activity report 2010 EurElEcTrIc rEnEwAblEs AcTIon plAn: A comprEhEnsIvE sTrATEgy for ThE roAd To 2020 14 As an integral component of a low-carbon future, renewable energy sources (RES) remain high on the agenda, both at the EU level and within EURELECTRIC itself. Work is currently underway on a new EURELECTRIC renewables strategy, which aims to clarify the implications of increasing RES shares for networks, generation, markets, competition, environmental integrity and sustainability.
Following a flurry of legislative activity and lobbying in the first half of 2009 in agreeing the Renewables Directive, 2010 was a year to take stock and look at the implications of the EU’s ambitious 2020 target for renewables. In reaction to this, EURELECTRIC launched its own “Renewables Action Plan” (RESAP) in spring 2010. The purpose: to develop a comprehensive industry strategy on renewables, setting the requirements for ensuring that the 2020 targets are feasible, economically sound and do not threaten system security. The Action Plan has also been developed in recognition of the industry’s commitment to renewables in the longer term, as indicated by the strong role of renewables in the 2050 scenarios developed by the EURELECTRIC Power Choices project. The plan is developed around four main blocks: networks, generation, markets, and competitive and sustainable renewables (see separate box). Each block of the Action Plan encompasses a series of specific tasks, most of which will lead to an individual report. In turn, these reports will be incorporated into a comprehensive renewables strategy document in June 2011, and will provide input for a final overarching RESAP conference in autumn 2011. Each of the individual tasks is led by a EURELECTRIC working group, co-ordinating with a defined number of working groups. activity report 2010 RESAP contains four main blocks: Networks This block considers the network expansion needed to transmit renewables, and the needs for smart grids to support intermittent renewables. Generation This section looks at creating a stable investment climate for RES and the needs for flexible back-up capacity to support renewables. It also includes a task on considering the necessary development of a greatly expanded biomass market to support the 2020 targets. Markets The markets segment considers the challenges to the functioning of markets when integrating a high level of renewables and possible required adjustments to market design. Competitive & Sustainable RES This block encompasses an analysis of the EU member states’ national action plans (see box on following page) and a push for use of joint projects and other cooperation mechanisms. Accompanying studies on the feasibility of RES action plans seems appropriate. It also includes a task on the R&D needs for renewables and assessment of the life-cycle impact of RES technologies. 15
