbonnier attended the Manufuture General Assembly in St<br />

Etienne (France).<br />

Finally the ECTP platform was invited to make a presentation at the October Implementation<br />

meeting. Mr Bourdeau presented both the platform and its JTI on energy efficient buildings.<br />

The participation rules in this JTI have been explained and discussed. This issue is now ready<br />

for decision within the relevant working groups of ESTEP.<br />

SG J.C Charbonnier also attended a Workshop organized by the ERTRAC platform dedicated<br />

to “Road Transport Safety” on December 4 th.<br />

5.2 links with national platforms.<br />

There are 4 national steel platforms for the time being and a Swedish platform was created in<br />

2008. Mr Charbonnier met with the Chairwoman of the Swedish platform at the occasion of<br />

Scanmet III and they exchanged information about future common activities. Cooperation is<br />

also developed with the Polish Platform which is represented in the ESTEP WG1 and WG5,<br />

with the Spanish and German platforms also represented in several ESTEP WGs.<br />

5.3 Links with other associations/federations.<br />

On September 22 nd , Mr Carl Wuppermann chairman of the WG2 Auto and SG J.C Charbonnier<br />

met with Ulf Palmquist of <strong>EU</strong>CAR to discuss about future long term activities. They also<br />

attended the Eucar conference on November 26 th and met the main people in charge of Auto<br />

programmes.<br />

Pietro Gimondo from Working Group 6 represented ESTEP at the European Metals Federation<br />

conference in October.<br />

In November Mr Charbonnier attended the <strong>EU</strong><strong>nited</strong> General Assembly. Exchanges about the<br />

R&D needs of energy intensive industries have started and will be pursued in 2009.<br />

Co-operation with the ECCS (Construction stakeholder) was reinforced at the occasion of the<br />

ECCS meeting in Alesund/Norway , on September 17-18. Mr Milkovic in charge of Technical &<br />

scientific activities within the ECCS was appointed to represent the ECCS in ESTEP.<br />

6. Contribution to position papers<br />

ESTEP contributed to the Consultation group organized by the <strong>EU</strong> Commission about “ICT<br />

and Energy Efficiency”. Process industries, manufacturing and semiconductor manufacturing<br />

industries were represented in this group. Technology providers, in particular ICT made<br />

significant contributions. The <strong>report</strong> concludes with a list of recommendations for ICT<br />

deployment activities in 2009-2015 and R&D needs for new ICT benefiting manufacturing in<br />

the long term (2015-2020), including R&D needs in the process industries. See the Report on<br />
