Foreword<br />

How to read the document?<br />

This document describes the INSPIRE draft data specificati<strong>on</strong> <strong>on</strong> <strong>Cadastral</strong> parcels as developed by<br />

the Thematic Working Group using both natural and c<strong>on</strong>ceptual schema language.<br />

This document includes two executive summaries that provide a quick overview of the INSPIRE data<br />

specificati<strong>on</strong> process in general, and the c<strong>on</strong>tent of the data specificati<strong>on</strong> <strong>on</strong> <strong>Cadastral</strong> parcels in<br />

particular. We highly recommend that managers, decisi<strong>on</strong> makers, and all those new to the INSPIRE<br />

process and/or informati<strong>on</strong> modelling should read these executive summaries in the first place.<br />

The UML diagrams given in 5.1.1 offer a rapid way to see the main elements of the specificati<strong>on</strong>s and<br />

their relati<strong>on</strong>ships. The definiti<strong>on</strong> of the spatial objects, attributes, and relati<strong>on</strong>ships are included in the<br />

Feature Catalogue in 5.1.2. People having thematic expertise but not familiar with UML can fully<br />

understand the c<strong>on</strong>tent of the data model focusing <strong>on</strong> the Feature Catalogue. Users might also find<br />

the Feature Catalogue especially useful to check if it c<strong>on</strong>tains the data necessary for the applicati<strong>on</strong>s<br />

that they run. The technical details are expected to be of prime interest to those organisati<strong>on</strong>s that<br />

are/will be resp<strong>on</strong>sible for implementing INSPIRE within the field of <strong>Cadastral</strong> parcels.<br />

The technical provisi<strong>on</strong>s and the underlying c<strong>on</strong>cepts are often illustrated by examples. Smaller<br />

examples are within the text of the specificati<strong>on</strong>, while l<strong>on</strong>ger explanatory examples are attached in<br />

the annexes.<br />

In order to distinguish the INSPIRE spatial data themes from the spatial object types, the INSPIRE<br />

spatial data themes are written in italics and with capital letter, like <strong>Cadastral</strong> parcels.<br />

Spatial <str<strong>on</strong>g>Data</str<strong>on</strong>g> Interest Communities and Legally Mandated Organisati<strong>on</strong>s are invited to comment <strong>on</strong> the<br />

proposed structure and c<strong>on</strong>tent of the forthcoming Implementing Rule <strong>on</strong> Interoperability of Spatial<br />

<str<strong>on</strong>g>Data</str<strong>on</strong>g> Sets and Services. In order to do so we recommend that they read this draft data specificati<strong>on</strong><br />

and the questi<strong>on</strong>s of the c<strong>on</strong>sultati<strong>on</strong> document in parallel.<br />

The document will be publicly available as a ‘n<strong>on</strong>-paper’. It does not represent an official positi<strong>on</strong> of<br />

the European Commissi<strong>on</strong>, and as such can not be invoked in the c<strong>on</strong>text of legal procedures.
